Fairness in Student Loan Repayment Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require the Secretary of Education to make available to borrowers of Federal Family Education Loans (FFELs) the following loan repayment options and benefits that are made available to borrowers of William D. Ford Federal Direct Loans (DLs): standard repayment plans, graduated repayment plans, extended repayment plans, income contingent repayment plans, income-based repayment plans, or alternative repayment plans that the Secretary deems appropriate; the loan deferments that are made available to certain borrowers who are still in school, unemployed, performing specified military service, or facing an economic hardship; payments of interest on behalf of military personnel; the repayment plan for public service employees; and the non-accrual of interest on the loans of active duty military personnel. Directs the Secretary to pay to FFEL holders the principal, interest, or special allowance payments needed to apply these options and benefits to FFEL borrowers.

Condemns: (1) all forms of anti-Semitism and rejects attempts to justify anti-Jewish hatred or violent attacks as an acceptable expression of disapproval over political events, and (2) the comparison of Israel to Nazis perpetrating a Holocaust or genocide. Applauds those foreign leaders, especially in France, Italy, and Germany, who have condemned anti-Semitic acts, and calls on those who have yet to take firm action against anti-Semitism in their countries to do so. Reaffirms support for the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism. Supports Holocaust educational programs at home and abroad. Urges the Secretary of State to: maintain the fight against anti-Semitism as a U.S. foreign policy priority, urge governments to ensure that adequate laws are in place to punish anti-Semitic violence and hate crimes as well as establish mechanisms to investigate and punish perpetrators, continue U.S. reporting on anti-Semitism as a human rights and religious freedom issue, provide training for diplomatic and law enforcement personnel posted abroad to report on anti-Semitic incidents, deepen engagement with the Organization for Security and Cooperation in Europe and support its specialized efforts to monitor and address anti-Semitism, and oppose efforts to prevent any individual from exercising his or her religion without fear of prosecution or violence.

Expresses the sense of the House of Representatives that the current outbreak of Ebola in Guinea, Sierra Leone, and Liberia is an international health crisis and is the largest and most widespread outbreak of the disease ever recorded. Calls on all nations to immediately provide additional resources to help affected nations address current and future public health crises. Requests development of a global health security plan to respond to disease outbreaks. Urges the prioritization of the elimination of Ebola as a public health threat.

Health Equity and Accountability Act of 2014 - Amends the Public Health Service Act and the Social Security Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of HHS (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group and a technical clearinghouse; (2) awarding grants to academic institutions; (3) establishing a health and health care disparities education program; and (4) providing for scholarships, student loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2014 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, designating centers of excellence at public hospitals and other health systems serving minority patients, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs (VA). Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies, including contraception education and information programs, programs to support healthy adolescent development, maintaining a database of systematic reviews of maternity care, designating maternity care health professional shortage areas, and establishing a research center on optimal maternity outcomes. Directs the Secretary to develop a multisite gestational diabetes research project within the diabetes program of the Centers for Disease Control and Prevention (CDC). Requires pharmacies to provide in stock contraceptives to customers without delay. Expands Medicare coverage of marriage and family therapist services, mental health counselor services, and substance abuse counselor services. Lung Cancer Mortality Reduction Act of 2014 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2020. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2014 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2014 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2014 - Requires the Director of CDC to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Director of the Agency for Healthcare Research and Quality to develop guidelines to screen minority patient populations which have a higher than average risk for many chronic diseases and cancers. Expands Medicaid to cover a beneficiary's routine medical costs when they are in an approved clinical trial. Requires the Secretary to expand HIV/AIDS treatment and prevention activities, including: (1) identification of issues that impede disease status awareness and retention in appropriate care, (2) research into treatment adherence strategies, (3) grants to public health agencies and faith-based organizations, (4) the Minority HIV/AIDS Initiative, and (5) health workforce training for culturally competent care. Directs the Secretary to award grants for comprehensive sex education programs for adolescents. Eliminates a program that supports abstinence education. Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations and the prevention of lung disease. Sleep and Circadian Rhythm Disorders Health Disparities Act - Requires the Director of the National Institutes of Health (NIH) to expand research addressing sleep health disparities. Requires the Director of CDC to expand activities regarding sleep disorders. Sets forth provisions regarding the use of health information technology to reduce health disparities, particularly in racial and ethnic minority communities. Prohibits discrimination in federal health care programs or research activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the Secretary to establish a program at the National Center for Environmental Health on health impact assessment (the process of determining the potential effects of a policy, program, or project on health). Directs the Comptroller General (GAO) to study the type and scope of health care services provided to racial and ethnic minorities affected by the explosion of the Deepwater Horizon drilling unit on April 20, 2010.

