Restoration of Employment Choice for Adults with Disabilities Act

United States · United States Congress · 12 May 2026

Restoration of Employment Choice for Adults with Disabilities Act This bill relaxes requirements that allow entities with a special wage certificate to pay subminimum wages to individuals with disabilities. Specifically, the bill eliminates a requirement that an individual with a disability who is age 24 or younger receive pre-employment transition services and meet specified vocational rehabilitation criteria before beginning subminimum wage work. The bill also relaxes career counseling and service referral requirements that apply to an individual with a disability who is paid at a subminimum wage. Current law requires an entity to ensure that an individual employed at subminimum wage receives periodic career counseling, information, and referrals to other services from the designated state agency. Under the bill, this requirement is met if the employer makes a documented effort to contact the state agency for those resources on behalf of the employee, and the state agency subsequently fails to provide the counseling, information, and referrals.

Federal Fraud Prevention Workforce Training Act

United States · United States Congress · 22 April 2026

Federal Fraud Prevention Workforce Training Act This bill requires the Office of Management and Budget (OMB) and the Department of the Treasury to establish and maintain a mandatory antifraud and improper payment prevention training program for federal employees whose roles involve federal financial assistance or oversight of federal programs. The program must also be made available to state, local, and tribal governments to train relevant personnel. Under the bill, federal agencies must ensure that all federal employees in roles involving oversight of federal programs or federal financial assistance complete the training every two years. (Such positions include program administrator or officer, financial administrator or manager, disbursement certifying official, auditing official, and grants manager.) The Office of Personnel Management shall certify and maintain records of completion. Treasury must also provide the program and related technical assistance to state, local, and tribal governments for training employees who are responsible for the administration of federally funded programs. Federal agencies may make completion of the program a condition of a federal grant or award. The program curriculum must include comprehensive instruction on specified topics, including (1) identifying fraud and improper payment risks in federal programs; (2) using government-wide antifraud data sharing and other payee validation programs; and (3) reporting mechanisms for suspected fraud, waste, and abuse. No later than two years after the date of the bill's enactment, Treasury and OMB must provide Congress with a report on program implementation. Finally, Treasury may prescribe any regulations necessary to implement and administer the training program.

No Aid for Ghost Students Act of 2026

United States · United States Congress · 12 March 2026

No Aid for Ghost Students Act of 2026 This bill requires the Department of Education (ED) to establish an identity fraud detection system for the Free Application for Federal Student Aid (FAFSA). Beginning on October 1, 2026, ED must use an identity fraud detection system to review each submitted application to determine whether the applicant presents a reasonable suspicion of identity fraud. If ED makes such a determination, it must notify the applicant and each institution of higher education (IHE) designated on the application that the applicant is subject to additional identity verification. An IHE may not disburse federal financial aid to an applicant that presents a reasonable suspicion of fraud unless the IHE verifies the applicant's identity in person or by live video. If the applicant's identity is confirmed, the IHE must notify ED that the applicant's identity has been verified. ED must establish guidelines for the identity verification procedures conducted by IHEs. (On April 26, 2026, ED began implementing a real-time identity fraud detection process within the FAFSA form that places applicants into one of four risk categories. High-risk applicants must confirm their identity by presenting documentation during the online application process, including via a live camera process. Applicants who are rejected via this automated process must then have their identity verified in person by IHEs.)

Stop Insider Trading Act

United States · United States Congress · 12 January 2026

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.
