Bankruptcy Abuse Prevention and Consumer Protection Act of 2002 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) domestic support obligations; (4) consumer protections, including protection of personally identifiable information; (5) measures to discourage bankruptcy abuse, including reduction of the homestead exemption for fraud; (6) guidelines for general and small business bankruptcies, including appointment of a committee of retired employees; (7) bankruptcy data dissemination and bankruptcy tax provisions; (8) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (9) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Brings family fishermen within the purview of Federal bankruptcy protection. Prescribes guidelines for insolvent health care businesses and related patients' rights. Bankruptcy Judgeship Act of 2002 - Amends the Federal Judicial Code to mandate appointments for additional temporary bankruptcy judgeships in designated States. (This provision does not appear in H.R. 5745, as inserted in H.R. 333). Prescribes additional consumer credit disclosures, including open end credit plans and introductory rates.

Identity Theft Penalty Enhancement Act of 2002 - Amends the Federal criminal code to establish penalties for aggravated identity theft. Prescribes a sentence of: (1) two years imprisonment for knowingly transferring, possessing, or using, without lawful authority, a means of identification of another person during and in relation to specified felony violations (including felonies relating to theft from employee benefit plans and to various fraud and immigration offenses), in addition to the punishment provided for such felony; and (2) five years imprisonment for knowingly taking such action during and in relation to specified felony violations pertaining to terrorist acts, in addition to the punishment provided for such felony. Bars probation for any person convicted of such violations. Provides for consecutive sentences, subject to specified limitations. Expands the existing identify theft prohibition to: (1) cover possession of a means of identification of another with intent to commit specified unlawful activity; (2) increase penalties for violations; and (3) include acts of domestic terrorism within the scope of a prohibition against facilitating an act of international terrorism.

Corporate Bankruptcy Abuse Prevention and Employee Protection Act of 2002 - Amends Federal bankruptcy law to: (1) extend from 90 to 180 days before the bankruptcy petition the earning period in which certain employee wages and benefits enjoy third rank priority among unsecured claims and benefits; (2) increase to $10,000 each the amount of employee wages and contributions to employee benefit plans that have priority as unsecured claims and benefit; (3) extend from one to two years before the filing for bankruptcy the threshold date of any transfer of property interest of the debtor or any obligation incurred by the debtor which may be avoided by the bankruptcy trustee as a fraudulent transfer or obligation (including any transfer to or for the benefit of an insider under an employment contract and not in the ordinary course of business); and (4) provide for court-ordered reinstatement of insurance benefits for retired employees that had been modified by an insolvent debtor during the 180-day period ending on the date of the filing for bankruptcy.

Identity Theft Victims Assistance Act of 2002 - Amends the Federal criminal code to require a business entity that possesses information relating to an alleged identity theft or that has done business with a person that has made unauthorized use of identification of a victim to provide, upon written request, a copy of all application and business transaction information related to such alleged theft to the victim, any law enforcement agency or officer specified by the victim, and any law enforcement agency investigating the identity theft and authorized by the victim to receive such information. Requires verification of the identity of the victim and proof of claim prior to release of the information. Protects businesses from liability for good-faith releases of information for identification and prosecution of identity theft or to assist a victim. Authorizes civil enforcement actions by State attorneys general regarding identity theft and allows intervention by the U.S. Attorney General. Amends the: (1) Fair Credit Reporting Act to direct a consumer reporting agency to block the reporting of any information identified by the consumer in such consumer's file resulting from identity theft, subject to specified requirements; and (2) Internet False Identification Prevention Act of 2000 to include within report contents specified descriptions regarding identity theft.

Child Abduction Prevention Act

Child Abduction Prevention Act - Amends the Federal criminal code to increase the authorized term of supervised release after imprisonment to any term of years or life imprisonment for certain sex offenses, including specified offenses involving children. Includes murder committed in perpetration of child abuse or as part of a pattern of assault or torture against children as first degree murder. Increases: (1) maximum penalties for specified offenses involving sexual abuse or exploitation of children; and (2) sentences for kidnaping. Prohibits: (1) traveling into the United States for the purpose of engaging in an illicit sexual act with another (currently, with a juvenile); (2) traveling in foreign commerce and engaging in such sexual conduct; or (3) arranging or facilitating such travel knowing its purpose. Provides for mandatory life imprisonment of a person convicted of a Federal sex offense in which a minor is the victim if the person has a prior sex conviction in which a minor was the victim, unless a death sentence is imposed. Authorizes the interception of wire, oral, or electronic communications in the investigation of kidnaping and specified child sex crimes. Eliminates statutes of limitations for child abduction and specified sex offenses. Amends the Crime Control Act of 1990 to require each Federal, State, and local law enforcement agency to report each case of a missing child under age 21 (currently, 18) reported to such agency to the Department of Justice's (DOJ) National Crime Information Center. Directs the Attorney General to: (1) report on inspections of the records of pornography producers and resulting prosecutions; and (2) assign a DOJ officer to act as national coordinator of the AMBER Alert communications network regarding abducted children. Authorizes State grants for: (1) notification and communication systems along highways for recovery of abducted children; and (2) programs to support AMBER alert communication plans. Authorizes: (1) increased appropriations for the National Center for Missing and Exploited Children; and (2) the use of COPS (community policing) grants for sex offender registration enforcement.

Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.
