Father Mychal Judge, O.F.M., Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of Father Mychal Judge, O.F.M., in recognition of his example to the nation of selfless dedication to duty and compassion for one's fellow citizens.

Jerusalem Embassy and Recognition Act of 2011 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of the State of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2013. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2013 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2012-FY2013, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Health Care Waiver Fairness Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to require the Secretary of Health and Human Services (HHS), the Secretary of Labor, and the Secretary of Treasury to establish waiver processes under which the administrator of a health plan, an employer, an individual, or other entity may seek to waive the application of a health insurance coverage requirement under PPACA. Sets forth PPACA requirements that may be waived, including those related to minimum essential coverage and employers offering health care coverage to employees. Establishes requirements for the waiver process, including requiring submission of a statement describing how the imposition of the PPACA requirement would result in a significant decrease in access to coverage or a significant increase in premiums or other costs for such plan, employer, individual, or entity. Deems to be approved any waiver including such a statement. Requires the Secretary of HHS to conduct a public awareness campaign of the waiver process with funds made available for the Prevention and Public Health Fund.

K-9 Companion Corps Act - Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly establish the K-9 Companion Corps program for the awarding of grants to nonprofit organizations to assist them in establishing programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. Defines the term "assistance dog" to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.

Safe Haven for Heros Act of 2011 - Amends the federal criminal code to prohibit for 5 hours (currently, 60 minutes) before and after a funeral of a member of the Armed Forces that is not located at a cemetery under the control of the National Cemetery Administration or part of Arlington National Cemetery: (1) activity that disturbs the peace or good order of that funeral, and (2) activity within 2500 (currently, 300) feet of the boundary of the location of such funeral that impedes access to or egress from such location.

Secure Travel and Counterterrorism Partnership Program Act of 2011 - Amends the Immigration and Nationality Act regarding the visa waiver program to: (1) authorize the Secretary of Homeland Security (DHS), in consultation with the Secretary of State, to designate program countries; (2) replace visa refusal rates with visa overstay rates in determining program participation; (3) set a maximum 3% visa overstay rate for program countries; and (4) revise probationary status and program termination provisions. Directs the Comptroller General to review the Secretary of Homeland Security's methods for tracking aliens entering and exiting the United States and for detecting visa overstays.

Residential and Commuter Toll Fairness Act of 2011 - Grants state, county, and municipal governments, as well as multi-jurisdictional transportation authorities that operate or manage roads, bridges, railroads, buses, ferries, or other transportation systems, rulemaking authority to establish toll, user fee, or fare discount programs for their local residents or commuters.

