Protecting the Integrity of Medicare Act of 2014 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS) to establish cost-effective procedures to ensure that: (1) a Social Security account number (or any derivative) is not displayed, coded, or embedded on the Medicare card issued to an individual entitled to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare) or enrolled under Medicare part B (Supplementary Medical Insurance); and (2) any other identifier displayed on such card is not identifiable as a Social Security account number (or any derivative). Directs the Secretary to establish procedures to ensure that Medicare payment is not made for items and services furnished to an individual incarcerated, deceased, or otherwise ineligible and not lawfully present in the United States. Directs the Secretary, if cost-effective and technologically viable, to consider appropriate measures to implement use of electronic Medicare beneficiary and provider cards. Extends the Medicare durable medical equipment (DME) face-to-face encounter documentation requirement to include physician assistants, practitioners, or specialists as well as physicians (as under current law). Requires each Medicare administrative contractor to establish an improper payment outreach and education program for service providers and suppliers in order to reduce improper Medicare payments. Requires the Secretary to develop a plan to revise the incentive program under the Health Insurance Portability and Accountability Act of 1996 to encourage greater participation by individuals to report fraud and abuse in the Medicare program. Directs the Secretary to require a claim for a covered Medicare part D (Voluntary Prescription Drug Benefit Program) drug for an individual enrolled in a prescription drug plan (PDP) or in a Medicare Advantage Prescription Drug (MA-PD) plan to include a valid prescriber National Provider Identifier. Gives Medicare beneficiaries the option to receive the Medicare Summary Notice (explanation of benefits) electronically. Directs the Secretary to: (1) apply competitive procedures to selection of a Medicare administrative contractor at least once every 10 years (currently once every 5 years); and (3) study and, as appropriate, specify incentives for states to work with the Secretary under the Medicare-Medicaid Data Match Program to protect the federal and state share of expenditures. Authorizes a PDP sponsor to establish a drug management program for at-risk beneficiaries. Directs the Secretary to authorize Medicare drug integrity contractors (MEDICs) to accept directly an individual's prescription and necessary medical records from pharmacies, prescription drug plans, and physicians in order for MEDICs to provide information relevant to determining whether the individual is an at-risk beneficiary. Directs the Secretary to issue a clarification or modification with respect to the application of the Common Rule (governing the protection of human subjects in research) to activities involving clinical data registries. Amends SSA title XI to eliminate civil monetary penalties for inducements to physicians to limit services that are not medically necessary. Directs the Secretary to report to Congress on options for amending existing Medicare fraud and abuse laws and regulations to permit gainsharing or similar arrangements between physicians and hospitals that would otherwise be subject to penalties. Modifies the Medicare home health surety bond condition of participation requirement. Directs the Secretary to: (1) implement a process for medical review of spinal subluxation services by a chiropractor, and (2) develop educational and training programs to improve the ability of chiropractors to document services in a manner that demonstrates they are reasonable and necessary. Applies Medicare competitive bidding to vacuum erection systems, and requires the Secretary to phase-in a national mail order program for such devices. Requires the Secretary to: (1) revise the testing in New Jersey, Pennsylvania, and South Carolina of a model of prior authorization for repetitive scheduled non-emergent ambulance transport to cover specified additional states; and (2) apply the prior authorization program to all states. Directs the Secretary to submit a plan to Congress for including in the annual report of the Comprehensive Error Rate Testing (CERT) programs data on services (other than medical visits) paid under the physician fee schedule where the fee schedule amount exceeds $250 and where the error rate exceeds 20%.

No Social Security for Nazis Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to consider the following individuals to be removed under the Immigration and Nationality Act and so to have their OASDI benefits terminated: an individual with respect to whom an order admitting the individual to citizenship has been revoked and set aside where such action is based on conduct relating to participation in Nazi persecution, concealment of a material fact about such conduct, or willful misrepresentation about such conduct; and an individual who, pursuant to a settlement agreement with the Attorney General (AG), has admitted to such conduct and has lost status as a U.S. national by renouncing that status. Requires such individuals to have been considered removed under such Act as of the date of the revocation, setting aside, or renunciation. Prohibits such individuals from receiving other Social Security benefits based on the wages and self-employment income of any other individual. Prohibits the payment to such individuals also of any benefits under SSA tile XVI (Supplemental Security Income) (SSI). Requires the AG or the Secretary of Homeland Security (DHS) to notify the Commissioner of Social Security of such revocations, setting asides, and renunciations of nationality.

Farm Protection Act of 2014 - Amends the Agricultural Act of 2014 to require the Secretary of Agriculture (USDA) to extend: (1) the term and any due date of a marketing assistance loan, and (2) the due date for repayment of farm ownership, operating, or emergency loans. Requires the extensions in cases where a farmer has sold, transferred, or delivered the commodity subject to the loan to a purchaser who has filed for bankruptcy prior to payment. Provides that the extensions shall last until after the bankruptcy case is closed or dismissed. Suspends the accrual of interest on the loans during the extension period.

