Stop EITC and CTC Seizures Act This bill prohibits the Department of the Treasury from reducing a taxpayer's tax refund for student loan debt to the extent that such reduction would cause the refund to be less than the sum of the earned income tax credit and the child tax credit.

Respect Graduate Student Workers Act This bill prohibits the National Labor Relations Board from finalizing a specified rule or making a similar rule that excludes student workers at private universities from the definition of employee under federal labor laws. (Under current law, students paid for services provided at universities in connection with such students' studies are considered employees.)

Women Who Worked on the Home Front World War II Memorial Act This bill authorizes the Women Who Worked on the Home Front Foundation to establish a commemorative work on federal land in the District of Columbia in commemoration of the commitment and service represented by women who worked on the home front during World War II. The foundation shall be solely responsible for the acceptance of contributions for, and payment of the expenses of, establishing the memorial. The bill prohibits federal funds from being used to pay any expense for the establishment of the memorial.

Tax Excessive CEO Pay Act of 2019 This bill requires an increase in the corporate income tax rate based upon the ratio of compensation paid to the corporation's highest paid employee to median worker compensation. The pay ratios range from greater than 50 to 1 (0.5% increase) to greater than 500 to 1 (5% increase). The bill exempts corporations whose average annual gross receipts during a three-year period are less than $100 million from the rate increase.

Wage Adjustment for Veterans Enrolled in School Act or the WAVES Act This bill requires the Department of Veterans Affairs to adjust the work-study allowance under its educational assistance programs to the higher of the hourly national minimum wage, the hourly minimum wage of the state, or the hourly minimum wage of the local government where the services are to be performed.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

Green Climate Fund Authorization Act of 2019 This bill authorizes U.S. contributions to the Green Climate Fund, a fund established under the United Nations Framework Convention on Climate Change to finance projects to address climate change. Specifically, the bill authorizes contributions as necessary to (1) achieve the greenhouse gas emissions reduction goals under the Paris Agreement, and (2) exceed the commitment by developed countries to jointly mobilize $100 billion for climate financing each year.

Native American Child Protection Act This bill reauthorizes through FY2026 and otherwise revises certain programs related to the prevention, investigation, treatment, and prosecution of family violence, child abuse, and child neglect involving Indian children and families. Specifically, the bill revises the Indian Child Abuse Treatment Grant Program to encourage the use of grants for culturally appropriate treatment services and programs. The bill renames the Indian Child Resource and Family Services Centers as the National Indian Child Resource and Family Services Center. It also requires such center to (1) provide advice, technical assistance, and training to urban Indian organizations; (2) develop certain technical assistance materials for Indian tribes, tribal organizations, and urban Indian organizations; and (3) develop model intergovernmental agreements between tribes and states to prevent, investigate, treat, and prosecute incidents of family violence, child abuse, and child neglect involving Indian children and families. Additionally, the bill revises the Indian Child Protection and Family Violence Prevention Program to allow Indian tribes, tribal organizations, and intertribal consortia to use program funds for additional activities, such as operational costs for child protective services. It also revises the definition of child abuse to include psychological or verbal abuse that causes serious emotional or mental injury to a child.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

New Deal for New Americans Act of 2019 This bill provides assistance to immigrants and addresses issues related to naturalization. The bill establishes the National Office of New Americans to promote and support immigrant integration and encourage the pursuit of U.S. citizenship among immigrants. The bill also establishes grant programs for eligible entities that provide (1) legal services for immigrants, (2) English language education that focuses on integrating students into society, and (3) workforce development training that supports the economic integration of immigrants. The bill also reauthorizes the Citizenship and Integration Grant Program within U.S. Citizenship and Immigration Services (USCIS). USCIS may establish a nonprofit entity to spur innovation in the expansion of citizenship preparation programs and to support assistance for immigrants seeking permanent resident status or citizenship. The bill also requires the Department of Homeland Security to (1) report to Congress before increasing fees for immigration adjudication and naturalization services above the levels of such fees on January 1, 2019, and (2) waive or reduce certain immigration-related fees for low-income aliens. The bill also (1) waives the English proficiency requirement for the naturalization of certain permanent residents, (2) repeals the public charge ground for deportation, (3) requires states to provide for automatic voter registration to qualifying new citizens unless that individual declines, and (4) sets a floor of 110,000 to the maximum number of refugees who may be admitted into the United States each year.

