State Budget Relief Act of 2001 - Requires the Federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act (SSA) for: (1) a State for FY 2001 to be substituted for the State's FMAP for FY 2002 if the FY 2002 FMAP would otherwise be less than the FY 2001 FMAP; and (2) each eligible State for each calendar quarter in FY 2002 to be increased by two percentage points. Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

Designates the national cemetery in Saratoga, New York, as the Gerald B. H. Solomon Saratoga National Cemetery. Directs the Secretary of Veterans Affairs to provide for the placement therein of a suitable memorial to honor Solomon's service to the United States.

Homeland Emergency Response Operations Act or HERO Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from granting any extension beyond December 31, 2006, for the reassignment of the frequencies assigned for public safety services. Directs the FCC to complete assignment of the electromagnetic spectrum between 764 and 776 megahertz and between 794 and 806 megahertz for public safety services and to permit operations by public safety services on those frequencies no later than January 1, 2007.

Declares that: (1) the President and the United Nations (UN) should insist on monitoring weapons development in Iraq, and Iraq should allow UN weapons inspectors into Iraq, as required by UN Security Council Resolution 687; (2) Iraq remains in material and unacceptable breach of its international obligations; and (3) Iraq's refusal to admit UN weapons inspectors into any facility covered by such resolution should be considered an act of aggression against the United States and its allies.

Condemns the terrorist attacks resulting in the death of 26 and the wounding of at least 175 innocent people in Israel within 14 hours during December 1-2, 2001, and extends the deepest sympathies of Congress to Israel and to the families of the victims. Expresses outrage at the ongoing Palestinian terrorist campaign and insists that the Palestinian Authority take all necessary steps to end it. Urges the President to take all necessary steps to ensure that the Palestinian Authority takes specified actions. Urges the President to insist that countries harboring or materially supporting Palestinian terrorist groups end their support, dismantle the groups, and bring them to justice. Commends the President for his strong leadership against international terrorism. Expresses U.S. solidarity with Israel in their struggle against terrorism.

National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Medicare Laboratory Services Access Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to specify as $5.25 for 2002, adjusted for inflation in each subsequent year, the nominal fee for collecting specimens for clinical diagnostic laboratory tests under Medicare.

Amends the Air Transportation Safety and System Stabilization Act to state that amounts received from charitable sources shall not be used as a collateral source for purposes of reducing the amount of compensation provided under the September 11th Victim Compensation Fund of 2001 to an individual (or relatives of a deceased individual) who was physically injured or killed as a result of the terrorist-related aircraft crashes of September 11, 2001.

New York Liberty Zone Tax Relief Act of 2001 - Amends the Internal Revenue Code to provide specified temporary tax benefits for the New York Liberty Zone (NYLZ) (September 11, 2001-damaged area). Allows through 2006: (1) additional depreciation (30 percent) as specified for qualified property acquired after September 10, 2001; and (2) a five-year recovery period for depreciation of certain qualified leasehold improvement property (interior of nonresidential real property), as specified. Increases the aggregate dollar limitation for the expensing of certain depreciable business assets (section 179), as specified. Treats qualified New York Liberty Bonds as tax-exempt facility bonds, subject to a maximum aggregate amount, as specified. Extends the replacement period for nonrecognition of gain from two to five years for certain property involuntarily converted as a result of the terrorist attacks in the NYLZ.

Expresses the sense of the House of Representatives that the President should use his authority under the Low-Income Home Energy Assistance Act of 1981 to release emergency funds to States immediately to ease the additional financial burden that job loss and depressed consumer confidence have placed on low-income families.

