Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.

Debbie Smith Reauthorization Act of 2014 - Amends the Debbie Smith Act of 2004 to reauthorize funding through FY2019 for: (1) the Debbie Smith DNA Backlog Grant Program; (2) DNA training and education for law enforcement, correctional personnel, and court officers; and (3) sexual assault forensic exam program grants.

Increasing American Jobs Through More Exports Act - Amends the Export-Import Bank Act of 1945 to authorize the Export-Import Bank of the United States, subject to appropriations, to use up to 3% of the Bank's surplus, for each of the 5 fiscal years following enactment of this Act, to cover its administrative expenses. Requires the Bank to use at least one-third of that 3% of surplus to expand or establish Bank regional offices.

Stop Foreclosures Due to Congressional Dysfunction Act of 2014 - Requires the Director of the Federal Housing Finance Agency (FHFA) to prohibit mortgagees of certain eligible mortgages from initiating a foreclosure during a specified six-month moratorium with respect to any of those mortgages owned, held, securitized, or guaranteed by the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac). Tolls the term of such mortgages during the moratorium, and requires deferral of any principal and interest payments due. Qualifies for this mortatorium only Fannie Mae or Freddie Mac mortgages on a 1- to 4-family residence that is the principal residence of a mortgagor who: (1) was current on principal, interest, tax, and insurance payments at the start of the moratorium; (2) has received unemployment compensation during a certain period but exhausted all rights to it; and (3) as of the beginning of the moratorium has a ratio of debt to income on the mortgage greater than 40%.

Venezuelan Liberty and Democratic Solidarity Act - Directs the Secretary of State to require the U.S. Permanent Representative to the Organization of American States (OAS) to use U.S. influence at the OAS to protect the Inter-American Democratic Charter, and strengthen the independent Inter-American Commission on Human Rights to protect human rights throughout the Western Hemisphere, especially in Venezuela. Directs the President to transmit to Congress a list of Venezuelan government officials or persons acting on behalf of that government who are responsible for or complicit in serious human rights abuses against citizens of Venezuela or their family members. Directs the President to transmit to Congress a list of persons who: (1) transfer or facilitate the transfer of goods or technologies that are likely to be used to commit serious rights abuses to Venezuela, to any entity organized under the laws of Venezuela, or to any national of Venezuela, for use in Venezuela; or (2) provide services with respect to such goods or technologies after their transfer to Venezuela. Directs the President to transmit to Congress a list of persons who have engaged in censorship or other activities with respect to Venezuela that: (1) prohibit, limit, or penalize the exercise of freedom of expression or assembly; or (2) limit access to print or broadcast media, including facilitation of intentional frequency manipulation. Imposes property, financial, and visa sanctions against a person listed pursuant to this Act. States that it should be U.S. policy to reduce petroleum imports from Venezuela to prevent its leader Nicolas Maduro from using petroleum profits to fund his regime's oppression and human rights violations. Directs the Secretary of State to submit comprehensive strategies to Congress to: (1) promote internet and information access freedom in Venezuela, and (2) ensure that the government of Venezuela will uphold democratic principles and is moving toward market-oriented economic systems. States that it shall be U.S. policy to: (1) support efforts to identify prisoners of conscience and cases of human rights abuses in Venezuela, and (2) offer refugee status or political asylum in the United States to political dissidents in Venezuela or assist in their relocation to other countries. Obligates specified amounts for assistance to civil society in Venezuela.

Lake Berryessa Recreation Enhancement Act of 2014 - Transfers the administrative jurisdiction over specified water and land that is within or adjacent to Lake Berryessa in California from the Bureau of Reclamation to the Bureau of Land Management (BLM) for administration as the Lake Berryessa Recreation Area. Directs the Secretary of the Interior to act in accordance with any existing agreement with any organization for the management of campgrounds and marinas located in the Area. Authorizes the Secretary to develop a management plan for the Area as a new document or by adopting the recreational use plan adopted by the Bureau of Reclamation on June 2, 2006. Declares that, nothing in this Act or any subsequent management plan shall impair the ability of the Bureau of Reclamation and its managing partners to operate, maintain, or manage Monticello Dam, Lake Berryessa, and other Solano Project facilities in accordance with that project's authorized purposes. Requires the Commissioner of Reclamation to continue to administer and operate the Dam and any power facility related to it. Authorizes the Secretary to establish, modify, charge, and collect recreation or concession fees at the Area in accordance with the Federal Lands Recreation Enhancement Act. Permits the Secretary to retain such fees for purposes of managing the Area.

