Expresses the sense of Congress that the President should: (1) negotiate a new base rights agreement with the Government of Panama to permit stationing U.S. forces in Panama and to ensure that the Panama Canal remains open, secure, and neutral; and (2) ensure that U.S. military facilities which could be utilized for stationing such forces are fully maintained and secured if that Government is willing to enter into good faith negotiations for a continued U.S. military presence in Panama.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Port and Maritime Security Act of 2001 - Directs the Secretary of Transportation to establish a Port Security Act Task Force to, among other things: (1) help coordinate programs to enhance the security and safety of U.S. seaports; and (2) help provide long-term solutions for seaport security issues. Requires the establishment of local seaport security committees. Directs the Commandant of the Coast Guard, in consultation with the Defense Threat Reduction Agency, the Center for Civil Force Protection, and other appropriate public and private sector organizations, to develop standards and procedures for conducting seaport security vulnerability assessments. Directs the Commandant and the Administrator of the Maritime Administration to jointly initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism from or to vessels in maritime transportation. Directs the Commandant to make every effort to seek international agreements with other countries providing for port security in such countries. Requires the establishment of a program for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to provide for port security infrastructure improvement. Provides the coordination of port related crime data collection. Provides for improved customs reporting procedures. Reauthorizes tonnage duties for four years.

Authorizes the Secretary of Defense to provide an emergency adjustment for up to six months in the rates of the basic allowance for housing for a particular military housing area in response to a sudden increase in housing costs as a result of higher utilities charges or other causes.

Declares that: (1) the President and the United Nations (UN) should insist on monitoring weapons development in Iraq, and Iraq should allow UN weapons inspectors into Iraq, as required by UN Security Council Resolution 687; (2) Iraq remains in material and unacceptable breach of its international obligations; and (3) Iraq's refusal to admit UN weapons inspectors into any facility covered by such resolution should be considered an act of aggression against the United States and its allies.

Health Care Coverage Assistance for the Unemployed Act of 2001 - Directs the Secretary of Labor to establish an emergency health coverage assistance program to provide premium assistance for qualified individuals for Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) continuation coverage under the Employee Retirement Income Security Act of 1974 (ERISA). Allows a State to elect to provide temporary Medicaid coverage for individuals who are: (1) eligible for unemployment benefits; (2) not eligible for COBRA continuation coverage; and (3) not covered under a group health plan, health insurance, Medicare, or Medicaid.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Declaration of Official Language Act of 2001 - Declares English to be the official language of the U.S. Government, and requires the U.S. Government to preserve and enhance the role of English as the official language of the U.S.A. Makes this Act inapplicable to the use of a language other than English for: (1) religious purposes; (2) for training in foreign languages for international communication; (3) terms of art in Government documents; (4) law enforcement; or (5) scientific terminology. Declares that this Act is not intended to affect programs in schools designed to encourage students to learn foreign languages. Directs the Immigration and Naturalization Service to: (1) enforce the established English language proficiency standard for all applicants for U.S. citizenship; and (2) conduct all naturalization ceremonies entirely in English. Prohibits any U.S. Government agency or department from requiring any State or local government, or any person or organization, to communicate or provide materials in any language other than English. Repeals the Bilingual Education Act (title VII of the Elementary and Secondary Education Act of 1965). Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Releases States, local governments, and local educational agencies from certain consent decrees that require them to develop, implement, provide, or maintain any form of bilingual education. Amends the Voting Rights Act of 1965 to repeal bilingual voting requirements.

Student Freedom of Religious Expression Act - Amends the Revised Statutes of the United States to disallow recovery of attorneys' fees by the prevailing party in any action claiming that a public school or its agent violates the constitutional prohibition against the establishment of religion by permitting, facilitating, or accommodating a student's religious expression.

Amends the Internal Revenue Code to tax lifetime annuity payouts and similar payments of life insurance proceeds at dates later than death at capital gains rates. Excludes amounts received under an eligible deferred compensation plan or under a qualified retirement plan. Includes such gains in the calculation of the maximum rate of tax on net capital gains of noncorporate taxpayers when computing the alternative minimum tax.

Securing America From Terrorist Entries Act or the SAFTE Act - Establishes a temporary moratorium on the issuance of immigrant or (non-diplomatic) nonimmigrant visas to aliens who are, or were within 15 years of applying for U.S. admission, citizens or nationals of: (1) Afghanistan; (2) Algeria; (3) Egypt; (4) Lebanon; (5) Saudi Arabia; (6) Somalia; (7) United Arab Emirates; (8) Yemen; or (9) any country designated as a state sponsor of terrorism. Authorizes the Attorney General to grant exceptions. Applies such provisions to aliens with multiple citizenship. Makes the visa waiver program inapplicable to such aliens. Directs the Under Secretary of Transportation to require air carriers in foreign transportation to the United States to provide electronic passenger and crew manifests with specified information prior to U.S. arrival. Requires country of origin inquiry at the point of U.S. arrival. Amends the Immigration and Nationality Act to eliminate deadline waiver authority relating to implementation of machine readable passports. Directs the General Accounting Office to report every six months respecting border and visa security and related matters.

