Ultralight Aircraft Smuggling Prevention Act of 2012 - Amends the Tariff Act of 1930 with respect to aviation smuggling to extend its coverage of aircraft to: (1) any contrivance invented, used, or designed to navigate, or fly in, the air; and (2) ultralight vehicles. Subjects attempts or conspiracies to commit aviation smuggling to specified criminal penalties. Expresses the sense of Congress that the Secretary of Defense (DOD) should continue the broad program of cooperation with the Secretary of Homeland Security to identify DOD equipment, technology, and expertise that could be leveraged by Department of Homeland Security (DHS) to fulfill its missions. Urges DOD especially to ensure that DHS can identify DOD equipment and technology that could also be used by the U.S. Customs and Border Protection (CBP) to combat illicit trafficking across the international borders between the United States and Mexico and the United States and Canada, including any that could be used to detect and track the illicit use of ultralight aircraft.

Congressional Pay Cut Act - Reduces the rate of basic pay for each Member of Congress by 5%, rounded to the nearest multiple of $100 (or, if midway between multiples of $100, to the next higher multiple of $100). Declares that such adjustment shall be in lieu of any adjustment which (but for this Act) might otherwise take effect in pay periods beginning after the regularly scheduled general election for federal office held in November 2012.

National Guard and Reserve Soft Landing Reintegration Act - Requires that a member of a reserve component of the Armed Forces who was deployed for more than 179 days for a contingency operation or a homeland defense mission be: (1) retained on active duty in the Armed Forces for 45 days after the end of the member's demobilization from a deployment; (2) allowed to use accrued leave; and (3) paid specified pay and allowances. Requires a member requesting an early release from such active duty to be released within 14 days after such request. Allows such request to be denied only for medical or personal safety reasons. Directs the Secretary of the military department concerned to provide each member so retained (and, as practicable, appropriate family members) reintegration counseling and services.

Servicemember Homeowner Assistance Program Extension Act - Amends the Demonstration Cities and Metropolitan Development Act of 1966 to provide a specific date of September 30, 2012, for the expiration of homeowners assistance provided through the Department of Defense (DOD) for members of the Armed Forces permanently reassigned to a duty station or home port outside a 50-mile radius of the member's home base or installation.

Supports the goal of ensuring that all Holocaust survivors in the United States are able to live with dignity, comfort, and security in their remaining years. Applauds the nonprofit organizations and agencies that work tirelessly to honor and assist Holocaust survivors in their communities. Urges the Administration and the Department of Health and Human Services (HHS), in conjunction with the Administration on Aging (AoA), to provide Holocaust survivors with needed social services through existing programs. Encourages the AoA to expeditiously develop and implement programs that ensure Holocaust survivors are able to age in place in their communities and avoid institutionalization during their remaining years.

American Jobs Through Exports Act of 2010 - Amends the Export Enhancement Act of 1988 to revise the duties of the Trade Promotion Coordinating Committee (TPCC). Requires the TPCC to review the proposed annual budget of each federal agency, before it is submitted to the Office of Management and Budget (OMB) and the President, when (as required by current law) assessing the appropriate levels and allocation of resources among such agencies in support of export promotion and export financing. Requires the governmentwide strategic plan for federal trade promotion efforts, in conducting the review of current federal programs designed to promote the sale of U.S. exports and developing a plan to bring such activities into line with specified priorities, to take into account recommendations from a representative number of U.S. exporters, particularly small business and medium-sized businesses, and representatives of U.S. workers. Directs the President to issue an executive order and necessary regulations to provide the TPCC chairperson with the authority to ensure that the TPCC carries out each of its duties and develops and implements the strategic plan. Requires the Secretary of Commerce to: (1) conduct at least once every five years a global assessment of overseas markets to determine those with the greatest potential for increasing U.S. exports, and (2) redeploy U.S. and Foreign Commercial Service personnel and other resources on the basis of that assessment. Amends the Foreign Service Act of 1980 to require each chief of mission to a foreign country to develop an approved plan for effective diplomacy to remove or reduce obstacles to exports of U.S. goods and services.

