Environment and Public Works Fair Share Act of 1993 - Amends the Federal Aid in Wildlife Restoration Act to require the Federal formula for allocating funds to States under such Act to use the population figures from the latest available estimates prepared by the Department of Commerce for each State (currently, from the latest decennial census). Makes an identical change with respect to the Federal formula used for grants to States for interstate highway systems, Federal-aid urban highways, and highway safety programs (the Federal aid highway program).

Federal Transit Fair Share Act of 1993 - Amends the Federal Transit Act to base the apportionment of Federal transportation funds for certain urban and nonurban mass transportation programs on census estimates prepared by the Department of Commerce. (Currently, the apportionment is based only on the latest available Federal census.)

Airport Improvements Fair Share Act of 1993 - Amends the Airport and Airway Improvement Act of 1982 to provide for the use of the latest available estimates prepared by the Department of Commerce (currently, the latest decennial census of the United States) for the calculation of the apportionment of State airport development and airport planning funds.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.

Census Data Fair Share Act of 1993 - Requires the Secretary of Commerce to annually produce and publish current data or estimates on below poverty, urban, rural, and farm populations, for each State, urban area, and rural area for which data is compiled in the most recent decennial census of population. Authorizes such data or estimates to be produced by means of sampling or other methods which the Secretary determines will produce current, comprehensive, and reliable data or estimates.

Agriculture, Nutrition, and Forestry Fair Share Act of 1993 - Amends Federal law to base Federal funding for agricultural experiment stations on the latest Department of Commerce population figures rather than on decennial census figures. Makes similar changes to: (1) the Smith-Lever Act with respect to the Federal Extension Service; and (2) the National Agricultural Research, Extension, and Teaching Policy Act of 1977 with respect to agricultural research at 1890 land grant colleges (including Tuskegee Institute), and the nutrition education program.

TITLE OF CONTENTS: Title I: AFDC Transition and Work Program Title II: Expanded State Waiver Authority Title III: Miscellaneous Amendments Responsibility and Empowerment Support Program Providing Employment, Child Care, and Training Act - Title I: AFDC Transition and Work Program - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act (SSA) to require States to establish programs to provide AFDC recipients with the education, training, job search, and work experience needed to prepare them for life without AFDC. Amends SSA title IV part F (Job Opportunities and Basic Skills Training Program) to tie revised work supplementation and community work experience programs under such part to the new State programs established above under SSA title IV part A. Amends the Food Stamp Act of 1977 to allow States to elect to subsidize jobs for work supplementation program participants out of funds that would otherwise be payable as food stamp benefits. Requires the Secretary of Agriculture to pay such States amounts equal to such food stamp benefits. Title II: Expanded State Waiver Authority - Establishes an Interagency Waiver Request Board in order to provide a focal point within the Federal Government for the development and coordination of requests to waive specified provisions of various social welfare statutes to improve opportunities for low-income individuals and families to achieve self-sufficiency. Title III: Miscellaneous Amendments - Amends SSA title IV part A to: (1) require AFDC recipients addicted to alcohol or drugs to undergo appropriate treatment as a condition of receiving AFDC; and (2) change AFDC rules for disregarding earned income.

Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia or its environs to honor World War II veterans and to commemorate U.S. participation in that war. Establishes the World War II Memorial Advisory Board to promote the establishment of the memorial, encourage the donation of private contributions for it, and advise the Commission on the site and design for the memorial. Establishes a fund in the Treasury which shall be made available to the Commission for the expenses of establishing the memorial.

Marine Mammal Capture, Export, and Public Display Protection Act of 1993 - Amends the Animal Welfare Act (AWA) to require, instead of the penalty applicable under the AWA for a violation regarding a marine mammal, that a person be liable for a civil or criminal penalty under specified provisions of the Marine Mammal Protection Act of 1972 (MMPA). Mandates review and, if appropriate, modifications to AWA standards regarding the care and habitat of marine mammals in captivity. Amends the MMPA to direct the Secretaries of Commerce and Agriculture to jointly establish a system for tracking marine mammals taken in waters under U.S. jurisdiction or imported. Makes it unlawful to take any marine mammal before establishment of the system. Makes it unlawful to export a marine mammal without a permit under this Act. Requires regulations under the MMPA for exporting as well as for taking and importing marine mammals. Authorizes issuance of export permits under the same requirements as taking and importing permits. Allows issuance of an export permit only: (1) to maintain or improve the health and well-being of the mammal; and (2) if the permit prohibits use of the mammal for any other purpose. Modifies scientific research permit requirements regarding issuance, takings involving surgical procedures, lethal takings, release requirements, permanent marking of released mammals, and permit effective periods.