Amends the Harmonized Tariff Schedule of the United States to prescribe requirements for the duty treatment of certain textile and apparel goods exported for processing abroad and subsequently reimported into the United States. Revises requirements granting duty-free treatment of previously imported articles, for which a duty was paid or where no duty was paid, if: reimported, without having been advanced in value or improved in condition while abroad, after having been exported under bailment agreements or for warehousing, repackaging, or both; and (as under current law) reimported by or for the account of the person who imported it into, and exported it from, the United States. Declares that, with respect to the duty imposed on the value of repairs or alterations made abroad to articles and subsequently imported into the United States: the article shall be considered to be the same article that was exported without regard to whether it contains one or more components recovered from an identical or similar article that was also exported from the United States, and the cost or value of any such components shall not be included in the value of the article when it enters the United States. Permits, with respect to such articles, the commingling of fungible goods exported from the United States, as well as use of an inventory management method to account for the origin, value, and classification of such goods. Permits use of the manufacturer's identification (MID) code of the facility that repairs, alters, assembles, processes, stores, or otherwise handles the textile and apparel goods on any customs entry documentations or electronic data transmissions.

English Learning and Innovation Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award renewable, competitive grants to states, local educational agencies (LEAs), and public charter schools or charter school management organizations to carry out activities that result in English learners becoming proficient in English so that they can access the knowledge needed to meet state academic content standards and be ready for postsecondary education and careers (innovation grants). Includes among those activities: (1) improving instructional programs, including through the use of dual-language or bilingual education; (2) ensuring that English learners are taught by effective teachers at schools administered by effective principals; (3) increasing the ability of the families of English learners to engage in their child's education and development; and (4) expanding best practices to other schools or LEAs. Authorizes the Secretary to award competitive capacity building grants to states and LEAs that have experienced a significant increase in English learners for use in building their capacity to provide quality instruction to English learners and their parents and become competitive in applying for an innovation grant. Directs the Secretary to establish indicators to measure the success of this Act's grant programs. Requires this Act's grantees to: (1) develop, and submit for the Secretary's approval, quantifiable benchmarks for evaluating their grant activities; and (2) provide the Secretary with an annual report on their progress toward those benchmarks.

Charlotte's Web Medical Hemp Act of 2014 - Amends the Controlled Substances Act to exclude therapeutic hemp and cannabidiol: (1) from the definition of "marihuana," and (2) from treatment as a controlled substance under such Act. Defines: (1) "therapeutic hemp" to mean the plant Cannabis sativa L. and any part of such plant with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis; and (2) "cannabidiol" to mean the substance cannabidiol, as derived from therapeutic hemp. Exempts therapeutic hemp or cannabidiol from the Federal Food, Drug, and Cosmetic Act. Declares that nothing in this Act shall restrict any activities related to the use, production, or distribution of marihuana in a state in which such activities are legal under state law.