Housing Opportunity and Mortgage Equity Act of 2010 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) each to carry out a one-year program providing for the refinancing of qualified single-family housing mortgages it owns through a refinancing mortgage (and for the purchase of and securitization of such refinancing mortgages) in accordance with this Act and the policies and procedures of the Federal Housing Finance Agency. Defines a qualified mortgage as one, regardless of whether the mortgagor is current on payments due or in default, that: (1) is an existing first mortgage for purchase of, or refinancing another first mortgage on, a one- to four-family dwelling, including a condominium or a share in a cooperative ownership housing association, that is occupied by the mortgagor as principal residence; (2) is owned or guaranteed by the particular GSE; and (3) was originated on or before enactment of this Act. Specifies the terms and conditions of a refinancing mortgage, including a 40-year term to maturity and a prohibition on borrower fees. Requires waiver or forgiveness of all fees and penalties related to any default or delinquency on the original mortgage. Requires a GSE to pay a fee of up to $1,000 to the servicer of a qualified mortgage refinance. Prohibits any requirement of a property appraisal.

Small Business Clean Energy Financing Act of 2010 - Directs the Administrator of the Small Business Administration (SBA) to establish a program to guarantee loans of small businesses that manufacture a clean energy technology in the United States. Requires the Administrator, to the extent practicable, to carry out the program in a manner similar to the SBA 7(a) general business loan program.

Recognizes the shootings that occurred at Fort Hood, Texas, on November 5, 2009, as a tragic event in the history of the Army and the United States. Extends the deepest sympathies of Congress to the families and friends of the shooting victims. Honors the civilian law enforcement personnel of the Department of Defense (DOD) for implementing their training to eliminate the threat promptly, thereby limiting additional loss of life or injury. Commends the Fort Hood command team for its timely response and situational control. Appropriates additional FY2010 amounts to remain available until September 30, 2011, to: (1) U.S. Customs and Border Protection for salaries and expenses related to staffing on the Southwest Border of the United States, construction of up to two Border Patrol forward operating bases along the Southwest Border, and border security fencing, infrastructure, and technology along the Southwest border; (2) U.S. Immigration and Customs Enforcement for salaries and expenses for law enforcement activities along the Southwest Border; and (3) Federal Law Enforcement Training Center training for new U.S. Customs and Border Protection officers and Border Patrol agents. Appropriates additional FY2010 amounts to remain available until September 30, 2012, for acquisition and deployment of unmanned aircraft systems. Rescinds from unobligated balances certain funds for U.S. Customs and Border Protection, border security fencing, infrastructure, and technology. Appropriates additional FY2010 amounts to remain available until September 30, 2011, for Department of Justice (DOJ) law enforcement activities related to the Southwest Border. Appropriates additional FY2010 amounts to remain available until September 30, 2011, for courts of appeals, district courts, and other judicial services. States that funding shall be available for transfer between Judiciary accounts to meet increased workload requirements resulting from immigration and other law enforcement initiatives. Designates each amount made available under this Act as an emergency requirement and necessary to meet emergency needs. Increases, for the period beginning on the date of the enactment of this Act and ending on September 30, 2014: (1) the L visa (intracompany transfer) nonimmigrant application filing fee and fraud prevention and detection fee by $2,250 for applicants that employ 50 or more employees in the United States if more than 50% of the applicant's employees are L visa or H-1b visa (nonagricultural specialty worker) nonimmigrants; and (2) the H-1b visa application filing fee and fraud prevention and detection fee by $2,000 for applicants that employ 50 or more employees in the United States if more than 50% of the applicant's employees are H-1b or L visa nonimmigrants. Provides that during such period all amounts collected pursuant to such fee increases shall be deposited in the General Fund of the Treasury.

Seniors Protection Act of 2010 - Directs the Secretary of the Treasury to disburse a $250 payment to recipients of Social Security, SSI (Supplemental Security Income under title XVI of the Social Security Act), railroad retirement benefits, and veterans disability compensation or pension benefits if no cost-of-living adjustment is payable in 2011.