Transparent Airfares Act of 2014 - Declares that it shall not be an unfair or deceptive practice for an air carrier or other covered entity to state the base airfare in an advertisement or solicitation for passenger air transportation if it clearly and separately discloses: (1) the government-imposed taxes and fees for the air transportation, and (2) its total cost. Defines "base airfare" to mean the cost of passenger air transportation, excluding government-imposed taxes and fees. Defines "covered entity" as an air carrier, including an indirect air carrier, foreign carrier, ticket agent, or other person offering to sell tickets for passenger air transportation or a tour or tour component that must be purchased with air transportation.

American Entrepreneurship and Investment Act of 2014 - Amends the Immigration and Nationality Act to make the EB-5 immigrant investor program permanent. Increases the targeted employment area set-aside. Includes in the definition of targeted employment area (TEA): (1) a military installation closed pursuant to a base closure law; (2) a county with a 20% or greater population decline since 1970; and (3) an area within a federal, state, county, or city economic development incentive program. Directs the Secretary of Homeland Security (DHS) to defer to state TEA designations. Provides for five-year Consumer Price Index-based adjustments to the required EB-5 investment amount beginning on January 1, 2016. Permits job creation requirements to include employment measured in full-time equivalents, such as intermittent or seasonal employment opportunities and construction jobs. Directs the Secretary to: (1) establish a preapproval procedure for commercial enterprises that allows a regional center to apply for preapproval of a new commercial enterprise before an alien files a petition for classification by reason of investment in such enterprise; and (2) defer to certain prior favorable EB-5 determinations except in the case of fraud, material change, or legal deficiency. Prohibits a person who has been found liable for specified criminal or civil activities from serving as an owner, director, or officer of a regional center. Requires EB-5 petitions to be adjudicated within 180 days unless additional information is required. Revises the criteria under which a immigrant investor or entrepreneur shall have his or her conditional permanent resident status terminated. Provides that the child of an alien investor whose conditional permanent resident status is terminated shall continue to be considered a child of the alien investor for purposes of a subsequent immigrant petition by the alien investor if the child remains unmarried and the alien investor's subsequent petition is filed within one year after termination of status. Provides for: (1) a consolidated petition by an alien investor and his or her spouse and children, and (2) premium petition processing for a $5,000 fee. Prescribes criteria for national interest waivers for: (1) physicians working in shortage areas or veterans facilities, and (2) entrepreneurs and job creators who have engaged in a new commercial enterprise in the United States that has benefitted the U.S. economy and who have satisfied certain employment creation requirements. Exempts spouses and children of EB-5 immigrants from EB-5 admissions limits. Authorizes concurrent filing of EB-5 petitions and applications for status adjustment to conditional lawful permanent resident. Eliminates the per-country limit for employment-based immigrants and increases the per-country limit for family-based immigrants. Amends the Chinese Student Protection Act of 1992 to eliminate the requirement that the annual Chinese immigrant visas be reduced by a specified amount to offset status adjustments under that Act. Subjects EB-5 petitions to the Foreign Corrupt Practices Act.