Advancing Youth Enrollment Act This bill amends the Internal Revenue Code to increase the premium assistance tax credit for taxpayers with household members between the ages of 18-34. (The credit is available to eligible individuals and families to subsidize the purchase of health insurance on an exchange established under the Patient Protection and Affordable Care Act.) The bill allows an increased tax credit for the purchase of health insurance by reducing the maximum percentage of income that taxpayers under age 31 must pay for coverage by 2.5%, with reductions of .5% for each year for ages 31-34.

Native American Veteran Parity in Access to Care Today Act or the Native American PACT Act This bill prohibits the Department of Veterans Affairs from collecting copayments from American Indian or Alaska Native veterans for hospital care or medical services.

Western Water Security Act of 2019 This bill addresses water management infrastructure and improvement, groundwater management, and water conservation and environmental restoration in certain western states. Specifically, the bill increases the authorization of appropriations to fund research agreements between the Bureau of Reclamation and eligible entities for water management improvement. The bill expands eligibility for such agreements to include nonprofit conservation organizations. The bill also reauthorizes through FY2024 a program through which Interior is authorized to assist eligible desalination projects. The bill lowers cost-sharing requirements under the program for rural desalination projects. Further, the bill allows certain financial assistance made available under an existing drought relief program to be used to assist state and tribal governments in addressing drought-related impacts to water supplies or any other immediate water-related crises. The bill reauthorizes the program through FY2030. Additionally, the bill increases the maximum federal share of costs for certain infrastructure improvements and activities for groundwater management that provide benefits to consumptive water users (i.e., users of water that is not returned to a stream, river, or water treatment plant) and nonconsumptive ecological or recreational values. The bill also requires Reclamation to carry out a water acquisition program in specified river basins. Further, Interior must analyze the extent to which changes in water supply will affect native biodiversity and must produce strategies for sustaining native biodiversity during periods of drought.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

For the 99.8 Percent Act This bill imposes increased tax rates on decedent estates, gifts, and generation-skipping transfers. Estates with a value of over $1 billion are taxed at a 77% tax rate. The basic exclusion amount is reduced to $3.5 million. The bill increases (1) to $3 million the reduction in valuations of farmland for estate tax purposes and adjusts such increased amount for inflation, and (2) to $2 million the maximum estate tax exclusion for contributions of conservation easements. The bill requires (1) consistent basis reporting for property acquired by gift and transfers in trust, and (2) executors of estates and donors of gifts required to file a gift tax return to disclose to the Department of the Treasury, and to recipients of any interest in an estate or a gift, information identifying the value of each interest received. The bill sets forth estate valuation rules for certain transfers of nonbusiness assets and limits estate tax discounts for certain individuals with minority interests in a business acquired from a decedent. The bill expands rules for valuing assets in grantor retained annuity trusts to require that (1) the right to receive fixed amounts from an annuity last for a term of not less than 10 years and not more than the life expectancy of the annuitant plus 10 years, and that such fixed amounts not decrease during the first 10 years of the annuity term, and (2) the remainder interest have a value when transferred that is not less than the the greater of 25% of the fair market value of the trust property or $500,000. The bill also sets forth rules for the application of transfer taxes to a grantor trust (a trust in which the grantor retains control over the trust assets and has the right to receive income from the trust). The bill eliminates the generation-skipping transfer tax exemption for any trust whose termination date is not greater than 50 years after its creation. The bill modifies the gift tax exclusion for annual gifts (currently, $14,000).

SOS: Sustaining Outpatient Services Act This bill allows for payment under the Medicare prospective payment system for hospital outpatient department services of certain items and services that are furnished at off-campus outpatient departments. Specifically, the bill allows for payment of items and services for which payments to physician specialists (under the Medicare physician fee schedule) did not exceed $2 million during the previous year.