Javits-Wagner-O'Day Act of 2010 - Establishes as an independent federal entity the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. (Effectively replacing the Committee for Purchase From People Who Are Blind or Severely Disabled.) Requires the Committee to establish and publish in the Federal Register a list of products and services suitable for federal government procurement which are provided by qualified nonprofit agencies for people who are blind or for people with other significant disabilities. Requires federal agencies to procure from such qualified nonprofit agencies, at a Committee-established price, products (except prison-made products) or services essentially the same as those on the procurement list. Requires the Committee to designate a tax-exempt central nonprofit agency or agencies for people who are blind and one or more for people with other significant disabilities, which shall evaluate their respective nonprofit agencies and recommend suitable products or services to add to the procurement list. Authorizes the Committee to conduct pilot or demonstration projects on methods to increase the use of: (1) such products or services by the federal government; as well as (2) people who are blind and people with other significant disabilities. Amends the Inspector General Act of 1978 to require the Committee Chairman to: (1) appoint an Inspector General for the Committee; and (2) establish a Panel on the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. Establishes in the general fund of the Treasury in a separate account a Committee for Purchase Fund for the collection and deposit of fees from each central nonprofit agency. Repeals the Javits-Wagner-O'Day Act.

Small Business Tax Relief Act of 2010 - Repeals the provision of the Patient Protection and Affordable Care Act that amends the Internal Revenue Code to apply to corporations reporting requirements for payments of $600 or more to persons engaged in a trade or business. Amends the Internal Revenue Code, with respect to the taxation of foreign income and the foreign tax credit, to: (1) suspend the recognition of foreign tax credits until the related foreign income is taken into account for U.S. tax purposes; (2) deny a foreign tax credit for foreign income not subject to U.S. taxation due to a covered asset acquisition (defined as an acquisition that results in an increase in tax basis for U.S. tax purposes but not for foreign tax purposes); (3) apply a separate foreign tax credit limitation for each item of income that would be treated as derived from sources within the United States and that would be treated as arising from sources outside the United States under a treaty obligation (and the taxpayer chooses the benefits of such treaty); (4) limit the amount of foreign tax credits that may be claimed by a U.S. domestic corporation with respect to a deemed dividend paid by a foreign subsidiary; (5) prevent a reduction in earnings in profits of a foreign corporation in an acquisition if more than 50% of the dividends arising from such acquisition would not be subject to U.S. taxation or be includible in the earnings and profits of a controlled foreign corporation; (6) treat a foreign corporation as a member of an affiliated group for interest allocation and apportionment purposes if more than 50% of its gross income is effectively connected with a U.S. trade or business and at least 80% of either the vote or value of its outstanding stock is owned directly or indirectly by members of the affiliated group; (7) repeal tax rules exempting foreign source income attributable to the active conduct of a foreign trade or business from tax withholding requirements; (8) treat as income received in the United States amounts received from noncorporate residents or domestic corporations with respect to guarantees and amounts paid by any foreign person if such amounts are connected with income which is effectively connected with the conduct of a trade or business in the United States; and (9) provide that the statute of limitations for assessing tax on certain foreign transactions shall apply only to items related to a failure to provide information to the Internal Revenue Service (IRS) due to reasonable cause and not willful neglect. Amends the Internal Revenue Code to: (1) revise rules for valuing assets in grantor retained annuity trusts to require that the right to receive fixed amounts from an annuity last for a term of not less than 10 years, that such fixed amounts not decrease during the first 10 years of the annuity term, and that the remainder interest have a value greater than zero when transferred; (2) exclude any fuel with an acid number greater than 25 from the definition of "cellulosic biofuel" for purposes of the tax credit for alcohol used as fuel; (3) increase penalties for failure to file correct information returns, for intentional disregard of reporting requirements, and for failure to furnish correct payee statements; and (4) allow nonrecognition of gain in a corporate reorganization for corporations that exchange property solely for stock other than nonqualified preferred stock. Provides for compliance of the budgetary effects of this Act with the Statutory Pay-As-You-Go Act of 2010.

