Children's Vision Improvement and Learning Readiness Act of 2002 - Allows the Secretary of Health and Human Services to make grants to States for the purposes of: (1) providing comprehensive eye examinations for children, with priority to go to children under nine years old; and (2) developing and disseminating educational materials with regard to the need and benefits of comprehensive eye examinations for children. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Prohibits a grant from being made unless the State involved agrees not to make payments from the grant for any item or service for which payment has been made, or can reasonably be expected to be made, with respect to such item or service by an entity that provides health services on a prepaid basis or under any of the following: (1) any State compensation program; (2) an insurance policy; or (3) any Federal or State health benefits program. Requires a State to submit an annual evaluation of the operations and activities carried out under a grant to the Secretary. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 coins and 500,000 $1 coins emblematic of the life and legacy of President Theodore Roosevelt. Requires the coins to be issued in 2006 to mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize. Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as possible (but no later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Volunteer Pilot Organization Protection Act - Amends the Volunteer Protection Act of 1997 to exempt from liability a nonprofit volunteer pilot organization that flies for public benefit, its staff members, and its volunteers for harm caused by a volunteer while flying, in furtherance of the purpose of the organization, an aircraft for which the volunteer was properly licensed and individually insured.

Restoring Investor Confidence Act of 2002 - Amends the Internal Revenue Code to revise rules concerning capital gain for taxpayers other than corporations to establish a new general rule which provides that if for any taxable year a taxpayer other than a corporation has a capital gain, 55 percent of such gain shall be a deduction from gross income. Excludes from individual gross income 55 percent of dividends received from a domestic corporation.

Commends: (1) Greece for its outstanding contributions to the global war against terrorism, including military support for Operation Enduring Freedom, humanitarian assistance for Afghanistan, and participation in the International Security Assistance Force in Afghanistan; and (2) U.S.-Greek law enforcement cooperation. Recognizes Greece's success in apprehending key members of the November 17 terrorist organization and urges continued efforts to completely dismantle the organization.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Protecting Our Children From Violence Act of 2002 - Amends the Federal criminal code to set forth criminal penalties for the: (1) assault or maiming of an individual under 18 years of age (minor); (2) custodial (parental) kidnaping of a minor; and (3) murder or attempted murder of a minor. Provides a civil action for the relief of a victim or of a parent on behalf of a victim. Authorizes the National Center for Missing and Exploited Children to forward to local law enforcement agencies any electronic reports received concerning possible violations of child pornography laws. Requires the Attorney General to establish an AMBER (America's Missing: Broadcast Emergency Response) Alert Coordinator position. Directs the Secretary of Transportation to make grants to States for developing and constructing along highways facilities and equipment designed to notify the public of missing children. Establishes within the Federal Bureau of Investigation a National Crimes Against Children Response Center to: (1) develop a national response plan model for reporting crimes involving the victimization of children; and (2) protect children from future crimes. Increases from 25 to 35 years the statute of limitations for child abuse offenses. Makes the confidential marital communication privilege and adverse spousal privilege inapplicable to Federal proceedings where a spouse is charged with a crime against a child of either spouse or against a child under the custody or control of either spouse. Increases penalties for sex offenses. Directs the Attorney General to appoint a Deputy Assistant Attorney General for Crimes Against Children.

Hometown Heroes Survivors Benefits Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

National AMBER Alert Act of 2002 - Directs the Attorney General to establish an AMBER (America's Missing: Broadcast Emergency Response) Alert Coordinator position to: (1) establish guidelines for implementing a statewide AMBER Alert plan; (2) provide technical assistance to the States, broadcasters, and law enforcement agencies in implementing such plans; (3) certify to the Secretary of Transportation any State that has established or agrees to establish such a plan and a reciprocal arrangement with other States; and (4) monitor compliance and revoke certification of any State that fails to establish such a plan. Directs the Secretary to make grants to certified States to develop, acquire, install, and construct facilities and equipment along highways to notify the public about missing children and their abductors.

National AMBER Alert Network Act of 2002 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Animal Fighting Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to ship in interstate commerce a knife, gaff, or other sharp instrument used in cockfighting. Revises enforcement provisions.
