Rural Veterans Health Care Improvement Act of 2009 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate of 41.5 cents per mile. (Under current law the rate is that provided to federal employees in connection with the performance of official duties.) Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in highly rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; (4) establish a program to provide peer support, readjustment, and mental health services to veterans who served in Operations Iraqi Freedom and Enduring Freedom (and related services to their family members); (5) assign an Indian Veterans Health Care Coordinator for each of the ten VA facilities that serve communities with the greatest per capita number of Indian veterans; (6) report to Congress jointly with the Secretary of Health and Human Services on the advisability of the joint establishment and operation by the VA's Veterans Health Administration and the Indian Health Service of health clinics to serve populations of Indian reservations, including Indian veterans; and (7) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African-Americans were free). Expresses the sense of the House of Representatives that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Supports the designation of Home Safety Month. Recognizes the contributions of: (1) home safety related nonprofit organizations; and (2) the Home Safety Council for introducing www.MySafeHome.org to help adults identify the dangers present in and around the home, and for promoting the Hands on Home Safety Campaign. Encourages adults, parents, and caregivers to take greater actions to reduce unintentional injuries and educate themselves on the importance of home safety. Encourages: (1) manufacturers to develop innovative safety products and features to help lessen the number of home injuries and accidents; and (2) local and national government leaders to support funding for critical home safety education programs.

Young Adult Healthcare Coverage Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to require a group health plan that provides coverage for dependent children to make available such coverage, at the option of the participant involved, to a participant's child who (but for age) would be treated as a dependent child and who: (1) is under 30 years of age; (2) is not married; (3) has no dependents; (4) is a citizen or national of the United States; and (5) is not provided coverage as a participant, beneficiary, or enrollee under any other creditable coverage. Applies such requirement to individual health insurance coverage.

Families of Veterans Financial Security Act - Makes permanent the two-year extension of the free Servicemembers' Group Life Insurance coverage period for totally disabled veterans following separation from active or reserve duty.

Rural Technology Development and Outreach Act - Amends provisions of the Small Business Act relating to the Small Business Innovation Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program to direct the Administrator of the Small Business Administration (SBA) to make grants to organizations to: (1) conduct outreach efforts to increase participation in such programs; and (2) provide application, entrepreneurial, and business skills support to prospective program participants. Requires organizations receiving such funds to direct activities toward small businesses: (1) located in areas that are underrepresented in SBIR and STTR programs; or (2) owned and controlled by women, service-disabled veterans, and minorities. Directs the Administrator to establish an advisory board to carry out authorized activities. Provides a two-year period for each grant award. Requires federal agencies, in making SBIR and STTR grant awards, to prioritize applications so as to increase the number of recipients from rural areas. Directs each federal agency conducting an SBIR program to: (1) receive consent to identify the small business applicant to appropriate local and state economic development organizations; and (2) encourage partnerships between SBIR awardees and prime contractors, venture capital investment companies, business incubators, and larger businesses for the purpose of facilitating the progress of SBIR awardees to the third phase of the program.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Increasing Homeownership Opportunities Act - Amends the Federal Home Loan Mortgage Corporation Act and the Federal National Mortgage Association Charter Act to increase limitations on the maximum original principal obligation of mortgages that may purchased by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation Association (Freddie Mac). Increases such limitations in areas where 125% (currently, 115%) of the median price of residences of a particular size exceed existing mortgage purchase limitations for such residence size. Gives the Director of the Federal Housing Finance Agency (FHFA) discretion to increase existing mortgage purchase limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes. Amends the National Housing Act to raise limitations on the maximum principal obligation of mortgages that may be insured by the Secretary of Housing and Urban Development (HUD). Gives the Secretary discretion to increase mortgage insurance limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Comparative Effectiveness Research Act of 2009 - Amends title XI (General Provisions, Peer Review, and Administrative Simplification) of the Social Security Act to provide for a program of comparative effectiveness research for health care. Defines "comparative effectiveness research" as research evaluating and comparing the implications and outcomes of two or more health care strategies to address a particular medical condition. Establishes the Health Care Comparative Effectiveness Research Institute as a nonprofit, nongovernmental corporation to conduct research on the effectiveness of health care treatments, including pharmaceuticals, medical devices and procedures, and other therapies. Requires the Institute to: (1) identify national priorities for comparative clinical effectiveness research; (2) establish and update a research project agenda and provide for peer review of research; (3) establish a standing methodology committee for developing the science of comparative effectiveness research; and (4) disseminate research findings. Amends the Internal Revenue Code to establish in the Treasury the Comparative Effectiveness Research Trust Fund. Provides revenues for the Trust Fund by: (1) transferring amounts from certain appropriations for comparative effectiveness research, from the General Fund, and from the Medicare Federal Hospital Insurance and Federal Supplementary Medical Insurance Trust Funds; and (2) imposing a fee on certain accident or health insurance policies and self-insured health plans. Requires the Comptroller General to review financial audits of the Institute and assess the adequacy and use of funding. Terminates all funding for the Trust Fund after FY2020.