FEMA Climate Change Preparedness Act This bill requires the Federal Emergency Management Agency (FEMA) to (1) revise its 2018-2022 Strategic Plan to ensure that the plan explicitly mentions climate change and addresses the implications of climate change on homeland security and near- and long-term national disaster risk; and (2) ensure that future strategic plans do likewise. The Department of Homeland Security must establish, as a subcommittee of the National Advisory Council, the Climate Change Subcommittee, which shall advise FEMA on how to best incorporate climate change, including risk assessments and strategies for adaptation and mitigation, into and throughout FEMA's policies, plans, programs, and operations. FEMA must publish as a report, submit to specified congressional committees, and make available to Congress and the public, a comprehensive assessment of climate change risks and preparedness.

Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for students who are deaf or hard of hearing, for students with visual disabilities, and for children and youth who are deaf-blind. The individualized education program for each child who is visually and/or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. In addition, a state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services. Among other provisions, the bill authorizes support, including grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities. The bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

Vision Zero Act of 2019 This bill permits states to use funding under the surface transportation block grant program, the highway safety improvement program, and the congestion mitigation and air quality improvement program to develop and implement vision zero plans for local government entities to eliminate transportation-related fatalities and serious injuries in such localities within a specified timeframe, not to exceed 20 years.

White House Accountability for Language Diversity Act This bill requires the White House and each federal agency to establish official websites in the five most commonly used languages in the United States other than English to increase accessibility. The websites must be of a similar scope and content as the English version. The President and each agency shall maintain and update the websites on a regular basis.

Home Visiting to Reduce Maternal Mortality and Morbidity Act This bill increases FY2021 and FY2022 funding for the Maternal, Infant, and Early Childhood Home Visiting Program to address high rates of maternal mortality and morbidity and other unmet needs in states, tribes, and territories.

Courtney Wild Crime Victims' Rights Reform Act of 2019 This bill expands the rights of crime victims, including by allowing victims to make motions to annul or rescind prosecutorial agreements, providing for attorneys' fees for victims who prevail against the United States in enforcement actions, and permitting victims to bring civil actions to enforce restitution orders. It also requires the Department of Justice to take specified actions to ensure the rights of victims.

Polling Access Safety Act of 2019 This bill limits immigration enforcement in relation to polling places and establishes various requirements related to the Department of Homeland Security (DHS). Absent exigent circumstances, the following are prohibited on a voting day: (1) immigration enforcement actions within one mile of a polling place; (2) identification checks at a polling place by a federal officer or employee; and (3) DHS-conducted temporary vehicle checkpoints, public transportation searches, and public training exercises. State election administrations shall post notice of such prohibitions at each polling place on a voting day. Information acquired in violation of such prohibitions may not be used to initiate deportation proceedings. DHS shall establish a training program for certain officers and employees on compliance with federal laws limiting certain political activities of federal employees and officers (e.g., the Hatch Act). The bill establishes three positions to monitor and ensure compliance with the bill. These positions shall be within the DHS Office of Inspector General, the DHS Office for Civil Rights and Civil Liberties, and the Office of Special Counsel.

Pharmaceutical Independence Long-Term Readiness Reform Act This bill generally requires the Department of Defense (DOD) and the Department of Veterans Affairs to only purchase American-made medicines and vaccines. DOD must also (1) report to Congress on medicine supply-chain vulnerabilities, and (2) establish strategies to assure the provision of medicines to enable combat readiness and force health protection.

Youth Tax Fairness Act of 2019 This bill amends the Internal Revenue Code to treat certain income as earned income for purposes of the taxation of the unearned income of certain children (i.e., the kiddie tax). Such income includes (1) distributions from qualified disability trusts, (2) certain military survivor benefits, (3) certain first responder survivor benefits, (4) certain Indian tribal payments, (5) certain scholarships or fellowship grants, (6) Alaska permanent fund dividends, and (7) Social Security benefits. Treating such income as earned income allows it to be taxed at lower rates.

Safe at Home Act This bill requires each executive agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program (e.g., a program to protect stalking or domestic violence victims).

