Extends the Balanced Budget and Emergency Deficit Control Act of 1985 until September 30, 2001.

Creates the Congressional Office of Inspector General (Office), independent of the executive departments and under the control and direction of the Speaker and minority leader of the House of Representatives. Sets forth the functions of the Office. Makes an Inspector General (Inspector), to be appointed by the Speaker and minority leader, head of the Office for a seven-year term, unless removed by the Speaker and minority leader for cause. Makes the Inspector ineligible for reappointment. Requires the Inspector to appoint: (1) an Assistant Inspector General for Auditing to supervise the auditing of the office procedures and operations of each Member or committee of the House and any other House office whose employees are paid by the Clerk; and (2) an Assistant Inspector General for Investigations to supervise investigations of such office procedures and operations. Sets forth the duties and responsibilities of the Inspector. Requires each Inspector General to report annually to the Speaker and minority leader of the House. Authorizes the Inspector to receive and investigate complaints or information from a House employee concerning the possible existence of a violation of law or the Rules of the House, mismanagement, gross waste of funds, abuse or authority, or a substantial and specific danger to the public health and safety. Prohibits the Inspector, upon receiving the complaint or information, from disclosing the complainant's identity without the employee's consent, unless such disclosure is unavoidable during the course of the investigation. Prohibits any employee who has authority to take, directs others to take, or recommends or approves any personnel action, from taking action against an employee as reprisal for making a complaint or disclosing information to an Inspector, unless the complaint was false and the complainant knew this or willfully disregarded truth or falsity.

Prohibits the Committee on House Administration from approving any payment for, and a Member from making any expenditure from, any allowance of the House or any other official funds if any portion is for any cost related to a mass mailing by a Member of the House outside his or her congressional district.

Administrative Law Judge Corps Act

Administrative Law Judge Corps Act - Establishes an Administrative Law Judge Corps to be comprised of all current administrative law judges. States that the chief administrative law judge shall be the chief administrative officer of the Corps as well as its presiding judge. Specifies the qualifications for chief judge. States that such judge shall be appointed by the President, with the advice and consent of the Senate. Directs the chief judge to submit a written report to the President and the Congress at the end of each fiscal year concerning the business of the Corps during the preceding fiscal year. Establishes eight divisions within the Corps, with each division headed by a division chief judge appointed by the President, with the advice and consent of the Senate. Identifies the divisions and their respective areas of jurisdiction. Specifies qualifications required for division chief judges. States that the Corps' policymaking body shall be the Council of the Corps comprised of the chief judge and the division chief judges. Authorizes the Council to: (1) assign judges to divisions and to transfer or reassign judges from one division to another; (2) appoint persons as administrative law judges and members of the Corps; (3) file charges against an administrative law judge; (4) prescribe certain rules of practice and procedure for proceedings before the Corps; (5) issue rules and regulations for the efficient conduct of the Corps; and (6) perform other administrative functions. Directs the Council to appoint new judges from a register maintained by the Office of Personnel Management. Confers jurisdiction upon members of the Corps to adjudicate cases under specified sections of the Administrative Procedure Act. Requires cases arising under such sections to be referred to the Corps. Directs the Council to issue regulations for assigning such cases. Requires guidelines for the removal and discipline of administrative law judges. Establishes a Complaints Resolution Board within the Corps to recommend action upon complaints against the official conduct of judges. Details the membership of such Board and the procedures to be followed. Declares Board proceedings and the contents of complaints to be privileged and confidential. Exempts documents and reports considered by the Board from the disclosure and publication requirements of the Freedom of Information Act. Exempts the Board from compliance with the public meeting requirements of specified Federal law. Directs the Corps' chief administrative law judge to study the various types of agency review to which decisions of administrative law judges are subject. Sets guidelines for such studies and directs the Council to report the findings of such studies to the President and the Congress. Authorizes appropriations.

Second National Blue Ribbon Commission to Eliminate Waste in Government Act - Establishes the Second National Blue Ribbon Commission to Eliminate Waste in Government to: (1) conduct a private sector survey on management and cost control in the Federal Government; (2) review executive agency operations and existing General Accounting Office, Congressional Budget Office, Inspector General Reports, and other existing governmental and nongovernmental recommendations for reducing waste; and (3) submit to the President and the Congress a list of those recommendations with estimated savings that the Commission determines are most significant and recommendations for improving the budget process, management, and reducing waste and costs in the Government. Requires the Commission to identify, address, and to report to the President and the Congress on: (1) opportunities for increased efficiency and reduced costs in the Government that can be realized by executive action or legislation; (2) areas in the Government where managerial accountability can be enhanced and administrative control can be improved; (3) specific Federal programs that have accomplished their objectives and ought to be terminated; (4) specific Federal program services that could be provided at a lower cost by the private sector; (5) specific reforms of the budget process that would yield savings, increase accountability and efficiency, and enhance public confidence in the budget process; (6) specific areas in the Government where further study can be justified by potential savings; and (7) specific recommendations for legislative and administrative actions. Requires the Commission to be funded, staffed, and equipped, to the extent practicable and permitted by law, by the private sector without cost to the Government.