Savings, Accountability, Value, and Efficiency III Act of 2014 - Requires the Director of the Office of Management and Budget (OMB) to issue software licensing policies for federal agencies. Amends the National Energy Conservation Policy Act to expand the definition of "energy or water conservation measure" under such Act to include, in the case of a contract in which the U.S. Postal Service (USPS) is a party: (1) the purchase or lease of low emission and fuel efficient vehicles; (2) the upgrade of USPS vehicles to increase average fuel economy and reduce carbon dioxide emissions; or (3) the construction of infrastructure to support such vehicles, including electric vehicle charging stations. Directs the Postmaster General to develop guidelines for USPS vehicles that provide for specified carbon dioxide emissions and fuel economy standards. Requires the head of each federal agency to ensure that agency desktop computers are shut down for at least 4 hours out of each 24-hour time period, except for certain computers that are in use for 16 or more hours per day. Denies payment of civil service retirement benefits and requires forfeiture of thrift saving plan (TSP) agency contributions for federal employees who are convicted of certain public corruption offenses. Requires the Secretary of Defense to implement specified criteria in requests for overseas contingency operations. Amends the National Energy Conservation Policy Act to direct each federal facility energy manager, not later than two years after completion of a comprehensive energy evaluation of a federal agency's facilities, to consider: (1) implementing any energy-saving or conservation measure that the agency identified in the evaluation that is life cycle cost-effective, and (2) bundling individual measures of varying paybacks together into combined projects. Directs the Secretary of Health and Human Services (HHS) to examine, and report to Congress on, which payments may be made under both the Medicare Advantage Program and the veterans health care system or the TRICARE program for health care furnished to individuals eligible under such health care programs. Amends title XVIII (Medicare) of the Social Security Act to provide Medicare beneficiaries with an option to receive statements of benefits in a electronic format.

Amends the Honest Leadership and Open Government Act of 2007 to direct the House Committee on Ethics to conduct ongoing ethics training and awareness programs for Members, Delegates, and the Resident Commissioner of the House of Representatives (Members). Requires the ethics training program to be completed by: (1) new Members within 60 days after commencing service; and (2) Members serving on or after noon, January 3, 2015, during each session of a Congress, beginning with the 1st session of the 114th Congress.

Protect Women's Health From Corporate Interference Act of 2014 - Affirms requirements, notwithstanding the Religious Freedom Restoration Act of 1993, that: (1) an employer that establishes or maintains a group health plan for its employees must provide coverage of a specific item or service for the employees or their dependents where the coverage is required under federal provisions or regulations pursuant to those provisions; and (2) group health plans sponsored by an employer or employee organization, and any health insurance coverage, must provide coverage required under the Public Health Service Act, including preventive health services. Authorizes the Departments of Labor, Health and Human Services (HHS), and the Treasury to modify regulations concerning coverage of contraceptive services by group health plans of religious employers consistent with the purposes and findings (regarding coverage of birth control services and the Supreme Court decisions in Burwell v. Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corp. v. Burwell ) of this Act.

Summer Meals Act of 2014 - Amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. Reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) Authorizes the Secretary of Agriculture (USDA) to award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Allows service institutions that are participating in the summer food service program for children to serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2014 - Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice (DOJ) in obtaining restitution for victims of such offenses.

End Operation Choke Point Act of 2014 - Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to prohibit the federal banking agencies from prohibiting, restricting, or discouraging an insured depository institution or insured credit union from providing any product or service to an entity that demonstrates that it is: (1) licensed and authorized to offer such product or service, (2) registered as a money transmitting business under federal law or regulations, or (3) has a reasoned legal opinion that demonstrates the legality of the entity's business under applicable law. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) to repeal the Attorney General's subpoena authority to summon witnesses and require the production of books, papers, correspondence, memoranda, or other records relevant or material to an inquiry. Authorizes the Attorney General instead to request a court order from a court of competent jurisdiction to summon witnesses and require the production of relevant or material records. Permits issuance of such a court order, however, only if the Attorney General offers specific and articulable facts showing that there are reasonable grounds to believe that the information or testimony sought is relevant and material to an ongoing civil proceeding. Repeals the declaration that, in the case of a subpoena for which the return date is less than five days after the date of service, no person shall be found in contempt for failure to comply by the return date if he or she files a petition within those five days. Amends the USA PATRIOT Act, regarding cooperative efforts among financial institutions, regulatory authorities and law enforcement authorities to deter money laundering, to authorize regulations for procedures for information sharing that focuses upon facilitating the identification of accounts and transactions that involve committing financial fraud. Prohibits the use of information received by a financial institution: (1) for any purpose other than identifying and reporting activities that may involve financial fraud (or terrorist acts or money laundering, as under current law); and (2) to require financial institutions to determine or assure compliance of any entity with federal, state, or other licensing requirements. Revises the non-liability of financial institutions for making certain voluntary disclosures to a government agency to extend such protection to any underlying activity that is the subject of a disclosure. Makes it the duty of the Director of the Financial Crimes Enforcement Network (FinCEN) to analyze and disseminate available data to generate feedback and report on the utility of a certain data access service and the information collected by it to improve cooperation among data providers and users while reducing regulatory burden and preserving payment system efficiency. Directs the Secretary of the Treasury to establish operating procedures for the government-wide data access service and FinCEN's financial crimes communications center which provide for: (1) appropriate metrics to monitor, track, assess, and report on access to information contained in the FinCEN data maintenance system for identifying, tracking, and measuring how such information is used and the consequent law enforcement results; and (2) assured accountability by law enforcement agencies for the utility, security, and privacy of such information while reducing unnecessary regulatory burdens.

