Rural Veterinary Workforce Act This bill excludes from gross income, for income tax purposes, student loan repayment or forgiveness assistance provided to veterinarians practicing in rural areas of a state.

Rebuilding Economic Prosperity and Opportunity for Ukrainians Act or the REPO for Ukrainians Act This bill requires or authorizes various actions related to the confiscation and disposition of Russian sovereign assets (which include funds and other property of Russia's central bank, direct investment fund, or ministry of finance). Under the bill, the President must require U.S. financial institutions to notify the Department of the Treasury of any Russian sovereign assets located at such institutions. The President may confiscate any such assets subject to U.S. jurisdiction. Confiscated funds and the proceeds of liquidated property must be deposited into the Ukraine Support Fund established by the bill. The Ukraine Support Fund shall be used by the Department of State to compensate Ukraine for damages caused by the Russian invasion. The Ukraine Support Fund may also support an international body or mechanism for (1) reconstruction and rebuilding efforts in Ukraine, (2) humanitarian assistance to the Ukrainian people, or (3) other purposes which support the recovery of Ukraine and the welfare of the Ukrainian people. The bill also directs the President to seek to establish, with foreign partners, an international mechanism to provide compensation to Ukraine using the Ukraine Support Fund and Russian sovereign assets confiscated by foreign partners. Additionally, the bill sets policy on related topics, such as specifying that the United States should lead an international sanctions regime to freeze Russian sovereign assets in conjunction with allies and partners.

National Digital Reserve Corps Act This bill establishes a National Digital Reserve Corps in the General Services Administration (GSA) to address the digital and cybersecurity needs of executive agencies. The GSA must establish standards for reservist eligibility and must ensure reservists have the necessary resources and security credentials for service. Reservists must agree to serve for three years and for at least 30 days per year as an active reservist, with up to $10,000 in annual compensation; reservists who fail to accept an offered appointment or complete required duties are subject to fines. The GSA may cover the costs of continuing education for reservists to support their service. The Department of Labor must issue regulations that ensure the reemployment, continuation of benefits, and nondiscrimination in reemployment of active reservists. In August 2021, President Joe Biden established the U.S. Digital Corps within the GSA to support the technological needs of executive agencies, including cybersecurity needs. The corps offers entry-level positions through two-year fellowships, with the option to convert to full-time career positions after completion of the fellowship.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Stop Anti-Semitism on College Campuses Act This bill prohibits an institution of higher education (IHE) that participates in federal student aid programs from authorizing, facilitating, providing funding for, or otherwise supporting any event that promotes anti-Semitism on the IHE's campus.

Essential Workers for Economic Advancement Act This bill establishes a new nonimmigrant visa for temporary nonagricultural workers (H-2C visa) to fill jobs that have remained open for a certain amount of time and are located in an area where the unemployment rate is 7.9% or less. This visa shall only be available for certain occupations, and those requiring a bachelor's degree or higher level of education shall not be eligible. The bill imposes various requirements related to H-2C positions, such as requiring that the employer make certain efforts to recruit a U.S. worker beforehand. The employer must register the opening before filling it with an H-2C worker, and the Department of Homeland Security (DHS) shall maintain a publicly available registry of registered positions. For the first fiscal year after the bill's enactment, no more than 65,000 positions may be registered. For subsequent fiscal years, the number shall be increased or decreased depending on how many positions were registered the previous year and how quickly the allotment was filled. A certain number of allocations shall be reserved for small businesses. An employer seeking to hire H-2C workers shall register with DHS and provide documentation establishing that the employer meets various qualifications. An employer may become ineligible for registration for certain actions, such as having been penalized for a pattern of willful violation of wage and hour laws. H-2C workers shall not be entitled to certain federal public benefits. The Bureau of the Census shall report to Congress on the impact of the H-2C program.

Stop Our Scourge Act of 2023 or the SOS Act of 2023 This bill directs the Department of Homeland Security to designate illicit fentanyl as a weapon of mass destruction and requires the Office of National Drug Control Policy to conduct an assessment regarding that substance. Specifically, the office must assess foreign manufacturing of illicit fentanyl, the tools and capabilities across federal agencies to address trafficking of that substance, the capabilities of the Mexican military to conduct counterdrug missions with respect to that substance, the capacities and willingness of China to take specified actions with respect to that substance, and illicit fentanyl being trafficked into the United States from Mexico.

Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act This bill provides for criminal penalties for certain conduct that interferes with U.S. border control measures. Specifically, a person who knowingly transmits the location or activities of law enforcement with the intent to further a crime related to immigration, customs, or controlled substances may be imprisoned for a maximum of 10 years. A person who knowingly damages or destroys a device deployed to control the border or port of entry may be imprisoned for a maximum of 10 years. Additionally, the bill provides for enhanced punishment for carrying or using a firearm in connection with certain criminal immigration violations such as assisting a non-U.S. national ( alien under federal law) who is inadmissible due to a felony conviction.

Dark Web Interdiction Act This bill establishes enhanced criminal penalties for distributing controlled substances via the dark web. It also establishes other programs and requirements to address the use of the dark web for illicit drug activities. ( Dark web means the portions of the internet with hidden sites and services that (1) are not generally searchable, and (2) can only be accessed with specialized devices or services that conceal the identities and locations of users.) Specifically, the bill provides an enhanced criminal penalty for delivering, distributing, or dispensing controlled substances via the dark web. The bill also provides statutory authority for the Joint Criminal Opioid and Darknet Enforcement Task Force, which supports the investigation and prosecution of drug offenses committed via the dark web domestically and internationally. In addition, the Department of Justice must report on how and to what extent virtual currencies are used for opioid distribution via the dark web.

Comprehensive Southern Border Strategy Act This bill requires the Department of Homeland Security to report to Congress a comprehensive southern border strategy. The strategy must include (1) an overview of current security risks along the southern border; and (2) an assessment of the barriers, technologies, and tools that are necessary to achieve and maintain situational awareness and operational control of the border.

Protecting Rural Telehealth Access Act This bill expands coverage of telehealth services under Medicare. Specifically, the bill permanently (1) removes geographic restrictions on originating sites (i.e., the location of the beneficiary), (2) allows the home of the beneficiary to serve as the originating site for all services, (3) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), and (4) expands coverage to include audio-only services for evaluation and management and behavioral health services.

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

Fighter Force Preservation and Recapitalization Act of 2023 This bill establishes requirements related to the fighter aircraft capabilities of the Air National Guard. Specifically, the bill requires that the aircraft inventory of the Air National Guard must include at least 25 fighter aircraft squadrons, each of which must have a minimum of 18 primary aircraft authorized. Such requirement may be waived in extraordinary circumstances. Additionally, the Department of the Air Force must develop a fighter aircraft recapitalization plan that provides for (1) the replacement and modernization of Air National Guard fighter squadrons at a rate that ensures the full recapitalization of such fighter squadrons by the end of FY2034, and (2) the fielding of the Next Generation Air Dominance family of systems in the Air National Guard.

Affordable Housing Credit Improvement Act of 2023 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing tax credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2023 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit consideration of local approval and local government contribution requirements for housing projects; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, tax-exempt bond financing, and foreclosures.

Direct Capital Access Act of 2023 or the DCA Act of 2023 This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA). Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.) Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule. Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.

Invest to Protect Act of 2023 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to provide de-escalation training and improve recruitment and retention.

Homes for Every Local Protector, Educator, and Responder Act of 2023 or the HELPER Act of 2023 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.

LPOE Modernization Trust Fund Act This bill establishes the Land Port of Entry Modernization Trust Fund and addresses other issues related to U.S. ports of entry. The bill transfers specified amounts, including a portion of certain collected customs fees, to the trust fund each year. It also requires the Department of Homeland Security (DHS) and the Department of State to collect certain surcharges related to immigration and land border inspections, with a portion of the surcharges to be deposited into the trust fund. DHS may not seek to increase fees to offset the amounts transferred into the trust fund. Subject to appropriations, the amounts in the trust fund may be used to (1) construct new ports of entry, (2) expand and improve existing ports of entry, (3) procure technology for inspecting and processing traffic passing through ports of entry, and (4) hiring U.S. Customs and Border Protection staff. DHS must also establish the Land Port of Entry Modernization Oversight Board to advise DHS on how to use the trust fund and to review the trust fund's expenditures.

Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act This bill imposes sanctions pertaining to Iran's missile program. The President must impose visa- and property-blocking sanctions on foreign persons (i.e., foreign individuals, entities, and states) that are knowingly involved with Iran or Iran-aligned entities in certain missile-related activities, such as (1) acquiring, possessing, developing, transporting, transferring, or deploying missiles or related items and technology that are covered by the Missile Technology Control Regime (MTCR), or (2) developing missile or drone technologies. (The MTCR is an informal political understanding among states that seek to limit missile proliferation.) The President must also impose sanctions on (1) certain adult family members of those who are subject to the sanctions discussed above, and (2) foreign persons who knowingly provide significant support to or engage in a significant transaction with those subject to the sanctions discussed above. The bill also requires the Department of State to report to Congress on various topics, including (1) a diplomatic strategy to renew international restrictions on certain missile-related activities set forth in Annex B of U.N. Security Council Resolution 2231, which concerns restrictions on arms transfers to and from Iran; (2) the identities of foreign persons engaging in restricted activity under Annex B; and (3) an analysis of the foreign and domestic supply chains that facilitate Iran's missile or drone programs.

This resolution expresses support for recognizing National Police Week. The resolution further recognizes law enforcement officers across the United States in the pursuit of preserving safe and secure communities; the need to ensure that such officers have the equipment, training, and resources necessary to protect their health and safety while they are protecting the public; and the law enforcement community for acts of sacrifice and heroism. The resolution expresses condolences and appreciation to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.

Back the Blue Act of 2023 This bill establishes new criminal offenses for killing, assaulting, and fleeing to avoid prosecution for killing a judge, law enforcement officer, or public safety officer. Additionally, the bill expands the list of statutory aggravating factors in death penalty determinations to also include the killing or attempted killing of a law enforcement officer, judge, prosecutor, or firefighter or other first responder; broadens the authority of federal law enforcement officers to carry firearms; and limits federal court review of challenges to state court convictions for killing a public safety officer or judge.

Due Process Continuity of Care Act This bill allows an otherwise eligible individual who is in custody pending disposition of charges (i.e., pretrial detainees) to receive Medicaid benefits at the option of the state. The bill also provides for state planning grants to support the provision of such benefits.

Tax-Free Pell Grant Act This bill excludes from gross income, for income tax purposes, any amount received as a federal Pell Grant. It also expands the definition of qualified tuition and related expenses under the American Opportunity and Lifetime Learning tax credit to include computer or peripheral equipment (up to a maximum of $1,000), child and dependent care expenses, and course materials.

Tribal Gaming Regulatory Compliance Act This bill allows the Ysleta del Sur Pueblo and Alabama-Coushatta tribes to conduct gaming activities on their land in Texas if certain conditions are met. Currently, the Ysleta del Sur Pueblo and Alabama-Coushatta Indian Tribes of Texas Restoration Act prohibits the tribes from conducting gaming activities on their land if those activities are prohibited by Texas law. The bill repeals those provisions and instead applies the Indian Gaming Regulatory Act (IGRA) to gaming activities on Indian lands of the tribes.

Obtaining National and Secure Homeland Operations for Rare Earth Manufacturing Act of 2023 or the ONSHORE Manufacturing Act of 2023 This bill sets forth provisions to support secure supply chains of rare earth elements. A rare earth element means a natural element associated with (1) the metallic element scandium, with atomic number 21; (2) the metallic element yttrium, with atomic number 39; or (3) any of the series of 15 metallic elements between lanthanum, with atomic number 57, and lutetium, with atomic number 71, on the periodic table. The Department of Energy (DOE) must establish a program that provides financial assistance for facilities located in the United States that produce finished rare earth products from purified rare earth elements. Financial assistance may be provided to (1) construct such facilities, (2) support workforce development for the facilities, or (3) support site development and technological upgrade for facilities. The Department of the Treasury may establish the Minerals Security Partnership Fund to support the development and adoption of a secure supply chain for rare earth elements. DOE must also establish an initiative with educational, workforce training, and apprenticeship programs relating to advanced rare earth element mining, separation, processing, metallurgy, and advanced equipment maintenance capabilities. In addition, the President must develop a plan of action for using the authorities available under the Defense Production Act of 1950 to establish or enhance a domestic production capability for finished rare earth products and related technologies.

