Provides that the transcript of the proceedings in the Committee on Merchant Marine and Fisheries of September 24, 1974, incident to the presentation of a portrait of the Honorable Leonor K. Sullivan to the Committee on Merchant Marine and Fisheries be printed as a House document with illustrations and suitable binding. Provides that in addition to the usual number, there shall be printed 1500 copies of such document for the use of the Committee on Merchant Marine and Fisheries.

Prohibits the interstate shipment of dogs trained for or intended to be used in dog fights for purposes of sport, wagering, or entertainment. Specifies punishments for persons involved in such commerce and for promoters of and participants in activities which include such dog fights if at least one of the dogs involved had been moved in such commerce.

International Air Transportation Fair Competitive Practices Act - States that Federal departments and agencies shall take all appropriate actions within their jurisdiction to attempt to eliminate discriminatory and unfair competitive practices against United States air carriers in the international air transportation industry. Provides for compensatory charges to be imposed on foreign air carriers of the Country concerned if discriminatory charges against United States air carriers are not reduced or eliminated within a reasonable time after negotiations are undertaken for such purpose. States that the amounts so collected shall be used to compensate such air carriers for the excessive or discriminatory charges paid by them to the foreign countries involved. Provides that the Postmaster General shall not authorize a higher rate of compensation for the transportation by foreign carriers of mail between the United States and such foreign country as that country pays to air carriers transporting its mail by aircraft between such country and the United States. Requires that the government-financed air transportation of passengers and property be provided by air carriers holding certificates under the Federal Aviation Act to the extent practicable.

Increases from $16,000,000 to $26,000,000 the funds authorized to be appropriated for the acquisition of lands pursuant to the Act establishing the Fire Island National Seashore. Authorizes the Secretary of the Interior to petition in the United States District Courts for injunctive relief concerning any action covered by the provisions of this Act.

Declares that all foreign troops currently involved in Cyprus be withdrawn immediately so that the United Nations may be permitted to restore peace to the island and the Cypriot people guaranteed the right to determine their own destiny.

Prohibits the Administrator of the Environmental Protection Agency from requiring, under the Clean Air Act, an indirect source emission review as a part of any applicable implementation plan. States that any rules or regulations with respect to the requirement of such review as a part of any such plan previously promulgated by the Administrator shall be void on the date of the enactment of this Act.

National Commission on Epilepsy and Its Consequences Act - Directs the Secretary of Health, Education, and Welfare to appoint a National Commission to determine the most effective means of finding the cause and cures and treatments for epilepsy. Directs that such Commission shall develop a national plan for the control of epilepsy and its consequences. Provides for the membership of such Commission. Sets forth the duties of such Commission. Requires that it shall be a duty of the Commission to develop a comprehensive national plan for the control of epilepsy and its consequences based on the most thorough, complete, and accurate data available on the disorder. Requires the Commission to make recommendations concerning the proper roles of the Federal and State governments, and the national and local public and private agencies in research, prevention, identification and rehabilitation of persons with epilepsy. Requires the transmittal to the President and to the Congress of a final report under this Act.

Expresses the sense of Congress that the President of the United States should direct the Secretary of State: (1) to bring to the immediate attention of the Government of the Soviet Union the deep and growing concern among citizens of the United States over the plight of Simas Kudirka as a United States citizen; and (2) to urge that the Soviet Government release him from imprisonment and permit him and his immediate family to emigrate freely to the country of his choice. Expresses the sense of the Congress that the President of the United States forward a copy of this concurrent resolution to the United States Representative to the United Nations for transmission to the Commission on Human Rights or the Division of Human Rights of the United Nations.

Expresses the sense of the House of Representatives that the President direct the Representative of the United States to the United Nations to call upon that body to request the Government of the United Kingdom: (1) to restore to the Irish minority in Northern Ireland the basic rights and civil liberties guaranteed by the Magna Carta; (2) in keeping with the Magna Carta, to: (a) restore to the minority in Northern Ireland the right of habeas corpus; (b) restore to the minority in Northern Ireland the right to be confronted only by accusers; (c) restore to Irish political prisoners the right of trial by jury; and (d) end the practice of confining Irish political prisoners in institutions far removed from their homes; (3) to inquire into the conditions in prisons, particularly prisons for women, in England and Northern Ireland; and (4) to inquire into the best means of securing a lasting peace in Northern Ireland.