National Fallen Firefighters Foundation Act - Establishes the National Fallen Firefighters' Foundation. Provides that the Foundation is to: (1) primarily encourage, accept, and administer private gifts of property for the benefit of the National Fallen Firefighters' Memorial and its annual memorial service; (2) provide financial assistance to the families of firefighers who die in the line of duty; and (3) assist in the recognition of such firefighters. Sets forth provisions for establishment and membership of a Board of Directors of the Foundation. Makes the Administator of the U.S. Fire Administration of the Federal Emergency Management Agency an ex officio nonvoting member of the Board, who shall appoint Directors of the Board. Sets forth rights and obligations of the Foundation, including having its principal offices in the State of Maryland. Authorizes the Administrator to: (1) provide, and accept reimbursements for, personnel, facilities, and other administrative services to the Foundation; and (2) accept the services of the Foundation, the Board, and the Board's officers and employees as volunteers in performing functions authorized under this Act. Sets forth requirements relating to audits and annual reports. Provides for relief for certain Foundation acts or failures to act. Provides that the United States is not liable for any debts, defaults, acts, or omissions of the Foundation. Authorizes appropriations.

Ethics in Government Act Amendments of 1991 - Amends the Ethics in Government Act of 1978 to modify the ban on honoraria to allow Federal officers and employees, other than Members of Congress and noncareer officers and employees whose rate of basic pay is equal to or greater than the rate of basic pay payable for Level V of the Executive Schedule, to receive an honorarium for an article in a bona fide publication, a speech, or an appearance if: (1) the subject of the article or speech or purpose of the appearance does not relate primarily to the responsibilities, policies, or programs of the agency or office in which the individual is employed, and does not involve the use of Government time, property, or resources or nonpublic Government information; (2) the reasons for which the honorarium is paid is unrelated to that individual's official duties or status; and (3) the person offering the honorarium has no interests that may be substantially affected by the performance or nonperformance of that individual's official duties. Prohibits the amount of honorarium accepted from exceeding the usual and customary fee for the services for which the honorarium is paid, up to $2,000. Subjects the acceptance of any honorarium to financial disclosure under the Ethics in Government Act of 1978. Makes such provisions effective as of January 1, 1991. Requires the rules and regulations of each supervising ethics office (ethics office) designated under the Ethics Reform Act of 1989 to include procedures under which noncareer officers and employees who occupy a senior level position (a position classified above GS-15 of the General Schedule) or a non-General Schedule position for which the rate of basic pay is equal to or greater than 120 percent of the minimum rate of basic pay payable for GS-15 must notify their respective ethics office before accepting any of the honoraria permitted above that, in the aggregate, equal or exceed $200 in value from any one source in a calendar year. Requires each ethics office to compile all notifications received during each calendar quarter. Requires such compilations to be made available to the public in accordance with the guidelines set forth under the Ethics Reform Act of 1989 governing public access to ethics office reports. Requires any person who fails to notify the appropriate ethics office before accepting honoraria to: (1) pay an amount equal to the value of the honoraria involved for deposit in the general fund of the Treasury; and (2) be subject to appropriate disciplinary action in accordance with applicable law. Revises the definition of "honorarium" as revised under the Legislative Branch Appropriations Act, 1992 to make such definition applicable to a series of appearances, speeches, or articles under the same provisions applicable to an appearance, speech, or article. Amends the Federal criminal code to prohibit the application of the postemployment restrictions on Members of Congress and congressional employees and on certain senior and very senior personnel of the executive branch and independent agencies to a communication or appearance made solely on behalf of a candidate for Federal or State office, in his or her capacity as a candidate, a political party, or certain political organizations, with specified exceptions, such as in the case of any communication to, or appearance before, the Federal Election Commission (FEC) by a former FEC officer or employee. States that a former officer or employee who is subject to the restrictions on Members of Congress and officers and employees of the legislative branch, as in effect before January 1, 1991, shall, notwithstanding such prohibitions, be permitted to make such a communication and appearance as though such restrictions in effect on or after January 1, 1991, were applicable to such former officer or employee.