A Roadmap for America's Energy Future - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 to have been approved by the Secretary of the Interior as a final oil and gas leasing program in full compliance with specified environmental law. Directs such Secretary to conduct a lease sale every 270 days in each outer Continental Shelf (OCS) planning region for which there is a commercial interest in purchasing federal oil and gas leases for OCS production. Requires the federal share of proceeds of lease sales from newly open areas to be deposited in the American-Made Energy Trust Fund (established by this Act). Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the OCS leasing program; and (2) direct the Secretary to include, in each 5-Year Program, lease sales proposals offering for oil and gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes requirements for coordination with adjacent states regarding pipeline construction for crude oil, petroleum products, and natural gas. Prohibits, on either federal OCS or state waters, uses that are incompatible with: (1) oil and gas leasing, or (2) full oil or natural gas exploration and production on geologically prospective tracts. Requires the Secretary to accept, in satisfaction of mitigation requirements, proposals for mitigation measures on a site away from the area impacted by exploration and production activities. Directs the Secretary to establish a leasing program for oil, gas and oil shale within the Alaska Coastal Plain (ANWR). Amends the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Allocates to the state of Alaska 50% of federal revenues derived from federal oil and gas leasing operations. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund. Requires the Secretary to hold a lease sale offering an additional 10 parcels for lease for oil shale development. Directs the Secretary of Defense (DOD) to develop, construct, and operate a coal-to-liquid facility. Amends the Energy Independence and Security Act of 2007 to repeal the limitation on federal contracting for procurement and acquisition of alternative fuels with respect to associated lifecycle greenhouse gas emissions. States it is the policy of the United States to facilitate the continued development and growth of a safe and clean nuclear energy industry through reductions in financial, regulatory, and technical barriers to construction and operation. Directs the Nuclear Regulatory Commission (NRC) to: (1) issue operating permits for 200 new commercial nuclear reactors, and (2) establish a process for licensing facilities for the recycling of spent nuclear fuel. Amends of the Nuclear Waste Policy Act of 1982 to eliminate the Office Of Civilian Radioactive Waste Management. Requires the federal government to site and permit at least one radiological material geologic repository for the disposal of radiological material. Retains the repository site at Yucca Mountain (Nevada) as such a site unless the NRC determines that it is unsuitable. Directs the NRC to: (1) continue to review the pending Department of Energy (DOE) license application to construct the nuclear waste repository at Yucca Mountain until a determination is made on the merits, and (2) make a determination within 90 days after enactment of this Act on the suitability of Yucca Mountain for the repository site. Removes all current statutory limitations upon the amount of radiological material that can be placed in Yucca Mountain. Requires the NRC to replace them with new limits based on scientific and technical analysis of the full capacity of Yucca Mountain for the storage of radiological material. Directs the Secretary of Energy to apply for an alternative geologic repository providing at least 120,000 tons of storage capacity if the NRC determines Yucca Mountain is not a suitable location. Requires DOE to report to Congress on the feasibility of establishing an independent radiological material management program. Authorizes DOE to: (1) award a contract to an eligible entity to manage the nation's activities regarding radiological material repositories; and (2) transfer to that entity control and ownership of all NRC-issued licenses, allowances, and responsibilities for the operation of the nuclear materials repository at Yucca Mountain. Prohibits the President from blocking or hindering spent nuclear fuel recycling activities. Directs DOE to: (1) inventory all materials it owns that could be used to power commercial nuclear reactors, (2) establish a nuclear fuel supply reserve, and (3) transmit to Congress a long-term plan for introducing nuclear fuel supplies from the reserve into the market. Directs the NRC to implement an expedited procedure for issuing a Combined Construction and Operating License. Instructs the NRC Chairman to report recommendations to Congress regarding development of technology-neutral plant design specifications. Directs the DOE Secretary to establish a National Nuclear Energy Council. Directs the DOE Secretary and the NRC Chairman to reevaluate and accelerate the Next Generation Nuclear Power Plant schedule. Prohibits the Secretary of the Interior from using the Federal Land Policy and Management Act of 1976 to prevent uranium mining on federal lands unless the Secretary makes findings explaining the reason for such prevention. Instructs the Chairman of the NRC to make recommendations to Congress regarding streamlined licensing of small and modular nuclear reactors. Amends the Internal Revenue Code to establish the American-Made Energy Trust Fund to receive certain revenues from oil, gas, and oil shale leases. Instructs the DOE Secretary to: (1) establish a reverse auction program to award funds from the American-Made Energy Trust Fund to eligible entities to generate an amount of electric energy, and (2) establish within DOE a Reverse Auction Authority to conduct such auctions. Amends the Clean Air Act to: (1) redefine greenhouse gas, and (2) prohibit regulation of a greenhouse gas for climate change purposes. Amends the Endangered Species Act of 1973 to prohibit consideration of the climate change-related impact of a greenhouse gas upon any species of fish, wildlife, or plant.

Fallen Heroes Flag Act of 2011 - Allows the Representative of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Expresses the sense of the House of Representatives that: (1) the nation's economy and security depend upon full and immediate restoration of shallow and deepwater drilling operations in the Gulf of Mexico, and (2) the long-term economic health of Alaska depends upon the responsible development of the oil and natural gas reserves of the Beaufort and Chukchi Seas. Urges the Secretary of the Interior to: (1) streamline the review and approval of applications for both shallow and deepwater drilling permits in the Outer Continental Shelf, (2) take immediate action to provide the shallow and deepwater industry with a completed sample application meeting all new safety and environmental regulations, (3) supply written guidance and clarification to applicants regarding new safety requirements, and (4) give permit applicants timely and detailed explanations on any areas of a permit which do not satisfy new requirements.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the U.S. Marshals Service National Museum for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of one-third of the remainder each to the National Center for Missing and Exploited Children, the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial, and to the Federal Law Enforcement Officers Association Foundation. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Expresses condolences to the people of New Zealand for the loss of life and property suffered as a result of the deadly earthquake that struck on February 22, 2011. Pledges the full support of the House of Representatives to New Zealand as the rescue and recovery effort continues. Recognizes the humanitarian response currently underway. Supports the continuing efforts by the U.S. government and private citizens to assist New Zealand.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

