Declares that Congress commends, for their extraordinary dedication and hard work during Hurricanes Charley and Frances, the employees of the National Weather Service, especially the National Oceanic and Atmospheric Administration (NOAA) Tropical Prediction Center/National Hurricane Center, Hydrometeorological Prediction Center, and National Data Buoy Center; the 53rd Weather Reconnaissance Squadron of the 403rd Wing of the Air Force Reserve Command at Keesler Air Force Base, Biloxi, Mississippi; the National Oceanic and Atmospheric Administration Aircraft Operations Center at MacDill Air Force Base, Tampa, Florida; the Hurricane Liaison Team; the National Ocean Service; and the National Environmental Satellite Data and Information Service. Commends also, for their extraordinary dedication and hard work during those hurricanes, the Southern and Eastern Region Weather Forecast Offices of San Juan, Miami, Tampa Bay, Key West, Melbourne, Jacksonville, Tallahassee, Atlanta, Birmingham, Huntsville, Mobile, Morristown, Charleston, Morehead City, Wilmington, Wakefield, and Taunton. Extends the thanks of Congress to the commercial and media meteorologists for their contributions in disseminating the NOAA forecasts and warnings to the public.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL) to mint and issue: (1) ten dollar gold coins; (2) five dollar gold coins; (3) one dollar silver coins; and (4) half-dollar silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Directs each Federal agency and U.S. instrumentality that has in its possession any craft or any part of a craft that flew in space to: (1) retrieve any gold, silver, copper, and other precious metal that may be used in the production of any coins under this Act from such craft or part; and (2) deposit such metals with the Director of the United States Mint. Requires that all sales of coins minted under this Act include a surcharge of : (1) $75 per coin for the ten dollar coin; (2) $35 per coin for the five dollar coin; (3) $10 per coin for the one dollar coin; and (4) $3 for the half-dollar coin, which shall be paid by the Secretary to the NASA Family Assistance Fund for the purposes of providing financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties.

Haiti Economic Recovery Opportunity Act of 2004 - Amends the Caribbean Basin Economic Recovery Act to provide, beginning on October 1, 2003, and for each of the seven succeeding one-year periods, duty-free treatment for apparel items wholly assembled or knit-to-shape in Haiti (without regard to the country of origin of the fabrics, components, or yarns) if the President certifies to Congress that Haiti: (1) has established or is progressing toward specified political, economic, and social reforms; (2) does not engage in activities that undermine U.S. security or foreign policy; (3) does not engage in gross violations of human rights or activities in support of international terrorism; and (4) is meeting specified enforcement conditions aimed at preventing tariff or quota avoidance, customs evasion, unlawful transshipment, or false information or false document use in order to obtain such preferential treatment. Applies such provisions to goods entered or withdrawn from a warehouse for consumption on or after October 1, 2003, including a retroactive application to certain warehouse entries or withdrawals made between such date and the date of enactment of this Act.

Directing Community Integration Act - Amends the National Security Act of 1947 to require the Director of Central Intelligence (DCI) to serve as head of the U.S. intelligence community (IC) "acting through the Central Intelligence Agency" (CIA), while continuing to head the CIA and serve as principal adviser to the President for national security-related intelligence matters. (Currently, requires the DCI to serve as head of the IC, head of the CIA, and serve as principal adviser to the President for national security-related intelligence matters.) Eliminates the position of Deputy Director of Central Intelligence for Community Management. Creates eight associate directorships and five assistant directorships to assist the DCI with IC responsibilities and lists their duties. Gives certain directors overlapping CIA or cross-agency duties. Establishes the positions of General Counsel of the IC, Inspector General of the IC, and Executive Director of the CIA. Strikes a statutory provision that allows the National Security Council and the President to circumscribe the DCI's access to national security-related intelligence. Requires the DCI to prepare budgets of IC elements within the National Foreign Intelligence Program and to guide budget development for other IC elements. Removes time limits applicable to personnel transfers among IC elements. Makes the DCI responsible to the President for ensuring positive IC relationships with the intelligence or security services of foreign governments. Authorizes the DCI to exercise his or her CIA authority with respect to any IC element upon written request of the element head. Requires: (1) greater coordination between the Secretary of Defense and the DCI; and (2) the DCI's concurrence in additional agency appointments. Repeals the sunset provision applicable to limits on the establishment or operation of diplomatic intelligence support centers.