Trade Adjustment Assistance Act of 2014 - Amends the Trade Adjustment Assistance Extension Act of 2011 to repeal the declaration that trade adjustment assistance (TAA) program requirements in effect as of February 13, 2011, under the Trade Act of 1974 shall apply to petitions for certification to apply for TAA for workers, firms, and farmers that are filed before January 1, 2014. Amends the Trade Act of 1974 to extend through December 31, 2020: (1) the TAA program, and (2) the reemployment trade adjustment assistance (RTAA) program. Makes funds available through FY2020, and for the period beginning October 1-December 31, 2020 (first quarter of FY2021), for training of adversely affected workers, employment and case management services, and job search expenses and relocation expenses. Reauthorizes appropriations: (1) through December 31, 2020, for the TAA program for workers; and (2) through FY2020, and for the first quarter of FY2021, for the TAA program for firms, communities, and farmers. Prescribes TAA eligibility requirements for adversely affected workers in public agencies. Revises trade readjustment allowance (TRA) program requirements. Limits to 130 weeks the length of TRA payments for an adversely affected worker who requires a program of remedial education or of prerequisite education in order to complete approved training. Increases from 65 to 78 additional weeks of TRA payments in a 78-week period the length of additional time permissible to complete training. Repeals the authority of a state to use funds for employment and case management services and relocation allowances to allow an adversely affected worker who is certified to file an application for a job search allowance and relocation allowance. (Continues to authorize adversely affected workers to apply for the job search allowance as well as the relocation allowance.) Revises the reemployment trade adjustment assistance (RTAA) program. Increases from: (1) $50,000 to $55,000 the maximum amount an RTAA-eligible worker may earn in wages from reemployment, and (2) $10,000 to $12,000 the maximum payment of RTAA (or wage subsidy) to an eligible older worker. Specifies criteria the Secretary must use to determine the eligibility of workers to apply for TAA if no determination has been made, upon enactment of this Act, as to whether to certify a group of workers or firms as eligible pursuant to a petition filed between January 1, 2014, and enactment of this Act. Requires the Secretary to reconsider any determination made before enactment of this Act not to certify such workers or firms, and to certify them as eligible if they meet the specified requirements. Amends the Internal Revenue Code to extend through calendar 2021, and increase from 72.5% to 80%, the tax credit for the health insurance coverage costs of Pension Benefit Guaranty Corporation (PBGC) pension and TAA recipients and their dependents.

West Hunter Street Baptist Church Study Act - Directs the Secretary of the Interior to conduct a special resource study of the historic West Hunter Street Baptist Church located at 775 Martin Luther King Jr. Drive, S.W., Atlanta, Georgia, to evaluate the national significance of the Church and to determine the suitability and feasibility of designating such area as a unit of the National Park System.

Small Business Attraction and Retention Act of 2014 - Amends the Internal Revenue Code to extend the period during which an employer may qualify for the small employer health insurance tax credit from two to three consecutive taxable years beginning with the first taxable year in which such employer offers one or more qualified health plans to its employees through an American Health Benefit Exchange.

Helping Entrepreneurs Lower Prices Act of 2014 - Amends the Internal Revenue Code to revise the definition of "eligible small employer," for purposes of the small employer health insurance tax credit, to mean an employer who has not more than 50 (currently, 25) full-time employees for a taxable year.

Helping to Encourage Real Opportunity for Veterans Transitioning from Battlespace to Workplace Act of 2014 or the HERO Transition from Battlespace to Workplace Act of 2014 - Amends the Internal Revenue Code to allow employers a business-related tax credit for $1,000 times the number of veterans (not more than 25 in a taxable year) who begin work resulting from the efforts of a military relations manager. Deems as a reasonable effort of an employer to employ veterans, for purposes of veteran employment and reemployment programs, the designation of an employee as a military relations manager and the use of the military skills translator database (database for assisting veterans in relating military skills, experience, and training to civilian skills, experience, and training). Defines "military relations manager" as an expert in the process of transitioning from being a member of the Armed Forces to being a civilian and in translating the skills, experience, and training gained in the Armed Forces to skills, experience, and training needed in the private sector. Directs the Secretary of Veterans Affairs (VA) to ensure that the military skills translator database may be used by civilian employers and conduct outreach to inform civilian employers of such database.

Streamlining Energy Efficiency for Schools Act of 2014 - Amends the Energy Policy and Conservation Act to direct the Secretary of Energy (DOE), acting through the Office of Energy Efficiency and Renewable Energy, to act as the lead federal agency for coordinating and disseminating information on existing federal programs and assistance that may be used to help initiate, develop, and finance energy efficiency, renewable energy, and energy retrofitting projects for schools. Requires the Secretary to: (1) carry out a review of existing programs and financing mechanisms available in or from appropriate federal agencies with jurisdiction over energy financing and facilitation that are currently used or may be used for such purposes; (2) establish a federal cross-departmental collaborative coordination, education, and outreach effort to streamline communication and promote available federal opportunities and assistance for such projects that enables states, local educational agencies, and schools to use existing federal opportunities more effectively and to form partnerships with governors, state energy programs, local educational, financial, and energy officials, state and local officials, nonprofit organizations, and other appropriate entities to support project initiation; (3) provide technical assistance for states, local educational agencies, and schools to help develop and finance projects that meet specified requirements; (4) develop and maintain a single online resource website with contact information for relevant technical assistance and support staff in the Office for states, local educational agencies, and schools to effectively access and use federal opportunities and assistance to develop such projects; and (5) establish a process for recognition of schools that have successfully implemented such projects and are willing to serve as resources for other local educational agencies and schools to assist initiation of similar efforts.

