Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award, on behalf of Congress, of a gold medal in honor of the members of the 17 Bombardment Group (Medium), who became known as the Doolittle Tokyo Raiders, in recognition of their military service during World War II. Requires the medal to be given to the National Museum of the United States Air Force for display. Expresses the sense of Congress that such Museum should make the medal available for display elsewhere, particularly at locations and events associated with the Doolittle Tokyo Raiders.

Aviation Security Stakeholder Participation Act of 2013 - Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) to establish in the TSA an Aviation Security Advisory Committee, including air cargo, general aviation, airport perimeter security, and risk-based subcommittees.

National Association of Registered Agents and Brokers Reform Act of 2013 - Amends the Gramm-Leach-Bliley Act to repeal the contingent conditions under which the National Association of Registered Agents and Brokers (NARAB) shall not be established. Establishes the NARAB without contingent conditions as an independent nonprofit corporation to prescribe, on a multi-state basis, licensing and insurance producer qualification requirements and conditions. Requires the NARAB, without affecting state regulatory authority, to provide a mechanism for the adoption and multi-state application of requirements and conditions pertaining to: (1) licensing, continuing education, and other qualifications of non-NARAB insurance producers; (2) resident or nonresident insurance producer appointments; (3) supervision and disciplining of such producers; and (4) the setting of licensing fees for insurance producers. Makes any state-licensed insurance producer eligible to join the NARAB, except during a period of license suspension or revocation. Requires an individual insurance producer to undergo a criminal history record check by the Federal Bureau of Investigation (FBI). Requires the NARAB to submit to the FBI identification information obtained from the insurance producer, upon producer request, as well as a request of its own for the criminal history record check. Authorizes the NARAB to: (1) establish membership criteria; and (2) deny membership to a state-licensed insurance producer on the basis of the criminal history information obtained, or where the producer has been subject to certain disciplinary action. Prohibits the NARAB from establishing criteria that unfairly limit the ability of a small insurance producer to become a member of NARAB. Authorizes the NARAB to establish separate classes of membership and membership criteria, and requires it to do so for business entities. Authorizes the NARAB to deny membership to any state-licensed insurance producer for failure to meet membership criteria. States that NARAB membership authorizes an insurance producer to engage in the business of insurance in any state for any lines of insurance specified in the producer's home state license, including claims adjustments and settlement, risk management, and specified insurance-related consulting activities. Makes NARAB membership equivalent to a nonresident insurance producer license for specified purposes. Retains state regulatory jurisdiction regarding consumer protection and market conduct. Directs the NARAB to establish, as a condition of membership, continuing education requirements comparable to those under the licensing laws of a majority of the states. Requires the NARAB to receive and refer any consumer complaints to state insurance regulators. Requires the NARAB to maintain a toll-free number and, as practicable, other alternative means of communication with consumers, such as an Internet webpage. Authorizes the NARAB to establish: (1) a central clearinghouse through which NARAB members may disclose their intent to operate in one or more states and pay their licensing fees; and (2) a database for the collection of regulatory information concerning the activities of insurance producers. Establishes the NARAB board of directors, whose membership shall include state insurance commissioners. Sets forth terms and procedures for appointment of members by the President. Authorizes reappointment to successive terms. Prohibits compensation on account of Board membership. Declares that the NARAB shall not be deemed to be an insurer or insurance producer within the meaning of any state law, rule, regulation, or order regulating or taxing insurers, insurance producers, or other entities engaged in the business of insurance. Sets forth procedures for presidential oversight of the NARAB, including removal of the entire existing Board. Requires the NARAB to coordinate with the Financial Industry Regulatory Authority (FINRA) in order to ease any administrative burdens that fall on NARAB members subject to FINRA regulation.