Intelligence Authorization Act for Fiscal Year 2005 - Authorizes appropriations for FY 2005 for the conduct of intelligence and intelligence-related activities of the: (1) Central Intelligence Agency; (2) Department of Defense; (3) Defense Intelligence Agency; (4) National Security Agency; (5) Departments of the Army, Navy, and Air Force; (6) Departments of State, the Treasury, Energy, and Justice; (7) Federal Bureau of Investigation; (8) National Reconnaissance Office; (9) National Geospatial-Intelligence Agency; (10) Coast Guard; and (11) Department of Homeland Security. Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2005, for such activities are those specified in the classified Schedule of Authorizations, which shall be made available to the Senate and House Appropriations Committees and the President. Allows the Director of Central Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY 2005 when necessary for the performance of important intelligence functions. Requires notification of the congressional intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY 2005, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY 2005 for the Central Intelligence Agency Retirement and Disability Fund. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise permitted by the Constitution or laws of the United States.

Carlie's Law - Amends the Federal criminal code to provide for mandatory revocation of probation and supervised release for anyone who commits: (1) a felony crime of violence; or (2) a crime of violence against, or an offense that consists of or is intended to facilitate unlawful sexual contact with, a person under age 16. Amends the Prosecutorial Remedies and Other Tools to end the Exploitation of Children Today (PROTECT) Act of 2003 to require a State, to be eligible for a grant for changeable message signs or other information systems to notify motorists about abductions of children, to certify that it will make a good faith effort to notify any non-custodial parent of a minor residing in the State if: (1) the minor is the victim of a crime of violence or sexual abuse; or (2) the custodial parent of the minor is charged with a drug offense, rape, or crime of violence or sexual abuse.

Pancreatic Islet Cell Transplantation Act of 2004 - Amends the Public Health Service Act to: (1) allow pancreata procured for use in islet cell transplantation or research to be counted for certification purposes for qualified organ procurement organization grants; and (2) require the Diabetes Mellitus Interagency Coordinating Committee to include in its annual report an assessment of the Federal activities and programs related to pancreatic islet cell transplantation.

Military Survivor Benefits Improvement Act of 2004 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2005; (2) 40 percent for months after September 2005 and before October 2008; (3) 45 percent for months after September 2008 and before October 2014; and (4) 55 percent for months after September 2014 . Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2005; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2005, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints. Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Gynecologic Cancer Education and Awareness Act of 2003 or Johanna's Law - Directs The Secretary of Health and Human Services: (1) through the National Institutes of Health (NIH), and in collaboration with the Director of the Centers for Disease Control and Prevention, to carry out a national campaign to increase the awareness and knowledge of women with respect to gynecologic cancers; and (2) through NIH and the Director, to carry out a demonstration program with nonprofit private entities to test different outreach and education strategies to increase such awareness among women and health care providers.

Marine Turtle Conservation Act of 2003 - Directs the Secretary of the Interior to use amounts in the Multinational Species Conservation Fund to finance projects for the conservation of marine turtles and their nesting habitats in foreign countries. Authorizes the Secretary to approve projects that help recover and sustain viable populations of marine turtles in the wild by assisting conservation programs in foreign countries. Gives preference to projects which: (1) are designed for long-term conservation of marine turtles and their nesting habitats; and (2) have matching funds available. Establishes the Marine Turtle Conservation Fund as a separate account in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of marine turtles.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.
