Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Fair Tax Act of 2007 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2007. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23 percent in 2009, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax; and (2) credits and refunds. Allows families a sales tax rebate. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue; (2) the old-age and survivors insurance trust fund; (3) the disability insurance trust fund; (4) the hospital insurance trust fund; and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2011. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax.

Disapproves the totalization agreement between the United States and Mexico, establishing totalization arrangements between the Social Security Systems of the two countries, which was signed by the Commissioner of Social Security and the Director General of the Mexican Social Security Institute on June 29, 2004.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to provide that it shall not be in order to consider a bill, joint resolution, amendment, or conference report that establishes a new program or modifies an existing program by adding a new function unless such legislation also eliminates one or more existing programs of equal or greater total cost. Excludes legislation that establishes a new defense, homeland security, or emergency program.

Nuclear Family Priority Act - Amends the Immigration and Nationality Act to replace existing family-sponsored immigrant categories with a single preference allocation for spouses and children of permanent resident aliens. Reduces the number of, and revises the calculation for, fiscal year family-sponsored immigrant entrants.

Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Damaged Vehicle Information Act - Amends federal transportation law to direct the Secretary of Transportation to issue a regulation to require persons who terminate a motor vehicle contract due to flood or water damage, collision, fire damage, theft and recovery, or any circumstance that adversely affects the fair market value of the vehicle to disclose information of such vehicle damage to the public.

Health Care Price Transparency Promotion Act of 2006 - Amends title XIX (Medicaid) of the Social Security Act to require state Medicaid plans to provide that the state will establish and maintain laws to require disclosure of information on hospital charges, to make such information available to the public, and to provide individuals with information about estimated out-of-pocket costs for health care services. Directs the Director of the Agency for Healthcare Research and Quality to research and report to Congress on: (1) the types of information on the charges and out-of-pocket costs for health care services that individuals find useful in making decisions about where, when, and from whom to receive care; (2) how such types of information vary by whether they have health benefits coverage, and what kinds; and (3) ways in which such information may be available on a timely basis and in easy-to-understand form to individuals facing such decisions.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Disabled Veteran Small Business Eligibility Expansion Act of 2006 - Amends the Small Business Act to make small businesses owned and controlled by service-disabled veterans eligible for the award by the Small Business Administration (SBA) of small business development grants in the same manner as small businesses owned and controlled by socially and economically disadvantaged individuals.

Health Care Access and Rural Equity (H-CARE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2); payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) extension of the Medicare rural hospital hold harmless provision under the prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services under Medicare; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of interests of rural areas on the Medicare Payment Advisory Commission; and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and disregarding hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for purchase and enhanced utilization of qualified health information technology systems; (2) establish a capital infrastructure revolving loan program and a Rural Health Quality Advisory Commission; and (3) provide for delta rural disparities and health systems development.

Textile Negotiator Promotion Act - Amends the Trade Act of 1974 to redesignate the Special Textile Negotiator of the United States Trade Representative (USTR) as the Chief Textiles Negotiator who shall be appointed by the President, by and with the advice and consent of the Senate. Makes it a function of the Chief Textiles Negotiator to conduct trade negotiations and enforce trade agreements regarding U.S. textile and apparel products and services.

Volunteer Emergency Services Recruitment and Retention Act of 2006 - Amends the Internal Revenue Code to allow sponsors of certain deferred compensation plans to elect to include length of service award plans for bona fide volunteers providing fire fighting and prevention services, emergency medical services, and emergency rescue services. Directs the Secretary of Labor to issue regulations exempting a length of service award program from treatment as an employee pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA).

Psychological Kevlar Act of 2006 - Directs the Secretary of Defense to develop and implement a plan to incorporate preventive and early-intervention measures, practices, or procedures that reduce the likelihood that personnel in combat will develop post-traumatic stress disorder (PTSD) or other stress-related psychopathologies, including substance use conditions. Requires the Secretary to: (1) update the plan periodically; (2) develop and implement a training program to educate and promote awareness among commissioned and noncommissioned officers, front-line medical professionals and primary care providers, and military personnel and their families about the signs and risks of combat stress and stress-related psychopathology; (3) establish a working group to research and develop measures that reduce the likelihood of PTSD or other pathologies in combat veterans; and (4) establish a new Peer-Reviewed Research program for such research and development.

