September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Emergency Aviation Security Act of 2001 - Directs the Administrator of the Federal Aviation Administration to implement a sky marshal program that: (1) provides for random deployment of sky marshals on domestic commercial air passenger flights and international flights on U.S. carriers into or out of the United States; (2) provides background and fitness checks for, and appropriate training, supervision, and equipment of, sky marshals; and (3) requires commercial air carriers to provide seating for a sky marshal on any selected air passenger flight without regard to the availability of seats on such flight. Authorizes the Administrator to impose a fee of not more than $1.00 per domestic flight segment to carry out such program. Prohibits air carriers providing interstate and intrastate air transportation and domestic air carriers and foreign air carriers providing foreign transportation from serving more than two alcoholic beverages to an individual on a scheduled flight segment. Provides for an alternative alcoholic beverage prohibition if a foreign government objects to the maximum two drink limit.

Small Investment Tax Relief Act of 2001- Amends the Internal Revenue Code, in the case of a taxpayer other than a corporation, to provide a limited exclusion from gross income for gain from the sale or exchange of certain qualified small business stock held for more than one year.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Amends the State Department Basic Authorities Act of 1956 with respect to the reward paid to an individual under the Department of State's reward program for information leading to the arrest or conviction of any individual in connection with acts of international terrorism against U.S. persons or property or with certain narcotics-related offenses. Increases from $5 million to $25 million the reward paid in connection with the terrorist attacks on the United States on September 11, 2001. Increases the amount of funds that may be appropriated for such program to no more than $50 million.

Declares that in the quest to identify, bring to justice, and punish the perpetrators and sponsors of the terrorist attacks on the United States on September 11, 2001, the civil rights and civil liberties of all Americans, including Arab-Americans, American Muslims, and Americans from South Asia, should be protected. Condemns any acts of violence or discrimination against any Americans.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Best Pharmaceuticals for Children Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the National Institutes of Health, to develop an annual list of approved drugs for which: (1) there is an approved or pending new drug application or no patent or market exclusivity protection; and (2) additional pediatric safety and effectiveness studies are needed. Directs the Secretary to award contracts to entities with appropriate experience for pediatric clinical trials of such drugs. Establishes a Food and Drug Administration (FDA) contract process for related labeling changes. Amends the Federal Food, Drug, and Cosmetic Act to: (1) eliminate the user fee waiver for pediatric supplements to a human drug application; (2) provide priority status for pediatric supplements; (3) include neonates within the definition of pediatric studies; (4) provide for dissemination of pediatric supplement information; and (5) set forth requirements for the additional six-month exclusivity period for new or already-marketed pediatric drugs. Directs the Secretary to establish an Office of Pediatric Therapeutics within the Office of the Commissioner of Food and Drugs, which shall coordinate all FDA pediatric activities. Amends Title IV of the Public Health Service Act to direct the Secretary to establish the Foundation for Pediatric Research to support research on drugs lacking exclusivity for which pediatric studies are needed. Directs the Secretary to contract with the Institute of Medicine to review Federal regulations, reports, and support for research involving children, with particular attention to issues of compensation, informed consent, and risk/ benefits assessments in terms of research versus therapeutic treatment.

Cybermolesters Enforcement Act of 2001 - Amends the Federal criminal code to provide for a five-year mandatory minimum sentence for: (1) transportation of a person under age 18 with intent to engage in criminal sexual activity; and (2) travel with intent to engage in a sexual act with a person under age 18. Authorizes the interception of wire, oral, or electronic communications in the investigation of crimes involving: (1) transporting, receiving, distributing, selling, or possessing child pornography; or (2) coercing or enticing an individual to travel to engage in prostitution or any sexual activity for which a person can be charged with a criminal offense, transportation of a minor with the intent that the minor engage in such sexual activity, or travel for the purpose of engaging in a sexual act with a minor that would constitute a felony if that activity took place within the special maritime and territorial jurisdiction of the United States. Includes child pornography within the definition of "contraband" the transport, concealment, or possession of which is prohibited.