Military Separation Pay Fairness Act of 2014 - Directs the Secretary of Defense (DOD) to determine whether former members of the Armed Forces who were separated for a violation of the policy concerning homosexuality in the Armed Forces as in effect before the effective date of the Don't Ask, Don't Tell Repeal Act of 2010 were paid: (1) the full amount of separation pay to which they should have been entitled under standard military separation pay laws, or (2) a reduced amount because of homosexuality pursuant to administrative instructions in place at the time of the separation. Requires the Secretary to pay such a former member who has not received the full military separation pay: (1) the amount of the difference between the full amount and the amount actually paid, and (2) interest on the amount of the difference. Excludes former members who joined the class-action settlement in Collins v. United States from receiving additional payments for the difference in amounts under such procedures, but provides for former members in such settlement to receive payment for interest on such amount.

Ask Veterans Act - Directs the Secretary of Veterans Affairs (VA) to contract with an experienced non-government entity to conduct an annual survey, over a five-year period, of a statistically significant sample of veterans who reside in the geographic area served by each VA medical facility to determine the experiences of such veterans in obtaining hospital care and medical services at such facility. Requires those surveys to include questions relating to: the veteran's ability to obtain hospital care and medical services at the facility in a timely manner, the time that expires between the date the veteran requests an appointment and the date on which the appointment is scheduled, the frequency with which scheduled appointments are cancelled, and the quality of hospital care or medical services the veteran receives. Requires the non-government entity to consult with veterans service organizations in designing and conducting the surveys. Prohibits the non-government entity from conducting a survey before the Comptroller General (GAO) certifies the survey as scientifically valid and the proposed sample size of veterans as statistically significant. Directs the Secretary to make the results of the surveys publicly available on the VA's Internet website.

Pre-K for USA Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education and the Secretary of Health and Human Services (HHS), acting jointly in accordance with an interagency agreement, to award competitive grants to local educational agencies or local governmental entities to develop, enhance, or expand high-quality preschool programs. Requires each of those programs to include structural elements that are evidence-based and nationally recognized as important for ensuring program quality, including, at a minimum: high staff qualifications, including having a teacher with a bachelor's degree in early childhood education or in any field with a state-approved alternate pathway to teaching preschool children and having teaching assistants with appropriate credentials; high-quality professional development for all staff; at least 1 staff member for every 10 children; a class size that does not exceed 20 children; a full-day program; the full inclusion of disabled children; developmentally appropriate curricula and learning environments, that are aligned with state early learning and development standards, for at least the year preceding kindergarten; individualized accommodations and supports so that all children can participate fully in learning activities; instructional staff salaries that are comparable to the salaries of kindergarten through grade 12 teaching staff; program evaluation to ensure continuous improvement; onsite or accessible comprehensive services for children; and health and safety standards.

Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021. Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority. Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

Computer Science Career Education Act of 2014 - Directs the Secretary of Education to award competitive grants to consortia composed of at least one local educational agency, at least one institution of higher education (IHE), and community representatives for the development and operation of four- or six-year computer science career education programs. Requires each program to include the development of computer science programs for both secondary and postsecondary education that: are aligned with rigorous computer science standards for kindergarten through grade 12 computer science education; link secondary schools and IHEs through non-duplicative sequences of courses in computer science career fields; use, if appropriate and available, work-based or worksite learning in conjunction with business; use educational technology and distance learning, as appropriate, to involve all members of the consortium more fully in the development and operation of the programs; stay current with business needs, expectations, and methods; and create innovative opportunities for students that lead to student attainment of industry-recognized credentials. Requires each program to also provide: (1) professional development for teachers, (2) career and academic counseling for students, and (3) equal access to the full range of career education programs to members of underrepresented groups and special populations.