American Child Support Enforcement Immigration Act of 2006 - Amends the Immigration and Nationality Act to prohibit the Secretary of Homeland Security (Secretary) from approving a family-based immigration petition or fiance/fiancee nonimmigrant petition by a petitioner certified by the Secretary of Health and Human Services as owing child support arrearages. Authorizes the Secretary to revoke a previously-approved petition (if a visa has not been issued or a status adjustment has not been effected) if such petition would not have been approved had the provisions of this Act been in effect.

HUBZone Improvement Act of 2006 - Amends the Small Business Act redefine a Hubzone Qualified Area to count as a qualified nonmetropolitan county any county located within a metropolitan statistical area if: (1) its total population is 80,000 or less; (2) the population residing within the county's urbanized areas is 10% or less of the county's total population; and (3) the county meets either a specified median household income or a specified unemployment rate requirement.

Consortium on the Impact of Technology in Aging Health Services Act of 2006 - Establishes the Consortium on the Impact of Technology in Aging Health Services. Requires the Consortium to conduct a study of all matters relating to the potential use of new technology to assist older adults and their caregivers, including: (1) methods for identifying technology that may be adapted to meet their needs; (2) methods for fostering scientific innovation in aging services technology within the business and academic communities; (3) strategies for addressing liability, reimbursement, privacy, and security issues with respect to such innovation; (4) developments in such technology in other countries; and (5) methods for ensuring that U.S. businesses have a leadership role in the global market of such technology. Requires the Consortium to develop recommendations concerning: (1) developments in current technologies that may result in increased efficiency and cost savings to the healthcare system; (2) specifications for federal funding of research and development by businesses and academia to accelerate the development of aging services technology; (3) methods to ensure that technology infrastructure is in place to deliver services; and (4) establishment of a federal interagency task force to facilitate the development and distribution of such technology and a National Resource Center to stimulate research, oversee demonstration projects, and provide training and assistance to entities that provide such services. Requires the Consortium to report recommendations regarding development of a national policy to address issues concerning technology and assistive health services for seniors, changes to federal laws and programs that would support and encourage the private sector to develop and make widely available consumer-empowered technology solutions, and establishment of a National Resource Center on Aging Services Technologies.

Medicare Physician Payment Reform and Quality Improvement Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise physician payment requirements under the Medicare program, including the physician payment update and quality measures for physicians' services. Terminates application of the sustainable growth rate (SGR), replacing it with a single conversion factor, the Medicare economic index (MEI) minus 1%. Requires the Secretary of Health and Human Services to provide for the selection of quality performance measures (Q-measures) for assessing physician, non-physician practitioner, and supplier services and determining ratings for them. Requires such Q-measures to be developed in conjunction with physician specialty organizations and consensus-building organizations. Eliminates specified limitations on the balance billing of highest income beneficiaries. Revises requirements for the quality improvement program (QIO), including program administration, data disclosure, use of evaluation and competition, quality improvement funding, and qualifications for QIOs under part B (Peer Review) of SSA title XI. Amends SSA title XIX (Medicaid) to permit alternative quality improvement programs under such program. Terminates the availability of funds from the MA Regional Plan Stabilization Fund. Directs the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different Medicare funding mechanisms provide an appropriate alignment with the program goals of the respective parts. Provides for a one-year delay in Medicare adjustments in payments for imaging services. Eliminates the three-year phase-in for implementation of the reduction in Medicare part B premium subsidies for higher income beneficiaries (thus requiring immediate application of the reduction adjustment).

Soldiers Targeted by Offensive Profiteering Act of 2006 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Reservist's Employer Support Paycheck Enhancement Act of 2006 - Amends the Internal Revenue Code to allow employers a tax credit for 50% of the wages paid to their employees on active military duty for more than 90 days as Ready Reserve or National Guard and for 50% of the wages paid to temporary replacement employees.

