Smarter Funding for All of America's Homeland Security Act of 2007 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to states and eligible regional entities on the basis of the threat to a state or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant state or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

Prohibits an individual (or a survivor or beneficiary thereof) from receiving federal annuity or retired pay if such individual is convicted, indicted, or has outstanding charges against him under the Uniform Code of Military Justice for specified offenses concerning: (1) bribery, graft, or conflicts of interest related to public officials and witnesses, Members of Congress, government officers or employees, or obtaining appointive public office; (2) embezzlement or theft of public money, property, or records; (3) the solicitation or use of gifts; (4) fraud and false statements or entries; (5) perjury; (6) subornation of perjury; or (7) false declarations before a grand jury or court. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual.

Social Security for Americans Only Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) prohibit the wages earned, and self-employment income derived, by individuals who are not U.S. citizens or nationals from being credited for coverage under the OASDI program; and (2) authorize the President to enter into (totalization) agreements with other nations to resolve entitlement and participation questions about their respective social security systems, taking into account such limitation on the crediting of wages and self-employment.

Expresses the sense of Congress that the United Nations Human Rights Council should: (1) be a body that upholds the ideals enumerated in the United Nations Charter and the Universal Declaration on Human Rights; (2) allow full participation by Israel in Council operations; and (3) be made up of countries that hold regular democratic elections, permit freedom of expression, and have a credible civil society. Expresses the sense of Congress that the United States should not support the Council, and should withhold financial support for the Council until meaningful human rights reforms are carried out. Directs the Secretary of State to withhold from a U.S. contribution to a regularly assessed biennial U.N. budget an amount equal to the percentage of such contribution that the Secretary determines would be allocated by the United Nations to the Council.

Senior Citizens Tax Elimination Act - Amends the Internal Revenue Code to repeal the inclusion of any social security or tier I railroad retirement benefits in gross income. Appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this Act. Expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this Act.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Disapproves the totalization agreement between the United States and Mexico, establishing totalization arrangements between the Social Security Systems of the two countries, which was signed by the Commissioner of Social Security and the Director General of the Mexican Social Security Institute on June 29, 2004.

Improving Medication Access for Veterans Act - Directs the Secretary of Veterans Affairs to furnish certain prescribed drugs and medicines (i.e., only drugs and medicines included on the National Prescription Drug Formulary of the Department of Veterans Affairs) as specific therapy in the treatment of any illness or injury suffered by each veteran who is receiving additional compensation or allowance due to a service-connected disability, or an increased pension as a veteran of a period of war, by reason of being permanently housebound or in need of regular aid and attendance. Allows any Medicare-eligible veteran to elect to be furnished by the Secretary, on an outpatient basis, such drugs and medicines as specific therapy for any illness or injury suffered by the veteran. Requires such election to last for a calendar year and be irrevocable. Allows for election renewal. Requires appropriate information to be furnished to each veteran prior to making an election. Authorizes the Secretary to administer immunizations to veterans who voluntarily request such immunizations in connection with care for a disability in a Department of Veterans Affairs health care facility. Provides for appropriate copayments for the drugs and medicines received by veterans under this Act.

Authorizes appropriations for FY2007 to carry out title XXVI of the Public Health Service Act (popularly known as the Ryan White Care Act). Prohibits the Secretary of Health and Human Services, in determining the amounts of formula grants for FY2007, from using a methodology for counting the number of AIDS or HIV cases that is different than the methodology used by the Secretary for FY2006.

Paterson Great Falls National Park Act of 2006 - Establishes in Paterson, New Jersey, the Paterson Great Falls National Park as a unit of the National Park System. Requires the Park to be administered in partnership by the Secretary of the Interior, the state of New Jersey, the city of Paterson and its applicable subdivisions, and others. Establishes the Paterson Great Falls National Historical Park Partnership to coordinate the activities of federal, state, and local authorities and the private sector in the development, for the Secretary's approval, and implementation of an integrated resource management plan. Directs the Secretary, acting through the Director of the National Park Service, to establish a Paterson Great Falls National Park Advisory Council. Authorizes the Secretary to acquire land or interests within the boundaries of the Park by donation, purchase with donated or appropriated funds, or exchange.

Makes it out of order in the House of Representatives or the Senate to consider any measure making supplemental appropriations for two or more unrelated emergencies. Prohibits any provisions containing spending that is not designated as emergency spending from being reported in a measure making supplemental appropriations. Makes it out of order in the House or the Senate to consider: (1) the conference report on a measure making supplemental appropriations if such measure contains such spending; or (2) any bill, joint resolution, or conference report if the accompanying report or joint statement of managers does not comply with this Act. Requires the Committee on Appropriations or any other House or Senate committee that reports any bill or joint resolution that provides budget authority for any emergency, the accompanying report, or the joint explanatory statement accompanying the conference report on the measure to: (1) identify all provisions that provide budget authority and the resulting outlays for such emergency; (2) state the reasons why such budget authority meets the definition of an emergency; and (3) justify why such funding is in a supplemental appropriation and not the regular appropriation for the next fiscal year. Prohibits a provision containing an earmark from being reported in a measure making supplemental appropriations. Makes it out of order in the House or the Senate to consider the conference report on any measure making supplemental appropriations containing earmarks.

Post-Abortion Depression Research and Care Act - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify NIMH research and related activities with respect to post-abortion depression and psychosis. Requires the Director of NIMH to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, such post-abortion conditions; and (2) conduct a study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such post-abortion conditions.

