U.S. Merchant Marine Academy Improvement Act of 2014 - Authorizes the Administrator of the Maritime Administration to: accept a gift of money from the U.S. Merchant Marine Academy Alumni Association and Foundation, Inc. in order to renovate Melville Hall on the campus of the U.S. Merchant Marine Academy; and enter into a contract with the Foundation for the Hall's operation.

Disaster Assistance Recoupment Fairness Act of 2014 - Amends the Disaster Assistance Recoupment Fairness Act of 2011 to make the authority of the Administrator of the Federal Emergency Management Agency (FEMA) to waive certain debts relating to disaster assistance provided to individuals and households applicable to such assistance provided between August 28, 2005, and December 31, 2014 (currently, December 31, 2010).

Nazi Social Security Benefits Termination Act of 2014 - Makes any participant in Nazi persecution ineligible for: (1) Old Age, Survivors and Disability Insurance (OASDI) benefits under title II of the Social Security Act (SSA), and (2) Supplemental Security Income (SSI) benefits under SSA title XVI. Requires the Attorney General (AG), as soon as practicable after determining that an individual is a participant in Nazi persecution, to notify the Commissioner of Social Security of the individual's identity and residence. Directs the AG, in cooperation with the Commissioner, to report to Congress specified information regarding such individuals.

Medicare CGM Access Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of continuous glucose monitoring (CGM) devices furnished to a CGM qualified individual. Directs the Secretary of Health and Human Services (HHS) to establish a fee schedule and ensure that CGM qualified individuals are furnished with appropriate device components.

James Zadroga 9/11 Health and Compensation Reauthorization Act - Amends the Public Health Service Act to extend the World Trade Center (WTC) Health Program Fund through FY2041 and index appropriations to the medical care component of the consumer price index for urban consumers. Makes funding available for: a quality assurance program for services delivered by health care providers, the WTC Program annual report, WTC Health Program Steering Committees, and contracts with Clinical Centers of Excellence. Removes the disqualification of individuals on the terrorist watch list maintained by the Department of Homeland Security (DHS) from being identified as WTC responders or WTC survivors eligible for benefits provided by the WTC Health Program. Amends the Air Transportation Safety and System Stabilization Act to make individuals (or relatives of deceased individuals) who were injured or killed in the rescue and recovery efforts after the aircraft crashes of September 11, 2001, eligible for compensation under the September 11th Victim Compensation Fund of 2001. Allows individuals to file claims for compensation under the September 11th Victim Compensation Fund of 2001 up to 30 years after regulations are updated based on the James Zadroga 9/11 Health and Compensation Act of 2010. Removes the cap on payments under the September 11th Victim Compensation Fund of 2001. Adds the September 11th Victim Compensation Fund and World Trade Center Health Program Fund to the list of accounts that are not subject to budget sequestration.