Advancing Care for Exceptional Kids Act of 2014 or the ACE Kids Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend medical assistance to payment for items and services furnished under a Medicaid Children's Care Coordination (MCCC) Program which the state may elect to provide to eligible children with complex medical conditions. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Transparency in Education Act - Prohibits the Secretary of Education from issuing a final rule or implementing a proposed rule affecting the determination as to whether a postsecondary career education program provides training that leads to gainful employment in a recognized occupation, which is required if it is to participate in a program under title IV (Student Assistance) of the Higher Education Act of 1965 (HEA), until 90 days after: the Secretary publishes a complete data analysis on the impact of such proposed rule on all postsecondary education programs and students at all categories of institutions of higher education that participate in a program under title IV of the HEA, that analysis is published in a format similar to the Gainful Employment 2012 Informational Rate Calculations published by the Department of Education, and the Comptroller General (GAO) issues a report that reviews such data analysis for accuracy and completeness.

Coordinated Recovery Initiative for Babies Act of 2014 or the CRIB Act of 2014 - Directs the Secretary of Health and Human Services (HHS) to study the treatment and surveillance of, and available information concerning, neonatal abstinence syndrome (a group of problems occurring in a newborn who was exposed to addictive drugs while in the mother's womb). Requires the Secretary to establish an advisory panel to identify and compile best practices and to disseminate the practices, including through the public HHS website. Requires a review of the best practices at least every two years.

Family Coverage Act - Expresses the sense of Congress that the Secretaries of Health and Human Services (HHS) and the Treasury have the administrative authority, within their respective jurisdictions, to apply the affordability provision of the Patient Protection and Affordable Care Act so as to expand access to affordable health insurance coverage for working families without further legislation. Amends the Internal Revenue Code to modify the affordability requirement for the tax credit for health care premium assistance to provide that an employee is eligible for premium assistance if his or her required contribution to an employer-sponsored health care plan does not exceed 9.5% of family household income.

Innovative STEM Networks Act or the I-STEM Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award competitive grants to states or local educational agencies (LEAs) to establish STEM (science, technology, engineering, or mathematics) innovation networks in partnership with nonprofit organizations, businesses, institutions of higher education (IHEs), educational service agencies, or other entities to prepare students for postsecondary education and careers in the STEM fields. Directs the Secretary of Education to: (1) award no less than 5 and no more than 10 of those grants each fiscal year, and (2) give priority to grantees that include or serve a high-need LEA. Requires the grants to be used to: increase student awareness about STEM career pathways that reflect STEM workforce needs in the area, develop statewide plans that integrate and align workforce needs with STEM education and training programs that provide students with STEM-specific skills and credentials, and identify the strengths and weaknesses in state STEM education efforts and prioritize strategies to address those weaknesses. Authorizes the grants to be used to: promote and develop in-school and out-of-school curricular tools and professional development for STEM educators at the elementary and secondary school level; provide induction and mentoring services to new teachers in STEM subjects; promote and develop rigorous undergraduate pre-service teacher programs at IHEs that emphasize STEM content; support the participation of elementary and secondary school students in STEM-related competitions, out-of-school activities, and field experiences; assist in the implementation and assessment of rigorous career and college ready standards in STEM education for students in prekindergarten through grade 12; and develop STEM-related education and workforce training programs in secondary schools and community colleges that reflect local community needs.

Reducing Barriers for Veterans Education Act of 2014 - Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Social Security and Marriage Equality Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to the determination of a valid marriage to account for marriages in jurisdictions other than a state. Authorizes the courts of any state to find that an OASDI benefit applicant and an insured individual were validly married in a jurisdiction other than a state at the time the applicant files a benefit application or, if the insured individual is dead, at the time the individual died.