Net Operating Loss (NOL) Carryback Act - Amends the Internal Revenue Code to allow a five-year carryback of net operating losses, including the operating losses of life insurance companies, incurred in 2008 and 2009. Denies such extended loss carryover period to: (1) taxpayers in whom the federal government acquires an equity interest under the Emergency Economic Stabilization Act of 2008; (2) the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac); and (3) members of certain affiliated groups.

Renewable Fuel Standard Improvement Act - Amends the Clean Air Act to: (1) include the Secretaries of Agriculture and Energy in renewable fuel program activities under such Act; (2) revise the definition of "lifecycle greenhouse gas emissions" to base the measurement of such emissions on recent observable data and consideration of regional differences of renewable fuel production, rather than on indirect land use changes; and (3) expand the definition of "renewable biomass."

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to require the administering authority to: (1) determine, based on certain requirements, whether the exchange rate of the currency of an exporting country is fundamentally and actionably undervalued or overvalued (misaligned) against the U.S. dollar for an 18-month period; and (2) take certain actions under a countervailing duty or antidumping duty proceeding to offset such misalignment in cases of an affirmative determination. Subjects the misalignment to the U.S. dollar of the currency of nonmarket economy countries also to the countervailing and antidumping duty provisions of the Act.

Small Business Supporting our Troops Act of 2009 - Amends the Internal Revenue Code to extend through 2011 the tax credit for differential wage payments made by a small business employer on behalf of employees who are active duty members of the uniformed services.