Expresses the sense of the House of Representatives of the United States that the Secretary of Defense shall issue no further reclassifications from missing in action to presumptive finding of death status until such time as the Government of North Vietnam complies with the Paris Peace Agreement, and until a determination is made that all possible means of ascertaining the fates of those listed as missing in action has been made.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Olympic Sports Commission Act - Establishes a President's Commission on Olympic Sports composed of twenty-seven members including not less than three amateur athletes who competed in at least one of the past three Olympic games, who shall be appointed by the President of the United States. Directs the Commission to: (1) conduct a full and complete investigation, study, and evaluation of the United States Olympic Committee, its activities and its present and former membership groups on a sport-by-sport basis, as they relate to the effectiveness of the United States teams in international competitions in the Olympic sports; (2) determine what factors impede or prevent or tend to impede or prevent the United States from fielding its best amateur athletes for participation in Olympic games and other international amateur sporting events in the Olympic sports; (3) study methods for assuring adequate financial support for our Olympic teams and other amateur athletic teams participating in international competitions in the Olympic sports; and (4) investigate, study, and evaluate any other related matters that have a direct bearing upon participation by amateur athletes of the United Sates in Olympic games and other international amateur sporting events in the Olympic sports, including development plans to increase the level of sports participation generally in the United States. Directs the Commission to submit two reports of its findings and recommendations to the President and to the Congress. Requires that the first report, on the organization and operation of the United States Olympic Committee and its member groups, shall be submitted eight months after all the members of the Commission have been appointed. Requires that the second report, on development plans for each sport for 1976 and beyond, shall be submitted after the next five months. Authorizes to be appropriated to carry out the provisions of this Act, the sum of $1,200,000 to remain available until expended.

Expresses the sense of the House of Representatives that the President should (1) immediately initiate negotiations at the highest level of the Turkish Government to prevent the resumption of opium production; and (2) if such negotiations prove unfruitful, exercise the authority provided by the Congress under the Foreign Assistance Act, to terminate all assistance to the Government of Turkey.

Special Unemployment Compensation Act - Provides that each State which enters into an agreement with the Secretary of Labor, pursuant to which it makes payments of special unemployment compensation, shall be paid by the United States such amounts as are deemed necessary by the Secretary of Labor to carry out the provisions of this Act in the State. States that an individual shall be eligible to receive a payment of special unemployment compensation or waiting period credit with respect to a week of unemployment occurring during and subsequent to a special unemployment compensation period in accordance with the provisions of this Act if the individual meets the specified requirements, including the exhaustion of all rights to compensation under all State unemployment compensation and other laws. Provides for the periods of time to be covered by special unemployment compensation under this Act. States that a special unemployment compensation period shall commence in an area designated by the Secretary with the third week after the first week for which there is an "on" indicator for such area, and shall terminate with the third week after the first week for which there is an "off" indicator for such area. Provides that no special unemployment compensation period shall have a duration of less than 13 weeks. Sets forth the criteria for establishing "on" and "off" indicators. Prescribes the calculations to be followed in determining the weekly amount of special unemployment benefits and sets maximum benefit amounts. Empowers the Secretary to promulgate rules necessary to carry out the provisions of this Act. Defines the terms used in this Act. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Provides under title XVI of the Social Security Act for emergency replacement payments to recipients of supplemental security income benefits. Authorizes cost-of-living increases in such benefits. Prevents reductions in such benefits because of social security benefit increases. Provides reimbursement to States for home relief payments to disabled applicants prior to determination of their disability. Permits the payment of such benefits under specified circumstances directly to drug addicts and alcoholics (without a third-party payee). Restores food stamp eligibility to all supplemental security income recipients. Changes the eligibility requirements for supplemental security income benefits for separated spouses. Allows judicial review of eligibility determinations.

Designates the premises occupied by the Chief of Naval Operations as the official residence of the Vice President, effective upon the termination of service of the incumbent Chief of Naval Operations. Authorizes the Administrator of General Services to provide for the care, maintenance, repair, improvement, alteration, and furnishing of the official residence and grounds. Authorizes to be appropriated such sums as may be necessary from time to time to carry out the foregoing purposes. Expresses the sense of Congress that living accommodations, generally equivalent to military services, should be provided for the Chief of Naval Operations.