Supports the people of Venezuela in their pursuit of freedom of expression and assembly to promote democratic principles in Venezuela. Deplores the violence and political intimidation perpetrated against opposition leaders and protesters in Venezuela. Urges the international community to encourage dialogue between the government of Venezuela and the political opposition. Urges the Department of State to: (1) work with other countries in the Americas to ensure that fundamental freedoms in Venezuela are in accordance with the Inter-American Democratic Charter and to strengthen the ability of the Organization of American States (OAS) to respond to the erosion of democratic norms and institutions in member states, and (2) insist that the Secretary General of the OAS convene the OAS's Permanent Council to seek the most effective way end the violence in Venezuela.

States that it should be the policy of the U.S. government to encourage and facilitate the following efforts concerning Alzheimer's disease and other forms of dementia: entry by the Secretary of Health and Human Services (HHS) into negotiations with the World Health Organization to develop a Global Alzheimer's and Dementia Action Plan; involvement of all other nations that have adopted national Alzheimer's and/or dementia plans or strategies; development of the foundation for a Global Alzheimer's Fund that would provide resources to support implementation of specific strategies of the Global Plan and assignment of a high-level person to lead and coordinate initiatives; investigation by the G8 nations of systems to monitor and provide care to persons with Alzheimer's and other forms of dementia in developing countries to help build care delivery capacity; investigation by the U.S. Agency for International Development (USAID) of the foreign aid implications of Alzheimer's and other forms of dementia and inform Congress of the need for possible changes to health care-related foreign assistance; and encouragement and facilitation of partnerships with the private sector, such as the current partnership between the National Institutes of Health (NIH) and 10 pharmaceutical companies to identify new approaches to treat Alzheimer's and other medical conditions.

Systemic Risk Designation Improvement Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to authorize the Financial Stability Oversight Council to determine that a bank holding company shall be subject to enhanced supervision and prudential standards by the Board of Governors of the Federal Reserve System, if the Council makes a final determination that material financial distress at the bank holding company, or the nature, scope, size, scale, concentration, interconnectedness, or mix of its activities, could threaten the financial stability of the United States. Requires that final determination to be based upon specified factors using an indicator-based measurement approach established by the Basel Committee on Banking Supervision to determine systemic importance. Exempts from any Council determination to subject a bank holding company to enhanced supervision and prudential standards a bank holding company with total consolidated assets of $50 billion or less. Prohibits the Council, before the effective date of this Act, from making a final determination concerning any material financial distress of a bank holding company identified by the Financial Stability Board as a Global Systemically Important Financial Institution.

First Rhode Island Regiment Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to award a congressional gold medal to the First Rhode Island Regiment, collectively, in recognition of their dedicated service during the Revolutionary War. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medal at a price sufficient to cover the costs of such medals.

