Making College More Affordable Act This bill amends the Higher Education Act of 1965 by creating federal interest-free education loans for undergraduate students. The loans must have the same terms and conditions and benefits to borrowers as federal direct Stafford Loans. Interest on these loans may only accrue during periods when a borrower is not earning taxable income due to professional negligence, professional incompetence, or malicious action on the part of the borrower. The Department of Education (ED) must carry out a repayment plan program for the interest-free loans under which loans payments are automatically withheld from the pre-tax income of the borrower. ED must cancel any outstanding balance of principal or interest due on those interest-free loans made to a borrower who has made 300 monthly payments. The borrower must be taxed on the amount canceled. Those taxes must be applied to carry out the federal direct loan program.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Campus Sexual Assault Whistleblower Protection Act of 2016 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to prohibit the suspension of federal student aid eligibility for a student who: (1) admits, in a sexual assault report, unlawful consumption of a controlled substance or alcohol; and (2) is convicted of a drug offense involving controlled substance possession based on conduct described in such admission. The bill also modifies eligibility requirements for an institution of higher education (IHE) to participate in federal student aid programs. Specifically, it prohibits an IHE from taking a retaliatory action (e.g., suspension or expulsion) against an enrolled student who reports a sexual assault and admits, in such report: (1) sexual activity, or (2) unlawful consumption of a controlled substance or alcohol. An IHE must annually inform enrolled students that such retaliatory action is prohibited.

Securing American Families by Educating and Training You (SAFETY) Through Nonviolence Act of 2016 This bill authorizes the Department of Justice (DOJ) to award grants to eligible entities for the purpose of preventing or alleviating the effects of community violence by providing education, mentoring, and counseling related to principles of nonviolence in conflict resolution. "Eligible entities" include state or local government entities, educational institutions, nonprofit communities, and faith-based organizations. In awarding grants under the program, DOJ shall give priority to applicants that agree to use the grant funds in at least one community that can certify: (1) an increased or sustained level of violence or tension in the community; or (2) a lack of resources to adopt innovative, integrated, community-based violence prevention programs.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Plymouth 400th Anniversary Commemorative Coin Act of 2016 This bill directs the Department of the Treasury to issue up to 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the landing and settlement of Plymouth Colony, Massachusetts, the signing of the Mayflower Compact, and the role of the indigenous Wampanoag tribes in the realization of the settlement. These coins may be issued only during a two-year period beginning January 1, 2020. Sales of such coins shall include specified surcharges, which shall be paid by Treasury as follows: 50% to Plymouth 400, Inc., to support the its work to develop, implement, and provide oversight for the commemorations surrounding the events of 2020-2021 and to be distributed, at the organization's discretion, to local historical preservation and cultural organizations to support their work in educating the public about the settlement of 1620 and their continued existence for the benefit of future generations; 15% to Plimoth Plantation to support its effort to maintain the replica of the 1627 Plantation, the Mayflower II, and the replica of the Wampanoag Village; 15% to a Wampanoag tribal organization to continue programs to educate people about the life of the Wampanoag people prior to the Plymouth settlement and their interactions with the settlers; 10% to the General Society of Mayflower Descendants to support the continued restoration of the main facility in Plymouth, to provide funding for its research library at that site, and for educational purposes; and 10% to the Pilgrim Society to continue its work in displaying the story of the settlement and settlement artifacts.