Drug Access Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to authorize a charitable health care entity to receive a drug sample donated by specified individuals or by another such entity for dispensing to a patient of the charitable institution, and to donate a drug sample to another such entity for dispensing to its patients, if: (1) delivery of the sample is completed by mail or common carrier, collection by an authorized agent or employee of the recipient entity, or personal delivery by a licensed practitioner or an agent or employee of the donating entity; (2) the entity receiving the sample executes a written receipt upon its delivery and provides for the return of the receipt to the donating entity; (3) the donated drug sample received by the entity is in its original, unopened packaging with its labeling intact; and (4) before dispensing such sample to a patient, the sample is examined by a licensed practitioner or registered pharmacist to confirm that the sample is not adulterated or misbranded.

Stem Cell Research for Patient Benefit Act 2001 - Requires the Director of the National Institutes of Health to: (1) conduct or support research using human pluripotent stem cells from embryos and fetal tissue in accordance with the National Institutes of Health Guidelines for Research Using Human Pluripotent Stem Cells; and (2) study and report to specified congressional committees on stem cells and the effectiveness of such guidelines. Requires the Secretary of Health and Human Services to enter into an agreement with: (1) the Institute of Medicine under which the Institute shall assess the current state of knowledge about therapies, including somatic cell nuclear transfer and therapies using pharmaceuticals, that may be used to address immunological rejection of stem cells and differentiated cells and tissue derived from stem cells; and (2) another appropriate public or nonprofit private entity to conduct such assessment if the Institute declines. Establishes the Biomedical Advisory Commission to study: (1) bioethical issues arising from research on human biology and applications of such research; and (2) emerging biomedical research, including the ethical, social, legal, and regulatory issues concerning such research and its clinical applications.

Provides that, under the Internal Revenue Code (the Code), in the case of an incentive stock option exercised during calendar year 2000, the amount taken into account, under provisions of the Code concerning adjustments in computing alternative minimum taxable income for individuals, by reason of such exercise shall not exceed the amount that would have been taken into account if, on the date of such exercise, the fair market value of the stock acquired pursuant to such option had been its fair market value as of April 15, 2001 (or, if such stock is sold or exchanged on or before such date, the amount realized on such sale or exchange).

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Motor Vehicle Owners' Right to Repair Act of 2001 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Late Term Abortion Restriction Act - Prohibits knowingly performing an abortion after the fetus has become viable, unless, in the medical judgment of the attending physician, the abortion is necessary to preserve the woman's life or to avert serious adverse health consequences to her. Subjects a physician who violates this Act to a civil penalty.

Medicare Improvements for Special Needs Beneficiaries Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to provide for specialized Medicare+Choice plans for special needs beneficiaries and the treatment of such plans as coordinated care plans under Medicare part C. Permits: (1) restriction on the enrollment of individuals in a specialized Medicare+Choice plan to special needs beneficiaries; and (2) continuous open enrollment for such beneficiaries.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

National Uniformity for Food Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit any State or political subdivision from establishing or continuing in effect as to any food in interstate commerce any requirement for food that is not identical to specified FDCA provisions. Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Round II EZ/EC Flexibility Act of 2001 - Authorizes appropriations to: (1) the Secretary of Housing and Urban Development for specified urban empowerment zones; and (2) the Secretary of Agriculture for specified rural empowerment zones and rural enterprise communities. Permits: (1) use of such funds for zone or community strategic plan implementation; and (2) use of Federal funds to pay matching fund requirements. States that an empowerment zone or enterprise community shall not loses Federal funding because of reclassification as a renewal community.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Hematological Cancer Research Investment and Education Act of 2001 - Amends the Public Health Service Act to require the Director of: (1) the National Institutes of Health to expand, intensify, and coordinate programs for the conduct and support of research with respect to blood cancer, particularly with respect to leukemia, lymphoma, and multiple myeloma; (2) the Centers for Disease Control and Prevention to establish a related public information program, to be carried out in collaboration with private health organizations that have national education and patient assistance programs on blood-related cancers.

Cloning Prohibition Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit any person (including governmental entities) from: (1) using or attempting to use human somatic cell nuclear transfer technology, or the product of such technology, to initiate a pregnancy or with the intent to initiate a pregnancy; or (2) shipping, mailing, transporting, or receiving such product knowing that it is intended for such use. Sets forth registration requirements for individuals who intend to perform human somatic cell nuclear transfer technology, including attesting that such prohibitions will not be violated. Directs the Secretary of Health and Human Services to request the Institute of Medicine to enter into an agreement to conduct a study to: (1) review the current state of knowledge about the biological properties of stem cells obtained from embryos and fetal and adult tissues; (2) evaluate the current state of knowledge about biological differences among stem cells obtained from embryos and fetal and adult tissues and the consequences for research and medicine; and (3) assess what is currently known about the ability of stem cells to generate neurons, heart, kidney, blood, liver, and other tissues and the potential clinical uses of these tissues.