This bill prohibits the Federal Housing Finance Agency, the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from implementing their January 2023-announced changes to the single-family pricing framework for fees on purchase, rate-term refinance, and cash-out refinance loans. The changes revise the fee charts that provide percentage adjustments based on a borrower's credit score and other factors.

Border Patrol Pay Parity Act This bill increases pay rates for U.S. Border Patrol agents. The bill specifies that the Office of Personnel Management (OPM) must increase the minimum rate of pay for GS-12 Border Patrol agents by at least 14%. It also directs OPM to increase pay rates for other grades, levels, occupational groups, or similar classifications as specified by the Department of Homeland Security. The increases must be made on or before January 1, 2024.

This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)

Border Reinforcement Act of 2023 This bill requires certain actions related to border security and addresses related issues. For example, the bill requires the Department of Homeland Security (DHS) to resume all activities related to constructing a wall along the U.S.-Mexico border that were underway or planned prior to January 20, 2021; requires U.S. Customs and Border Protection (CBP) to submit a strategic five-year technology investment plan to Congress; requires CBP to maintain an active duty presence of at least 22,000 full-time equivalent Border Patrol agents by September 30, 2025; provides statutory authorization for Operation Stonegarden, a program which provides grants to law enforcement agencies involved with certain CBP operations; prohibits DHS from processing the entry of non-U.S. nationals ( aliens under federal law) arriving in between ports of entry; prohibits the Transportation Security Administration (TSA) from accepting as proof of identification certain documents, such as a warrant issued by U.S. Immigration and Customs Enforcement (ICE) or an employment authorization issued by DHS; prohibits DHS from issuing any COVID-19 vaccine mandate unless expressly authorized by Congress or taking any adverse action against an employee based solely on the employee's refusal to receive a COVID-19 vaccine; limits the use of the CBP One mobile application or a similar program to only for inspecting perishable cargo; and requires the Government Accountability Office to study and report to Congress on the costs incurred by states in support of the federal mission to secure the southwest border and the feasibility of reimbursing states for such costs.

U.S. Customs and Border Protection Rural and Remote Hiring and Retention Strategy Act of 2023 This bill requires the Office of the Chief Human Capital Officer of the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) to issue a strategy and implementation plan to improve CBP's hiring and retention of individuals in rural or remote areas. Until the strategy and implementation plan are issued, DHS must periodically brief Congress and the Government Accountability Office (GAO) on its progress. After receiving each DHS report, the GAO must submit to Congress an assessment of the effectiveness of the actions described in the DHS report.

PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Peer Support Program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization that has historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. Banks may also deny services to a person who engaged in rude or harassing conduct toward an employee of the bank. The bill establishes the right for a person to bring a civil action for a violation of this bill.

Hershel "Woody" Williams National Medal of Honor Monument Location Act This bill requires the authorized commemorative work honoring Medal of Honor recipients to be attached to, or not more than 1,000 feet from, the Lincoln Memorial. President Lincoln established the Medal of Honor award.

Employee Rights Act This bill generally addresses employer obligations related to unionized workplaces. This bill provides that an employer may be considered a joint employer in relation to an employee under federal labor law only if such employer directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline. The bill also requires a workplace election to approve or reject a union to be conducted by secret ballot. Further, the bill requires an employer to provide limited employee information to union representatives to facilitate a workplace election. An employer that mishandles or fails to provide such information according to the bill's requirements may be liable for an unfair labor practice (i.e., labor law violation). Additionally, the bill requires an employee to authorize in writing any use of the employee's labor organization dues or other contribution for a purpose other than collective bargaining or contract administration. Such authorization must be made upon 35 days' notice and expires after one year. Finally, the bill exempts Indian Tribes, including Indian Tribe enterprises and institutions, from the collective bargaining rights and related provisions of federal labor law.

American Innovation and R&D Competitiveness Act of 2023 This bill eliminates the five-year amortization requirement for research and experimental expenditures, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred.

Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. Additionally, the bill authorizes grants to reduce the incidence of violence at hospitals, including violence or intimidation against hospital personnel in the performance of their duties.