Electronic Health Fairness Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to prohibit any patient encounter of an eligible professional occurring at an ambulatory surgical center from being treated as such an encounter in determining whether an eligible professional qualifies as a meaningful electronic health record (EHR) user. Terminates this prohibition three years after the Secretary of Health and Human Services (HHS) certifies EHR technology for the ambulatory surgical center setting.

Constitutional Amendment - Prohibits a bill that increases entitlement spending or creates a new entitlement program from becoming law unless it: (1) is approved by a two-thirds majority of each house of Congress, or (2) provides that the increase or program shall terminate after not more than seven years. Prohibits a bill that increases entitlement spending or creates a new entitlement program from becoming law unless it is spending neutral or creates net savings to the government. Requires the President to implement and Congress to prescribe spending reductions if the law is not spending neutral or does not create net savings when averaged over the previous two fiscal years.

Expresses the sense of the House of Representatives that legislation regarding Energy Savings Performance Contracts and Utility Energy Service Contracts or that may lead to their use by the federal government should receive congressional scoring treatment making it more likely that the legislation will be scored as budget neutral. Supports allowing future discretionary spending savings to be counted against the mandatory spending attributed to entering into the contracts.

Firefighter Equipment Protection Act of 2014 - Codifies a national security exemption from emissions regulations for excess personal property of the Department of Defense (DOD) that is transferred under specified DOD property transfer programs to a firefighting agency in a state or to another state agency.

Directs the Secretary of Health and Human Services (HHS), in specifying the electronic health record (EHR) reporting period under EHR electronic health record technology incentive payment programs under titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act, to continue through 2015 (in the case of eligible professionals) and FY2015 (in the case of eligible hospitals and critical access hospitals) to permit the use of a three-month quarter EHR reporting period to demonstrate meaningful use without regard to the payment year or the stage of meaningful use criteria involved.

Medicare Ambulance Access, Fraud Prevention, and Reform Act of 2014 - Amends part B (Supplementary Medical Insurance Benefits) of title XVIII (Medicare) of the Social Security Act with respect to the ambulance fee schedule to: (1) increase the conversion factor for ground ambulance services in the formula for determining the appropriate fee, and (2) increase the mileage rate for such services. Directs the Secretary of Health and Human Services (HHS) to study how the conversion factor should be modified, if at all, to take into account the cost of providing ambulance services in urban, rural, and super-rural areas. Directs the Secretary to establish a process to determine, in advance of furnishing end stage renal disease (ESRD) ambulance services, whether payment for them may not be made because they are not covered or because they are excluded from coverage. Prohibits any payment unless the Secretary determines, pursuant to this process, that the service meets coverage requirements. Directs the Secretary to develop a data collection system for providers and suppliers of ambulance services to collect cost, revenue, utilization, and other appropriate information.

Amends the federal charter of the Veterans of Foreign Wars of the United States to describe the organization as a national association of veterans (currently, an association of men) who, as soldiers, sailors, marines, and airmen, served this Nation in wars, campaigns, and expeditions on foreign soil or in hostile waters. Expands its purpose of assisting widows to that of assisting surviving spouses.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Condemns: (1) all forms of anti-Semitism and rejects attempts to justify anti-Jewish hatred or violent attacks as an acceptable expression of disapproval over political events, and (2) the comparison of Israel to Nazis perpetrating a Holocaust or genocide. Applauds those foreign leaders, especially in France, Italy, and Germany, who have condemned anti-Semitic acts, and calls on those who have yet to take firm action against anti-Semitism in their countries to do so. Reaffirms support for the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism. Supports Holocaust educational programs at home and abroad. Urges the Secretary of State to: maintain the fight against anti-Semitism as a U.S. foreign policy priority, urge governments to ensure that adequate laws are in place to punish anti-Semitic violence and hate crimes as well as establish mechanisms to investigate and punish perpetrators, continue U.S. reporting on anti-Semitism as a human rights and religious freedom issue, provide training for diplomatic and law enforcement personnel posted abroad to report on anti-Semitic incidents, deepen engagement with the Organization for Security and Cooperation in Europe and support its specialized efforts to monitor and address anti-Semitism, and oppose efforts to prevent any individual from exercising his or her religion without fear of prosecution or violence.

Child Welfare Provider Inclusion Act of 2014 - Prohibits the federal government, and any state that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Federal Payments for Foster Care and Adoption Assistance) of title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act (SSA), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. Bars such prohibition from applying to SSA requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. Requires the Secretary of Health and Human Services (HHS) to withhold 15% of the federal funds that a state receives for such programs if the state violates this Act. Allows an aggrieved child welfare service provider to assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney fees and costs).