HAMP Termination Act of 2011 - Amends the Emergency Economic Stabilization Act of 2008 to terminate the authority of the Secretary of the Treasury to provide new mortgage modification assistance under the Home Affordable Modification Program (HAMP), except with respect to existing obligations on behalf of homeowners already extended an offer to participate in the program.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Residential and Commuter Toll Fairness Act of 2011 - Grants a public authority the authority to carry out a program that offers discounts in transportation tolls to individuals who are residents of, or regular commuters to, a U.S. locality on an island, peninsula, or other area where transportation access is substantially constrained by geography and subject to a transportation toll to access or depart the locality (captive tollpayers). Declares that nothing in this Act may be construed to: (1) limit any other authority of a public authority, including the authority to offer discounts in transportation tolls to other tollpayers; or (2) affect, alter, or limit the applicability of state or local law with respect to the authority of a public authority to impose toll discounts.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and update not less than every five years a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations as needed to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute (NCI) regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NCI and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Iran Transparency and Accountability Act of 2011 - Amends the Securities Exchange Act of 1934 to require securities issuers to disclose in their mandatory annual or quarterly reports to the Securities and Exchange Commission (SEC) whether they or their affiliates have: (1) engaged in certain activities relating to Iran, terrorism, and the proliferation of weapons of mass destruction; (2) knowingly engaged in specified activities, or knowingly violated certain regulations prescribed under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010; (3) knowingly conducted any transaction or dealing with a person whose property and interests in property are blocked by certain Executive Orders; or (4) knowingly conducted a transaction or dealing with any person listed in the Iranian Transactions Regulations. Specifies the contents of mandatory disclosures. Requires the President to: (1) initiate an investigation into the possible imposition of sanctions when the SEC receives a report that an issuer or its affiliate has engaged in the cited activities; and (2) determine within 180 days of initiating an investigation whether sanctions should be imposed on the issuer or the affiliate concerned. Directs the SEC to make publicly available the information it has received, and to provide it to the President and to certain congressional committees. Requires promulgation within 90 days after enactment of this Act of regulations governing financial institutions maintaining accounts for foreign financial institutions.

Teacher Tax Deduction Act of 2011 - Amends the Internal Revenue Code to increase from $250 to $500 the dollar limit on the tax deduction for certain expenses of elementary and secondary school teachers and to extend such deduction through 2012.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Broadband for First Responders Act of 2011 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and license such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, have the appropriate level of cyber security, and be consistent with the Statewide Interoperable Communications Plans and the National Emergency Communications Plan; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum. Specifies organizations that shall be included in the Board of Directors of the Public Safety Broadband Licensee. Establishes in the Treasury: (1) the Public Safety Interoperable Broadband Network Construction Fund, and (2) the Public Safety Interoperable Broadband Network Maintenance and Operation Fund. Directs the Secretary of Commerce to: (1) establish a grant program to assist public safety entities to establish a nationwide public safety interoperable broadband network in the 700 megahertz band, and (2) administer a program through which not more than 50% of maintenance and operational expenses associated with the public safety interoperable broadband network may be reimbursed from the Maintenance and Operation Fund. Directs: (1) the Assistant Secretary of Commerce to reallocate for commercial use electromagnetic spectrum at 1755-1780 megahertz, and (2) the FCC, within 18 months after enactment of this Act, to establish rules for pairing electromagnetic spectrum bands at 1755-1780 megahertz and 2155-2180 megahertz, inclusive, and auction the licenses for such paired spectrum. Requires each public safety entity, within 8 years, to migrate from a specified range of radio spectrum to an alternative radio spectrum that is licensed to public safety services in the 700 and 800 megahertz bands. Directs each federal law enforcement agency, within 10 years, to move all noncommercial network communications to spectrum in such bands. Directs the FCC to auction, through an appropriate competitive bidding system, certain paired electromagnetic spectrum bands recovered from public safety entities under a specified FCC migration plan. Extends the FCC's authority to grant a license or permit under applicable competitive bidding provisions to September 30, 2020.