Directs the Secretary of State to: (1) develop a strategy to obtain observer status for Taiwan at the next triennial International Civil Aviation Organization (ICAO) Assembly to be held in September 2013 in Montreal, Canada; and (2) instruct the U.S. Mission to the ICAO to officially request observer status for Taiwan at the Assembly and other related meetings, activities, and mechanisms, and urge ICAO member states to support Taiwan observer status and participation in the ICAO.

Safe Schools Improvement Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from school programs; or (2) create a hostile or abusive educational environment that adversely affects their education. Requires LEAs to also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level; and (4) discipline policies that minimize the removal of students from instruction and prevent disproportionate punishment. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect state data, that are subject to independent review, to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.

Resident Physician Shortage Reduction Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act with respect to distribution of additional resident positions as they affect calculation of payments for direct graduate medical education (DGME) costs. Directs the Secretary of Health and Human Services (HHS), for each of FY2015-FY2019 (and each succeeding fiscal year if additional residency positions are available to distribute), to increase the otherwise applicable resident limit for each qualifying hospital. Directs the Secretary to determine the total number of additional residency positions available for distribution, in accordance with guidelines for allocating 33% to hospitals already operating over the resident limit, and generally setting the aggregate number of increases in the resident limit to 3,000 in each year. Specifies the process for distributing positions. Declares that, for discharges occurring on or after July 1, 2015, the indirect teaching adjustment factor, with respect to additional payments for subsection (d) hospitals with indirect costs of medical education (IME), insofar as those additional payments are attributable to resident positions distributed to a hospital according to such process, shall be computed in a specified manner with respect to those resident positions. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the National Health Care Workforce Commission established under the Patient Protection and Affordable Care Act to study the physician workforce. Directs the Comptroller General to study strategies for increasing the diversity of the health profession workforce.

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, enhancement, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short- and medium-range rockets, missiles, and projectiles launched against Israel.

SEC Regulatory Accountability Act - Amends the Securities Exchange Act of 1934 to direct the Securities and Exchange Commission (SEC), before issuing a regulation under the securities laws, to: (1) identify the nature and source of the problem that the proposed regulation is designed to address in order to assess whether any new regulation is warranted; (2) use the SEC Chief Economist to assess the costs and benefits of the intended regulation and adopt it only upon a reasoned determination that its benefits justify the costs; (3) identify and assess available alternatives that were considered; and (4) ensure that any regulation is accessible, consistent, written in plain language, and easy to understand. Requires the SEC to: (1) consider whether the rulemaking will promote efficiency, competition, and capital formation; (2) consider the impact of the regulation upon investor choice, market liquidity, and small business; (3) explain in its final rule the nature of comments received concerning the proposed rule or rule change; and (4) respond to those comments, explaining any changes made in response and the reasons that it did not incorporate industry group concerns regarding potential costs or benefits. Requires the SEC to: (1) review its existing regulations periodically to determine if they are outmoded, ineffective, insufficient, or excessively burdensome; and (2) modify, streamline, expand, or repeal them. Requires the SEC, whenever it adopts or amends a major rule, to state in its adopting release: (1) the purposes and intended consequences of the regulation, (2) the post-implementation quantitative and qualitative metrics to measure the economic impact of the regulation and the extent to which it has accomplished the stated purposes, (3) the assessment plan that will be used under the supervision of the Chief Economist to assess whether the regulation has achieved those purposes, and (4) any foreseeable unintended or negative consequences. Requires the assessment plan to: (1) consider the costs, benefits, and intended and unintended consequences of the regulation; and (2) specify the data to be collected, the methods for its collection and analysis, and an assessment completion date. Waives notice and comment requirements for the data collection if the SEC has published its assessment plan for notice and comment at least 30 days before adoption of a final regulation or amendment. Expresses the sense of Congress that other regulatory entities, including the Public Company Accounting Oversight Board, the Municipal Securities Rulemaking Board, and any national securities association registered under the Securities Exchange Act of 1934, should also follow the requirements set forth by this title.