Stop Disability Fraud Act of 2014 - Directs the Commissioner of Social Security to take any necessary actions to ensure that cooperative disability investigations units have been established that would cover the country and specified U.S. territories. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to prohibit the Commissioner, in determining whether an individual is or continues to be under a disability, from considering any evidence furnished by an unlicensed or sanctioned physician physician or health care practitioner. Authorizes the Commissioner to disqualify or suspend immediately from appearing as a claimant representative before the Social Security Administration any individual who has been convicted of a felony or a crime of moral turpitude in a federal or state court, or, in the case of an attorney, upon the individual's disbarment from any court or bar. Amends SSA titles II, VIII (Special Benefits for Certain World War II Veterans), and XVI (Supplemental Security Income) (SSI) to subject to criminal penalties for fraud any conspiracy to commit specified offenses, and increase criminal as well as civil monetary penalties for certain individuals in positions of trust who commit fraud. Amends SSA title II to direct the Commissioner to establish rules under which fines and other appropriate sanctions may be imposed on claimant representatives for failure to comply with the Commissioner's rules and regulations. Amends SSA title XI to: (1) establish a civil monetary penalty for any claimant representative who knowingly charges for services rendered in excess of the maximum fee prescribed by the Commissioner or allowed by a court; and (2) direct the Commissioner periodically to adjust civil monetary penalty maximum amounts for inflation. Requires federal courts (which currently are merely authorized) to order defendants convicted of Social Security fraud to provide restitution to victims in certain cases. Amends SSA title II to ban any payment of benefits to individuals on whom a civil monetary penalty is imposed for fraudulently concealing work activity. Directs the Inspector General of the Social Security Administration to conduct biennial reviews of the practices of a sample of the highest earning claimant representative to ensure compliance with Administration policies. Directs the Commissioner to conduct pre-effectuation and post-effectuation quality reviews of hearing dispositions with respect to decisions in connection with applications for OASDI or SSI benefits, in a sufficient number to ensure compliance with laws, regulations, and other guidance issued by the Commissioner. Requires the Commissioner to establish by regulation standard qualifications for state and federal decision makers and medical or vocational advisors involved in the disability determination process. Amends SSA title VII (Administration) to direct the Commissioner to designate data exchange standards, under SSA titles II, VIII, and XVI, to govern: (1) necessary categories of information that state agencies operating programs under approved state plans are required under applicable federal law to exchange electronically with another state agency, and (2) required federal reporting and data exchange. Directs the Commissioner to update medical-vocational guidelines used in disability determinations. Includes in the research and demonstration projects conducted under SSA title XI: (1) development of instruments to assess function that are rapid, reliable, and objective to inform the disability determination process; and (2) studies of the availability and effects of more fully considering assistive devices and workplace accommodations in the disability determination process. Amends SSA titles II and XVI to authorize the Commissioner to allow for the referral of individuals denied benefits based on an adverse determination of disability to an appropriate public or private entity for employment services, vocational rehabilitation services, or other support services. Directs the Commissioner to make on-line tools publicly available through the Administration website to allow all individuals eligible for disability and SSI benefits to assess the impact of earnings on their eligibility for, and amount of, benefits received through federal and state benefit programs. Amends SSA title II with respect to real property acquired using funds derived from the the Federal Old-Age and Survivors Insurance Trust Fund or the Federal Disability Insurance Trust Fund. Prohibits the use of amounts from the Trust Funds for the operation and maintenance of real property in amounts exceeding certain administrative costs. Revises rules for the use of death information furnished to or maintained by the Administration. Declares that reconsiderations of disability cessation determinations may be made by the state agency or the Commissioner regardless of whether the finding was originally made by the one or the other.

UAC State Authority Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to require the Secretary of Health and Human Services (HHS), before awarding grants or contracts to provide housing facilities for unaccompanied alien children, to: (1) consult with state elected officials and agencies; (2) hold a public hearing; and (3) provide for a period during which the governor of the state in which the facility would be located may submit to the Secretary an objection to the contract, which, if timely submitted, shall preclude the Secretary from awarding the grant or contract.

Making the Education of Nurses Dependable for Schools Act or the MEND Act - Requires the Secretary of Health and Human Services (HHS), for any reimbursements to providers under title XVIII (Medicare) of the Social Security Act for the costs of nursing and allied health education activities, to apply the regulation establishing the payment methodology for such reimbursements by treating a provider as meeting the requirements: for consideration as operating an approved nursing or allied health education program if the provider or a wholly owned subsidiary educational institution singly or collectively meets all such requirements; and for payment for certain nonprovider-operated programs at wholly owned subsidiary educational institutions if the provider meets all such requirements except that the transfer of a nursing or allied health education program to that wholly owned subsidiary educational institution to meet accreditation standards occurred after October 1, 2003. Defines "wholly owned subsidiary educational institution" as one that: (1) is organized as a legal entity distinct from the provider, (2) has the provider as its sole owner or sole member, and (3) is organized in the same state in which the provider is organized or registered to do business.