Directs the Speaker of the House of Representatives to appoint a task force to restructure the House committee system by reducing the number of standing committees to a maximum of 15 and establishing their jurisdictions. Amends the Rules of the House of Representatives to prohibit any standing committee from establishing more than four subcommittees, except the Committee on Appropriations. Makes it out of order to consider: (1) any primary expense resolution unless the Committee on House Administration has reported and the House has adopted a resolution establishing an overall ceiling for committee staff for that year; (2) any supplemental expense resolution authorizing additional positions exceeding the ceiling except by a two-thirds vote; or (3) any primary or supplemental expense resolution unless it entitles the minority party on the committees involved to not less than one-third of the funds for committee staff. Limits the overall ceiling for committee staff for the 103d Congress to 50 percent of the staff employed at the end of the 102d Congress. Prohibits proxy voting by any committee or subcommittee member. Requires the membership of each standing, select, or conference committee and each subunit thereof to reflect the ratio of majority to minority party Members of the House, except for the Committees on Standards of Official Conduct and House Administrtion. Directs the Speaker to refer legislation initially to one committee as the committee of principal jurisdiction. Limits a Member's service as a member of a committee to eight years and as committee chairman to four years. Requires the composition of the Committee on House Administration to be one-half majority party members and one-half minority. Allows the chairman or ranking minority party member of the Committee to issue subpoenas. Prohibits the Committee on Rules from reporting any rule or order that would prevent a motion to recommit that has amendatory instructions (except in the case of a Senate measure for which the language of a House passed measure has been substituted). Makes it out of order to consider any resolution which waives any point of order, except by a two-thirds vote. Declares that the following Federal laws should be amended to apply to the House as they apply to the executive branch: (1) the National Labor Relations Act; (2) the Occupational Safety and Health Act of 1970; (3) the Equal Pay Act of 1963; (4) the Age Discrimination in Employment Act of 1967; (5) the Freedom of Information Act; (6) the Privacy Act of 1974; and (7) Title VII of the Civil Rights Act of 1964. Directs the standing committees of the House with subject jurisdiction over such laws to report implementing legislation.

Directs the Secretary of the Interior (the Secretary) to implement the Outer Continental Shelf Leasing Program consistent with the provisions of this Act. Establishes the environmental sciences review panel for certain areas of the Outer Continental Shelf off-shore Florida in order to assess the adequacy of oceanographic, ecological, and socio-economic information available with respect to authorizing leasing and exploration, development, and production activities. Sets limitations with respect to preleasing activities and lease sales within such areas, including specific points in the Eastern Gulf of Mexico Planning Area. Amends the Outer Continental Shelf Lands Act to: (1) include within certain required environmental studies an assessment of the adequacy of available physical oceanographic, ecological, and socioeconomic information; and (2) provide that certain lessee compensation may be a combination of currency and forgiveness of debts due on other leases.

Prohibits the Secretary of the Interior from either conducting any lease sales, or issuing any new leases in any area of the outer continental shelf off the State of Florida, between the seaward lateral boundary between Florida and Alabama and the seaward lateral boundary between Florida and Georgia. Sets forth a moratorium period. Requires the Secretary to: (1) undertake specified environmental or oceanographic studies; (2) initiate cancellation of all leases within a specified area; and (3) report annually to the Congress on the status of such cancellations. Provides that: (1) compensation for such leases shall be paid out of the Treasury; and (2) the State of Florida shall incur no cost or other liability as a consequence of such lease cancellations. Authorizes appropriations.

Fair Credit Reporting Amendments of 1993 - Amends the Fair Credit Reporting Act to require consumer reporting agencies to disclose promptly to a consumer any adverse information the agency receives. Directs the Board of Governors of the Federal Reserve System to prescribe regulations defining "adverse information."

Marine Mammal Public Display Reform Act of 1993 - Amends the Marine Mammal Protection Act of 1972 to prohibit issuance of a permit for the taking of any marine mammal in the waters of a State for public display if: (1) issuance of the permit would be inconsistent with State law; and (2) the Governor of such State submits to the Secretary of the department in which the National Oceanic and Atmospheric Administration is operating and the Secretary of the Interior notice of disapproval of the issuance of such permit.