Harbor Maintenance Trust Fund Reform Act of 2016 This bill amends the Internal Revenue Code to make certain amounts in the Harbor Maintenance Trust Fund available, without appropriation, for expenditures to pay: 100% of the eligible operations and maintenance costs of specified portions of the Saint Lawrence Seaway as well as those assigned to commercial navigation of all U.S. harbors and inland harbors; rebates of certain tolls or charges on the Seaway; and all expenses of administration relating to harbor maintenance tax incurred by the Department of the Treasury, the Army Corps of Engineers, and the Department of Commerce. The Water Resources Reform and Development Act of 2014 is amended to: require allocation to certain donor ports and energy transfer ports of at least 20% of amounts made available each fiscal year from the Trust Fund, and authorize the Department of the Army to make the allocations equally between these kinds of ports. A "donor port" is a port, subject to the harbor maintenance fee, located in a state in which more than 2 million cargo containers were unloaded from or loaded on to vessels in FY2012, whose total amount of collected harbor maintenance taxes comes to less than $15 million annually, and which received less than 25% of the total amount of harbor maintenance taxes collected at that port in the previous five fiscal years. An "energy transfer port" is one, also subject to the harbor maintenance fee, through which more than 40 million tons of cargo were transported in FY2012, and at which energy commodities constituted more than 25% of all commercial activity by tonnage in that fiscal year.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Student Loan Refinancing and Recalculation Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Department of Education to establish a program to refinance the outstanding principal, interest, and late charges on Federal Direct Loans (DLs) and Federal Family Education Loans (FFELs). A refinanced loan has a fixed interest rate equal to the 10-year Treasury note rate plus 1 percentage point. Additionally, the bill modifies the formula to calculate interest rates on new Direct Subsidized, Unsubsidized, and PLUS Loans disbursed on or after July 1, 2017. Finally, it eliminates the origination fee on Direct Subsidized, Unsubsidized, and PLUS Loans disbursed (and on Consolidation Loans applied for) after enactment of this bill.

Breast Cancer Patient Protect Act of 2016 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Such a plan may not: (1) restrict benefits for any medically necessary hospital stay to less than 48 hours for a mastectomy or breast conserving surgery or less than 24 hours for a lymph node dissection, or (2) require that a provider obtain authorization from the plan for prescribing any such hospital stay. Such a plan must: (1) provide notice to each participant and beneficiary regarding the coverage required under this bill, and (2) ensure that coverage is provided for secondary consultations. Health plans are prohibited from taking specified actions to avoid the requirements of this bill. Health insurers that provide individual health insurance coverage may discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to a condition for which coverage is being claimed.

Preserving HUD's Multifamily Field Offices Act of 2016 This bill prohibits the Department of Housing and Urban Development (HUD) from relocating to any core office of the Office of Multifamily Housing any asset management position (including any account executive, senior account executive, and troubled asset specialist position) that, as of this bill's enactment, is located at a non-core office of that Office. "Core office" is defined as a regional hub office located in Atlanta, Chicago, Fort Worth, New York City, or San Francisco. Upon the occurrence of a vacancy in any asset management position at any non-core office (including any vacancy in existence as of the date of enactment), HUD may newly hire an employee to fill that position only at the same non-core office.

Moving to Work Reform and Expansion Act of 2016 This bill amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1996 to revise the public housing/section 8 (rental voucher) Moving to Work demonstration program. The bill makes the program permanent and replaces its current purposes with the purpose to develop measures to promote employment and economic independence for: families with children whose head of household is working, seeking work, or preparing for work; able-bodied individuals; and persons with disabilities who are able to work on a limited basis. Any number of public housing agencies (PHAs) may participate in the program. The plan in a PHA's application to participate shall include criteria for: a speedy process to determine a tenant's temporary hardship exemption from program requirements; and an informal administrative hearing or grievance process, made public on tenant request, before eviction or termination of assistance. The Department of Housing and Urban Development (HUD) shall establish standards for a 10-year participation by all PHAs that have not been designated as troubled during the most recent two fiscal years. These PHAs must include in their applications lists of innovative proposals designed to reduce the cost and increase the cost-efficiency of housing, and of innovative ways to assist families and accomplish annual goals. HUD shall review and process applications to enable the transition to the program of at least 25 PHAs per year, with reserved spots for small and rural PHAs. Each PHA shall: submit annually to HUD budget plans meeting specified requirements, and hold as many meetings as necessary to give all assisted families a good-faith opportunity to hear and comment on the budget plan and related PHA reports. HUD shall review annually the activities of each participating PHA and determine its impact, effectiveness, and progress toward meeting program goals. HUD shall not terminate the program participation of any PHA except upon certain findings concerning performance, including persistent failure to meet the goals identified in its application or failure to cure a material deficiency in performance. The Government Accountability Office shall review the program every eight years.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

Investing in America's Small Businesses Act of 2016 This bill amends the Community Development Banking and Financial Institutions Act of 1994 to require the Community Development Financial Institutions Fund to make grants to community development financial institutions to enable such institutions to establish a loan-loss reserve fund to defray the costs of a small business loan program. The bill defines "small business loan program" as a program in which a community development financial institution offers loans to small businesses that: (1) are made in amounts up to $50,000, (2) have no prepayment penalty, and (3) meet any affordability requirements established by Administrator of the Fund. A community development financial institution must provide non-federal matching funds equal to 50% of the amount of any grant received. The bill prohibits the use of such grants to make direct loans to small businesses. A community development financial institution may use such a grant to: (1) help recapture a portion or all of a defaulted loan made under its small business loan program, and (2) designate and utilize a fiscal agent for services the agent normally provides. The Fund shall make technical assistance grants to community development financial institutions to create, support, or maintain such a program.