Government By the People Act of 2014 - Amends the Internal Revenue Code (IRC) to allow a refundable credit of 50% of qualified congressional House campaign contributions paid or incurred during the taxable year (contributions of cash by an individual to a House candidate or a political committee established and maintained by a national political party if the contribution is not prohibited under the Federal Election Campaign Act of 1971 [FECA], to be known as "My Voice Federal" contributions). Directs the Government by the People Oversight Commission, established by this Act, to launch a pilot program under which it shall select three eligible states to operate a voucher pilot program. Requires a state under a voucher pilot program to provide each qualified individual during the election cycle, upon his or her request, with a "My Voice Voucher" worth $50 (in either paper or electronic form), which will be assigned a routing number. Authorizes the individual, using the assigned routing number, to submit the My Voice Voucher, in either electronic or paper form, to qualified federal election candidates, allocating a portion of its value in $5 increments. Requires the Commission to pay any candidate who transmits a My Voice Voucher that portion of its value which the individual allocated to the candidate. Considers this transaction a contribution by the individual to the candidate for purposes of FECA. Requires a state operating a voucher pilot program also to permit an individual to revoke a My Voice Voucher within two days after submitting it to a candidate. Requires such a state to establish a commission or designate an existing entity to oversee and implement the program in the state, except that no such commission or entity may be composed of elected officials. Amends FECA with respect to: benefits for participating House of Representatives candidates; Federal Election Commission (FEC) payments to such candidates; candidate use of payments; qualified small dollar contributions, expenditures, and fundraising requirements; certification of participating candidates; campaign administration; prevention of the unnecessary spending of public funds; establishment of the Freedom From Influence Fund in the Treasury and of a Government by the People Oversight Commission in the FEC; remittal of unspent funds to the Freedom From Influence Fund after an election; eligibility of participating candidates for additional payments; civil penalties for violation of contribution and expenditure requirements; a Commission action appeals process; and contributions and expenditures by multicandidate and political party political committees on behalf of participating candidates. Prohibits a certified participating candidate's authorized committee from establishing a joint fundraising committee with any political committee other than another authorized committee of the candidate. Prohibits a certified participating candidate from establishing, financing, maintaining, or controlling a leadership PAC (political action committee). Prohibits use of contributions by a participating candidate for any purposes other than an election campaign. Revises bundler disclosure requirements to repeal a specified exception and so require disclosure of persons who provided bundled contributions to the reporting committee. Amends FECA to empower the FEC to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action to enforce the Act. Requires all political committee designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC; and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet. Amends the Communications Act of 1934 to set a station's lowest unit price for preemptible use as the charge for a broadcast by the national committee of a political party for an affiliated candidate. Authorizes the FEC to revoke a broadcast station license or construction permit only for at least three willful failures to allow reasonable access to, or to permit purchase of reasonable amounts of time for the use of, a broadcasting station or cable system by a legally qualified candidate for federal office. Amends the IRC to allow tax payers to designate that a specified portion of any overpayment of tax be contributed to the Freedom From Influence Fund.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide health care coverage under the Patient Protection and Affordable Care Act.

Natural Gas Long Haul Truck Competitiveness Act of 2014 - Directs the Secretary of Transportation (DOT) to issue regulations to allow natural gas vehicles to exceed any federal weight limitations to operate on the Interstate Highway System by an amount equal to the weight of the vehicle attributable to the natural gas tank and fueling system, less the weight of a comparable diesel tank and fueling system.

Directs the Secretary of Transportation (DOT) to designate natural gas fueling corridors in the United States for long haul truck traffic. Requires the Secretary, in designating these corridors, to: (1) seek to establish an interconnection of natural gas fueling stations across the United States that will serve the highest possible volume of long haul truck traffic; (2) take into consideration the location of existing natural gas fueling stations, with the goal of having them located no more than 200 miles apart in such corridors; and (3) provide public notice and an opportunity for comment.

Pullman National Historical Park Act - Establishes the Pullman National Historical Park in Illinois as a unit of the National Park System to: (1) preserve and interpret for the benefit of future generations the significant labor, industrial, civil rights, and social history of the Park, the significant architectural structures in the Park, and the role of the Pullman community in the creation of the first national Labor Day holiday in the world; (2) coordinate preservation, protection, and interpretation efforts of the Park by the federal government, the state of Illinois, units of local government, and private and nonprofit organizations; and (3) coordinate appropriate management options necessary to ensure the protection, preservation, and interpretation of the many significant aspects of the Park. Requires the Secretary of the Interior to complete a general management plan for the Park.

Helping Owners Mitigate Effectively Act of 2014 or the HOME Act of 2014 - Delays any change in risk premium rates for flood insurance under the National Flood Insurance Program resulting from amendments made by the Biggert-Waters Flood Insurance Reform Act of 2012 (Biggert-Waters Act) until five years after the enactment date of such Act. Amends the National Flood Insurance Act of 1968 to provide that the maximum annual chargeable flood insurance premium rate for a property shall be the appraised value of the property when purchased by its current owner divided by 30. Amends the Internal Revenue Code to allow a tax credit of up to $7,500 for flood mitigation expenses in a taxable year for policy holders of flood insurance coverage and small businesses. Terminates such credit after December 31, 2022 Amends the Biggert-Waters Act to authorize the Administrator of the Federal Emergency Management Agency (FEMA) to use any other amounts available to the Administrator to carry out the the study of participation in the National Flood Insurance Program and of the affordability of risk-based premiums under such Program. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize increased appropriations for predisaster hazard mitigation for FY2014-FY2018. Authorizes appropriations for flood risk mitigation assistance for FY2014-FY2018.