Simplifying Technical Aspects Regarding Seasonality Act of 2014 or the STARS Act - Amends the Internal Revenue Code to exempt seasonal employees from the definition of "full-time employee" for purposes of the employer mandate to provide employees with minimum essential health care coverage. Defines "seasonal employee" as an employee who is employed in a position for which the customary annual employment is not more than six months and which requires performing labor or services that are ordinarily performed at certain seasons or periods of the year.

Prohibits any federal agency or instrumentality from using federal funding or resources to: (1) consider or adjudicate any new or previously denied application of any alien requesting consideration of deferred action for childhood arrivals, as authorized by Executive memorandum on August 15, 2012; or (2) authorize any alien to work in the United States who was not lawfully admitted into the United States and who is not in lawful status in the United States on the date of enactment of this Act.

UAC State Notification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, with respect to an unaccompanied alien child in federal custody by reason of the child's immigration status, to require the Secretary of Health and Human Services (HHS) or the Secretary of Homeland Security (DHS) to notify the governor of a state within 48 hours before the child's placement in the care of a proposed custodian located in that state.

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Waters of the United States Regulatory Overreach Protection Act of 2014 - Prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

National Disaster Tax Relief Act of 2014 - Amends the Internal Revenue Code to provide tax relief for disasters declared in 2012, 2013, and 2014 by: extending through 2014 the election to expense qualified disaster expenses (i.e., for removal of debris, demolition, and repair of business-related property); increasing the tax deduction for charitable contributions for disaster relief for individual and corporate taxpayers; allowing through 2014 the deduction of losses attributable to disasters; allowing waivers of requirements relating to mortgage revenue bonds; extending through 2014 the additional allowance for depreciation of business property (bonus depreciation); allowing an increase through 2015 of the new markets tax credit limitation amount within a federally-declared disaster area; permitting the use of tax-exempt retirement plan funds in federally-declared disasters without penalty; allowing an additional tax exemption for individuals who are displaced as a result of a federally-declared disaster; allowing an exclusion from gross income of imputed income from the cancellation of indebtedness resulting from federally-declared disasters; providing a special rule to allow individuals affected by a disaster in 2012, 2013, or 2014 to claim a full earned income tax credit; increasing the rehabilitation tax credit for buildings affected by a federally-declared disaster; permitting one additional advance refunding of a tax-exempt bond that is outstanding on the date on which a federally-declared disaster occurs; allowing the issuance of qualified disaster area recovery bonds; allowing an additional allocation of the low-income housing tax credit in 2014 to states affected by a federally-declared disaster occurring in 2012 or 2013; allowing payments of disaster assistance to tax-exempt mutual ditch or irrigation companies without affecting their tax-exempt status; allowing an exclusion from gross income for disaster mitigation payments received from state and local governments; and allowing a tax deduction for payments to a tax-exempt natural disaster fund.

Federal Duck Stamp Act of 2014 - Amends the Migratory Bird Hunting and Conservation Stamp Act to increase the price of duck stamps, which are required to hunt migratory waterfowl, from $15 to $25. Authorizes the Department of the Interior to reduce the price of stamps for a hunting year if the increase in the stamp price resulted in a reduction in revenues deposited in the Migratory Bird Conservation Fund. Establishes a subaccount in the Fund to be used by Interior to acquire easements for the conservation of migratory birds. Directs the Secretary of the Treasury to transfer all amounts in excess of $15 from the sale of each stamp to the subaccount. Requires Interior to include in an annual report of the Migratory Bird Conservation Commission an assessment of the status of wetlands conservation projects for migratory bird conservation purposes, including an accounting of all expenditures made for acquisition of federal lands.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Condemns the kidnapping and murder of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach by terrorists associated with Hamas and the murder of Mohammed Abu Khdeir by extremists. Commends Israeli authorities for acting swiftly to apprehend the killers of Mohammed Abu Khdeir and expects that the murderers will be punished to the full extent of the law. Calls on the Hamas-backed Palestinian Authority (PA) to cooperate with the Israeli government to apprehend the murderers of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach and bring them to justice. Calls on Hamas to halt its attacks on Israel and stop provoking Israel into a conflict. Urges the PA to sever ties with Hamas until it recognizes Israel's right to exist and renounces terrorism.

Fish Hatchery Protection Act - Prohibits the Secretary of the Interior from permanently closing, reprograming, repurposing, decommissioning, significantly altering, or moving to caretaker status any fish and other aquatic species propagation hatchery or propagation program within the National Fish Hatchery System unless such action is expressly authorized by an Act of Congress. Makes this Act effective from November 1, 2013, to 10 years after this Act's enactment.