National Commemorative Events Advisory Act - Establishes the President's Advisory Commission on National Commemorative Events to: (1) establish criteria for recommending to the President that a proposed commemorative event be approved or disapproved; (2) review proposals for national commemorative events submitted in accordance with procedures published by the Commission; and (3) issue recommendations to the President concerning each proposal reviewed.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that a monthly benefit shall be paid to the recipient's surviving spouse for the month in which the recipient dies, subject to a reduction of 50 percent in the last monthly payment if the recipient dies during the first 15 days of such month.

Disregards service performed on such committee for less than a full session of Congress and service performed prior to the beginning of the 103d Congress.

Amends the Internal Revenue Code to increase the limitation on the one-time exclusion of gain from the sale of a principal residence by an individual who has attained age 55 and provide a cost-of-living adjustment for such amount. Increases the unified credit against the estate tax and the unified credit against the gift tax and provides a cost-of-living adjustment for such credits. Reduces the capital gains tax for a taxpayer other than a corporation by allowing the deduction of 50 percent of the net capital gain. Provides for computing such deduction for estates and trusts. Disallows such deduction against the minimum tax.

Investment Tax Incentive Act of 1993 - Amends the Internal Revenue Code to allow the depreciation deduction to be computed based on a neutral recovery basis for property placed in service after December 31, 1992. Repeals the special depreciation rules applicable under the adjusted current earnings provisions of the minimum tax.

Prohibits the expenditure of Federal funds to construct, erect, or modify highway signs using metric system measurements unless the Congress specifically authorizes such expenditure. Makes such prohibition inapplicable with respect to Puerto Rico.

Health Freedom Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to define "dietary supplement" as an article that: (1) includes, and is intended to supplement the diet with, a vitamin, mineral, or herb; or (2) is intended for ingestion. Prohibits considering a dietary supplement a drug solely because: (1) of the potency of a substance in such supplement; or (2) the labeling or advertising for the supplement contains a claim concerning potency or a health claim permitted under this Act. Specifies that a supplement is not a food additive if it is identified in the labeling of the dietary supplement as a substance provided by the product to supplement the diet. Allows a supplement to be described as a dietary supplement in labeling or advertising. Permits labeling or advertising for such a supplement to include a claim characterizing the relationship of the supplement to a disease or health-related condition, if certain conditions are met. Prohibits any requirement that a claim that meets the requirements of this Act be approved or conform to a regulation before the claim may be used. Allows a declaratory judgment on the validity of an assertion that a claim fails to comply with this Act.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

National Child Abuser Registration Act of 1993 - Requires a State which reports the convictions of named individuals to the Federal Bureau of Investigation to include all convictions for child abuse. Directs the Attorney General to establish guidelines for the reporting of child abuser information, including procedures for: (1) establishing a national centralized source of information on child abusers; (2) assisting in the prevention of second incidents of child abuse by providing information about child abusers to child welfare organizations; and (3) providing statistical and informational data on child abuse to the Department of Justice, the National Center on Child Abuse and Neglect, and the Congress. Requires the Attorney General to publish an annual statistical summary of the child abuser information reported under this Act. Provides for: (1) a reduction by 25 percent of formula grants under the Omnibus Crime Control and Safe Streets Act of 1968 for States not complying within three years with the reporting requirements of this Act; and (2) the reallocation of such funds to States in compliance.

Limits the period for which expenses of a former Speaker of the House of Representatives may be paid to three years after the expiration of the term of office as Representative. (Provides that in the case of a former Speaker who is receiving such expenses on the date of the enactment of this Act, the period shall end three years after such date.)

Amends the Legislative Branch Appropriations Act, 1991 to change the Official Mail Allowance for Members of the House of Representatives to not more than the product of: (1) one and one-half times the single-piece rate applicable to first class mail (currently three times such rate); and (2) the number of addresses in the congressional district.

Urban Entrepreneurial Opportunities Act - Amends the Internal Revenue Code to allow a deduction for equity contributions made by a corporation to an urban entrepreneurial opportunity financing subsidiary of such corporation. Requires the subsidiary to use such contribution in making qualified enterprise zone business loans to qualified small business concerns. Establishes an overall program limitation among the contributing corporations to be allocated by the Secretary of Housing and Urban Development.