Investing in States to Achieve Tuition Equality for Dreamers Act of 2014 or the IN STATE Act of 2014 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to allot grants to states to offer Dreamer students in-state tuition and expand their access to in-state financial aid. Defines a "Dreamer student" as an individual who: was under age 16 upon entering this country, has provided a list of each secondary school the individual attended in this country, and has earned a high school diploma or certain similar credentials or is scheduled to complete the requirements for such a credential before the next academic year begins, has acquired a degree from an institution of higher education or has successfully completed at least 2 years of a program for a bachelor's or higher degree in this country, or has served honorably in the uniformed services for at least 4 years. Directs the Secretary to provide for a hardship exception to either or both of the first two of such requirements. Requires grant applicants to assure the Secretary that they: (1) have made significant progress in establishing a preschool through postsecondary education (P-16) longitudinal data system; and (2) will not discriminate against Dreamer students in awarding student aid or determining who is eligible for in-state tuition, if the student would otherwise be eligible for in-state financial aid as a state resident. Allots grants to each state based on its proportion of resident Dreamer students who are enrolled at least half-time in postsecondary education. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security (DHS) to collect a specified fee from recipients of F-1 visas, provided to nonimmigrant full-time students. Eliminates the prohibition on states offering unlawful aliens postsecondary benefits on the basis of their residence in the state that are more generous than those offered citizens or naturals of this country, without regard to their state residence. Allows individuals who have served honorably in the U.S. Armed Forces to be naturalized without having been lawfully admitted to this country for permanent residence.

Voting Rights Amendment Act of 2014 - Amends the Voting Rights Act of 1965 with respect to the requirement that a federal court retain jurisdiction for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Expands the types of violations triggering the authority of a court to retain such jurisdiction to include certain violations of the Act as well as violations of any federal voting rights law that prohibits discrimination on the basis of race, color, or membership in a language minority group. Excludes from the list of violations triggering jurisdiction retention authority any voting qualification or prerequisite which results in a denial or abridgement of the right to vote that is based on the imposition of a requirement that an individual provide a photo identification as a condition of receiving a ballot for voting in a federal, state, or local election. Revises requirements for determining which states and political subdivisions are covered or not covered by criteria for declaratory judgments that they have not used devices to deny or abridge the right to vote. Subjects to the requirements for making such a determination any state (and all of its political subdivisions) during a calendar if 5 or more voting rights violations occurred in the state during the previous 15 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). Specifies application of such new coverage requirements to any specific political subdivision if: (1) 3 or more voting rights violations occurred in it during the previous 15 calendar years; or (2) 1 or more voting rights violations occurred in it during the previous 15 calendar years and the subdivision had persistent, extremely low minority turnout during that period. Provides that, if a state obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote, the requirements for a new declaratory judgment generally will not apply, unless the new coverage requirements of this Act apply to the state solely on the basis of voting rights violations occurring after the declaratory judgment was issued. Prescribes transparency requirements, including reasonable public notice, regarding any changes to: (1) voting prerequisites, standards, or procedures; (2) polling place resources; or (3) demographics and electoral districts. Modifies authority to assign observers, including authorizing the assignment of observers to enforce bilingual election requirements. Revises requirements for injunctive relief, including its scope and the persons authorized to seek relief as well as the grounds for granting it.

National Purple Heart Hall of Honor Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. Limits the minting of such coins to the one-year period beginning on January 1, 2017. Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Older Americans Act Reauthorization of 2014 - Amends the Older Americans Act of 1965 to reauthorize through FY2018 appropriations for: (1) the Administration on Aging, including the Eldercare Locator Service and pension counseling and information programs; (2) grants for state and community programs on aging; (3) grants and contracts for educational activities; (4) Older American community service employment programs; and (5) grants for Native Americans.