Fisheries Recovery Act of 2001 - Amends the Magnuson-Stevens Fishery Conservation and Management Act regarding avoiding and minimizing bycatch and bycatch mortality. Directs the Secretary of Commerce to report on progress made in implementing requirements regarding standardized reporting methodology and bycatch reduction. Requires a fishery management plan to close an area to a gear or practice that has been shown to adversely affect essential fish habitat unless the Regional Fishery Management Council (council) determines that closure is not necessary and the Secretary finds that the gear or practice will have a minimal adverse impact on habitat and minimal bycatch. Requires observers on commercial fishing vessels to collect data necessary for the conservation and management of the fishery, subject to specified requirements Modifies: (1) the definition of "overfishing" and "overfished" to include jeopardizing the ecological integrity and sustainability of marine ecosystems; (2) conservation and management measure requirements; and (3) fishery management plan requirements to add ecosystem considerations. Requires each fishery management plan to have a fishery impact statement. Directs the Secretary to develop at least one pilot fisheries ecosystem plan. Requires each council to prepare and submit to the Secretary a Fisheries Ecosystem Plan for each major marine ecosystem within its jurisdiction. Reauthorizes appropriations to carry out the Act. Amends the Saltonstall-Kennedy Act to earmark specified funds for direct industry assistance grants and for activities of the National Marine Fisheries Service that are directly related to implementation of the Magnuson Act.

Requests that the President focus appropriate attention on the issues of neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing his Administration to make reducing crime an important priority.

Homemaker Employment Assistance and Lifeskills Act - Authorizes the Secretary of Education to make formula matching grants to States with approved plans for programs of vocational education, training, employment counseling, and related services for single parents, displaced homemakers, and individuals entering nontraditional employment. Requires States to assign at least one individual from the State vocational education agency to administer such programs and make competitive subgrants to eligible entities.

Improving Global Health Through Safe Injections Act - Amends the Foreign Assistance Act of 1961 with respect to U.S. Agency for International Development (AID) immunization and other programs for the prevention, treatment, and control of infectious diseases, including tuberculosis, HIV and AIDS, polio, and malaria, in connection with health programs for developing countries. Requires the Administrator of AID to develop and implement effective strategies to improve injection safety, including: (1) eliminating unnecessary injections; (2) promoting the availability and use of single-use auto-disable needles and syringes and other safe injection technologies; (3) strengthening procedures for proper needle and syringe disposal; and (4) improving the education and information provided to the public and to health professionals.

Remote Sensing Applications Act of 2001 - Directs the Administrator of the National Aeronautics and Space Administration to: (1) establish a program of grants for pilot projects to explore the integrated use of sources of remote sensing and other geospatial information to address State, local, regional, and tribal agency needs; (2) establish an advisory committee to monitor the program; (3) transmit to Congress an independent evaluation of program effectiveness; and (4) ensure that project results are retrievable through an Internet-accessible database. Requires the Administrator to seek opportunities to assist: (1) in the development of commercial applications potentially available from the remote sensing industry; and (2) State, local, regional, and tribal agencies in applying remote sensing and geospatial information technologies for growth management. Requires the Administrator to establish an educational outreach program to increase awareness at institutions of higher education and such agencies of the potential applications of remote sensing and geospatial information. Requires the Administrator to study the effect of remote sensing imagery costs on potential State, local, regional, and tribal agency applications.

Benjamin Franklin Tercentenary Commission Act - Establishes the Benjamin Franklin Tercentenary Commission to: (1) study and recommend Government activities to honor Benjamin Franklin on the tercentenary of his birth, including the minting of a Benjamin Franklin tercentenary coin and the issuance of a Benjamin Franklin tercentenary postage stamp; (2) serve as the contact point for State, local, international, and private sector initiatives regarding tercentenary activities; and (3) seek to enter into an arrangement for the Franklin Institute of Philadelphia, Pennsylvania, to serve as the secretariat of the Commission and house the Commission's administrative offices.

