Space Industrialization Act - Title I: Establishment of Space Industrialization Corporation - Establishes, as a Federal agency, the Space Industrialization Corporation which shall promote the development of new processes and industries in space and encourage private industry to invest in such activities. Directs the Corporation to provide funds to industrial space ventures under negotiated management plans. Specifies that such funds shall be repaid with a profit if the venture is profitable and that full documentation is required if it is unprofitable. Establishes in the United States Treasury the "Space Industrialization Trust Fund" which shall be held and administered by the Secretary of the Treasury and made available to the Corporation for use in funding industrial space ventures. Authorizes to the Trust Fund appropriations not to exceed $50,000,000 per year for the first two fiscal years after enactment. Directs the President to aid in the planning, development, and review of a national program for the establishment and operation of a space industrial system. Directs the National Aeronautics and Space Administration to advise, assist, and cooperate with the Corporation in the development of the space industrial system. Title II: Public Ownership of Space Industrialization Corporation - Provides that at such time as the Board of Directors and the President approve, the Corporation shall become a publicly owned entity, which shall be authorized to issue shares of capital stock, nonvoting securities, bonds, debentures, and other certificates of indebtedness as the corporation may determine. Requires all proceeds from such securities to be deposited in the Trust Fund established by Title I.

Expresses the sense of the House of Representatives that the United States, while seeking to improve relations with the People's Republic of China, shall continue to maintain full diplomatic relations with the Republic of China and shall not alter its Mutual Defense Treaty with such country.

Amends rule XXVII of the Rules of the House of Representatives to provide that a motion to suspend the rules and pass a bill or resolution shall not be in order with respect to any bill or resolution which makes or authorizes appropriations which may be in excess of $100,000,000 for any fiscal year.

Amends Title XVIII (Medicare) of the Social Security Act to exclude from inpatient hospital services provided under such Title the services of a physician in a teaching hospital only if: (1) the hospital elects to receive any payment due under Medicare for reasonable costs of such services; and (2) all physicians in the hospital agree not to bill charges for professional services rendered in such hospital to individuals covered by Medicare.

Sunset Program Reauthorization and Evaluation Act - Title I: Reauthorization of New Budget Authority - Requires Government programs to be evaluated pursuant to a specified schedule to determine whether each such program should be continued, terminated, or altered (reauthorization review). Prohibits the authorization of new budget authority for a period of more than ten years. Prohibits the authorization of new budget authority for any program for which there has not been conducted a reauthorization review. Requires the Director of the Congressional Budget Office, in consulation with the Comptroller General and the Director of the Congressional Research Service, to compile a list of programs subject to a reauthorization date for which new budget authority was not authorized. Title II: Program Inventory - Requires the Comptroller General to compile an inventory of Federal programs including a description of such programs covering specified topics. Title III: Program Review and Evaluation - Requires each House of Congress to select from the programs scheduled for reauthorization review in any given year a number of programs for comprehensive reauthorization review. Requires the President and each congressional committee to recommend such programs. Title IV: Citizens' Commission on the Organization and Operation of Government - Establishes an independent Citizen's Commission on the Organization and Operation of Government to study the organization and operation of Federal agencies and to recommend ways to improve the efficiency and operations of such agencies. Requires the Commission to submit its final report by July 1, 1983, and terminates the Commission 90 days after the submission of such report. Title V: Miscellaneous - Requires the Comptroller General to furnish Congress with the results of prior audits and reviews of programs being reviewed under this Act. Requires all agencies which are exempt from reauthorization review to submit a status report to Congress.

Steel Trade Negotiations Act - Lists products the manufacture of which shall constitute the "steel sector" for purposes of determining the appropriate product sector with respect to import restriction authority under the Trade Act of 1974.

Expresses the sense of Congress that (1) the Congress intended the National ambient air quality standards set by the Environmental Protection Agency (EPA) pursuant to the Clean Air Act and subsequent amendments to be reasonable and attainable; (2) the EPA reconsider and revise the national ambient air quality standards for photochemical oxidants; and (3) resonable air pollution control measures be applied during such reconsideration.

Solar Power Satellite Research, Development, and Demonstration Program Act - Directs the Secretary of Energy and the Administrator of the National Aeronautics and Space Administration to initiate a Solar Power Satellite Research, Development, and Demonstration Program to study technical problems regarding the viability of the solar power satellite concept. Requires the Secretary, after consultation with the Administrator, to submit to the Congress, by January 3, 1979, a comprehensive plan to implement the Program.

Amends the Trade Act of 1974, with respect to the authority of the President to negotiate trade agreements, to direct the President to reserve any article for which an agreement limiting agricultural imports has been entered into, from negotiations to reduce or eliminate customs duties or import restrictions.

Amends the Occupational Safety and Health Act of 1970 to stipulate that nothing in such Act shall be construed to authorize any regulation designed to restrict hunting, recreational fishing, or recreational shooting sports or to establish safety or health standards for work performed in any location which is customarily used for such activities.