Small Business Health Options Program Act of 2009 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program, provide referrals to applicable agencies for any grievance, complaint, or question, and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study: (1) the rating requirements that apply to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements; and (2) the administrative procedures that apply to the program and to health insurance purchased in the small group markets in states. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Preserving Patient Access to Primary Care Act of 2009 - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award recruitment incentive grants or contracts to graduate medical schools to enable them to improve primary care education and training for medical students. Amends the Public Health Service Act (PHSA) to direct the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to: (1) award grants to critical shortage health facilities to enable them to provide scholarships to individuals who agree to serve as physicians at such facilities after completing a residency in a primary care field; (2) establish an educational loan repayment program for individuals who agree to serve as primary care physicians or primary care providers (including nurse practitioners) in an area that is not a health professional shortage area but has a critical shortage of such physicians or providers; and (3) establish an educational loan repayment program for individuals who agree to serve as physicians in the field of obstetrics and gynecology or as certified nurse midwives in an area that is not a health professional shortage area. Amends the Higher Education Act of 1965 to provide for deferment of education loans during medical residency and internships in a primary care field. Amends the PHSA to direct the Secretary to award grants to eligible state and local government entities for the development of informational materials that promote careers in primary care. Amends the PHSA to extend the authorization of appropriations for training in a family medicine, general internal medicine, general geriatrics, general pediatrics, physician assistance, general dentistry, and pediatric dentistry Authorizes increased appropriations for the national health service corps scholarships and loan repayment programs. Amends title XIX (Medicaid) of the Social Security Act (SSA) to allow the use of Medicaid transformation payments for methods for improving medical assistance under Medicaid and SSA title XXI (Children's Health Insurance Program) (CHIP, formerly known as SCHIP) by encouraging certain medical practices to qualify as patient centered medical homes. Amends SSA title XVIII (Medicare) to: (1) increase budget neutrality limits under the physician fee schedule to account for anticipated savings resulting from payments for certain services and the coordination of beneficiary care; and (2) require a separate Medicare payment for designated primary care services and comprehensive care coordination services. Amends SSA title XVIII to cover patient-centered medical home services. Directs the Secretary to develop a methodology to increase payments for designated evaluation and management services provided by primary and principal care providers. Requires: (1) additional incentive payments for primary care services furnished in health professional shortage areas; (2) permanent extension of the floor on the Medicare work geographic adjustment under the physician fee schedule; and (3) permanent extension of the Medicare incentive payment program for physician scarcity areas. Directs the Secretary to study and report to Congress on the process for determining relative value under the Medicare physician fee schedule. Eliminates cost sharing for preventive benefits and the time restriction for initial preventive physical examination. Directs the Secretary to study and report to Congress on: (1) facilitating the receipt of Medicare preventive services by Medicare beneficiaries; (2) increasing the ability of physicians and primary care providers to assist Medicare beneficiaries in obtaining needed prescriptions under Medicare part D (Voluntary Prescription Drug Benefit Program); and (3) developing and implementing mechanisms to promote and increase interaction between physicians or primary care providers and the families of Medicare beneficiaries, as well as other caregivers who support such beneficiaries, for the purpose of improving patient care under the Medicare program. Requires additional payments to physicians for services to individuals with limited English proficiency (LEP). Requires various specified studies. Directs the Medicare Payment Advisory Commission (MEDPAC) to provide an ongoing assessment of the impact of changes in Medicare payment policies in improving access to and equity of payments to primary care physicians and primary care providers. Authorizes distribution of additional residency positions and the counting of resident time in certain outpatient settings. Establishes rules for counting resident time in a nonhospital setting primarily engaged in furnishing patient care in non-patient care activities, such as didactic and scholarly activities and other activities (but not research not associated with the treatment or diagnosis of a particular patient). Authorizes redistribution of residency slots after a hospital closes or is acquired by another entity with the approval of a bankruptcy court. Directs the Secretary to revise the 9th Statement of Work under the Quality Improvement Program to include a requirement that, in order to be an eligible Quality Improvement Organization (QIO) for the 9th Statement of Work contract cycle, a QIO provide assistance, including technical assistance, to physicians under the Medicare program that seek to acquire the elements necessary to be recognized as a patient centered medical home practice under the National Committee for Quality Assurance's Physician Practice Connections -- PCMH module.

