Amendment· HAMDTHAMDT 512 (101st)passed

An amendment to phase out federal subsidies for irrigation water used tdo grow "surplus" crops--defined as those crops for which an acreage reduction program is in effect under the federal farm programs. Beginning two years after enactment, all new, renewed, or amended Bureau of Reclamation contracts providing water to grow these crops would require users to pay at least 50% of the full cost of the water. Beginning four years after enactment, all such contracts would require payment of the full cost of the water. The amendment would not apply to contracts for the irrigation of land owned by individual Indians or Indian tribes, nor would it apply to contracts with water districts currently subject to cost-sharing provisions which require them to pay at least 20% of construction costs for the project providing the water.

Amendment· HAMDTHAMDT 71 (102nd)passed

Amendment deleted language which requires the contract for construction of the third Seawolf SSN-21 submarine to be awarded to a firm that did not receive the contract for construction of the first SSN-21. It provides instead that the contract for the third submarine be awarded by competitive bid, and that the Navy subsequently submit to Congress a report describing the basis for selecting the contractor for the third submarine and its acquisition strategy for the Seawolf program.