Promoting Job Creation and Reducing Small Business Burdens Act - Title I: Business Risk Mitigation and Price Stabilization Act - Amends the Commodity Exchange Act (CEA) to exempt, from the rules of prudential regulators for swap dealers and major swap participants with respect to initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization, those swaps in which one of the counterparties: (1) is eligible for an exception from clearing requirements because it is not a financial entity, uses swaps to hedge or mitigate commercial risk, and notifies the Commodity Futures Trading Commission (CFTC) how it meets financial obligations associated with entering into non-cleared swaps; or (2) satisfies specified criteria governing treatment of affiliates in connection with clearing requirements. Amends the Securities Exchange Act of 1934, (SEA 1934) regarding registration and regulation of security-based swap dealers and major security-based swap participants, to exempt from initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization a security-based swap in which one of the counterparties: (1) qualifies for a specified exception from clearing requirements, or (2) satisfies certain criteria governing the treatment of affiliates. Title II: Treatment of Affiliate Transactions - Amends the CEA and SEA 1934 to revise the treatment of affiliate transactions that may be exempt from clearing requirements to authorize such an exemption only if the affiliate enters into the swap to hedge or mitigate the commercial risk of the person that is not a financial entity (as under current law), provided that an appropriate credit support measure or other mechanism is used if the transfer of commercial risk is addressed by entering into a swap with either: (1) a swap dealer or major swap participant, or (2) a security-based swap with a security- based swap dealer or major security-based swap participant. Title III: Holding Company Registration Threshold Equalization Act - Amends SEA 1934 to require an issuer that is a savings and loan holding company to register with the Securities and Exchange Commission (SEC) if: (1) its assets exceed $10 million, and (2) it has a class of equity security held of record by 2,000 or more persons. Requires termination of such registration after a savings and loan holding company certifies that its holders of record of that class of security have been reduced to fewer than 1,200 persons. Suspends automatically the duty of a savings and loan holding company to file supplementary and periodic information if the securities of each class to which the registration statement relates (other than any class of asset-backed securities) are held of record by fewer than 1,200 persons. Title IV: Small Business Mergers, Acquisitions, Sales, and Brokerage Simplification Act - Amends SEA 1934 to exempt from its registration requirements certain merger and acquisition (M&A) brokers and any person associated with them. Denies such registration exemption, however, to brokers and associated persons who: (1) receive, hold, transmit, or have custody of any funds or securities to be exchanged by parties to a transfer of ownership of an eligible privately held company; or (2) engage on behalf of an issuer in a public offering of securities that are either subject to mandatory registration, or with respect to which the issuer must file periodic information, documents, and reports. Title V: Small Cap Liquidity Reform Act - Amends SEA 1934 to establish a pilot liquidity program for equity securities of emerging growth companies (EGCs) with total annual gross revenues of less than $750 million, under which those securities shall be quoted using either: (1) a minimum increment of $0.05 or $0.10, or (2) the increment at which the securities would be quoted without regard to such minimum increments. Requires that securities of issuers that cease to be EGCs be quoted at the increment at which they would be quoted without regard to the minimum increments established under this Act. Shields an issuer from liability for losses caused solely by the quoting or trading of its securities at a minimum increment of $0.05 or $0.10, another SEC-authorized increment, or by both such quoting and trading. Title VI: Improving Access to Capital for Emerging Growth Companies Act - Amends the Securities Act of 1933 (Act) to reduce from 21 to 15 the number of days before a "road show" that an emerging growth company (EGC), before its initial public offering (IPO) date, may publicly file a draft registration statement for confidential nonpublic review by the SEC. Prescribes a grace period during which an issuer that was an EGC at the time it filed a registration statement for confidential SEC review, but is no longer one, shall continue to be treated as one if it meets certain criteria. Amends the Jumpstart Our Business Startups Act to direct the SEC to revise its general instructions on Form S-1 to prescribe conditions under which a registration statement that is filed by an issuer (or submitted for confidential review) before its IPO may omit financial disclosure information for historical periods otherwise required. Title VII: Small Company Disclosure Simplification Act - Exempts emerging growth companies and issuers with total annual gross revenues of less than $250 million from the requirements to use Extensible Business Reporting Language (XBRL) for mandatory periodic reporting filed with the SEC. Allows such companies, however, to elect to use XBRL for such reporting. Directs the SEC to: (1) analyze the costs and benefits to such issuers of the requirements to use XBRL for mandatory periodic reporting; and (2) report to certain congressional committees on the results of such analysis as well as on progress in implementing XBRL reporting within the SEC, and the use of XBRL data by the SEC and by investors. Title VIII: Restoring Proven Financing for American Employers Act - Amends the Bank Holding Company Act of 1956 regarding certain prohibitions on proprietary trading by banking entities and certain relationships with hedge funds and private equity funds (Volcker Rule). Prohibits the Volcker Rule from being construed to require divestiture, before July 21, 2017, of any debt securities of collateralized loan obligations issued before January 31, 2014. States that a banking entity shall not be considered to have an ownership interest in a collateralized loan obligation because it either acquires, has acquired, or retains a debt security in such obligation if the debt security has no indicia of ownership other than the right of the banking entity to participate in the removal for cause, or in the selection of a replacement after removal for cause or resignation, of an investment manager or investment adviser of the collateralized loan obligation. Title IX: SBIC Advisers Relief Act - Amends the Investment Advisers Act of 1940 to exempt specified advisers of small business investment companies (SBICs) from certain: (1) SEC registration requirements with respect to the provision of investment advice relating to venture capital funds, and (2) SEC registration and reporting requirements regarding assets under management of private funds. Provides the same exemption with respect to any state or local law requiring the registration, licensing, or qualifications of investment advisers. Title X: Disclosure Modernization and Simplification Act - Directs the SEC to: (1) issue regulations permitting issuers to submit a summary page on annual and transition report form 10-K if each item on that page cross-references the material contained in form 10-K; (2) revise regulation S-K in order to reduce the burden on smaller issuers, including emerging growth companies, accelerated filers, and smaller reporting companies while still providing all material information to investors; and (3) eliminate duplicative, overlapping, outdated, or unnecessary provisions in the regulation. Directs the SEC to study ways to: (1) modernize and simplify the requirements in regulation S-K, (2) improve the readability and navigability of disclosure documents, and (3) discourage repetition and disclosure of immaterial information. Title XI: Encouraging Employee Ownership Act - Directs the SEC to revise regulations to require an issuer to furnish investors with additional specified disclosures regarding compensatory benefit plans if the aggregate sales price or amount of securities sold during any consecutive 12-month period exceeds $10 million (currently $5 million), indexed for inflation every five years.

Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience Act of 2014 or the PREPARE Act of 2014 - Directs the President to establish the Interagency Council on Extreme Weather Resiliency, Preparedness, and Risk Management (Council), co-chaired by an employee of the Office of Management and Budget (OMB). Directs the Council on Environmental Quality to provide administrative support and additional resources to the Council. Requires the Council to establish government-wide goals and priorities for extreme weather preparedness and risk management. Requires each agency to submit biannually to OMB and to the Council a comprehensive plan that integrates extreme weather into its operations and overall objectives. Requires the United States Global Change Research Program to designate a participating agency to maintain an Internet website providing extreme weather preparedness information. Directs the Council to publish biannually an inventory of all regional agency offices, centers, and programs that assist with extreme weather preparedness and risk management at the municipal level. Requires annual agency performance plans to include the most recent agency extreme weather plan.

Avonte's Law Act of 2014 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to law enforcement agencies to: (1) reduce the risk of injury and death relating to the wandering characteristics of some individuals with autism and other disabilities, and (2) safeguard the well-being of individuals with disabilities during interactions with law enforcement. Requires grant awards to be used to: (1) provide education and resources to law enforcement agencies, first responders, schools, clinicians, and the public in order to reduce the risk of wandering by such individuals, help to identify signs of abuse in such individuals, increase their personal safety and survival skills, and facilitate effective communication with individuals who have communication-related disabilities; (2) provide training and emergency protocols for school administrators, staff, and families; (3) provide response tools and training for law enforcement and search-and-rescue agencies, including tracking technology; or (4) provide response tools and training to law enforcement agencies in order to recognize and respond to individuals with intellectual and developmental disabilities. Directs the Attorney General to establish standards and best practices relating to the use of tracking technology to monitor children with autism and other disabilities. Requires each law enforcement agency that receives a grant to comply with any such standards and best practices.

Commends the GAVI Alliance, the Bill and Melinda Gates Foundation, the United Nations Children's Emergency Fund (UNICEF), the World Health Organization (WHO), the World Bank, civil society, the private sector, faith-based organizations, and the international community on the progress made in reducing child mortality through the increased availability of vaccines. Supports the ideals and goals of the GAVI Alliance. Recognizes that the United States, in addition to being an important donor, is a critical technical partner to the GAVI Alliance. Encourages the continued use of U.S. Agency for International Development (USAID) and Centers for Disease Control and Prevention (CDC) global immunization resources. Encourages continued U.S. and international commitment and investment, through the GAVI Alliance, to the global effort to ensure that children in developing nations have access to vaccines and immunizations.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

National Disaster Tax Relief Act of 2014 - Amends the Internal Revenue Code to provide tax relief for disasters declared in 2012, 2013, and 2014 by: extending through 2014 the election to expense qualified disaster expenses (i.e., for removal of debris, demolition, and repair of business-related property); increasing the tax deduction for charitable contributions for disaster relief for individual and corporate taxpayers; allowing through 2014 the deduction of losses attributable to disasters; allowing waivers of requirements relating to mortgage revenue bonds; extending through 2014 the additional allowance for depreciation of business property (bonus depreciation); allowing an increase through 2015 of the new markets tax credit limitation amount within a federally-declared disaster area; permitting the use of tax-exempt retirement plan funds in federally-declared disasters without penalty; allowing an additional tax exemption for individuals who are displaced as a result of a federally-declared disaster; allowing an exclusion from gross income of imputed income from the cancellation of indebtedness resulting from federally-declared disasters; providing a special rule to allow individuals affected by a disaster in 2012, 2013, or 2014 to claim a full earned income tax credit; increasing the rehabilitation tax credit for buildings affected by a federally-declared disaster; permitting one additional advance refunding of a tax-exempt bond that is outstanding on the date on which a federally-declared disaster occurs; allowing the issuance of qualified disaster area recovery bonds; allowing an additional allocation of the low-income housing tax credit in 2014 to states affected by a federally-declared disaster occurring in 2012 or 2013; allowing payments of disaster assistance to tax-exempt mutual ditch or irrigation companies without affecting their tax-exempt status; allowing an exclusion from gross income for disaster mitigation payments received from state and local governments; and allowing a tax deduction for payments to a tax-exempt natural disaster fund.