Safeguard American Food Exports Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale or transport of equines (horses and other members of the equidae family) or their parts (including flesh, meat, and viscera), or the importing or exporting of equines or their parts into or out of the United States, by any person who knows or should have known that such equines are to be slaughtered for human consumption as food.

Consumer Mortgage Choice Act - Amends the Truth in Lending Act with respect to requirements for disclosure to a consumer of points and fees information about a consumer credit transaction, secured by the consumer's principal dwelling, but which is not a residential mortgage transaction, a reverse mortgage transaction, or a transaction under an open end credit plan, when the total points and fees the consumer must pay at or before closing will exceed 8% percent of the total loan amount or $400, whichever is greater. (Such consumer credit transactions might include an equity credit line to which consumer purchases or leases may be charged.) Excludes from the computation of such points and fees: (1) the amount of any loan level price adjustment payment set by the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), the Federal Housing Administration (FHA), or similar government entity or government-sponsored enterprise; (2) any compensation paid by a mortgage originator or a creditor to an individual person employed by the mortgage originator or creditor; and (3) any escrow for future payment of insurance. Modifies the inclusion in the computation of points and fees of all compensation paid to mortgage brokers. Specifies instead all compensation paid directly by a consumer to a mortgage originator, including a mortgage originator that is also the creditor in a table-funded transaction, but not including compensation paid by a mortgage originator or a creditor to an individual employed by the mortgage originator or creditor. Modifies the criteria for exclusion from the computation of points and fees of certain reasonable charges elsewhere exempted from the computation of the finance charge in extensions of credit secured by an interest in real property. Excludes from points and fees any such reasonable charges even though a creditor receives compensation, but only in so far as the creditor or its affiliate retains the compensation as a result of their participation in an affiliated business arrangement. (An "affiliated business arrangement" is one in which: (1) a person who is in a position to refer business incident to or a part of a real estate settlement service involving a federally related mortgage loan, or an associate of such person, has either an affiliate relationship with or a direct or beneficial ownership interest of more than 1% in a provider of settlement services; and (2) either of such persons directly or indirectly refers such business to that provider or affirmatively influences the provider's selection.) Revises the additional requirement that such a reasonable charge be paid to a third party unaffiliated with the creditor. Requires the charge to be: (1) a bona fide third party charge not retained by the mortgage originator, creditor, or an affiliate; or (2) a fee or premium for title examination, title insurance, or similar purposes. Modifies the conditions under which federal departments and agencies may exempt refinancings under a streamlined refinancing from an income verification requirement that, at the time a refinancing is consummated, the consumer has a reasonable ability to repay the loan and all applicable taxes, insurance, and assessments. Repeals the exception for bona fide third party charges not retained by the mortgage originator, creditor, or an affiliate from the requirement that total points and fees not exceed 3% of the total new loan amount. (Thus subjects such charges to the same 3% ceiling.)

Condemns Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on Iran to release all prisoners held solely on account of their religion. Calls on the President and Secretary of State, in cooperation with responsible nations, to condemn Iran's continued violation of human rights and demand the release of prisoners held solely on account of their religion. Urges the President and Secretary to impose sanctions on Iranian government officials and other individuals directly responsible for serious human rights abuses, including abuses against the Baha'i community of Iran.

Volunteer Emergency Services Recruitment and Retention Act of 2013 - Amends the Internal Revenue Code to allow sponsors of certain deferred compensation plans to elect to include length of service award plans for bona fide volunteers providing firefighting and fire prevention services, emergency medical services, ambulance services, and emergency rescue services. Directs the Secretary of Labor to issue guidance clarifying that a length of service award program is not an employee pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA).

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2014-FY2018. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with people without disabilities, (2) education programs that dispel negative stereotypes about people with intellectual disabilities, and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States and to promote volunteerism on behalf of such activities. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States.