Prohibits any contract for which the time of performance exceeds three days from being awarded for work at a Department of Defense facility or installation unless the contractor implements procedures under which a background investigation, psychological assessment, and behavioral observation is conducted, and fingerprint cards are provided, for any individual performing such work.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Protect Victims of Identity Theft Act of 2001 - Amends the Fair Credit Reporting Act, with respect to the statute of limitations on actions, to provide that an action to enforce a liability may be brought not later than two years after the date on which the violation is discovered or should have been discovered by the exercise of reasonable diligence. Tolls such limitation period during any period during which a defendant has materially and willfully misrepresented information statutorily required to be disclosed where such misrepresentation is material to establishment of liability.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Provides that with respect to the use of the emergency fund authorized under Federal highway provisions to pay the costs of projects in response to the attack on the World Trade Center in New York City on September 11, 2001, notwithstanding otherwise applicable limitations: (1) the Federal cost share of each such project shall be 100 percent; and (2) the Secretary of Transportation may obligate more than $100 million in any one fiscal year and more than $100 million for those projects.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Medication Errors Reduction Act of 2001 - Directs the Secretary of Health and Human Services to establish a program to make grants to eligible entities for the purpose of assisting such entities in offsetting the costs related to purchasing, leasing, developing, and implementing standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Gives special consideration to eligible entities serving a large number of Medicare, Medicaid, and State Children's Health Insurance Program (SCHIP) eligible individuals. Reserves a certain percentage of grant funds for rural hospitals. Terminates the Secretary's authority to make such grants on September 30, 2011. Directs the Secretary to appoint a Medical Information Technology Advisory Board to study and report to Congress on best current practices in medical information technology and certain standardization and security requirements.

Cleanup and Reconstruction Assistance Act of 2001 - Requires the President, if and when he vests and liquidates assets frozen pursuant to Executive Order 13224 of September 23, 2001, or subsequent Executive orders issued as a result of the terrorist attacks of September 11, 2001, to: (1) deposit such assets in a separate account in the Treasury; and (2) distribute amounts in the account to the State of New York, the State of Pennsylvania, and the Department of Defense to cover costs associated with the removal of debris left as a result of the damage caused by the terrorist attacks on the World Trade Center and the Pentagon, and the crash of the hijacked airliner in Pennsylvania, on September 11, 2001, including reconstruction on the damaged sites.

Federal-Local Information Sharing Partnership Act of 2001 - Amends the Federal Rules of Criminal Procedure, the Federal criminal code, and the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA PATRIOT ACT) of 2001 to authorize the sharing of grand jury information, electronic, wire, and oral interception information, and foreign intelligence information, respectively, with State or local law enforcement personnel. Directs that such information be used consistent with such guidelines as the Attorney General shall issue to protect confidentiality. Amends: (1) the Fair Credit Reporting Act to authorize the recipient of a consumer report or information to disclose the contents to law enforcement personnel to assist in the performance of official duties; and (2) the Immigration and Nationality Act to authorize the Secretary of State to provide copies of Department of State and U.S. diplomatic and consular office records regarding visas or related information to law enforcement personnel. Directs that such information be used consistent with such guidelines. Amends: (1) the Foreign Intelligence Surveillance Act of 1978 to authorize the sharing of information acquired from an electronic surveillance or from a physical search with law enforcement personnel; and (2) the General Education Provisions Act and the National Education Statistics Act of 1994 to authorize the disclosure of the contents of education records and reports, records, and information to law enforcement personnel, subject to guidelines for the use of that information.

Expresses the sense of Congress that the President should direct: (1) the Nuclear Regulatory Commission (NRC), the Department of Defense, the National Guard Bureau, the Department of Transportation, the Federal Bureau of Investigation, and the Central Intelligence Agency to conduct a joint study to assess the present and future need for military and National Guard units to augment security at the 103 active nuclear facilities in the United States; (2) the NRC and National Guard Bureau to work with State law enforcement agencies to establish basic guidelines for the proper training and use of National Guard units deployed at such facilities; and (3) the NRC, the Federal Emergency Management Agency, and the Food and Drug Administration to establish emergency reserves of potassium iodide tablets in communities within the emergency planning zones of each of the 64 U.S. nuclear power sites. Calls for Federal funding of the National Guard units protecting nuclear facilities.

Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the refinancing of prior business debt of businesses eligible for such loans. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result of such attacks. Reduces guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize and encourage small business investment companies to provide equity capital and make loans to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Terrorism Risk Protection Act - Sets a deadline for the President to designate an Administrator (or Administrators) to implement this Act. Expresses the sense of Congress that, in determining the Administrator responsible for making determinations as to whether a loss was caused by an act of terrorism, the President should consider the appropriate role of the Assistant to the President for Homeland Security. Prescribes procedural guidelines under which such Administrator shall provide financial assistance (up to $100 billion) to commercial insurers to cover insured losses resulting from an act of terrorism. Amends the Internal Revenue Code to establish a terrorism reserve for commercial lines of insurance business. Expresses the sense of the Congress that: (1) the National Association of Insurance Commissioners (NAIC) should develop appropriate definitions for acts of terrorism and appropriate standards for making determinations regarding such acts; (2) each State should adopt those definitions and standards for purposes of regulating insurance coverage in that State; (3) the appropriate Administrator should advocate and promote the development of definitions and standards appropriate for purposes of this Act; and (4) after such consultation, the appropriate Administrator should adopt definitions for acts of terrorism and standards for determinations appropriate for this Act. Expresses the sense of the Congress that: (1) the NAIC should develop appropriate guidelines for commercial insurers and pools regarding maintenance of reserves against the risks of acts of terrorism; and (2) each State should adopt such guidelines for commercial insurers doing business in that State. Expresses the sense of the Congress that the States should require that the price of terrorism insurance coverage, including the costs of any terrorism related assessments or surcharges, be separately disclosed. Instructs the President to establish a commission to study and report to Congress on the potential effects of an act of terrorism on the life insurance industry in the United States and the markets served by such industry.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Disaster Relief Charities Accountability Act - Establishes the Charity Accountability Board which shall: (1) request information from and make recommendations to qualifying charitable organizations regarding the amount of disaster relief funds collected and dispersed by such organizations, administrative costs incurred, and the criteria used in dispersing disaster relief funds; (2) provide information about disaster relief funds to disaster victims and those wishing to contribute to such funds; and (3) report to the President and Congress on the status of such funds.

Water Infrastructure Security and Research Development Act - Directs the Administrator of the Environmental Protection Agency to establish a program of research, development, and demonstration activities to achieve improvements to technologies and related processes for the security of water supply systems. Requires the program to be carried out through grants to, or cooperative agreements with, research organizations to be used for matters including the following: (1) research regarding vulnerability assessment and physical asset and information system protection technologies; (2) dissemination of research results to the public and to managers of water supply systems; (3) demonstration and assessment of upgraded security technologies; (4) development of security standards and procedures; and (5) research and development related to real-time monitoring to protect against, and technologies and processes to address, chemical, biological, and radiological contamination.

Late Fee Emergency Relief Act of 2001 - Amends the Truth in Lending Act to limit the late fee and annual percentage rate increase imposed upon a consumer credit obligation in the case of any consumer whose principal residence is located in a postal zip code designated by the Postmaster General as a biological, chemical, or radiological attack-related mail disruption area. Requires the Postmaster General to: (1) designate such an area promptly for a 30-day period following any such mail disruption; and (2) disseminate monthly to specified agencies and publish in the Federal Register the postal zip codes designated as mail disruption areas.

September 11 Surviving Spouse Student Loan Relief Act - Directs the Secretary of Education to discharge or cancel the Federal student loan indebtedness of spouses of individuals who died (or die) or who became (or become) permanently and totally disabled from injuries suffered in the terrorist attacks on September 11, 2001.

Technology Talent Act of 2001 - Authorizes the Director of the National Science Foundation to award competitive grants to institutions of higher education to increase the number of students studying and receiving associate's or bachelor's degrees in established or emerging fields within science, mathematics, engineering, and technology. Provides that an institution receiving such a grant shall be known as a National Science Foundation Science and Engineering Talent Expansion Center.

Social Security Benefits Guarantee Act of 2001 - Directs the Secretary of the Treasury to issue a benefit guarantee certificate, with an accurate annual cost-of-living adjustment, to each individual determined by the Commissioner of Social Security to be entitled to benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on August 1, 2001, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on August 1, 2001; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before August 1, 2001. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on August 1, 2001. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on August 1, 2001. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on August 1, 2001. Requires establishment of a model schedule of fines for violations of this Act.

Calls for a joint session of Congress in New York City, New York, during the 107th Congress at such date, time, and location as the Speaker of the House of Representatives and the President Pro Tempore of the Senate may jointly select, for the purpose of conducting such business as the Speaker and the President Pro Tempore may consider appropriate.

American Small Business Emergency Relief and Recovery Act of 2001-Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Waives provisions of rule XII (prohibition on commemorations) of the Rules of the House of Representatives to allow Representative Fossella of New York to introduce, and the House to consider, a bill to amend Federal law to designate September 11 as United We Stand Remembrance Day.