Condemns the kidnapping and murder of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach by terrorists associated with Hamas and the murder of Mohammed Abu Khdeir by extremists. Commends Israeli authorities for acting swiftly to apprehend the killers of Mohammed Abu Khdeir and expects that the murderers will be punished to the full extent of the law. Calls on the Hamas-backed Palestinian Authority (PA) to cooperate with the Israeli government to apprehend the murderers of Naftali Frenkel, Gilad Shaer, and Eyal Yifrach and bring them to justice. Calls on Hamas to halt its attacks on Israel and stop provoking Israel into a conflict. Urges the PA to sever ties with Hamas until it recognizes Israel's right to exist and renounces terrorism.

Amateur Radio Parity Act of 2014 - Directs the Federal Communications Commission (FCC) to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction on such communications to accomplish the legitimate purpose of the private entity seeking to enforce such restriction.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.

Chronic Kidney Disease Improvement in Research and Treatment Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to revise Medicare payments for dialysis services provided to individuals with end stage renal disease (ESRD) and acute kidney injury. Extends the time period when a private health insurer, in determining benefits, cannot consider a group health insurance enrollee's ESRD or entitlement to Medicare coverage due to ESRD. Makes individuals with ESRD eligible for Medicare Advantage. Allows dialysis facilities to provide kidney disease education services and allows physician assistants, nurse practitioners, or clinical nurse specialists to refer individuals to those services. Requires the Secretary of Health and Human Services (HHS) to establish an ESRD Care Coordination program to provide higher Medicare payments to nephrologists, dialysis facilities, and other providers that reduce spending on ESRD by being part of a coordinated care organization. Amends the Public Health Service Act to include dialysis as a service provided by the National Health Service Corps in health professional shortage areas. Makes nephrologists and non-physician practitioners who provide dialysis eligible for the National Health Service Corps Scholarship Program and Loan Repayment Program. Requires the Comptroller General (GAO) to submit a report identifying gaps in chronic kidney disease research and comparing research funding to expenditures on disease treatment. Requires HHS to study the causes of kidney disease and efforts to treat kidney disease in disproportionately affected minority populations.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Condemns the charge of apostasy and adultery of Meriam Yahia Ibrahim Ishag in Sudan and her sentence of 100 lashes and the death penalty. Calls for the release from prison of Ibrahim, her 20-month-old son, and newborn daughter. Urges the Department of State and the Department of Homeland Security (DHS) to prioritize granting Ibrahim asylum or refugee status. Encourages U.S. efforts to support religious freedom within Sudan, including by requiring before normalizing relations or lifting certain sanctions that Sudan abide by international standards of freedom of religion or belief. Recognizes that every individual should have the opportunity to practice his or her religion without fear of discrimination. Reaffirms the commitment of the United State to end religious discrimination and to pursue policies that guarantee the basic human rights of all individuals. Encourages the Department of State and the U.S. Agency for International Development (USAID) to continue their support for religious freedom initiatives.

Calls on the government of Sri Lanka to implement the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC). Recognizes that the LLRC report has not adequately addressed accountability for possible war crimes and crimes against humanity that may have been committed by the government of Sri Lanka and the terrorist Liberation Tigers of Tamil Eelam (LTTE). Commends the U.S. representatives on their leadership on United Nations Human Rights Council Resolution (UNHRC) A/HRC/25/L.1.Rev.1 establishing an Office of the High Commissioner for Human Rights investigation into allegations of war crimes, crimes against humanity, and other human rights violations committed in Sri Lanka. Recommends that the Department of State restrict U.S. entry for anyone responsible for war crimes and crimes against humanity. Calls for the government of Sri Lanka to: (1) allow greater media and religious freedoms, and (2) prioritize the process of demilitarization. Urges the government of Sri Lanka to allow humanitarian organizations and human rights groups greater access to war-affected individuals. Calls on members of the Tamil National Alliance to acknowledge past relationships with the LTTE and make a commitment to reconciliation and a long-term political solution. Acknowledges the importance for all parties to reach a lasting political settlement on the devolution of power consistent with LLRC recommendations and acceptable to all sides.