Truth in Spending Act of 2010 - Requires the President's annual budget request to Congress to include the most recent reports of the Director of the Office of Management and Budget (OMB) regarding the difference between the actual costs and the estimated costs of direct spending legislation, including proposed legislative language, if any, in such reports. Requires OMB to submit annually for inclusion in the President's budget request reports (with follow-up reports every five fiscal years) on the total estimated cost and total actual cost of direct spending legislation for the then budget year and four outyears. Requires the President, within seven days after receiving an OMB report, to submit proposed legislative language, if any, set forth in the report to both chambers. Prescribes the procedure for fast track consideration of the legislation in both chambers.

Renewable Energy Incentive Act - Amends the American Recovery and Reinvestment Act of 2009 to: (1) extend the grant program for investment in renewable energy property, including renewable resources used to produce electricity, and fuel cell, solar, wind, geothermal, and microturbine property, in lieu of tax credits, by extending the placed-in-service deadline for such property through 2012; and (2) expand eligibility for such grants to certain state power utilities and tax-exempt mutual or cooperative electric companies. Amends the Internal Revenue Code to: (1) allow an energy tax credit for investment in qualified solar manufacturing project property; (2) allow a tax credit for the purchase, consolidation, and use of contiguous high solarity disturbed private land to produce solar energy for use in a trade or business; and (3) limit the energy tax credit for solar energy equipment used to generate electricity or heat or cool a structure, as applied to swimming pools, to exclude those located at single-family residences. Defines "qualified solar manufacturing project property" as any tangible personal property purchased to re-equip, expand, or establish a manufacturing facility for producing solar energy equipment to generate electricity.

Emergency Border Security Supplemental Appropriations Act, 2010 - Appropriates additional FY2010 amounts to remain available until September 30, 2012, to: (1) U.S. Customs and Border Protection for salaries and expenses related to staffing on the Southwest Border of the United States, acquisition and deployment of unmanned aircraft systems, construction of up to three Border Patrol forward operating bases along the Southwest Border, and border security fencing, infrastructure, and technology along the Southwest Border; (2) U.S. Immigration and Customs Enforcement for salaries and expenses for law enforcement activities along the Southwest Border; and (3) Department of Justice (DOJ) law enforcement activities related to the Southwest Border. Appropriates additional FY2010 amounts to remain available until September 30, 2011, for: (1) Federal Emergency Management Agency's (FEMA) Operation Stonegarden (enhancement of law enforcement operational readiness along the U.S. borders); and (2) Federal Law Enforcement Training Center training for new U.S. Customs and Border Protection officers and Border Patrol agents. Rescinds from unobligated balances certain funds for: (1) U.S. Customs and Border Protection, border security fencing, infrastructure, and technology; (2) Transportation Security Administration (TSA), aviation security; (3) FEMA, administrative and regional operations; and (4) Department of Commerce, Bureau of the Census, periodic censuses and programs. Directs the Department of Defense (DOD) to pay in FY2010-FY2011 the full costs associated with deployment of the National Guard along the Southwest Border.

World War II Merchant Mariner Service Act - Directs the Secretary of Defense (DOD) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

National Aeronautics and Space Administration Authorization Act of 2010 - Authorizes appropriations for FY2011-FY2015 for the National Aeronautics and Space Administration (NASA). Authorizes programs, activities, and reports respecting NASA, including those with regard to the International Space Station (ISS), the Space Shuttle, commercial crew transportation, earth and space science, aeronautics, acquisition management, space weather, near-Earth objects, and science, technology, engineering, and mathematics (STEM) education and training. Establishes a post-shuttle workforce transition initiative grant program, a space technology program, and the James E. Webb Cooperative Education Distinguished Scholar Program.