Emergency Unemployment Compensation Extension Act - Amends the Supplemental Appropriations Act, 2008 to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before April 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until March 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and September 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to March 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the Supplemental Appropriations Act, 2008 to appropriate funds out of the employment security administration account through the first quarter of FY2015 to assist states in providing reemployment and eligibility assessment activities. Amends the Railroad Unemployment Insurance Act to extend through March 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has: (1) entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria; and (2) enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows such a state, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.)

Exempts from the reduction in the cost-of-living adjustment of retired pay of members of the Armed Forces under the age of 62 enacted by the Bipartisan Budget Act of 2013 the retired pay of any member or former member who is: (1) retired, (2) eligible for combat-related special compensation, or (3) entitled to concurrent payment of retired pay and veterans' disability compensation. Makes such reduction in the cost-of-living adjustment inapplicable to percentage increases allowed for annuities under survivor benefit plans based on retired or retainer pay.

Coverage Protection Act of 2013 - Authorizes the Secretary of Health and Human Services (HHS), in the case of an individual who enrolls in a qualified health plan offered through a health care exchange established under the Patient Protection and Affordable Care Act (PPACA) before February 1, 2014, to require the issuer of the plan to treat such individual as enrolled as of December 23, 2013, if the individual: attests, not later than January 31, 2014, to making reasonable, good-faith attempts to successfully enroll in such a plan through an exchange before December 23, 2013, or was initially determined through an exchange to be eligible to enroll in a Medicaid plan but is not eligible to so enroll in such a plan and, because of the incorrect eligibility determination, was subsequently unable to enroll in a qualified plan before December 23, 2013; and pays, not later than January 31, 2014, the monthly premiums for the plan in which such individual enrolls for January and February 2014, taking into account the amount of any premium assistance made available under the Internal Revenue Code. Counts coverage provided under a qualified plan for January and February 2014 under this Act as coverage under such a plan by or through an exchange for such months for all purposes, including premium assistance, PPACA cost-sharing reductions, and the requirement to maintain minimum essential coverage. Directs the Secretary to require a health insurance issuer that offers a qualified plan through an exchange to: allow in-network providers in the plan to treat a receipt of payment of premiums by an individual enrolled for January or February 2014 who has not received a health insurance card from the issuer in the same manner as if such receipt were such a health insurance card issued for services furnished during such month; and notify such in-network providers of that policy.

Urges the President and U.S. allies to continue to raise the Robert Levinson case with Iranian officials at every opportunity. Expresses sympathy to Robert Levinson's family for their anguish and expresses hope that their ordeal can be brought to an end in the near future.

Requests the Secretary of State to communicate these expressions of sentiment to Nelson Mandela's family and to the Parliament of the Republic of South Africa. Requests that when the House adjourns today it do so as a mark of respect to the memory of Nelson Mandela.

Monuments Men Recognition Act of 2013 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a single congressional gold medal in commemoration of the Monuments Men (men and women who served in the Monuments, Fine Arts, and Archives [MFA] Section under the Allied Armies during World War II) in recognition of their heroic role in the preservation, protection, and restitution of monuments, works of art, and artifacts of cultural importance during and following the War. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Monuments Men and that preference should be given to locations affiliated with the Smithsonian Institution. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

GI Education Benefit Fairness Act - Expands the definition of "children," for purposes of provisions allowing members or former members of the uniformed services who served on active duty for specified periods beginning on or after September 11, 2001, to transfer their entitlement to educational assistance, to mean an unmarried person who: (1) is placed in the legal custody of a member or former member by court order for at least 12 consecutive months, (2) has not attained the age of 21, (3) has not attained the age of 23 and is enrolled in a full-time course of study at an institution of higher learning, (4) is incapable of self support due to a mental or physical incapacity that occurred while such person was a dependent of the member or former member, (5) is dependent on the member or former member for over one-half of his or her support, (6) resides with the member or former member unless separated due to military service or institutionalization for a disability or incapacitation, and (7) is not a dependent of a member or former member under any other provision defining dependent.

Protecting Seniors from Health Care Fraud Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS), acting through the HHS Office of Inspector General, and the Attorney General to report annually to Congress and the public on health care fraud schemes targeted to seniors and steps being taken to combat such schemes and to educate seniors about them. Directs the Secretary to: (1) disseminate such reports through mechanisms that reach the most Medicare beneficiaries, and (2) mail to each Medicare beneficiary a list of the top 10 most prevalent health care fraud schemes.