Job Creation Through Entrepreneurship Act of 2009 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a Veterans Business Centers program to provide entrepreneurial training and counseling to veterans. Provides small business grants through veterans business centers for: (1) securing capital; (2) procurement assistance; and (3) service-disabled veteran-owned small businesses. Authorizes a biennial veterans entrepreneurial development summit. Directs the Administrator to contract with third-party vendors for entrepreneurial distance learning content and the development of communications technology that can distribute such content to potential and existing entrepreneurs throughout the United States. Establishes within the SBA: (1) an Associate Administrator for Native American Affairs; and (2) the Office of Native American Affairs. Requires the Office to develop and increase Native American entrepreneurship, business training, and access to capital and federal small business contracts. Authorizes a Tribal Business Information Centers program. Allows SBA small business development center (SBDC) participants to apply for an additional grant to assist with outreach, development, and enhancement on Indian lands of small business startups and expansions owned by Indian tribe members, Alaska Natives, and Native Hawaiians. Revises the SBA's women's business center program to: (1) direct the Administrator to annually publish the amount of grants made to each center, and to establish a process to communicate with such centers regarding program administrative matters; (2) authorize the Administrator to provide financial assistance to private nonprofit organizations to conduct projects for the benefit of small businesses owned and controlled by women; (3) direct the Administrator to establish women's business centers' performance measures; and (4) require National Women's Business Council studies to include the impact of the 2008-2009 financial markets crisis on women-owned businesses, as well as the use of SBA programs by such businesses. Revises the SBA's Service Corps of Retired Executives (SCORE) program to: (1) direct the Administrator to ensure that SCORE develops a plan to increase the proportion of mentors from socially or economically disadvantaged backgrounds, establishes benchmarks for evaluating its performance and the performance of its volunteers, and establishes a mentoring program of one-on-one advice to small businesses from qualified counselors; (2) change the name of the program to SCORE; and (3) authorize appropriations for FY2010-FY2011. Directs the Administrator to: (1) develop a plan for using the SBA's entrepreneurial development programs as a catalyst for job creation for FY2009-FY2010; (2) develop and implement a data collection process for all entrepreneurial development programs; (3) report to Congress on opportunities to foster coordination, limit duplication, and improve program delivery; (4) establish a database of entrepreneurial development services; (5) designate in each district office an entrepreneurial development community specialist; and (6) publish a design for a web-based portal to provide comprehensive information on SBA entrepreneurial development programs. Revises the SBDC program to direct the Administrator to establish a grant program for: (1) increasing small business access to credit and capital; (2) small business contract procurement training and assistance; (3) green entrepreneurs training; and (4) small business development centers for small business helplines in each U.S. state and territory, as well as related small business advice and resources assistance. Authorizes appropriations for FY2010-FY2011.

Mourns the loss of life and expresses condolences to the families of those killed and injured in the earthquake that struck the Abruzzo region of Italy. Applauds the response of Italian rescue workers. Recognizes the deep ties between the United States and Italy and expresses continued solidarity with the people of Italy during this time of crisis. Supports President Obama's offer of U.S. assistance to Italy in response to this event. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Italy in this time of need.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2009 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, research and training, national security services, and motion picture or television production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Prohibits the Attorney General from electronically retrieving inactive firearms licensee information by name or personal identification code. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Stop the Revolving Door in Washington Act - Amends the federal criminal code regarding the two-year ban on lobbying contacts by former Senators with any member, officer, or employee of either chamber, or employee of any other legislative office. Imposes the two-year lobbying ban on all former Members of Congress. Continues the one-year ban, as under current law, on lobbying contacts by former elected officers of the House of Representatives with any House Member, officer, or employee.

Grieving Families Insurance Protection Act of 2009 - Amends the Public Health Service Act to prohibit a health insurance issuer offering health insurance coverage in the individual market from: (1) establishing or maintaining rules of eligibility of any individual to enroll under the terms of the coverage based on any individual's receipt of grief counseling at any time; or (2) reducing the benefits covered or offered for coverage on such basis.