Congressional Pension Forfeiture Act of 2006 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain felony offenses in which: (1) every act or omission of such individual that is needed to satisfy the elements of the offense occurs while the individual is a Member; (2) such act or omission relates to the performance of the individual's official duties as a Member; and (3) the offense is committed after the enactment of this Act. Requires refund of annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Hedge Fund Study Act - Instructs the President's Working Group on Financial Markets to study and report to certain congressional committees on the hedge fund industry. Requires the study to analyze: (1) the changing nature of hedge funds and what characteristics define a hedge fund; (2) the growth of hedge funds within financial markets; (3) the growth of pension funds investing in hedge funds; (4) whether hedge fund investors are able to protect themselves adequately from the risk associated with their investments; (5) whether hedge fund leverage is effectively constrained; and (6) the potential risks hedge funds pose to financial markets or to investors.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.

Rewarding Student Achievement Act - Requires the Secretary of Education to ensure that grants awarded to support merit-based teacher compensation systems, under the Teacher Incentive Fund or the Fund for the Improvement of Education under part D of title V of the Elementary and Secondary Education Act of 1965, support compensation systems that are based primarily or exclusively on student learning gains, the maintenance of such gains, or both.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after January 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Health Partnership Through Creative Federalism Act - Requires the Secretary of Health and Human Services to establish a State Health Coverage Innovation Commission to: (1) request states to submit proposals for state health care expansion and improvement programs, which may include reform options such as tax credit approaches, expansions of public programs, or other appropriate alternatives; (2) review state applications and submit to Congress a list of state applications that the Commission recommends for approval; (3) report to the public concerning progress made by states; and (4) make recommendations to the Secretary and Congress for minimizing the negative effect of state programs on national employer groups, provider organizations, and insurers because of differing state requirements under the programs. Requires states to prepare and submit to the Commission a healthcare plan that has as its goal increased coverage and such additional goals as improvements in quality, efficiency, cost-effectiveness, and the appropriate use of information technology. Sets forth rules for congressional consideration of state proposals. Requires the Secretary to provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program. Requires the Commission to direct the Secretary to: (1) fund a balanced diversity of approaches; and (2) link allocations to the state to the meeting of goals and performance measures related to health care coverage and health care costs. Prohibits states from: (1) changing eligibility criteria for state medical assistance programs; or (2) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Directs the Secretary of Veterans Affairs to take steps to reduce variances in the adjudication and awarding of veterans' disability compensation benefits, including developing and implementing a comprehensive and systematic method for collecting data on such variances. Requires the Secretary to conduct an analysis of any available data concerning such variances.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Repeals Rule XXVII (Statutory Limit on Public Debt) of the Rules of the House of Representatives. (Thus abolishes the procedure for automatic adjustment of the public debt level upon passage of a new concurrent resolution on the budget setting forth an amount different from the amount of the statutory limit on the public debt otherwise in effect for the period covered by the budget resolution.) Redesignates Rule XXVIII (General Provisions) as Rule XXVII.

Veterans Long Term Care Security Act - Directs the Secretary of Veterans Affairs to pay for nursing home care furnished in a non-Department of Veterans Affairs (VA) nursing home to any veteran in need of such care: (1) for a service-connected disability; or (2) who has a service-connected disability rated at 70 percent or more. Directs the Secretary to furnish such drugs and medicines as ordered by a duly licensed physician for any veteran in need of such drugs and medicines: (1) for a service-connected disability; or (2) who has a service-connected disability rated at 50 percent or more. Authorizes the Secretary, for three years after the enactment of this Act, to treat certain health facilities as state homes for purposes of eligibility for payments for care provided to veterans.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Condemns the vote by the British National Association of Teachers in Further and Higher Education (NATFHE) on May 29, 2006, to boycott Israeli academics and academic institutions that refuse to declare their opposition to the government and State of Israel. Finds NATFHE's criticism of Israeli policy particularly objectionable given the Israeli government's courageous and far-reaching contributions to peace. Urges the University and College Union (UCU) to nullify and void the NATFHE resolution and issue a statement deploring the campaign to boycott Israeli academia. Commends the British government and leading academics for criticizing the NATFHE resolution. Deplores any comparison between Israel, where all citizens are equal before the law, and the former apartheid regime in South Africa. Urges governments and educators throughout the world to reaffirm the importance of academic freedom and open dialogue.

Requires the Joint Committee on the Library to enter into an agreement with the Foundation of Hellenes under which the Foundation shall provide a statue of Constantino Brumidi to be displayed in the Capitol Visitor Center. Authorizes the Committee to delegate such requirement to the Architect of the Capitol (AOC).

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of debt instruments issued by the federal government; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either Chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman of the Committee on the Budget of either Chamber.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Good Fences Make Good Neighbors Act of 2006 - Amends the USA PATRIOT Act to authorize a border state (a state that shares a border with Canada or Mexico or a political subdivision of such a state) to use up to 75% of the minimum amount allocated to the state under the state and local domestic preparedness support grant program to build a physical barrier near the U.S. border to deter illegal crossings and for incidental costs.

Amends title XVIII (Medicare) of the Social Security Act, with respect to inpatient hospital service payments to certain hospitals (subsection (d) hospitals) on the basis of prospective rates, to exclude certain cancer hospitals from the meaning of subsection (d) hospital.

Expresses the sense of Congress that the United Nations Human Rights Council should: (1) be a body that upholds the ideals enumerated in the United Nations Charter and the Universal Declaration on Human Rights; (2) allow full participation by Israel in Council operations; and (3) be made up of countries that hold regular democratic elections, permit freedom of expression, and have a credible civil society. Expresses the sense of Congress that the United States should not support the Council, and should withhold financial support for the Council until meaningful human rights reforms are carried out. Directs the Secretary of State to withhold from a U.S. contribution to a regularly assessed biennial U.N. budget an amount equal to the percentage of such contribution that the Secretary determines would be allocated by the United Nations to the Council.