Dot Kids Domain Name Act of 2001 - Directs the Secretary of Commerce: (1) jointly with the Internet Corporation for Assigned Names and Numbers (ICANN), to develop a plan for ICANN to establish a kids-friendly top-level Internet domain; (2) to make such plan publicly available; and (3) to enter into appropriate agreement with ICANN to carry out the plan. Requires the domain to be available for voluntary use as a location only of material suitable for minors and the plan to establish a process for soliciting and selecting an operator of the new domain. Requires: (1) full operation of the new domain within six months after contract award; and (2) new domain approval by ICANN. Provides liability protections for any person or entity that operates or maintains the new domain with respect to information provided by a domain registrant. Directs the Secretary to carry out a program to publicize the availability of the new domain and to educate parents of minors regarding the process for utilizing the domain in combination with hardware and software technologies that filter or block unsuitable materials.

Microbicide Development Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Allergy and Infectious Diseases to expand, intensify, and coordinate the activities of the Institute with respect to research on the development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Directs the Secretary of Health and Human Services to expand, intensify, and coordinate the activities of such Centers with respect to research on microbicides to prevent the transmission of HIV and other sexually transmitted diseases.

Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Medicaid Intensive Community Mental Health Treatment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to provide States with the option of covering intensive community mental health treatment under the Medicaid program.

Mental Illness Consumer-Run Services Support Act - Directs the Secretary of Health and Human Services to award grants, contracts, or cooperative agreements to public and private nonprofit entities to establish ten regional centers to assist State and local governments, and health maintenance and other organizations develop complimentary peer-support and other nonprofessional services for persons with persistent mental illnesses. Gives preference to consumer-run organizations with appropriate background and experience.

Reaffirms the U.S. commitment to opposing any commercial and lethal scientific whaling and to supporting the expansion of whale sanctuaries. Calls for: (1) the President to use all available diplomatic channels to convey U.S. opposition to commercial whaling activities and lethal scientific whaling and to consider actions, including bilateral negotiations and sanctions, to eliminate such whaling and to prevent any trade in whale meat; and (2) the United States to strongly oppose any effort at the 53rd meeting of the International Whaling Commission in London to approve the resumption of commercial whaling and all efforts at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species to downlist any threatened or endangered whale population and to reopen international trade in whale meat.

Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties for health plans failing to provide benefits; (3) provide for patient protection standards; (4) repeal the limitation on the number of Archer Medical Savings Accounts and increase the deduction for contributions to such accounts; and (5) set forth rules governing association health plans.

Coral Reef and Coastal Marine Conservation Act of 2001 - Amends the Foreign Assistance Act of 1961 to establish in the Department of Treasury the Coral Reef and Other Coastal Marine Resources Facility. Authorizes the President, through the exchange by the Facility of new obligations for outstanding obligations of an eligible Latin American or Caribbean country with a coral reef or other coastal marine resource meeting specified requirements, to reduce the amount owed by the country to the United States that is outstanding as of January 1, 1999, as a result of concessional loans. Authorizes the President to sell, reduce, or cancel such loans in order to facilitate a debt-for-nature swap or a debt buyback with an eligible purchaser or eligible country to support activities to conserve, maintain, and restore the country's coral reefs and other coastal marine resources. Requires each beneficiary country that has entered into a Coral Reef and Other Coastal Marine Resources Agreement with the Secretary of State to establish a Coral Reef and Other Coastal Maine Resources Fund to receive payments of interest on new obligations undertaken by the country to provide grants to certain entities in such country to conserve, maintain, and restore its coral reefs and other coastal marine resources. Requires the Enterprise for the Americas Board to carry out certain duties with respect to implementing this Act.

Conservation Tax Incentives Act of 2001 - Amends the Internal Revenue Code to exclude from gross income 50 percent of any gain from the sale of land or an interest in land or water to an eligible entity if: (1) such land or interest in land or water was owned by the taxpayer or a member of the taxpayer's family at all times during the 3-year period ending on the date of the sale; and (2) such land or interest in land or water is being acquired by an eligible conservation entity which provides the taxpayer, at the time of acquisition, a written letter of intent stating that the purchaser's intent in making the acquisition is to serve specified conservation purposes.

Retirement Security Advice Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to allow prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice.