Asthma Management Plans in School Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to schools that are receiving school improvement funds under part A of title I of the Act and are located in areas that have a high prevalence of asthma so they can: (1) develop and implement an asthma management plan; and (2) purchase the asthma inhalers, nebulizer machines, valved holding chambers (VHCs), spacers, auto-injectable epinephrine, and other supplies necessary for the relief and treatment of affected students. Authorizes the Secretary to award grants to local health or education departments to carry out such activities if they are the entities that would routinely carry out such activities in an area. Requires grantees to: (1) find innovative ways to encourage rapid bidirectional communication between schools and students' physicians and students' adherence to asthma treatment, and (2) ensure that they have on staff a nurse or individual who is trained to administer emergency asthma care.

Low Value Shipment Regulatory Modernization Act of 2013 - Expresses the sense of Congress that the United States Trade Representative (USTR) should encourage other countries, through bilateral, regional, and multilateral fora, to establish commercially meaningful de minimis values for express and postal shipments of articles that are exempt from customs duties and certain entry documentation requirements, as appropriate. Amends the Tariff Act of 1930 to increase from $200 to $800 for 2014, and to $800 adjusted annually for inflation after 2014, the aggregate retail value in the country of shipment of articles that may be imported duty-free into the United States by one person on one day.

United States Postal Service Stabilization Act of 2013 - Amends provisions concerning the Federal Employees' Retirement System (FERS), with respect to employees of the U.S. Postal Service (USPS), to: (1) provide a new formula for calculating employee pension contributions using the normal-cost percentage method multiplied by the aggregate amount of basic pay payable to employees of USPS and the Postal Regulatory Commission, and (2) provide for the use of excess FERS contributions to pay USPS debt obligations and make pension contributions.

Flood Victim Premium Relief Act of 2013 - Amends the National Flood Insurance Act of 1968, with respect to adjustments to flood insurance premiums to reflect the current risk of flood, to limit premium rate increases on specified residential property in federally declared major disaster areas. Requires premium rate increases or new premium rates on such properties which become effective after July 6, 2012, to be phased in over an 8-year period, at the rate of 5% for each of the first 4 years and 20% for each of the last 4s. Defines such properties as those located within a major disaster area: (1) for which revised or updated flood insurance rate maps become effective during the 2-year period beginning upon the occurrence of the disaster; or (2) that upon enactment of this Act are eligible for preferred risk rate method premiums for flood insurance coverage, or that were eligible for them at any time during the 12-month period ending upon the occurrence of the disaster. Requires such a property also to be: (1) owned by the same owner who owned the property at the time of the disaster; and (2) the owner's primary residence since the disaster (except for any periods of non-occupancy resulting from it).

United States-Israel Strategic Partnership Act of 2013 - Declares that Israel is a major strategic partner of the United States. Amends the Israel Enhanced Security Cooperation Act of 2012 to extend authority to: (1) make additions to foreign-based defense stockpiles, and (2) transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Amends the the Energy Independence and Security Act of 2007 to extend the grant program for U.S.-Israeli cooperation on research, development, and commercialization of renewable energy or energy efficiency. Expresses the sense of Congress that the United States and Israel should increase cyber-security cooperation. Urges the President to provide assistance for enhancement of the David's Sling Weapon System, the joint United States-Israel Arrow Weapon System, and the Iron Dome short-range rocket defense system. States that it shall be U.S. policy to include Israel in the visa waiver program when Israel satisfies such program's inclusion requirements.

Social Security Identity Defense Act of 2013 - Amends the Internal Revenue Code to require the Secretary of the Treasury to make certain disclosures to the holder of a social security account number and to the Federal Bureau of Investigation (FBI) if the Secretary determines that there is a substantial likelihood that there has been a fraudulent use of such account number in the employment context. Authorizes the FBI Director to disclose information received from the Secretary to federal, state, and local law enforcement officials, but restricts the use of such information to carrying out criminal investigations or prosecutions. Requires employers who have been notified of suspected misuse of an employee's social security account number to cease including such account number on statements provided to such employee.