Collectible Firearms Protection Act - Amends the Arms Export Control Act to allow the importation of certain firearms listed as curios or relics into the United States by a licensed importer without the requirement of an authorization from or payment to the Department of State or the Department of Defense (DOD) upon certification to the Attorney General that such firearms are lawfully possessed under the laws of the exporting country.

Expresses the sense of Congress that at a military funeral, memorial service, or wreath laying, the musical piece known as "Taps" should be sounded by a live solo bugler or trumpeter when possible. Designates Taps as the National Song of Remembrance. Provides for the appropriate conduct of military and non-military persons present during the playing of Taps. Provides an exception to such conduct when Taps is sounded as the final call of the day at a military base.

Regulatory Flexibility Improvements Act of 2011 - Amends the Regulatory Flexibility Act of 1980 (RFA) to revise the definition of "rule" under such Act to exclude a rule of particular (and not general) applicability relating to rates, wages, and other financial indicators and to define "economic impact" with respect to a proposed or final rule as any direct economic effect on small entities from such rule and any indirect economic effect on small entities that is reasonably foreseeable and that results from such rule. Includes tribal organizations within the definition of "small governmental jurisdictions" for purposes of such Act. Requires initial and final regulatory flexibility analyses to: (1) describe alternatives to a proposed rule that minimize any adverse significant economic impact or maximize the beneficial significant economic impact on small entities, and (2) include revisions or amendments to a land management plan developed by the Secretary of Agriculture or the Secretary of the Interior under specified Acts. Expands elements of initial and final regulatory flexibility analyses under RFA to include estimates and descriptions of the cumulative economic impact of a proposed rule on a small entity. Repeals provisions allowing a waiver or delay of the completion of an initial regulatory flexibility analysis. Requires the Chief Counsel for Advocacy of the Small Business Administration (SBA) to issue rules governing federal agency compliance with RFA requirements. Authorizes the Chief Counsel to modify or amend such rules, to intervene in agency adjudication relating to such rules, and to inform an agency of the impact of its rulemaking on small entities. Revises requirements for agency notification of the SBA Chief Counsel for Advocacy prior to the publication of any proposed rule. Requires agencies to provide the Chief Counsel with: (1) all materials prepared or utilized in making the proposed rule, and (2) information on the potential adverse and beneficial economic impacts of the proposed rule on small entities. Requires each agency to publish in the Federal Register a plan for the periodic review of existing and new rules that have a significant impact on a substantial number of small entities to determine whether such rules should be continued, changed, or rescinded. Provides for judicial review of an agency final rule for compliance with RFA requirements after the publication of such rule. Grants federal courts of appeal jurisdiction to review all final rules issued in accordance with RFA.

Provides days of the year, and memorials and other locations, on or at which the Flag shall be displayed.

Federal Reserve Transparency Act of 2011 - Directs the Comptroller General to complete, before the end of 2012, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress. Repeals specified limitations on such an audit.

Medicare Decisions Accountability Act of 2011 - Repeals sections of the Patient Protection and Affordable Care Act (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Ronald Reagan Commemorative Coin Act of 2011 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration Ronald Wilson Reagan, the 40th President of the United States. Authorizes the issuance of such coins beginning on January 1, 2017, except that sales of such coins may be initiated, without issuance, before such date. Prohibits the minting of such coins after December 31, 2017. Requires all sales of coins minted under this Act to include a surcharge of: (1) $35 per coin for the $5 coin; and (2) $10 per coin for the $1 coin. Requires the proceeds from the surcharges received from the sale of such coins to be paid promptly to the Army Emergency Relief to be used to provide financial assistance to certain soldiers and their dependents and the surviving spouses or dependent children of deceased soldiers.