Supports immigration legislation that: acknowledges that immigrants and their families have inherent dignity and are deserving of human rights; restores immigration system fairness by updating the definition of "aggravated felony"; restores discretion to immigration judges to waive grounds of inadmissibility and deportability based on family and community equities, humanitarian considerations, other individualized circumstances, or because it is in the public interest; restores judicial review of case decisions to protect due process; eliminates mandatory detention and prolonged detention for immigrants and preserves the Department of Homeland Security's authority to exercise detention discretion; repeals programs that permit local law authorities to enforce federal immigration laws; and repeals the 3-year, 10-year, and permanent bars and other unnecessary barriers to legal immigration.

Ensuring Useful Research Expenditures is Key for Alzheimer's Act or the EUREKA Act This bill amends the Public Health Service Act to require the National Institutes of Health (NIH) to establish EUREKA prize competitions to achieve high-priority breakthroughs in Alzheimer's disease and dementia prevention, diagnosis, treatment, and care. The NIH must: (1) convene an advisory council of nongovernmental experts in Alzheimer's disease and dementia to develop the EUREKA prize competitions, and (2) appoint a panel of judges to evaluate submissions. The council and panel are not subject to the Federal Advisory Committee Act. Support for EUREKA prize competitions may be provided by private organizations and individuals.

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

2016 Tax Day Floods Supplemental Funding Act This bill makes supplemental appropriations for FY2016 for the Army Corps of Engineers for construction for flood control and storm damage reduction projects in areas affected by flooding in Houston, Texas, that have received a major disaster declaration pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Appropriated funds shall remain available through FY2026 and shall be designated as being for disaster relief under the Balanced Budget and Emergency Deficit Control Act of 1985.

Prosecuting Irresponsible Pipeline Explosions Act of 2016 or the PIPE Act of 2016 This bill imposes criminal penalties upon persons who recklessly damage or destroy certain gas pipelines or hazardous liquid pipelines through deliberate indifference to or conscious disregard of the consequences of their conduct.

Repeated Objectionable Bothering of Consumers on Phones Act or the ROBOCOP Act This bill amends the Communications Act of 1934 to expand the prohibition against knowingly transmitting inaccurate caller identification information to apply to: (1) persons outside the United States if the recipient is within the United States, or (2) text messages. The Federal Communications Commission (FCC) must prescribe regulations that require providers of telecommunications services or IP-enabled voice services, for no additional charge, to enable technology for: (1) subscribers originating a telephone call to verify the accuracy of their caller identification information; and (2) subscribers receiving a call to use, with the option to disable, technology to determine that an incoming call is verified as providing caller identification information that accurately identifies the person originating the call or to prevent the subscriber from receiving such a call. Service providers must also offer a free option for subscribers receiving a call to: (1) identify a call as originating from an automatic telephone dialing system or as using an artificial or prerecorded voice, and (2) prevent themselves from receiving such a call unless it is made by a public safety entity or the subscriber provides prior consent to receive the call. The FCC must provide an exemption process for subscribers originating a call to demonstrate: (1) their legitimate need to provide misleading or inaccurate information (such as a call to conduct an activity of a domestic violence shelter or medical practice), or (2) that the FCC has exempted a call for law enforcement purposes or because of a court order. The bill allows private actions to enjoin or recover damages for violations of the FCC's caller identification technology standards. States may bring civil actions for a pattern or practice of a failure to provide such technology or options. The bill also subjects to civil forfeiture penalties, criminal fines, or state actions persons who intentionally cause call-blocking technology to: (1) incorrectly identify calls as originating from an automatic dialing system or using an artificial or prerecorded voice, or (2) prevent the called party from receiving a call made by a public safety entity or a call to which it has provided its prior consent.