Amends the Diplomatic Security Act to require a determination by the Accountability Review Board that an individual's misconduct or unsatisfactory performance of duty significantly contributed to serious injury, loss of life, significant property destruction, or serious security breach in order for the Board to recommend that an investigatory or disciplinary action be initiated by the appropriate federal agency or instrumentality.

Incentivizing Offshore Wind Power Act - Amends the Internal Revenue Code to: (1) allow a 30% tax credit for investment in a qualifying offshore wind facility (an offshore facility using wind to produce electricity), and (2) direct the Secretary of the Treasury to establish a qualifying credit for offshore wind facilities program to consider and award certifications for investments eligible for such a credit to qualifying offshore wind facility sponsors. Requires the Secretary to review credits allocated under this Act periodically and authorizes the Secretary to make additional allocations and reallocations of such credits upon determining that: (1) the limit on the total amount of megawatt capacity for offshore facilities with respect to which credits may be allocated under the program has not been attained, or (2) scheduled placed-in-service dates of previously certified facilities have been significantly delayed and the applicant will not meet the required timeline.

Nuclear Iran Prevention Act of 2013 - Directs the Secretary of State to determine if Iran's Revolutionary Guard Corps (IRGC) meets the criteria for designation as a foreign terrorist organization and: (1) if so, designate the IRGC as a foreign terrorist organization; and (2) if not, report to Congress concerning those criteria which have not been met. Expresses the sense of Congress regarding the imposition of sanctions on certain Iranian government persons responsible for, or complicit in, human rights abuses, diversion of food and medicine, and censorship. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to subject to mandatory sanctions a financial institution that facilitates a significant transaction or provides significant financial services for a person that: (1) is subject to human rights-related sanctions, or (2) exports sensitive technology to Iran and is subject to the prohibition on procurement contracts. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to authorize the President to impose sanctions on a foreign person that knowingly conducted or facilitated a significant financial transaction with the Central Bank of Iran or other Iranian financial institution subject to sanctions for the purchase of goods (other than petroleum or petroleum products) or services by or from a person in Iran, or on behalf of a person in Iran. Excludes from such sanctions a transaction for the sale of agricultural commodities, food, medicine or medical devices to Iran. Directs the President to impose specified sanctions on a foreign financial institution that knowingly facilitated a significant financial transaction on behalf of any person directly or indirectly owned or controlled by an Iranian person included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. Revises the exception to the imposition of sanctions for purchases of Iranian petroleum or petroleum products. Expresses the sense of Congress that the President should coordinate with the European Union (EU) and its member states to restrict Iran's access to the euro currency. Directs the President to develop a National Strategy on Iran that provides strategic guidance for addressing threats posed by Iran. Directs the President to report to Congress every 60 days regarding the Iranian nuclear timetable and the projected economic effects of international sanctions on Iran. Requires the Government Accountability Office (GAO) to report to Congress regarding presidential implementation of specified sanctions on Iran.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Diagnostic Imaging Services Access Protection Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, with respect to payments for physician services, to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services until the Secretary publishes in the Federal Register: (1) an analysis of the information used in the final rule to implement the physician fee schedule in 2013 to determine what, if any, efficiences exist within the professional component of imaging services when two or more studies are performed on the same patient on the same day; and (2) detailed information on which activities in the vignettes in such rule were assigned specified reduction percentages, how such percentage reductions for the pre-, intra-, and post-service work were determined and calculated, and the clinical aspects that went into those decisions.

Expresses the sense of the House of Representatives that the President should suspend the delivery of F-16 fighter aircraft, M1 tanks, and certain defense articles and services listed on the United States Munitions List to the government of Egypt until the President determines that such government: (1) is politically stable as evidenced by a lack of civil unrest and the termination of the use of military force against Egyptian citizens, (2) is a full partner in its alliance with the United States, and (3) demonstrates respect for Israel and its people.