International Violence Against Women Act of 2013 - Directs the Secretary of State to establish an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Directs the Ambassador-at-Large to coordinate U.S. government efforts regarding gender integration and advancing the status of women and girls in U.S. foreign policy. Establishes in the U.S. Agency for International Development (USAID) a Senior Coordinator for Gender Equality and Women's Empowerment who shall direct USAID activities, policies, programs, and funding relating to gender equality and women's empowerment. Directs the Ambassador-at-Large to develop or update annually for six years a U.S. global strategy to prevent and respond to violence against women and girls. Authorizes the Secretary and the Administrator of USAID to provide assistance to prevent and respond to violence against women and girls internationally.

Affordable College Textbook Act - Directs the Secretary of Education to make competitive grants to institutions of higher education (IHEs) to support pilot programs that expand the use of open textbooks in order to achieve savings for students. Requires the grants to be used for: professional development for IHE faculty and staff, including the search for and review of open textbooks; the creation or adaptation of open educational resources, especially open textbooks; the development or improvement of tools and informational resources that support the use of open textbooks; research evaluating the efficacy of using open textbooks to achieve savings for students; and partnerships with other entities to carry out the preceding activities. Requires the full and complete digital content of the educational resources created or adopted using such grant funds to be made available free of charge to the public: (1) on an easily accessible and interoperable website; and (2) in a machine readable, digital format that anyone can directly download, edit, and redistribute. Directs the Secretary to give special consideration to grant applicants that demonstrate the greatest potential to: achieve the highest level of savings for students; expand the use of open textbooks at other IHEs; and produce open textbooks that are of the highest quality, that can be most easily utilized and adapted by faculty members, that correspond to the highest enrollment courses, and that are created or adopted in partnership with entities that will assist in their marketing and distribution. Amends the Higher Education Act of 1965 to include any educational material developed to accompany a college textbook as supplemental material that is subject to college textbook information disclosure requirements. Expresses the sense of Congress that IHEs should encourage the consideration of open textbooks by faculty within the generally accepted principles of academic freedom that establish the right and responsibility of faculty members to select the most appropriate course materials for their classes.

Authorizes the Secretary of Homeland Security (DHS) to establish preclearance facilities, conduct preclearance operations, or provide customs services outside of the United States to prevent terrorists, terrorist instruments, and other national security threats from gaining access to the United States. Declares such requirements shall not apply to any preclearance facility that was in operation outside of the United States before enactment of this Act. Declares that any preclearance facility located, preclearance operations conducted, or customs services provided at Abu Dhabi International Airport, Al Maktoum International Airport, Dubai International Airport in the United Arab Emirates, or Doha International Airport in Qatar shall not be considered to have been in operation, conducted, or provided before enactment of this Act. Prohibits such facility, operations, or services from being established, conducted, or provided at any of such airports on or after such enactment. Requires the Secretary, not later than 180 days before entering into any agreement to establish a preclearance facility, conduct preclearance operations, or provide customs services outside of the United States, to: (1) notify Congress and the General Accountability Office (GAO) of the intent to establish such facility, conduct such operations, or provide such services; as well as (2) assess any impacts on passengers traveling to the United States, or economic or security impacts on the United States.

Generational Residences and Nurturing Dwellings Act or GRAND Act - Establishes in the Department of Housing and Urban Development (HUD) a program to provide need-based assistance for each fiscal year, made available on a competitive basis, to up to five eligible nonprofit organizations to expand the supply of specialized housing and social services for qualified elderly relatives, age 60 or older, who are raising a child of which they are not a parent either by blood or marriage. Provides such assistance in the form of: financing for the construction, reconstruction, moderate or substantial rehabilitation, or acquisition of a structure or a portion of a structure to be used as specialized housing in accordance with the program; tenant-based rental (voucher) assistance under the United States Housing Act of 1937 for use only by qualified relatives who are raising a child and are eligible for such assistance for rental of a dwelling unit that qualifies as specialized housing; elderly housing project rental assistance under the Housing Act of 1959 in connection with dwelling units that qualify as specialized housing and are made available for occupancy only by qualified relatives who are raising a child and are eligible for occupancy in such housing; and help with ongoing operational expenses of any specialized housing, including costs of supportive services required for such housing.