Health Equity and Access under the Law for Immigrant Women and Families Act of 2019 or the HEAL Immigrant Women and Families Act of 2019 This bill extends Medicaid and Children's Health Insurance Program coverage to individuals lawfully present in the United States who otherwise meet eligibility requirements. Individuals granted federally authorized presence also are required to maintain minimum essential health insurance coverage and are eligible for health insurance exchanges, reduced cost sharing, premium subsidies, and premium tax credits.

Universal School Meals Program Act of 2019 This bill revises requirements under the food and nutrition programs of the Department of Agriculture, such as the school lunch and breakfast programs. For example, the bill provides free meals to all school children regardless of income. The bill increases the reimbursement rate for school food authorities participating in the food and nutrition programs. The bill also prohibits school food authorities from (1) physically segregating or otherwise discriminating against any child participating in the free lunch or breakfast program, or (2) overtly identifying a child participating in either program with a special token or announcement. Additionally, the bill expands the summer food service program by making all children eligible for participation in the program. Further, the bill revises eligibility determinations for measuring poverty to include runaway or homeless youth, foster children, migratory children, and children participating in specified programs (e.g., Head Start).

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Equitable Student Aid Access Act This bill revises certain income requirements for calculating federal student financial aid amounts, and it requires the Department of Education (ED) to publish certain requirements for financial aid offers. Specifically, the bill eliminates the simplified needs test in financial aid applications for families with income below a specified threshold, and it increases the income threshold that automatically qualifies a student for certain financial aid. When determining the total income of an applicant or an applicant's household, ED shall provide for the use of data from the second preceding tax year to simplify applications used for the estimation and determination of financial aid eligibility. ED must also conduct consumer testing to serve as the basis for determining requirements for financial aid offers. A financial aid offer must contain information such as cost of attendance and sources of available financial aid, as well as a standardized quick reference box to enable comparison of information on college costs and financial aid.

Stopping Harmful Interference in Elections for a Lasting Democracy Act or the SHIELD Act This bill establishes a duty to report election interference from foreign entities, applies existing campaign advertising requirements to online advertisements, and generally limits political spending and election interference by foreign entities. Specifically, a political committee must report certain foreign contacts involving an offer of unlawful election assistance to the Federal Bureau of Investigation and the Federal Election Commission. The bill establishes criminal penalties for violations of these requirements. Existing requirements for political advertisements and electioneering communications apply to internet and digital advertisements, including requirements related to disclosures and contributions. Additionally, large online platforms must maintain a public database of certain political advertisements. The bill places limitations on political spending by foreign entities. Specifically, foreign entities may not (1) contribute to campaigns related to ballot initiatives and referenda, or (2) make disbursements for certain internet activity referring to a candidate or a political issue. A candidate is prohibited from offering to share nonpublic campaign information with certain foreign entities. The bill also prohibits (1) the dissemination of false statements regarding federal elections or public endorsement, or (2) the intentional hindering of voting or registering to vote. The bill establishes criminal penalties and a private right of action with respect to these prohibitions.

The Southern Border Communities Relief Act of 2019 This bill authorizes assistance to jurisdictions and organizations providing services for aliens released from Department of Homeland Security (DHS) custody. It also directs DHS to develop a standard protocol related to releasing aliens from custody and issuing notices to such aliens to appear in immigration proceedings. The assistance authorized under this bill shall (1) be for FY2021, FY2022, and FY2023; (2) only be used to provide assistance for aliens released from DHS custody; (3) be distributed by the Emergency Food and Shelter Program National Board; and (4) only be given to jurisdictions that have experienced a significant influx of released aliens or organizations in such jurisdictions. The protocols related to releasing aliens and issuing notices to appear shall include requirements related to (1) coordinating with local governments and organizations on a release date and time, (2) releasing aliens in locations where organizations can provide assistance, and (3) ensuring that notices to appear contain complete and accurate information.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Giving Relief And Dollars to Undergraduates for Adequate Time for Education Act or the GRADUATE Act This bill eliminates the time limit on taking out federally subsidized student loans, allowing borrowers who have not reached the limit of what they may borrow to continue to obtain funding.