Federal Reserve Accountability and Transparency Act of 2014 - Amends the Federal Reserve Act (FRA) to direct the Chairman of the Federal Open Market Committee (FOMC) to submit to the Comptroller General (GAO) and to certain congressional committees a Directive Policy Rule (DPR), including an identification of FOMC members who voted in its favor. Defines DPR as a policy rule developed by the FOMC that meets specified requirements and provides the basis for the Open Market Operations Directive. Directs GAO to study whether the DPR has materially changed, audit any materially changed DPR, and report to certain congressional committees on whether the ensuing DPR and the FOMC are in compliance with this Act. Requires the Chairman of the Board of Governors of the Federal Reserve System (Federal Reserve Board) to testify before certain congressional committees as to why non-compliance with this Act, if any, exists. Establishes a one-week blackout period during which permissible public communications by FOMC members and staff are restricted with respect to: (1) macroeconomic or financial developments; or (2) current, or prospective monetary policy issues. Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank) to direct the Federal Reserve Board to issue regulations, after public notice and comment, that provide for the at least three different sets of conditions (baseline, adverse, and severely adverse) and related methodologies required under current law for the evaluation of nonbank financial companies and certain bank holding companies with over $50 billion in assets. Directs the Federal Reserve Board to disclose publicly the aggregate number of supervisory letters sent to such bank holding companies, including the aggregate number of such letters designated as either "Matters Requiring Attention" or "Matters Requiring Immediate Attention." Increases from semi-annual to quarterly the number of times the Chairman of the Federal Reserve Board is required to give testimony to Congress. Amends the FRA to require the Vice Chairman for Supervision to give written testimony on the status of all pending and anticipated rulemakings made by the Board. Requires the Federal Reserve Board, before issuing any regulation, to assess the costs and benefits of available regulatory alternatives and choose the approach that maximizes net benefits and is tailored to impose the least impact on the availability of credit, economic growth, and the least burden on society. Prescribes the contents of a post-adoption impact assessment plan the Board must develop whenever it adopts or amends a major rule. Amends the FRA to prescribe ethics standards governing Federal Reserve Board members and employees, including requirements for disclosure of staff salaries and financial information. Prescribes requirements for Federal Reserve Board negotiations with any foreign or multinational entity. Amends the Federal Deposit Insurance Act to prescribe requirements for negotiations by the Board of Directors of the Federal Deposit Insurance Corporation (FDIC) with any foreign or multinational entity. Directs the Secretary of the Treasury, as a prerequisite to entering into negotiations with any foreign or multinational entity, to notify and consult with certain congressional committees regarding the nature of the agreement and its anticipated effects upon the economy.