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Traumatic Brain Injury Act of 2006 - Amends the Public Health Service Act to: (1) revise the national program for traumatic brain injury registries to include grants for a traumatic brain injury surveillance system; and (2) authorize appropriations through 2010 for the prevention and control of injuries. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) and the Director of the National Institutes of Health (NIH), to conduct a study to: (1) determine the incidence and prevalence of traumatic brain injury; (2) maintain data on the incidence and prevalence of mild traumatic brain injury; (3) report national trends in traumatic brain injury; (4) identify common therapeutic interventions used for the rehabilitation of individuals with such injuries; and (5) develop practice guidelines for such rehabilitation. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia to improve access to rehabilitation and other services regarding traumatic brain injury. Requires the Administration and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit. Allows the Secretary, acting through the Administrator, to provide for projects of national significance that: (1) support the development of policies that reinforce and promote self-determination, independence, productivity, integration, and inclusion in all facets of community life for individuals with traumatic brain injury; and (2) hold promise to improve or expand opportunities for such individuals.

Repeals Rule XXVII (Statutory Limit on Public Debt) of the Rules of the House of Representatives. (Thus abolishes the procedure for automatic adjustment of the public debt level upon passage of a new concurrent resolution on the budget setting forth an amount different from the amount of the statutory limit on the public debt otherwise in effect for the period covered by the budget resolution.) Redesignates Rule XXVIII (General Provisions) as Rule XXVII.

Firearms Transfer Improvement Act - Amends the federal criminal code to provide that in-person interstate firearms sales between a federal firearms licensee and a nonresident purchaser shall be governed only by the state law of the licensee (currently, such sales must comply with the state laws of both the licensee and the purchaser).

U.S. General Population Act - Directs the Department of Homeland Security (DHS) to implement or promote measures to: (1) influence population dynamics through education systems, public health systems, professional and technical training systems, and child protection systems, and encourage the participation of the collective populace in solving the problems that affect it; (2) regulate immigration and ensure immigrant assimilation and distribution into the national environment; (3) restrict U.S. emigration when national interests so require; and (4) stimulate the establishment of strong population cores of U.S. citizens and nationals in low population density border areas. Sets forth provisions respecting: (1) migration; (2) immigration; (3) a national population registry; and (4) immigration-related penalties.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Good Fences Make Good Neighbors Act of 2006 - Amends the USA PATRIOT Act to authorize a border state (a state that shares a border with Canada or Mexico or a political subdivision of such a state) to use up to 75% of the minimum amount allocated to the state under the state and local domestic preparedness support grant program to build a physical barrier near the U.S. border to deter illegal crossings and for incidental costs.

Home Oxygen Patient Protection Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals: (1) the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use; and (2) the requirement that the equipment supplier transfer title to the individual at the end of such period, with payments continuing at specified monthly rates.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

Zero Baseline Budget Act of 2006 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate sequential and cumulative adjustments for inflation from Congressional Budget Office (CBO) baseline projections for discretionary appropriations with respect to: (1) expiring housing contracts and social insurance administrative expenses; (2) offset pay absorption and pay annualization; (3) inflation; and (4) any accounting for changes required by law in the level of agency payments for personnel benefits other than pay. Exempts from the requirement that budgetary resources (other than unobligated balances) be at the level available in the current year any resources designated as an emergency requirement or provided in supplemental appropriations laws. Prohibits adjustments for inflation or or any other factor. Amends the Act to extend indefinitely the formula used to calculate the baseline.

Expresses the sense of the House of Representatives that officers of the Department of Homeland Security (DHS) should not: (1) undermine the efforts of citizen groups such as the Minuteman Project to preserve the integrity of U.S. borders and protect the nation from intrusion; and (2) contact Mexican officials about the location of individuals who participate in such groups while conducting surveillance on the southern U.S. border.

Veterans Identity Protection Act of 2006 - Directs the Secretary of the Department of Veterans Affairs (VA) to: (1) certify in writing to Congress that any individual whose personal information is compromised due to lax data security at the VA has been appropriately notified in writing of such compromise; and (2) provide free of charge to each such individual credit monitoring services during the one-year period beginning on the date of this Act's enactment and a copy of the affected individual's credit report (in addition to any other credit report provided under otherwise applicable law) once annually during the two-year period beginning on the date on which the credit monitoring services terminate.