National Strategic and Critical Minerals Production Act of 2013 - Deems a domestic mine that will provide strategic and critical minerals to be an "infrastructure project" as described in Presidential Order "Improving Performance of Federal Permitting and Review of Infrastructure Projects" dated March 22, 2012. Sets forth the responsibilities of the lead agency (federal, state, local, tribal, or Alaska Native Corporation) with responsibility for issuing a mineral exploration or mine permit with respect to project coordination, agency consultation, project proponents, contractors, and the status and scope of any environmental impact statement. Requires the lead agency to determine that any such action would not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA) if the procedural and substantive safeguards of the lead agency's permitting process alone, any applicable state permitting process alone, or a combination of the two processes together provide an adequate mechanism to ensure that environmental factors are taken into account. Requires the lead agency's project lead, at a project proponent's request, to enter into an agreement with the project proponent and other cooperating agencies that sets time limits for each part of the permit review process. Applies this Act to a mineral exploration or mine permit for which an application was submitted before enactment of this Act if the applicant so requests in writing. Requires the lead agency to begin implementing this Act with respect to such application within 30 days after receiving such a request. Requires the lead agency, with respect to strategic and critical materials within a federally administered unit of the National Forest System, to: (1) exempt from federal regulations governing Special Areas all areas of identified mineral resources in Land Use Designations (other than Non-Development Land Use Designations); (2) apply such exemption to all additional routes and areas that the agency finds necessary to facilitate the construction, operation, maintenance, and restoration of the areas of the identified mineral resources; and (3) continue to apply such exemptions after approval of the Minerals Plan of Operations for the unit. Declares the priority of the lead agency is to maximize mineral resource development while mitigating environmental impacts, so that more of the mineral resource can be brought to the market place. Prescribes the Federal Register notice process for mineral exploration and mining projects. Authorizes the holder of a mineral exploration or mine permit to intervene as of right in any covered civil action by a person affecting rights or obligations of the permit holder under the permit. Bars a civil action claiming legal wrong caused by an agency action unless it is filed by the end of the 60-day period beginning on the date of the final federal agency action to which it relates. Requires the court to hear and determine any covered civil action as expeditiously as possible. Prohibits the court, in a covered civil action, from granting or approving prospective relief unless it finds that such relief is narrowly drawn, extends no further than necessary to correct the violation of a legal requirement, and is the least intrusive means necessary to correct such violation. Declares inapplicable to such a civil action specified requirements of the Equal Access to Justice Act relating to award of costs and fees to a prevailing plaintiff. Prohibits payment from the federal government for court costs of a party in such a civil action, including attorneys' fees and expenses.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Denying Firearms and Explosives to Dangerous Terrorists Act of 2013 - Amends the federal criminal code to grant the Attorney General the authority to deny the transfer of firearms or the issuance of a federal firearms and explosives license to any individual if the Attorney General: (1) determines that such individual has been engaged in or has provided material support or resources for terrorist activities, and (2) has a reasonable belief that such individual may use a firearm or explosive in connection with terrorism. Allows any individual whose firearm or explosives license application has been denied to bring legal action challenging the denial. Prohibits the sale or distribution of firearms or explosives to any individual whom the Attorney General has determined to be engaged in terrorist activities. Permits the Attorney General to withhold information in firearms and explosives license denial revocation suits if the Attorney General determines that the disclosure of such information would likely compromise national security. Authorizes the Attorney General to revoke firearms and explosives licenses and permits held by individuals determined to be engaged in terrorism.