Iran Refined Petroleum Sanctions Act of 2009 - Expresses the sense of Congress that: (1) diplomatic efforts to address Iran's illicit nuclear efforts, unconventional and ballistic missile development programs, and support for international terrorism are more likely to be effective if the President is empowered with explicit authority to impose additional sanctions on the government of Iran; (2) U.S. concerns regarding Iran are strictly the result of that government’s actions; and (3) the people of the United States have feelings of friendship for the people of Iran and regret that developments in recent decades have created impediments to that friendship. States that it should be U.S. policy to: (1) support international diplomatic efforts to end Iran's uranium enrichment program and its nuclear weapons program; (2) encourage foreign governments to direct state-owned and private entities to cease all investment in, and support of, Iran's energy sector and all exports of refined petroleum products to Iran; (3) impose sanctions on the Central Bank of Iran and any other Iranian financial institution engaged in proliferation activities or support of terrorist groups; and (4) work with allies to protect the international financial system from deceptive and illicit practices by Iranian financial institutions involved in proliferation activities or support of terrorist groups. Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more current sanctions under such Act if a person has, with actual knowledge, made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources. (Under current law the sanction thresholds are $40 million, $10 million, and $40 million, respectively.) Directs the President to impose: (1) sanctions established under this Act (in addition to any current sanctions imposed under the Iran Sanctions Act of 1996) if a person has, with actual knowledge, sold, leased, or provided to Iran any goods, services, technology, information, or support that would allow Iran to maintain or expand its domestic production of refined petroleum resources, including any assistance in refinery construction, modernization, or repair; and (2) sanctions established under this Act if a person has, with actual knowledge, provided Iran with refined petroleum resources or engaged in any activity that could contribute to Iran's ability to import refined petroleum resources, including providing shipping, insurance, or financing services for such activity. Establishes additional sanctions prohibiting specified foreign exchange, banking, and property transactions. Includes references to refined petroleum resources in a presidential report to Congress requesting waiver of sanctions for purposes of national interest. Requires that the President immediately investigate a person upon receipt of credible information that such person is engaged in prohibited investment or other activity. Defines "credible information" as public or classified information or reporting supported by other substantiating evidence. Includes among the exceptions to the imposition of sanctions a situation in which the President determines in writing that the person to which the sanctions would otherwise be applied is: (1) a citizen or resident of a country that is a participant in the Proliferation Security Initiative; or (2) a foreign person organized under the laws of such country and is a subsidiary of a U.S. person. Directs the President to report to the appropriate congressional committees every six months regarding any person who has: (1) provided Iran with refined petroleum resources; (2) sold, leased, or provided to Iran any goods, services, or technology that would allow Iran to maintain or expand its domestic production of refined petroleum resources; or (3) engaged in any activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. States that the term "petroleum resources" includes petroleum, petroleum by-products, oil or liquefied natural gas, oil or liquefied natural gas tankers, and products used to construct or maintain pipelines used to transport oil or compressed or liquefied natural gas. (Under current law the definition of the term "petroleum resources" is limited to petroleum and natural gas resources.) Defines "petroleum by-products" as gasoline, kerosene, distillates, propane or butane gas, diesel fuel, residual fuel oil, and other goods classified in headings 2709 and 2710 of the Harmonized Tariff Schedule of the United States.

21st Century Energy Technology Deployment Act - Establishes in the Treasury the Clean Energy Investment Fund, consisting of: (1) amounts appropriated for administrative expenses to implement a loan guarantee program that provides incentives for innovative technologies; and (2) amounts deposited in or appropriated for the Fund. Amends the Energy Policy Act of 2005 to revise provisions concerning such program, including by revising the definition of "commercial technology," requiring payments from the borrower to not be a debt obligation that is made or guaranteed by the federal government, and requiring fees collected under such program to be deposited into the Fund (currently, the Treasury). Directs the Secretary of Energy (DOE), after consultation with the Energy Technology Advisory Council of the Clean Energy Deployment Administration (both established by this Act), to develop and publish for review and comment near-, medium-, and long-term goals for the deployment of clean energy technologies through the credit support programs established by this Act to establish or promote specified energy generation, transmission, and use and energy technology manufacturing capacities. Allows the Administration to issue direct loans, letters of credit, loan guarantees, insurance products, or such other credit enhancements or debt instruments (including through participation as a co-lender or a member of a syndication) to deploy clean energy technologies. Requires the Administration to: (1) establish an expected loan loss reserve to account for estimated losses; and (2) develop financial products and arrangements to promote the widespread deployment of, and mobilize private sector support of credit and investment institutions for, clean energy technologies through securitization, indirect credit support, or other similar means of credit enhancement. Authorizes the Administration to lend on the security of, and make commitments to lend on the security of, any debt that it has issued or is authorized to purchase. Describes the Administration's lending and credit authorities. Authorizes the Secretary to delegate to the Administration the provision of financial services and program management for grant, loan, and other credit enhancement programs. Requires biannual reports to Congress on the technologies supported and on Administration performance. Requires the Administration to report annually and quarterly to the Secretary on its financial conditions and operations.