See Something, Say Something Act of 2011 - Amends the Homeland Security Act of 2002 to grant immunity from civil liability to persons who, in good faith and based on an objectively reasonable suspicion, report suspicious activity indicating that an individual may be engaging, or preparing to engage, in a violation of law relating to an act of terrorism. Grants qualified immunity from civil liability to any authorized official who observes, or receives a report of, such activity and takes reasonable action in good faith to respond, consistent with applicable law in the relevant jurisdiction. Provides that an authorized official not entitled to assert the defense of qualified immunity shall nonetheless be immune from civil liability if that official takes reasonable action, in good faith, to respond to the reported activity.

Assessment Accuracy and Improvement Act - Amends the Elementary and Secondary Education Act of 1965 to allow states to require the use of adaptive assessments of student progress toward state academic performance standards that accurately assess student achievement above and below grade level while also measuring grade-level performance. Defines an "adaptive assessment" as one that changes in difficulty in accordance with a student's performance, but reports its outcome on a scale common to all students.

Directs the President to appoint a Special Envoy to Promote Religious Freedom of Religious Minorities in the Near East and South Central Asia within the Department of State. Authorizes the Special Envoy, subject to direction by the President and the Secretary of State, to represent the United States in matters and cases relevant to religious freedom in: (1) contacts with foreign governments, intergovernmental organizations, and specialized agencies of the United Nations (U.N.), the Organization of Security and Cooperation in Europe, and other international organizations; and (2) multilateral conferences and meetings relevant to religious freedom. Defines "Near East" as Algeria, Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, Yemen, and including the West Bank and Gaza Strip. Defines "South Central Asia" as Afghanistan, Bangladesh, Bhutan, India, Kyrgyzstan, Kazakhstan, Maldives, Nepal, Pakistan, Sri Lanka, Tajikistan, Turkmenistan, and Uzbekistan.

Veterans' Heritage Firearms Act of 2011 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it, and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

Expresses the sense of Congress that an appropriate site on Chaplains Hill in Arlington National Cemetery be provided for a memorial marker, to be paid for with private funds, to honor the memory of the Jewish chaplains who died while on active duty in the U.S. Armed Forces, so long as the Secretary of the Army has exclusive authority to approve the design and site of the memorial marker.

Stopping Trained in America Ph.D.s From Leaving the Economy Act of 2011 or the STAPLE Act - Amends the Immigration and Nationality Act to exempt from: (1) direct numerical limitations aliens who have earned a Ph.D. degree in science, technology, engineering, or mathematics (STEM) from a U.S. institution of higher education and who have an offer of employment from a U.S. employer in a field related to such degree; and (2) H-1B visa (specialty occupation) numerical limitations aliens who have a U.S. STEM Ph.D. and with respect to whom the petitioning employer requires such an education.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2011 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

National Blue Alert Act of 2011 - Directs the Attorney General to: (1) establish a national Blue Alert communications network within the Department of Justice (DOJ) to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty, and (2) assign a DOJ officer to act as the national coordinator of the Blue Alert communications network. Sets forth the duties of the national coordinator, including encouraging states and local governments to develop additional Blue Alert plans, establishing voluntary guidelines for states and local governments to use in developing such plans, developing protocols for efforts to apprehend suspects, and establishing an advisory group to assist states, local governments, law enforcement agencies, and other entities in initiating, facilitating, and promoting Blue Alert plans. Amends the Omnibus Crime Control and Safe Streets Act to require the use of public safety and community policing grants to assist states in developing and enhancing a Blue Alert plan and communications network.

Volunteer Emergency Services Recruitment and Retention Act of 2011- Amends the Internal Revenue Code to allow sponsors of certain deferred compensation plans to elect to include length of service award plans for bona fide volunteers providing firefighting and fire prevention services, emergency medical services, ambulance services, and emergency rescue services. Directs the Secretary of Labor to issue regulations exempting a length of service award program from treatment as an employee pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA).

Life at Conception Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, or other moment at which an individual comes into being. Prohibits construing this Act to require the prosecution of any woman for the death of her unborn child.