Preventing Sex Trafficking and Strengthening Families Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to require the state plan for foster care and adoption assistance to demonstrate that the state agency has developed policies and procedures for identifying, documenting in agency records, and determining appropriate services with respect to, any child or youth over whom the state agency has responsibility for placement, care, or supervision who the state has reasonable cause to believe is, or is at risk of being, a victim of sex trafficking or a severe form of trafficking in persons. Authorizes a state, at its option, to identify and document any individual under age 26 without regard to whether the individual is or was in foster care under state responsibility. Adds as state plan requirements: (1) the reporting to law enforcement authorities of instances of sex trafficking, as well as (2) the locating of and responding to children who have run away from foster care. Includes sex trafficking data in the adoption and foster care analysis and reporting system (AFCARS). Directs the state agency to report immediately information on missing or abducted children or youth to law enforcement authorities for entry into the National Crime Information Center (NCIC) database of the Federal Bureau of Investigation (FBI) and to the National Center for Missing and Exploited Children. Requires the designated state authority or authorities to: (1) develop a reasonable and prudent parent standard for the child's participation in age or developmentally appropriate extracurricular, enrichment, cultural, and social activities; and (2) apply this standard to any foster family home or child care institution receiving funds under title IV part E. Directs the Secretary to provide assistance to states on best practices for devising strategies to assist foster parents in applying a reasonable and prudent parent standard in a specified manner. Makes it a purpose of the John H. Chafee Foster Care Independence Program to ensure that children who are likely to remain in foster care until age 18 have regular, ongoing opportunities to engage in age or developmentally-appropriate activities. Authorizes increased appropriations for the program beginning in FY2020. Limits to children age 16 or older the option, in an initial permanency hearing, of being placed in a planned permanent living arrangement other than a return to home, referral for termination of parental rights, or placement for adoption, with a fit and willing relative (including an adult sibling), or with a legal guardian. Prescribes documentation and determination requirements for such an option. Gives children age 14 and older authority to participate in: (1) the development of their own case plans, in consultation with up to two members of the case planning team; as well as (2) transitional planning for a successful adulthood. Specifies additional requirements for a case plan. Requires the case review system to assure that foster children leaving foster care because of having attained age 18 (or a greater age the state has elected), unless in foster care less than six months, are not discharged without being provided with a copy of their birth certificate, Social Security card, health insurance information, copy of medical records, and a driver's license or equivalent state-issued identification card. Amends SSA title XI to establish the National Advisory Committee on the Sex Trafficking of Children and Youth in the United States. Amends SSA title IV part E to extend through FY2016 revise certain requirements for the adoption incentive program, renaming it the adoption and legal guardianship incentive payments program. Requires states to report annually to the Secretary on the calculation and use of savings resulting from the phase-out of eligibility requirements for adoption assistance. Preserves the eligibility of a child for kinship guardianship assistance payments when a guardian is replaced with a successor guardian. Requires notification of parents of a sibling, where the parent has legal custody of the sibling, when a child is removed from parental custody. Extends the family connection grant program through FY2014. Revises requirements for international child support recovery. Grants Indian tribes access to the Federal Parent Locator Service (FPLS). Expresses the sense of the Congress about the offering of voluntary parenting time arrangements. Sets forth requirements for data exchange standards for improved interoperability. Amends part D (Child Support and Establishment of Paternity) of SSA title IV to give the employer the option of using electronic transmission methods prescribed by the Secretary for income withholding in the collection and disbursement of child support payments.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Advancing Care for Exceptional Kids Act of 2014 or the ACE Kids Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend medical assistance to payment for items and services furnished under a Medicaid Children's Care Coordination (MCCC) Program which the state may elect to provide to eligible children with complex medical conditions. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Lowering Gasoline Prices to Fuel an America That Works Act of 2014 - Amends the Outer Continental Shelf Lands Act (OCSLA) to direct the Secretary of the Interior to implement a leasing program that includes at least 50% of the available unleased acreage within each outer Continental Shelf (OCS) planning area considered to have the largest undiscovered, technically recoverable oil and gas resources, with an emphasis on offering the most geologically prospective parts of the planning area. Directs the Secretary to: (1) submit to Congress a new proposed oil and gas leasing program for the 5-year period from July 15, 2015, to July 15, 2021; and (2) approve a final oil and gas leasing program by July 15, 2016. Prohibits construction of this Act as authorizing the issuance of a lease under the Outer Continental Shelf Lands Act to any person designated for the imposition of sanctions pursuant to specified law. Directs the Secretary to conduct offshore oil and gas Lease Sale 220 on the OCS offshore Virginia within one year after the date of enactment of this Act. Directs the Secretary to conduct a lease sale within two years after enactment of this Act for certain areas off the coast of South Carolina. Directs the Secretary to offer for sale by December 31, 2015, leases of tracts in the Santa Maria and Santa Barbara/Ventura Basins of the Southern California OCS Planning Area. Retains the authority of the Secretary of Defense (DOD) with the approval of the President, to designate national defense areas on the OCS. Establishes in the Department of the Interior: (1) an Under Secretary for Energy, Lands, and Minerals; (2) an Assistant Secretary of Ocean Energy and Safety; (3) an Assistant Secretary of Land and Minerals Management; (4) a Bureau of Ocean Energy; (5) an Ocean Energy Safety Service; and (6) an Office of Natural Resources Revenue. Abolishes the Minerals Management Service. Directs the Secretary to establish: (1) a National Offshore Energy Health and Safety Academy, and (2) an Outer Continental Shelf Energy Safety Advisory Board. Establishes in the Treasury the Ocean Energy Enforcement Fund as depository for non-refundable fees collected from the operators of facilities subject to inspection. Prohibits the Bureau of Ocean Energy and the Ocean Energy Safety Service from developing, proposing, finalizing, administering, or implementing any limitation on activities under their jurisdictions as a result of the coastal and marine spatial planning component of the National Ocean Policy developed under Executive Order 13547. Redefines the OCS to include all submerged lands lying within the U.S. exclusive economic zone and the Continental Shelf adjacent to any U.S. territory. Directs the Secretary to promulgate rules regarding the revenue