Recognizes and commends the efforts of State and local governments and community, religious, and charitable organizations to support military and civilian personnel engaged in the war on terrorism. Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Enhanced Border Security Act of 2001 - Directs the Secretary of State (Secretary), the Commissioner of the Immigration and Naturalization Service (Commissioner), and the Director of Central Intelligence to submit a congressional report, and develop a plan and an interoperable intelligence data system (with the Attorney General), for the identification and provision of law enforcement and intelligence information needed by the Department of State and the Immigration and Naturalization Service (INS) to screen visa and admissions applicants. Directs the Attorney General to waive INS personnel limits. Authorizes appropriations for INS, Border Patrol, United States Customs Service, and consular personnel, training, and security-related technology. Provides for machine-readable visa fees. Directs the Secretary and the Commissioner to study the costs and implementation alternatives of a Perimeter National Security Program, which shall include: (1) the feasibility of establishing a North American National Security Cooperative (Canada, Mexico, and the United States); and (2) alien preclearance and preinspection programs. Directs: (1) the Commissioner to expeditiously implement the port of entry integrated entry and exit data system; and (2) the Secretary to provide Foreign Service officers with visa screening training. Requires international commercial air carriers arriving in the United States to: (1) provide specified passenger manifest information; and (2) develop procedures for electronic transmission of such information. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to include among the data required to be collected on foreign students and exchange visitors information on such alien's dates of entry and enrollment commencement and termination. Sets forth related reporting provisions, including the requirement that an institution of higher education report to the INS concerning an alien student's failure to enroll. Prohibits the admission of an alien from a country designated to be a state sponsor of terrorism until appropriate clearances are conducted on such individual. Requires the INS to periodically review institutions authorized to enroll foreign students and exchange visitors. Amends Federal law to treat INS immigration inspectors as law enforcement officers for Federal retirement program purposes. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to extend the deadline for presentation of biometric border crossing identification cards.

Establishes a nine-month moratorium on the issuance of nonimmigrant foreign student and other exchange program visas. Amends the Immigration and Nationality Act to require: (1) a nonimmigrant visa application or other admission document to contain a machine readable photograph and biometric identifier (such as a fingerprint or handprint) of the alien applicant; and (2) a port of entry match prior to the alien's U.S. admission. Directs the Attorney General and the Secretary of State to provide for database crosschecks of an alien's photograph and biometric identifier prior to issuance of a nonimmigrant visa. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to include information on an alien's accompanying spouse and child as part of the program to collect information on nonimmigrant foreign students and other exchange program participants.

Air Piracy Reprisal and Capture Act of 2001 - Amends the Federal criminal code to expand provisions regarding: (1) piracy on the high seas to cover piracy in the skies and on land and, if death results, to authorize imposition of the death sentence; (2) arming or serving on privateers to increase penalties; (3) assault on a commander (as piracy) to cover assault on any airplane officer; (4) conversion or surrender of a vessel to cover aircraft and aircraft officers or service members and, if death results, to provide for the death sentence; and (5) corruption of seamen and confederating with pirates to cover aircraft and to increase penalties. Amends the Revised Statutes of the United States to expand the application of piracy laws to acts committed upon land or in the air. Modifies a provision regarding the commissioning of private vessels for seizure of piratical vessels to authorize the President to instruct the leader of any suitable entity operating under the authority of any letters of marque and reprisal granted by Congress, whether on the high seas, in the skies, or on land, to subdue, seize, and take persons and property, using force as necessary to defend the lives, liberties, and property of U.S. citizens. Deems: (1) property identified as subject to seizure under such a letter subject to confiscation and forfeiture; and (2) any person so identified as subject to seizure subject to court-martial jurisdiction and to transfer into U.S. custody.

September 11 Marque and Reprisal Act of 2001 - Authorizes and requests the President to issue letters of marque and reprisal to commission privately armed and equipped persons and entities to seize outside of the United States the person and property of Osama bin Laden, of any al Qaeda co-conspirator, and any conspirator with Osama bin Laden and al Qaeda who are responsible for the terrorist attacks against the United States on September 11, 2001, including any similar planned acts against the United States in the future. Authorizes the President to place a bounty, from amounts appropriated on September 14, 2001, in the Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorists Attacks on the United States or from private sources, for the capture, dead or alive, of Osama bin Laden or any other al Qaeda conspirator responsible for the act of air piracy upon the United States on September 11, 2001.