Solar Photovoltaic Energy Research, Development, and Demonstration Act - Requires the Secretary of Energy to develop research, development, and demonstration programs concerning the use of solar photovoltaic energy systems. Authorizes the Secretary to provide up to 75 percent of the purchase and installation costs of selected systems used for research purposes. Requires the Secretary to formulate definitive performance criteria concerning solar photovoltaic systems and to develop a system certification for conforming systems. Directs the Secretary to consult with relevant Federal agencies concerning the use of solar photovoltaic systems in Federal facilities. Requires the Secretary to set up a development and demonstration program of prototype photovoltaic systems at the Solar Energy Research Institute in Golden, Colorado. Directs the Secretary to establish a solar energy data bank at the Golden facility. Requires relevant Federal officials to ensure that small business concerns are granted realistic and adequate opportunities to participate, to the maximum extent possible, in the programs under this Act.

Small Business Impact Statement Act - Directs the head of each Federal agency to prepare a small business impact statement in connection with each rule made by such agency unless the agency head, with the approval of the Office of Advocacy of the Small Business Administration determines that such rule will not have a substantial effect on a significant number of small business. Sets forth information which must be present in each small business impact statement. Prescribes steps which each agency head must follow in preparing any small business impact statement including publication of the statement in the Federal Register.

Comprehensive Family Planning Services, Research in Human Reproduction, and Prevention of Unwanted Teenage Pregnancy Act - Amends the Public Health Service Act to authorize the Secretary of Health, Education, and Welfare to make grants to, and enter into contracts with, public or nonprofit entities to assist: (1) in the establishment, maintenance and expansion of voluntary family planning projects which offer a broad range of family planning methods (including natural family planning methods) to all persons who need and desire them; (2) in the provision through such projects of comprehensive services appropriate to the needs of teenagers who are at risk of unwanted pregnancy; and (3) in the establishment and operation of demonstration projects aimed toward the alleviation of problems of infertility through counseling, referral, and medical services to persons who need and desire them. Authorizes the Secretary to make grants to public or nonprofit private entities and enter into contracts with public or nonprofit private entities and individuals: (1) to establish and maintain a network of community-based informational and educational services designed to help adolescents more fully understand the risks and consequences of teenage pregnancy and childbearing; and (2) to assist in developing appropriate information and educational materials for dissemination to such community-based services. Requires the Secretary to annually report a plan for achieving the purposes set forth in this Act with particular emphasis on assistance to adolescents. Authorizes the appropriation of specified amounts for fiscal years 1979 through 1981 to carry out the programs specified in this Act.

Expresses the concern of the House of Representatives regarding the slaughter of dolphins by Japanese fishermen in the Sea of Japan on February 23, and 24, 1978. Encourages the Government of Japan to join in certain discussions and infomration exchanges in an effort to eliminate such slaughter.

Emergency Food and Agriculture Act - Title I: Wheat - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of wheat a price support floor of not less than $3.00 per bushel and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 60 percent of parity per bushel for a 20 percent set-aside up to 89 percent of parity per bushel for a 50 percent set-aside. Title II: Feed Grains - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of corn a price support floor of not less than $2.25 per bushel and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 60 percent of parity per bushel for a ten percent set-aside up to full parity for a 50 percent set- aside. Title III: Upland Cotton - Amends the Agricultural Act of 1949 to provide for the 1978 through 1981 crops of upland cotton a loan level floor of not less than 52 cents per pound and a ceiling of not more than 100 percent of parity. Sets a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 64 percent of parity per pound for a 20 percent set-aside up to full parity for a 50 percent set-aside. Title IV: Grain Release Prices - Amends the Agricultural Act of 1949: (1) to prohibit the Secretary of Agriculture from providing for the redemption of stored wheat and feed grains loans unless the market price for such commodities is not less than parity; (2) to prohibit the Secretary from calling such loans until the market for wheat and feed grains is at least 105 percent of parity; and (3) to prohibit the Commodity Credit Corporation from selling its stocks of wheat and feed grains for less than the parity price of such commodities.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Declares it to be the sense of Congress that the National Railroad Passenger Corporation should undertake the provision of basic system intercity rail passenger service by contracting with railroads filing for the discontinuance of such service notwithstanding the pendency of the route reexamination study being conducted by the Secretary of Transportation and without regard to the Criteria and Procedures adopted pursuant to the Rail Passenger Service Act.

Authorizes appropriations in specified amounts out of the Airport and Airway Trust Fund for specified aviation research, development, and demonstration projects for fiscal year 1979. Directs the Federal Aviation Administration to provide the House Committee on Science and Technology with quarterly reports concerning the Microwave Landing System (MLS) development program. Requires the Administration to submit annual updates of the 1971 National Plan for Development of the Microwave Landing System to such committee. Amends the Airport and Airway Development Act of 1970 to increase the authorization for appropriations for fiscal year 1978 for aviation safety research and development projects under such Act and to repeal such authorizations for fiscal years 1979 and 1980.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.

Amends the Internal Revenue Code to repeal the carryover basis provisions enacted by the Tax Reform Act which provide that beneficiaries receiving property from a decedent's estate will retain the decedent's basis in the property. Restores prior law which "stepped up" or "stepped down" the property's basis to its market value at the time of death without imposing tax consequences on the appreciation or depreciation the property underwent while held by the decedent.