Empowering Encore Entrepreneurs Act of 2014 - Directs the Administrator of the Small Business Administration (SBA) to establish a program under which the Administrator may enter into contracts or cooperative agreements with, or make grants to, nonprofit organizations to provide technical assistance, mentoring, and other specialized training activities for encore entrepreneurs. Defines "encore entrepreneur" to mean an entrepreneur, business person, or owner of a small business concern who: (1) is seeking to start a new small business concern or expand an existing one, and (2) is at least age 50 or has at least 20 years of experience in a workplace. Directs the Administrator to give special consideration to applications seeking funding for programs for: (1) members of the Armed Forces impacted by base closures or realignment, or (2) encore entrepreneurs unemployed for a period of not less than one year. Terminates the program on September 30, 2017. Requires the Administrator to submit to specified congressional committees a report that describes the barriers and obstacles faced by encore entrepreneurs in starting new small business concerns or expanding existing small business concerns.

Venezuelan Human Rights and Democracy Protection Act - Directs the Secretary of State to require the U.S. Permanent Representative to the Organization of American States (OAS) to use U.S. influence at the OAS to protect the Inter-American Democratic Charter, and strengthen the independent Inter-American Commission on Human Rights to protect human rights throughout the Western Hemisphere, especially in Venezuela. Directs the President to impose asset blocking and U.S. exclusion sanctions against any person, including a current or former official of the government of Venezuela or a person acting on behalf of such government, who has: (1) perpetrated or is responsible for directing acts of violence or human rights abuses against individuals participating in protests in Venezuela that began on February 12, 2014; (2) directed or ordered the arrest or prosecution of a person primarily because of the person's exercise of freedom of expression or assembly in relation to such protests; (3) knowingly assisted, sponsored, or provided significant financial, material, or technological support for, or goods or services in support of, the commission of such acts; or (4) engaged in censorship against individuals or media outlets disseminating information in relation to such protests. Sets forth related penalty requirements. States that U.S. exclusion sanctions shall not apply if necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations or other applicable international obligations. Authorizes the President to waive sanctions if: (1) in the U.S. national security interests, or (2) conditions in Venezuela have improved with regard to respect for peaceful protest and basic human rights. Directs the President to transmit to Congress a list of persons who: (1) transfer or facilitate the transfer of goods or technologies that are likely to be used to commit serious rights abuses to Venezuela, to any entity organized under the laws of Venezuela, or to any national of Venezuela, for use in Venezuela; or (2) provide services with respect to such goods or technologies after their transfer to Venezuela. Directs the Secretary to submit comprehensive strategies to Congress: (1) promoting internet and information access freedom in Venezuela, and (2) outlining U.S. support for the citizens of Venezuela in seeking free elections and the development of an independent civil society. States that it shall be U.S. policy to: (1) support efforts to identify prisoners of conscience and cases of human rights abuses in Venezuela, and (2) offer refugee status or political asylum in the United States to political dissidents in Venezuela or assist in their relocation to other countries. Authorizes appropriations for assistance to civil society in Venezuela. Sunsets this Act two years after its enactment.

Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require the Secretary of Education to verify that individuals who are applying for Direct Consolidation loans on the following bases are in fact: currently eligible for income contingent repayment or income-based repayment of a loan that has been submitted to a guaranty agency for default aversion or is already in default; employed in a public service job and thereby eligible to participate in the public service loan forgiveness program; or a member of a regular or reserve component of the Armed Forces and thereby eligible to benefit from the no accrual of interest for active duty service members program.

Supports the people of Nigeria, especially the parents and families of the girls abducted by Boko Haram in Borno state. Condemns Boko Haram for its attacks on civilian targets, including schools, mosques, churches, villages, and agricultural centers. Encourages the government of Nigeria to strengthen efforts to protect children seeking an education and to hold those who conduct such attacks accountable. Commends U.S. efforts to hold terrorist organizations such as Boko Haram accountable, and supports U.S. offers to assist in the search for the abducted girls. Encourages the Department of State and the U.S. Agency for International Development (USDA) to continue supporting initiatives that promote the human rights of women and girls in Nigeria.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.