streams contemplated by the Gulf of Mexico Energy Security Act of 2006, including the timing and methods of disbursements of certain funds under such Act. Increases, for FY2024-FY2055, the maximum amount of qualified OCS revenues distributed to Gulf producing states. Prescribes requirements for judicial review of any action or decision by a federal official regarding the issuance of an energy lease under this Act. Federal Lands Jobs and Energy Security Act - Directs the Secretary, when practicable, to encourage the use of U.S. workers and equipment manufactured in the U.S. in all construction related to mineral resource development under this Act. Streamlining Permitting of American Energy Act of 2014 - Amends the Mineral Leasing Act (MLA) to direct the Secretary to decide whether to issue a permit to drill within 30 days after receiving a permit application, with specified allowable deadline extensions. Deems a permit application approved if the Secretary has not made a decision by 60 days after its receipt. Prescribes requirements for denial and resubmission of an application. Requires the Secretary to collect a single $6,500 permit processing fee per application at the time the decision is made whether to issue a permit. Directs the Secretary to collect a $5,000 documentation fee to accompany each protest for a lease, right of way, or application for permit to drill. Requires the Secretary to: (1) establish a Federal Permit Streamlining Project in every Bureau of Land Management (BLM) field office with responsibility for permitting energy projects on federal land, and (2) enter into a related memorandum of understanding (MOU) with the Secretary of Agriculture, the Administrator of the Environmental Protection Agency (EPA), and the Chief of the Army Corps of Engineers. Requires the Secretary to provide matching funding of 50% for joint projects with states to conduct oil and gas resource assessments on federal lands with significant oil and gas potential. Providing Leasing Certainty for American Energy Act of 2014 - Directs the Secretary, in conducting lease sales under the MLA, to offer for sale at least 25% of the annual nominated acreage not previously made available for lease. Shields such acreage from protest and the test of extraordinary circumstances. Amends the MLA to prohibit the Secretary from: (1) withdrawing any covered energy project without finding a violation of lease terms by the lessee; (2) delaying indefinitely issuance of project approvals, drilling and seismic permits, and rights of way for activities under a lease; or (3) cancelling or withdrawing any lease parcel after a competitive lease sale has occurred and a winning bidder has made the last payment for the parcel. Requires federal land managers to follow existing resource management plans and continue to lease actively in areas designated as open when resource management plans are being amended or revised, until such time as a new record of decision is signed. Declares without force or effect BLM Instruction Memorandum 2010-117 (which establishes a process to ensure orderly, effective, timely, and environmentally responsible leasing of oil and gas resources on federal lands). Protecting Investment in Oil Shale the Next Generation of Environmental, Energy, and Resource Security Act or the PIONEERS Act - Deems the final regulations regarding oil shale management published by the BLM on November 18, 2008, to satisfy all legal and procedural requirements under any law, including the Federal Land Policy and Management Act of 1976, the Endangered Species Act of 1973, and the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to implement those regulations, including the oil shale leasing program they authorize, without any other administrative action necessary. Directs the Secretary to hold a lease sale, within 180 days after enactment of this Act, that offers an additional ten parcels for lease for research, development, and demonstration of oil shale resources under the terms offered in the solicitation of bids published on January 15, 2009. Requires the Secretary, by January 1, 2016, to hold at least five separate commercial lease sales, in multiple lease blocs, in areas of at least 25,000 acres, which: (1) have been nominated through public comment, and (2) are considered to have the most potential for oil shale development. Planning for American Energy Act of 2014 - Amends the MLA to direct the Secretary, in consultation with the Secretary of Agriculture (USDA) with regard to lands administered by the Forest Service, to publish every four years a Quadrennial Federal Onshore Energy Production Strategy to direct federal land energy development and department resource allocation in order to promote the energy and national security of the United States in accordance with the Bureau of Land Management (BLM) mission to promote the multiple use of federal lands. Requires the Secretary to determine a domestic strategic production objective for the development of energy resources from such lands. Expresses the sense of Congress that federally recognized Indian tribes may elect to set their own production objectives as part of the Strategy. Grants the relevant Secretary all necessary authority to make determinations regarding which additional federal lands available for leasing at the time the lease sale occurs will be available to meet the production objectives established by the strategies. National Petroleum Reserve Alaska Access Act - Amends the Naval Petroleum Reserves Production Act of 1976 to require the mandatory program of competitive leasing of oil and gas in the National Petroleum Reserve (NPR) in Alaska to include at least one lease sale annually in those areas most likely to produce commercial quantities of oil and natural gas each year in the period 2014-2024. Directs the Secretary to ensure permits according to a specified time line for all surface development activities, including pipelines and roads construction, to: (1) develop and bring into production areas within the NPR that are subject to oil and gas leases, and (2) transport oil and gas from and through the NPR to existing transportation or processing infrastructure on the North Slope of Alaska. Requires the Secretary to ensure that any federal permitting agency shall issue construction permits for transportation of oil and natural gas under existing federal oil and gas leases with drilling permits within 60 days after enactment of this Act. Requires approval of drilling permits under new federal oil and gas leases within six months after submission of a permit request to the Secretary. Directs the Secretary to issue: (1) a new proposed integrated activity plan from among the non-adopted alternatives in the NPR Alaska Integrated Activity Plan Record of Decision dated February 21, 2013, and (2) an environmental impact statement under NEPA for issuance of oil and gas leases in the NPR-Alaska to promote efficient and maximum development of oil and natural gas resources of such reserve. Nullifies the February 21, 2013, Record of Decision, including its integrated activity plan and environmental impact statement. Prescribes requirements for the new proposed integrated activity plan. Requires the Secretary to assess all technically recoverable fossil fuel resources within the NPR, including all conventional and unconventional oil and natural gas. Directs the U.S. Geological Survey (USGS), in cooperation with the state of Alaska and the American Association of Petroleum Geologists, to conduct and complete a resource assessment within 24 months after enactment of this Act. BLM Live Internet Auctions Act - Amends the MLA to authorize the Secretary to conduct onshore oil and gas lease sales through Internet-based live bidding methods. Requires each individual Internet-based lease sale to conclude within seven days. Directs the Secretary to analyze the first ten such lease sales and evaluate the effectiveness of different structures for lease sales.