Combating Autism Reauthorization Act of 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and oversee a National Autism Spectrum Disorder Initiative to implement a strategic plan for the conduct and support of research into the disorder and minimize duplication by HHS programs of other federal research activities. Extends through FY2019: (1) the developmental disabilities surveillance and research program; (2) the autism education, early detection, and intervention program; and (3) the Interagency Autism Coordinating Committee. Adds members appointed by the Speaker and the minority leader of the House of Representatives, and the majority and minority leaders of the Senate, to the Interagency Autism Coordinating Committee. Requires the Comptroller General (GAO) to study the demographics and needs of individuals with an autism spectrum disorder, make policy recommendations, and include a survey of public and private stakeholders on the needs of adults with such a disorder, the services and resources available, and the effectiveness of the services and resources.

Venezuelan Human Rights and Democracy Protection Act - Directs the Secretary of State to require the U.S. Permanent Representative to the Organization of American States (OAS) to use U.S. influence at the OAS to protect the Inter-American Democratic Charter, and strengthen the independent Inter-American Commission on Human Rights to protect human rights throughout the Western Hemisphere, especially in Venezuela. Directs the President to impose asset blocking and U.S. exclusion sanctions against any person, including a current or former official of the government of Venezuela or a person acting on behalf of such government, who has: (1) perpetrated or is responsible for directing acts of violence or human rights abuses against individuals participating in protests in Venezuela that began on February 12, 2014; (2) directed or ordered the arrest or prosecution of a person primarily because of the person's exercise of freedom of expression or assembly in relation to such protests; (3) knowingly assisted, sponsored, or provided significant financial, material, or technological support for, or goods or services in support of, the commission of such acts; or (4) engaged in censorship against individuals or media outlets disseminating information in relation to such protests. Sets forth related penalty requirements. States that U.S. exclusion sanctions shall not apply if necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations or other applicable international obligations. Authorizes the President to waive sanctions if: (1) in the U.S. national security interests, or (2) conditions in Venezuela have improved with regard to respect for peaceful protest and basic human rights. Directs the President to transmit to Congress a list of persons who: (1) transfer or facilitate the transfer of goods or technologies that are likely to be used to commit serious rights abuses to Venezuela, to any entity organized under the laws of Venezuela, or to any national of Venezuela, for use in Venezuela; or (2) provide services with respect to such goods or technologies after their transfer to Venezuela. Directs the Secretary to submit comprehensive strategies to Congress: (1) promoting internet and information access freedom in Venezuela, and (2) outlining U.S. support for the citizens of Venezuela in seeking free elections and the development of an independent civil society. States that it shall be U.S. policy to: (1) support efforts to identify prisoners of conscience and cases of human rights abuses in Venezuela, and (2) offer refugee status or political asylum in the United States to political dissidents in Venezuela or assist in their relocation to other countries. Authorizes appropriations for assistance to civil society in Venezuela. Sunsets this Act two years after its enactment.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Horse Transportation Safety Act of 2014 - Prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. Sets forth civil penalties for persons who knowingly violate such prohibition.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Homeowner Disaster Relief Act of 2014 - Amends the Internal Revenue Code to exempt any qualified natural disaster distribution from the 10% penalty on premature distributions from tax-exempt retirement plans. Defines "qualified natural diasaster distribution" as a distribution from a retirement plan to an individual if: (1) such individual sustained an economic loss due to a federally-declared disaster, (2) the principal place of abode of such individual on the disaster declaration date is in the disaster area, and (3) such distribution is made during the one-year period beginning on the disaster declaration date.

Keep Knives Out of Our Skies Act - Prohibits the Secretary of Homeland Security (DHS) from implementing any change to the prohibited items list of the Transportation Security Administration (TSA) that would permit passengers to carry small, non-locking knives through passenger screening checkpoints at airports, into sterile areas at airports, or on board passenger aircraft.