Grassroots Rural Water Systems Act - Calls for the Environmental Protection Agency (EPA) to prioritize the type of technical assistance that small communities find is the most beneficial. Amends the Safe Drinking Water Act to authorize: (1) increased appropriations to the Administrator of EPA for FY2010-FY2015 for technical assistance to enable small public water systems to comply with national primary drinking water regulations; and (2) the Administrator to provide technical assistance to organizations providing on-site technical assistance, circuit-rider technical assistance programs, on-site and regional training, assistance with implementing source water protection plans, and assistance with implementation monitoring plans, rules, regulations, and water security enhancements and to give preference to nonprofit organizations determined to be qualified, effective, and to have the majority of support from small community water systems in the states.

Reaffirms support for the mandate of the Special Envoy to Monitor and Combat Anti-Semitism. Urges the Secretary of State to: (1) maintain the fight against anti-Semitism as a U.S. foreign policy priority; (2) appoint the Department of State's Special Envoy to Monitor and Combat Anti-Semitism; and (3) ensure that the Department's Annual Country Reports on Human Rights Practices and International Religious Freedom Reports continue to document anti-Semitic incidents.

Star-Spangled Banner Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner. Limits the period for coin issuance to calendar year 2012. Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Senator Paul Simon Water for the World Act of 2009 - Amends the Foreign Assistance Act of 1961 to direct the Administrator of the United States Agency for International Development (USAID) to establish the Office of Water within the Bureau for Economic Growth, Agriculture, and Trade to: (1) give assistance to provide safe water and sanitation for people worldwide; and (2) be headed by a Director for Safe Water and Sanitation. Outlines the Director's duties. Requires the Secretary of State, in order to increase the capacity of the Department of State to address international issues regarding safe water, sanitation, integrated river basin management, and other international water programs, to establish a Special Coordinator for International Water. Outlines the Special Coordinator's duties. Amends the Senator Paul Simon Water for the Poor Act of 2005 to: (1) revise requirements concerning the safe water and sanitation strategy; (2) provide for the establishment of a program to build the capacity of host country institutions and officials responsible for water and sanitation in countries that receive assistance to provide safe water and sanitation under the Foreign Assistance Act of 1961; (3) expand the list of activities that may be supported by assistance furnished by the President for programs in developing countries to provide affordable and equitable access to safe water and sanitation; and (4) require the report regarding water for peace and security to include an assessment of political tensions over water sources and a multidisciplinary assessment of the expected impacts of global climate change on water supplies in 10, 25, and 50 years.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Expresses the sense of Congress that the Smithsonian Institution shall make the medal available for display elsewhere, particularly at other locations associated with the WASP.

America's Red Rock Wilderness Act of 2009 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Safe Teen and Novice Driver Uniform Protection Act of 2009 or the STANDUP Act - Authorizes the Secretary of Transportation to award incentive grants to states with graduated driver licensing laws that include, for novice drivers under age 21, a two-stage licensing process before the grant of an unrestricted driver's license. Requires such laws, at a minimum, to include: (1) a learner's permit stage that commences at age 16 or older, lasts at least six months, prohibits the use of a cellular phone or other communications device in non-emergency situations, prohibits nighttime driving, and is in effect until commencement of the intermediate stage or when the driver attains age 18 or older; (2) an intermediate stage in effect until the driver attains age 18 or older that commences after expiration of the learner's permit stage, lasts at least six months, prohibits more than one non-familial passenger under age of 21 if there is no licensed driver age 21 or older present in the vehicle, prohibits nighttime driving, and prohibits the use of a cellular phone or other communications device in non-emergency situations; and (3) any other requirement that the Secretary may require. Directs the Secretary to withhold a certain percentage of federal-aid highway funds from states that do not comply with the requirements of this Act.