Encourages the Administration to help Ugandan and Somali authorities bring those responsible for these attacks to justice. PACE Assessment Protection Act of 2010 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) to adopt underwriting standards that are consistent with the Guidelines for Pilot PACE Financing Programs issued on May 7, 2010, by the Department of Energy (DOE). Provides that liens or other property obligations that secure property taxes or assessments under a PACE program and that are consistent with such standards shall be considered to comply with the Uniform Instruments of Fannie Mae and Freddie Mac and shall not constitute a default on an existing mortgage or trigger the exercise of lender's remedies for a property with such a lien. Defines a "PACE program" as a property assessed clean energy program under which a state or political subdivision levies taxes or assessments on real property to finance the installation of renewable energy and energy efficiency improvements. Prohibits Fannie Mae and Freddie Mac from requiring repayment of a PACE program tax or assessment in order for a property owner to finance, refinance, or transfer property that meets their underwriting criteria without consideration of the PACE program lien. Requires the underwriting standards to provide that, in the event that a tax or assessment under a PACE program is delinquent, only the unpaid delinquent amount along with applicable penalties, interest, and costs will be subject to foreclosure and not the entire amount. Prohibits the Federal Housing Finance Agency, Fannie Mae, Freddie Mac, and all federal agencies and entities chartered under federal law from discriminating against communities implementing or participating in a PACE program.

Remembers and honors the servicemembers today who are actively fighting for freedom and to protect the American way of life in ongoing combat operations, including Operations Enduring Freedom and Iraqi Freedom.

Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that reasonable service charges applicable to federal entities for water pollution include the same reasonable fees or assessments for stormwater management applicable to any nongovernmental entity. Provides that such a fee or assessment shall not be considered to be a tax or other levy subject to an assertion of sovereign immunity and may be paid using appropriated funds.

Smith-Mundt Modernization Act of 2010 - Amends the United States Information and Educational Exchange Act of 1948 to authorize the Secretary of State to provide for the preparation and dissemination of information intended primarily for foreign audiences abroad about the United States, including about its people, its history, and the federal government's policies, through press, publications, radio, motion pictures, the internet, and other information media, and through information centers and instructors. (Under current law such authority is restricted to information disseminated abroad, with a limited domestic exception.) Amends the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987 to prohibit Department of State funds from being used to influence public opinion or propagandizing in the United States. (Under current law such provision applies to the United States Information Agency [USIA].) States that such provision shall: (1) not prohibit the Department from responding to inquiries about its operations, policies, programs, or program material, or making such information available to members of the media, public, or Congress; (2) not be construed to prohibit the Department from engaging in any medium of information on a presumption that a U.S. domestic audience may be exposed to program material; and (3) apply only to the Department and to no other federal department or agency.

Predatory Lending Sunset Act - Amends the Truth in Lending Act to limit the maximum interest rate which a creditor may charge on a covered consumer credit loan of up to $3,000 to an annual percentage rate (APR) of 36%. Prohibits a creditor from extending a covered loan with respect to which the creditor uses as security either: (1) access to a borrower's financial account; or (2) the title of a vehicle. Amends the Electronic Fund Transfer Act to prohibit a remotely created check that: (1) is not created by the financial institution that holds the customer account from which the check is to be paid; and (2) does not bear a signature applied by the person from whose account the check is to be paid. Declares unenforceable, with respect to any consumer, any contract made in violation of this Act.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

End Big Oil Tax Subsidies Act of 2010 - Amends the Internal Revenue Code to require seven-year amortization of the geological and geophysical expenditures of covered large oil companies. Defines "covered large oil company" as a taxpayer which is a major integrated oil company or which has gross receipts in excess of $50 million in a taxable year. Denies certain tax benefits to any taxpayer that is not a small, independent oil and gas company, including: (1) the tax credits for producing oil and gas from marginal wells and for enhanced oil recovery; (2) expensing of intangible drilling and development costs in the case of gas wells and geothermal wells; (3) percentage depletion; (4) the tax deduction for qualified tertiary injectant expenses; (5) the exemption from limitations on passive activity losses; and (6) the tax deduction for income attributable to domestic production activities. Prohibits the use of the last-in, first-out (LIFO) accounting method by major integrated oil companies. Denies the election to expense the cost of refinery property which is used to process liquid fuel from tar sands, shale, or coal (including lignite).