Social Impact Bond Act - Amends title XX (Block Grants to States for Social Services and Elder Justice) of the Social Security Act to add a new part C (Social Impact Bonds). Requires the Secretary of the Treasury to seek proposals from states or local governments for social impact bond projects which produce measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences of child abuse and neglect. Requires applications to include a feasibility study, funded under this Act, which contains specified information. Requires the Secretary to decide whether to enter into such a contract within six months after receiving an application. Makes appropriations for 10 years to carry out this Act. Requires independent evaluation of a state or local government social impact bond project. Establishes the Federal Interagency Council on Social Impact Bonds. Amends the Community Reinvestment Act of 1977 to require the appropriate federal financial supervisory agency to consider, in assessing and taking into account the record of a financial institution in meeting the credit needs of its entire community, its investments in social impact bond projects.

Ensuring Equal Access to Treatments Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act, with respect to the prospective payment system for hospital outpatient department (OPD) services, to direct the Secretary of Health and Human Services (HHS) to create certain additional groups of covered OPD services that classify separately, from those that do not utilize such a drug, procedures that utilize a drug (other than contrast agents and diagnostic radiopharmaceuticals) that both has a cost above the drug packaging threshold and functions as a supply when used in a diagnostic test or procedure.

Reaffirms U.S. law and appropriations legislation conditioning assistance to, and cooperation with, the Palestinian Authority (PA). Reaffirms the U.S. commitment to a democratic framework for peace decided through direct negotiations between Israeli and Palestinian leadership, without the interference of Hamas. Calls on the Department of State to work with European partners to support implementation of all necessary measures on suspending multilateral assistance to, and and security cooperation with, the PA. Expresses the sense of the House of Representatives that since Hamas and Fatah have unified, regardless of the unity government being made up of Hamas and Fatah technocrats, the Secretary of State should, if the unity government is not dissolved, designate the PA and such unity government as a foreign terrorist organization and redesignate the Palestinian Liberation Organization (PLO) as a foreign terrorist organization. Expresses the sense of the House of Representatives that it is in the national security interests of the United States and its partners that the following objectives and conditions be achieved: the PA dissolving the unity government with Hamas, a long-designated foreign terrorist organization, and for the PA to renounce violence, outlaw terrorist groups, and re-enter into bilateral negotiations with Israel; the PA formally and publicly recognizing the Jewish state of Israel's right to exist, accepting previous Israeli-Palestinian agreements, and ending all anti-U.S and anti-Israel incitement; repealing the Law of the Prisoner and abolishing the Ministry of Prisoners and programs relating to compensation and recognition of convicted terrorists; rescinding the names and the naming of public institutions and civil projects after convicted terrorist and murders; ending all efforts to circumvent the statehood process at the United Nations (U.N.), including applications and memberships to international institutions outside direct negotiations with Israel; enacting reforms to advance religious freedom and recognition for all religions and ethnicities, ensuring the freedoms of speech, the press, and political assembly, and reforming the political process through elections without any influence or participation by Hamas; and abiding by all U.S laws on foreign assistance to the PA.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

No Subsidies Without Verification Act of 2014 - Disallows the health plan premium assistance tax credit or cost-sharing reduction under the Patient Protection and Affordable Care Act before the first date of the first coverage month beginning on or after the date on which the process to verify an individual's household income and coverage requirements of such individual for purposes of determining eligibility for, and the accurate amount of, the credit or reduction, respectively, has been completed. Requires for such verification: (1) completion of a manual or electronic review of the information required of an applicant for enrollment in a plan, and (2) resolution of any inconsistency of such information with records of the Departments of the Treasury or Homeland Security (DHS) or the Social Security Administration. Exempts individuals from the penalty for not maintaining minimum essential coverage for any month with respect to which a premium tax credit is being claimed and that begins before the date on which the verification process has been completed. Suspends, until the coverage month beginning after eligibility verification has been completed, the premium tax credit and reduced cost-sharing in the case of individuals for whom the subsidy was allowed before enactment of this Act. Provides a special enrollment period for an individual who terminated enrollment in a qualified plan during the period of suspension.

Coal Country Protection Act or the Protecting Jobs, Families, and the Economy From EPA Overreach Act - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation or guidance that limits or prohibits new carbon dioxide emissions from a fossil fuel-fired power plant until it is certified: (1) by the Secretary of Labor that the regulation or guidance will not generate a loss of employment, (2) by the Director of the Congressional Budget Office (CBO) that it will not result in a loss in the gross domestic product, (3) by the Administrator of the Energy Information Administration that it will not generate an increase in electricity rates, and (4) by the Chairperson of the Federal Energy Regulatory Commission (FERC) and the President of the North American Electric Reliability Corporation that it will not effect the reliability of electricity delivery.

Elimination of Tariffs on Education for Children's Act or the ETEACH Act - Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment to electronic educational devices designed or intended primarily for children.