Provides, under the Social Security Act, for the establishment and revision of Professional Standards Review Organization areas, such establishment and revision to take into account the recommendations of the doctors of medicine or osteopathy. States that the final determination in the establishment or revision of any Professional Standards Review Organization area shall be subject to review in a civil action commenced by any interested person. Directs the National Professional Standards Review Council to conduct a study for the purpose of evaluating whether, and under what conditions, organizations other than professional associations shall be allowed to perform review functions. Requires each Professional Standards Review Organization to assume responsibility for professional standards review of health care services furnished by or in institutions operated by the Public Health Service and the Veterans Administration in the area which it serves. Requires, in conjunction with such reviews, that procedures be developed whereby deficiencies shall be brought to the attention of administrators of the hospitals and other Federal institutions concerned. Calls for the consolidation of data and reports compiled under these provisions. Directs that criteria of health care shall be identified or developed by each Professional Standards Review Organization, giving due consideration to such criteria of care identified or developed by national medical specialty organizations. States that such criteria of care shall be used by the Professional Standards Review Organization as guides of care. Requires the National Professional Standards Review Council to provide for the distribution to each Professional Standards Review Organization, and to each other agency performing review functions, of appropriate materials indicating various guides being utilized in other geographical areas. Provides for the protection of the confidentiality of medical records compiled under this Act. Empowers the Secretary of Health, Education, and Welfare to enter into a contract with any State medical society or private nonprofit organization (including medical foundations) designated by a State medical society for the provision of necessary technical and other assistance in the creation and operation of local professional standards review organizations.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Extends the appropriations provisions of the Public Works and Economic Development Act through fiscal year 1976. Deletes the provisions of such Act regarding additional grants to areas of substantial unemployment during the preceding year from title I (Grants for Public Works and Development Facilities) of such Act. Limits the amount of loans for public works and development facilities and for business and business loan guarantees to $60,000,000 for fiscal years 1975 and 1976. Authorizes financial aid within a redevelopment area for the purcahse or development of land and facilities for industrial or commercial usage, and for any industrial or commercial activity. Authorizes grants to State, or sub-State economic adjustment planning organizations for administrative and planning activities. Authorizes appropriations of $60,000,000 for fiscal years 1975 and 1976 for technical assistance, research and information activities under this Act. Requires economic development districts under such Act to provide copies of their overall economic development programs to the appropriate regional commissions. Extends through fiscal year 1976 appropriations authorization for economic development centers and increases grants for redevelopment area projects. Extends appropriations authorization through fiscal year 1976 for supplements to Federal grant-in-aid programs. Requires coordination between the Secretary of Health, Education, and Welfare and such regional commissions in making grants and loans and providing technical assistance under this Act. Extends through fiscal year 1976 the Public Works and Economic Development Act of 1965, as amended. Authorizes the Secretary to make grants to any eligible recipient which has experienced, or may reasonably be foreseen to be about to experience, a special need to meet an expected rise in unemployment, or other economic adjustment problems (including those caused by any action or decision of the Federal Government) and which submits a plan meeting the requirements of this Act. Allows such grants to be used for: (1) public facilities, public services, business development, planning, research, and technical assistance; (2) redistribution by the eligible recipient in loans and loan guarantees to private profitmaking entities; and (3) redistribution by the eligible recipient in payments to individuals for unemployment assistance as described in this Act and for training or relocation assistance. Authorizes appropriation for such grants of an amount per fiscal year not to exceed 20 percent of the amount appropriated for the purposes of titles I through V of the Public Works and Economic Development Act for such fiscal year.

Home Health Services Act - Provides, under the Public Health Service Act, for the establishment and initial operation of public and nonprofit private agencies which will provide home health services in areas in which such services are not otherwise available. Authorizes the Secretary of Health, Education, and Welfare to make grants: (1) to meet the initial and expanding costs of such agencies; and (2) for programs for the training of professional and paraprofessional personnel to provide home health services. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

Creates a select committee to be composed of eleven members of the House of Representatives to conduct a full and complete study of the constitutional basis of the January 22, 1973, United States Supreme Court decisions on abortion, the ramifications of such decisions on the power of the several states to enact abortion legislation, and the need for remedial action by Congress on the subject of abortions. States that for the purpose of carrying out this resolution the committee, or any subcommittee thereof authorized by the committee to hold hearings, is authorized to sit and act during the present Congress at such times and places within the United States, including any Commonwealth or possession thereof, whether the House is in session, has recessed, or had adjourned, to hold such hearings, and to require, by subpena or otherwise, the attendance and testimony of such witnesses and the production of such books, records, correspondence, memoranda, papers, and documents, as it deems necessary.

Prescribes a World War I Veterans' pension of $150 for married veterans or veterans with one child or $135 for unmarried veterans, and an extra $125 for those in need of regular attendance. Authorizes hospital, domiciliary, and medical care to such veterans for non-service-connected disabilities, and costs for medical services unavoidably incurred outside Veterans Administration facilities. Authorizes the payment of a pension to the widow of a World War I veteran if she is not otherwise entitled to a pension.

Expresses the sense of the Congress that the President of the United States direct the Secretary of the State to bring to the immediate attention of the Soviet Government the concern of U.S. citizens over the imprisonment of a Lithuanian seaman who unsuccessfully sought asylum aboard a United States Coast Guard ship and to urge his release from prison and return to his family.

Authorize appropriations for the Coast Guard: for the procurement of vessesl ($22,676,000), aircraft ($17,793,000), construction of shore and offshore establishments ($73,631,000), and bridge alterations ($6,800,000). Authorizes for the Coast Guard an end-year strength for active duty personnel of 37,748 and average military student loads for the fiscal year 1975.

Revises the Intercoastal Shipping Act by eliminating the provision that nothing in the Act shall prevent the carriage, storage, or handling of property free or at reducted rates for the United States, States, municipal Governments, or for charitable purposes.