Startup Act 3.0 - Amends the Immigration and Nationality Act to authorize the Secretary of Homeland Security (DHS) to adjust to conditional permanent resident status up to 50,000 aliens who have earned a master's or doctorate degree in a science, technology, engineering, or mathematics field (STEM field) and permit such an alien to remain in the United States: (1) for up to one year after the expiration of the alien's student visa, if the alien is searching for STEM field employment; and (2) indefinitely if the alien remains actively engaged in a STEM field. Removes a STEM alien's conditional status after five years of maintaining eligibility during the entire five-year period. Authorizes the Secretary to issue conditional immigrant visas to up to 75,000 qualified alien entrepreneurs. Removes such conditional basis after four years of maintaining qualified entrepreneur status. Eliminates the per-country numerical limitation for employment-based visas. Increases the per country numerical limitation for family based immigrants from 7% to 15% of the total number of family-sponsored visas. Amends the Chinese Student Protection Act of 1992 to eliminate the provision requiring the reduction of annual People's Republic of China immigrant visas to offset status adjustments under such Act. Amends the Internal Revenue Code to: (1) provide a permanent full tax exclusion on gain from the sale or exchange of qualified small business stock held for more than five years, (2) repeal the minimum tax preference and the 28% capital gains rate on such stock, and (3) provide a limited tax credit for certain startup small businesses. Directs the Secretary of Commerce to use certain federal agency extramural budget funds to award grants to institutions of higher education for initiatives to improve commercialization and transfer of technology. Requires the head of any federal or independent regulatory agency, before issuing a notice of rule making in connection with the issuance of a proposed major rule, to complete a review that, among other things, analyzes the problem that the rule intends to address, and identifies and analyzes the rule's expected impact on state, local, and tribal governments, as well as on the ability of new businesses to form and expand. Requires a cost-benefit analysis before rule issuance. Directs the Secretary of Commerce to regularly compile: (1) information from each of the states and the District of Columbia on laws that affect the formation and growth of new businesses, and (2) quantitative and qualitative information on U.S. businesses that are not more than one year old.

Capital Access for Small Businesses and Jobs Act - Amends the Federal Credit Union Act to empower federal credit unions to receive payments on certain uninsured non-share accounts, subject to such terms, rates, and conditions as may be established by the board of directors, within limitations prescribed by the National Credit Union Administration Board (Board). Requires any Board-prescribed system of prompt corrective action to take into account that credit unions rely predominantly (under current law, must rely) upon retained earnings to build net worth. Redefines "net worth" with respect to any insured credit union (other than a low-income credit union) to include uninsured non-share capital accounts that: (1) do not alter the cooperative nature of the credit union; (2) are subordinate to all other claims against the credit union, including the claims of creditors, shareholders, and the National Credit Union Share Insurance Fund; (3) are available to cover operating losses in excess of retained earnings and, to the extent so applied, will not be replenished; (4) if they have a stated maturity, have an initial maturity of at least five years, and their net worth may be discounted at the Board's discretion when the remaining maturity is less than five years; (5) are subject to disclosure and consumer protection requirements as determined by the Board; (6) are offered by a credit union that is sufficiently capitalized and well-managed, and (7) are subject to such rules and regulations as the Board may establish.

Marketplace Fairness Act of 2013 - Authorizes each member state under the Streamlined Sales and Use Tax Agreement (the multistate agreement for the administration and collection of sales and use taxes adopted on November 12, 2002) to require all sellers not qualifying for a small-seller exception (applicable to sellers with annual gross receipts in total U.S. remote sales not exceeding $1 million) to collect and remit sales and use taxes with respect to remote sales under provisions of the Agreement, but only if such Agreement includes minimum simplification requirements relating to the administration of the tax, audits, and streamlined filing. Defines "remote sale" as a sale of goods or services into a state in which the seller would not legally be required to pay, collect, or remit state or local sales and use taxes unless provided by this Act.

Reserve Retirement Deployment Credit Correction Act - Requires the days of active duty or active service used to reduce the minimum age at which a member of the reserves may retire for non-regular (reserve) service to occur in in any two consecutive fiscal years (under current law, in the same fiscal year).

Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Business Risk Mitigation and Price Stabilization Act of 2013 - Amends the Commodity Exchange Act (CEA) to exempt, from the rules of prudential regulators for swap dealers and major swap participants with respect to initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization, those swaps in which one of the counterparties: (1) is eligible for an exception from clearing requirements because it is not a financial entity, uses swaps to hedge or mitigate commercial risk, and notifies the Commodity Futures Trading Commission (CFTC) how it meets financial obligations associated with entering into non-cleared swaps; or (2) satisfies specified criteria governing treatment of affiliates in connection with clearing requirements. Amends the Securities Exchange Act of 1934, regarding registration and regulation of security-based swap dealers and major security-based swap participants, to exempt from initial and variation margin requirements for swaps not cleared by a registered derivatives clearing organization a security-based swap in which one of the counterparties: (1) qualifies for a specified exception from clearing requirements, or (2) satisfies certain criteria governing the treatment of affiliates. Requires that the amendments to CEA made by this Act be implemented: (1) without regard to federal information policy requirements or the notice and comment requirements of federal administrative procedure; and (2) through promulgation of an interim final rule, pursuant to which public comment will be sought before a final rule is issued. Limits the disregard of such federal information policy and notice and comment requirements solely to changes to rules and regulations, or proposed rule and regulations, that are limited to, and directly a consequence of, the amendments to CEA made by this Act.

Harriet Tubman National Historical Parks Act - Establishes in Caroline, Dorchester, and Talbot Counties, Maryland, the Harriet Tubman Underground Railroad National Historical Park as a unit of the National Park System. Establishes in Auburn, New York, the Harriet Tubman National Historical Park also as a unit of the National Park System. Authorizes the Secretary of the Interior to enter into cooperative agreements with certain entities for the historical preservation and interpretation of such parks. Requires the Secretary to complete a general management plan for such parks.

Riya Wilson Act - Amends title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act to require an approved state plan that is required in order to be eligible for federal payments for foster care and adoption assistance to provide that such state has in effect procedures that require the state child welfare agency to promptly report information on missing or abducted children to law enforcement authorities for entry into the National Crime Information Center (NCIC) database. Amends the Crime Control Act of 1990 to require a state reporting a missing child under the age of 21 to the NCIC to: (1) require the state law enforcement agency that entered the report to include a recent photograph in information updating a record, and (2) notify the National Center for Missing and Exploited Children of each report received relating to a child reported missing from a foster care family home or childcare institution.

Postal Service Protection Act of 2013 - Sets forth rules for the recalculation of annuities for employees of the U.S. Postal Service (USPS) and for the redetermination of surplus or supplemental liabilities under the Civil Service Retirement System (CSRS). Prescribes the "average pay" to be used in calculating annuities and surplus amounts. Authorizes the transfer of surplus postal retirement contributions in FY2010 to the Postal Service Retiree Health Benefits Fund, the Postal Service Fund, and the Employees' Compensation Fund under the Federal Employees' Compensation Act (FECA) and to USPS for payment of its debt obligations. Eliminates the requirement for pre-funding of the Postal Service Retiree Health Benefits Fund. Sets forth criteria for the closing or consolidation of postal facilities. Allows USPS to provide any nonpostal service or product in a manner consistent with the public interest. Provides for the mailing of wine and beer sent by a licensed winery or brewery in accordance with the laws of the state, territory, or district where the addressee or agent takes delivery. Establishes in USPS the position of the Chief Innovation Officer who shall have proven expertise and success in the postal and shipping industry and in innovation, marketing, technology, and management. Establishes a Postal Innovation Advisory Commission. Requires the Postmaster General to report to specified congressional committees and the Postal Regulatory Commmission on a comprehensive strategy for maximizing USPS revenue through innovative postal and nonpostal products and services. Prohibits USPS from reducing the frequency of mail delivery to fewer than six days each week or from increasing the expected delivery time for market-dominant products. Repeals the annual limitation on the percentage changes on postal rates for market-dominant products.