Visa Integrity and Security Act of 2001 - Expresses the sense of Congress, in light of the September 11, 2001, terrorist attacks against the United States, that the Attorney General should: (1) implement the integrated entry and exit data system; and (2) establish the Integrated Entry and Exit Data System Task Force, which shall focus on biometric technology and tamper-proof identification, and integration with law enforcement databases. Amends the Immigration and Nationality Act to: (1) direct the Attorney General and the Federal Bureau of Investigation to provide the Department of State with access to specified criminal history records in order to determine whether or not a visa or admissions applicant has a criminal history; and (2) include specified passport-related requirements as part of the visa waiver pilot program. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to expand the foreign student tracking system to: (1) include "other approved educational institutions" (including flight and language schools); and (2) require university reporting of student failure to commence studies. Requires an employer who terminates the employment of specified aliens (H-1b visa) to so notify the Attorney General.

Constitutional Amendment - Provides that if at any time 25 percent or more of the Members of the House of Representatives are unable to carry out their duties because of death or incapacity, each Governor of a State represented by such Member shall appoint an otherwise qualified individual to take the place of the Member as soon as practicable (but in no event later than seven days) after certification of the Member's death or incapacity. Requires an individual appointed to take the place of the Member to serve until a Member is elected to fill the vacancy by a special election to be held at any time during the 90-day period which begins on the date of the individual's appointment, in accordance with the applicable laws regarding special elections in the State involved; except that if a regularly scheduled general election for the office will be held during such period or 30 days thereafter, no special election shall be held and the Member elected in such regularly scheduled general election shall fill the vacancy upon election. Allows such appointed individual to be a candidate in such a special election or in such a regularly scheduled general election.

Anti-Terrorism Act of 2001 - Declares that no Federal agency shall prohibit a pilot, copilot, or navigator of an aircraft, or any law enforcement personnel specifically detailed for the protection of such aircraft, from carrying a firearm.

Declares that a state of war exists between the United States and: (1) any entity that committed acts of international terrorism against the United States on September 11, 2001, or that commits such acts thereafter; and (2) any country or entity that has provided or provides support or protection for any such entity. Authorizes and directs the President to employ the entire naval and military forces of the United States and the resources of the U.S. Government to carry on war against such entities and countries. Pledges all such resources to bring the conflict to a successful termination.

Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Declares that Congress: (1) affirms its commitment to preserving U.S. sovereignty and self-government and the integrity of its border; (2) disapproves of open-border policies and other policies that would undermine such sovereignty; and (3) urges the President to pursue a policy of protecting such sovereignty through enforcement of U.S. law with respect to both legal and illegal immigration.

Agroterrorism Prevention Act of 2001 - Amends the Federal criminal code to prohibit plant enterprise terrorism. Enhances penalties for animal enterprise terrorism and establishes penalties for plant enterprise terrorism. Prohibits the use of explosives or arson against the enterprise. Provides for the death penalty under specified circumstances. Authorizes restitution for any economic damage resulting from the violation (currently limited to the reasonable cost of repeating any experimentation that was interrupted or invalidated as a result of the offense, and the loss of food production or farm income reasonably attributable to the offense, and currently applicable only to animal enterprise terrorism). Makes animal and plant enterprise terrorism a predicate offense under the Racketeer Influenced and Corrupt Organizations Act. Requires the Director of the National Science Foundation to establish and maintain a national clearinghouse for information on incidents of crime and terrorism committed against or directed at any: (1) animal or plant enterprise; (2) commercial activity because of the perceived impact of such activity on the environment; or (3) person because of such person's perceived connection with or support of any enterprise or activity. Requires the Director to: (1) award grants on a competitive basis to colleges and universities for technical assistance, threat and risk assessments, and other activities related to improving security at individual research universities; and (2) develop a comprehensive security report for universities, colleges, and nonprofit organizations which examines the threat posed by animal and plant enterprise terrorism on research activities and includes strategies for reducing such threat.

Drug Access Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to authorize a charitable health care entity to receive a drug sample donated by specified individuals or by another such entity for dispensing to a patient of the charitable institution, and to donate a drug sample to another such entity for dispensing to its patients, if: (1) delivery of the sample is completed by mail or common carrier, collection by an authorized agent or employee of the recipient entity, or personal delivery by a licensed practitioner or an agent or employee of the donating entity; (2) the entity receiving the sample executes a written receipt upon its delivery and provides for the return of the receipt to the donating entity; (3) the donated drug sample received by the entity is in its original, unopened packaging with its labeling intact; and (4) before dispensing such sample to a patient, the sample is examined by a licensed practitioner or registered pharmacist to confirm that the sample is not adulterated or misbranded.

Medicare Preservation Act of 2001 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to move up from October 1, 2001, to September 24, 2001, the due date of any required installment of corporate estimated tax otherwise due on September 15. Authorizes the Secretary of the Treasury to waive any penalty or addition to tax imposed on the failure to make such required installment if the installment is made on or before October 1, 2001.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.