Expresses the sense of the Congress that the President should: (1) negotiate a new base rights agreement with the Government of Panama to allow the permanent stationing of U.S. military forces in Panama beyond 1999 and to ensure that the United States will be able to act independently to maintain the security and operation of the Panama Canal; and (2) consult with the Congress throughout such negotiations.

Expresses the sense of the Congress that: (1) the terms of office for Members of the House of Representatives should be increased from two to four years; (2) elections for Representatives should be held during the presidential election; (3) Representatives should be limited to three consecutive terms of office, but should be eligible for reelection after an absence from the House of at least four consecutive years; and (4) Senators should be limited to two consecutive terms of office, but should be eligible for reelection after an absence from the Senate of at least four consecutive years.

Constitutional Amendment - Prohibits in any fiscal year total Federal outlays from exceeding total receipts and Federal outlays from exceeding 19 percent of the Nation's gross national product. Allows such prohibitions to be suspended by a three-fifths roll call vote of each House of Congress. Grants the President the authority to separately approve, reduce, or disapprove any spending provision of a bill.

Directs the Architect of the Capitol to design, construct, and maintain a public debt clock in the basement rotunda of the Cannon House Office Building to be adjusted on a continuous basis to reflect the amount of the public debt of the United States.

Supports the efforts of the United Nations Secretary-General and the Security Council to create an international tribunal to investigate allegations of war crimes and crimes against humanity committed within the territory of the former Socialist Federal Republic of Yugoslavia. Urges the President to work to convene an international tribunal to try any individual responsible for such crimes.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments to tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Taxpayer Debt Buy-Down Act - Amends the Internal Revenue Code to allow every individual with adjusted income tax liability to designate on their tax returns that a portion of such liability (not to exceed ten percent) be used to reduce the public debt. Establishes a Public Debt Reduction Trust Fund for the deposit of designated amounts. Makes amounts in such Trust Fund available only to pay at maturity, or to redeem or buy before maturity, any obligation of the Federal Government included in the public debt. Prohibits the reissuance of any obligation which is paid, redeemed, or bought with amounts from the Trust Fund. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to provide for the sequestration of amounts designated to the Trust Fund. Specifies accounts exempt from such sequestration. Includes aggregated amounts designated to the Trust Fund and amounts sequestered to reduce the public debt in sequestration preview and final reports.

Medicare EKG Payment Restoration Act of 1993 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to reestablish separate payment for the interpretation of electrocardiograms (EKGs) that are ordered or performed during an office visit to or consultation with a physician. Requires the Secretary of Health and Human Services to: (1) establish separate fee schedule amounts for such EKG interpretations; (2) establish practice guidelines for EKG use by physicians; (3) develop a profile of such use; (4) study EKG utilization and costs; and (5) report to the Congress on such study.

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Older Americans' Freedom to Work Act of 1993 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Missing Service Personnel Act of 1993 - Requires the responsible armed forces commander, after receiving notice that a person under his command is missing, to conduct an informal investigation to determine such person's whereabouts and, if appropriate, to place such person in a missing status. Provides for the convening of boards of inquiry to: (1) investigate evidence relating to the disappearance of a person; (2) recommend whether to continue such person in a missing status or make a finding that such person has deserted, is absent without leave, or is dead; and (3) report its recommendations and findings. Provides for the convening of a board of further inquiry, if a board of initial inquiry recommends that such person be continued in a missing status. Directs the Secretary concerned, upon the written request of a member of the immediate family of a missing person who, before the date of the enactment of this Act, was determined by the Secretary to be dead, to: (1) convene a board of further inquiry to determine whether such finding of death should be upheld or such person should be placed in a missing status; and (2) report its findings. Requires the Secretary, within three years after a board of further inquiry recommends a missing status for any person, to reconvene such board to review such status. Directs the Secretary to invite each member of the immediate family of the missing person to board meetings unless attendance would place such member in danger. Prohibits any such board from declaring a missing person dead unless: (1) evidence other than the passage of a period of fewer than 50 years suggests that such person is dead; (2) no evidence which reasonably suggests that such person is alive is in the possession of the Government; (3) Government representatives have made a complete search of the area where such person was last seen (unless the United States is not granted access to such area); and (4) Government representatives have checked the records of the government or entity having control over the area where such person was last seen (unless the Government is not granted access to such records). Provides for judicial review of determinations of death. Sets forth penalties for knowingly withholding information pertaining to a missing person from that person's personnel file. Requires the Secretary concerned to make the contents of such file available to a member of the immediate family of such person upon written request.