Venezuelan Liberty and Democratic Solidarity Act - Directs the Secretary of State to require the U.S. Permanent Representative to the Organization of American States (OAS) to use U.S. influence at the OAS to protect the Inter-American Democratic Charter, and strengthen the independent Inter-American Commission on Human Rights to protect human rights throughout the Western Hemisphere, especially in Venezuela. Directs the President to transmit to Congress a list of Venezuelan government officials or persons acting on behalf of that government who are responsible for or complicit in serious human rights abuses against citizens of Venezuela or their family members. Directs the President to transmit to Congress a list of persons who: (1) transfer or facilitate the transfer of goods or technologies that are likely to be used to commit serious rights abuses to Venezuela, to any entity organized under the laws of Venezuela, or to any national of Venezuela, for use in Venezuela; or (2) provide services with respect to such goods or technologies after their transfer to Venezuela. Directs the President to transmit to Congress a list of persons who have engaged in censorship or other activities with respect to Venezuela that: (1) prohibit, limit, or penalize the exercise of freedom of expression or assembly; or (2) limit access to print or broadcast media, including facilitation of intentional frequency manipulation. Imposes property, financial, and visa sanctions against a person listed pursuant to this Act. States that it should be U.S. policy to reduce petroleum imports from Venezuela to prevent its leader Nicolas Maduro from using petroleum profits to fund his regime's oppression and human rights violations. Directs the Secretary of State to submit comprehensive strategies to Congress to: (1) promote internet and information access freedom in Venezuela, and (2) ensure that the government of Venezuela will uphold democratic principles and is moving toward market-oriented economic systems. States that it shall be U.S. policy to: (1) support efforts to identify prisoners of conscience and cases of human rights abuses in Venezuela, and (2) offer refugee status or political asylum in the United States to political dissidents in Venezuela or assist in their relocation to other countries. Obligates specified amounts for assistance to civil society in Venezuela.

Act to Ban Zohydro - Ends the sale and distribution of pure hydrocodone bitartrate extended-release capsules (marketed as Zohydro ER) within 45 days by withdrawing approval for its new drug application. Prohibits the Commissioner of Food and Drugs (FDA) from approving any new drug application for the capsules unless they are formulated to prevent abuse.

Funeral Rule Improvement Act of 2014 - Directs the Federal Trade Commission (FTC) to revise funeral industry regulations concerning funeral providers and services. Revises the definition of "funeral provider" to: (1) include trusts (currently, only persons, partnerships, or corporations), and (2) apply to the sale of funeral or burial goods or services to the public (currently, such definition is limited to entities that sell both funeral goods and funeral services). Excludes from such definition: (1) religious denominations, middle judicatories, houses of worship, or similar religious organizations; (2) states or political subdivisions; (3) cemeteries with 25 or fewer burials per year; and (4) certain non-profit cemetery companies and burial or cremation corporations exempt from taxation under the Internal Revenue Code. Amends the definition of "funeral services" to define "funeral or burial services" as any services that are sold or offered for sale directly to the public for use in connection with: (1) the care and preparation of deceased human remains for burial, cremation, or other final disposition; or (2) the arrangement, supervision, or carrying out the funeral ceremony or final disposition of deceased human bodies.

Establishing Beneficiary Equity in the Hospital Readmission Program Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the hospital readmission reduction program to exclude from the program admissions related to transplants, end-stage renal disease (ESRD), burns, trauma, psychosis, or substance abuse. Requires the Secretary of Health and Human Services (HHS), in applying requirements for the excess readmission ratio, to provide for a risk adjustment that will take into account a hospital's proportion of inpatients who are full-benefit dual eligible individuals (eligible for both Medicare and Medicaid under SSA title XIX) in order to ensure that hospitals that treat the most vulnerable populations are not unfairly penalized. Directs the Medicare Payment Advisory Commission (MEDPAC) to study the appropriateness of using a threshold of 30 days for readmissions under the program. Directs the Secretary, in promulgating regulations for the hospital readmission reduction program, to consider the use of V codes for potential exclusions of cases involving noncompliant patients in promulgating applicable regulations.

Urges the Department of State to renegotiate with the government of Iraq the provisions of the original agreement that was signed between the National Archives and Records Administration and the Coalition Provisional Authority in order to ensure that the Iraqi Jewish Archive be kept in a place where its long-term preservation can be guaranteed. Recognizes that: (1) the Iraqi Jewish Archive should be housed in a location that is accessible to scholars and to Iraqi Jews and their descendants, and (2) the agreement was signed before knowing the Archive's complete history. Reaffirms the U.S. commitment to ensuring justice for victims of ethnic and religious persecution.
