Veterans' Small Business Assistance and Servicemembers Protection Act of 2009 - Veterans Small Business Verification Act - Prohibits the Secretary of Veterans Affairs from including a small business in a Department of Veterans Affairs (VA)-maintained database of small businesses owned and controlled by veterans until the Secretary has verified that: (1) the small business is owned and controlled by veterans; and (2) if the small business owner claims to be a service-disabled veteran, that such person is a veteran with a service-connected disability. Requires (under current law, authorizes) a VA contracting officer to award a contract to a small business owned and controlled by veterans using procedures other than competitive procedures, as long as certain standards are met. Extends through 2015 the Veterans' Advisory Committee on Education. Amends the Servicemembers Civil Relief Act to allow a servicemember to terminate a contract for the following services, without the imposition of early termination fees, if the servicemember is deployed in support of a contingency operation for not less than 90 days or must change permanent stations to a location that does not support such contract: (1) cellular and home telephone; (2) multichannel video programming; (3) Internet; or (4) residential utilities involving the provision of water, electricity, home heating oil, or natural gas. Requires the return of any advance payments made. Prohibits lessors from charging early termination fees with respect to rental or motor vehicle leases entered into by servicemembers who subsequently enter military service or receive orders for a permanent change of station or for deployment in support of a contingency operation. Provides for enforcement by the Attorney General, or a private right of action, with respect to rights provided under the Servicemembers Civil Relief Act. Directs the Secretary to establish and maintain procedures for ensuring coordination of outreach activities between and among specified VA offices and departments. Provides for VA cooperative activities with states with respect to such outreach. Establishes a VA visual impairment and orientation and mobility professionals education assistance program to increase the supply of qualified blind rehabilitation specialists. Corey Shea Act - Provides VA burial benefits to parents of individuals who died in combat or from a combat-related training injury and are interred in a national cemetery.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Amends the Internal Revenue Code to: (1) allow annual increases in the estate tax exclusion amount until it reaches $5 million in 2019 and inflation adjustments to such amount after 2019; and (2) phase in annual reductions in the estate tax rate between 2009 and 2019 (45% to 35% in 2019 and thereafter) and eliminate the deduction for state estate, inheritance, legacy, or succession taxes over the same period.

Small Business Financing and Investment Act of 2009 - Amends the Small Business Act and the Small Business Investment Act of 1958 to revise or add provisions concerning small business lending, including: (1) a rural lending outreach program; (2) a national lender training program; (3) pilot program authority; (4) a capital backstop program; (5) an independent appellate process within the Small Business Administration (SBA), with an SBA ombudsman; and (6) expanded eligibility and increased amounts for certain SBA loans. Revises or adds provisions concerning the certified development company (CDC) economic development loan program, including: (1) increased program levels; (2) authority to issue loan debentures; (3) operational requirements; (4) the accredited lenders program; (5) the premier certified lenders program; (6) authority for accredited or premier CDCs to engage in multistate loan operations; (7) SBA guarantee of debentures issued by CDCs; (8) economic development debentures; (9) CDC project funding requirements; (10) private debenture sales and the pooling of debentures; (11) CDC authority to foreclose and liquidate SBA-guaranteed loans; and (12) additional CDC report requirements. Increases eligibility for, and loan limits under, the SBA's Microloan program (small-scale loans to startup, newly-established, or growing small businesses for working capital or the acquisition of materials, supplies, or equipment). Revises or adds provisions concerning the small business investment company (SBIC) program, including: (1) expedited SBIC licensing for experienced applicants; (2) revised loan leverage limitations for successful SBICs; (3) SBIC authority to invest in veteran-owned small businesses; and (4) increased SBIC program levels. Revises or adds provisions concerning investment in small businesses engaged primarily in manufacturing and in renewable-energy small businesses. Authorizes the SBA to guarantee loans to certain medical professionals for the acquisition of health information technology used in the professionals' practice. Directs the SBA Administrator to establish and carry out a program to provide equity investment financing to support early-stage small businesses in specified targeted industries. Revises requirements and increases loan limits under the SBA's disaster loan program.

Requires the Secretary to establish the Osteoporosis and Related Bone Disease Advisory Committee to advise the Secretary and the Assistant Secretary for Health on conducting activities related to the National Bone Health Program. Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Small Business Credit Expansion and Loan Markets Stabilization Act of 2009 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish and carry out: (1) a program to provide support to SBA regional, district, and branch offices to assist small lenders not participating in the SBA Preferred Lenders Program to participate in other programs for assistance to small businesses under the SBA 7(a) general business loan program; (2) a rural lending outreach program; and (3) a lender training program for new and existing lenders. Makes permanent (currently pilot programs): (1) the SBA's Community Express Program; and (2) a program for reduced fees for veteran participation loans. Reduces restrictions with respect to borrower leasing of space constructed with the proceeds of an SBA-guaranteed loan. Directs the Administrator to establish and permit a lender making a 7(a) loan to use an alternative loan size standard based on factors including a business's maximum tangible net worth and average net income. Prohibits more than 10% of SBA-guaranteed loans in a fiscal year from being awarded as part of a pilot program. Provides additional pilot program dollar limitations. Prohibits pilot programs (other than existing ones) from exceeding three years in duration. Authorizes the Administrator to provide loans to cooperatives, under specified conditions. Directs the Administrator to establish: (1) a capital backstop program, under which the Administrator collects information from a small business to determine the creditworthiness and repayment ability of a small business attempting to secure an SBA-guaranteed loan; and (2) a process for providing such information to participating lenders. Prohibits the Administrator from applying any application, processing, or approval standard to a loan for the purpose of financing goodwill, unless such standard applies to all 7(a) loans. Directs the Administrator to: (1) establish an independent SBA appellate process for reviewing material determinations affecting a lender or investment company participating or applying to participate in an SBA program; and (2) appoint an SBA ombudsman. Amends the American Recovery and Reinvestment Act of 2009 to extend and expand certain loans made available to small businesses. Increases certain SBA loan limits. Revises real estate appraisal requirements with respect to SBA loans secured by commercial property.

Solar Technology Roadmap Act - Directs the Secretary of Energy to conduct a program of research, development, and demonstration for solar technology. Requires the Secretary to provide awards to: (1) academic institutions, national laboratories, government research agencies, nonprofit organizations, industrial entities, or consortia thereof for research, development, and demonstration activities; and (2) industry-led consortia for research, development, and demonstration of advanced techniques for manufacturing a variety of solar energy products. Directs the Secretary to establish and provide support for a Solar Technology Roadmap Committee, which shall develop a Solar Technology Roadmap that: (1) presents the best current estimate of the near-, mid-, and long-term research, development, and demonstration needs in solar technology; and (2) provides guidance to the solar technology research, development, and demonstration activities supported by the federal government for meeting national priorities in energy security, U.S. competitiveness, climate change mitigation, and energy diversification. Declares it to be U.S. policy that at least 75% of funding for Department of Energy (DOE) solar technology research, development, and demonstration activities after FY2014 support Roadmap activities. Requires the Director of the Office of Science and Technology Policy to coordinate federal interagency activities identified in and related to the Roadmap. Directs the Secretary to: (1) establish a program to provide grants for demonstration projects to support the development of solar energy production, consistent with the Roadmap; (2) transmit to Congress the results of a study that analyzes the performance of photovoltaic installations in the United States; (3) award multiyear grants for research, development, and demonstration activities to create innovative and practical approaches to increase reuse and recycling of photovoltaic devices; and (4) establish an initiative to develop a comprehensive physical property database of materials for use in photovoltaic devices.

Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conclude a rulemaking procedure to determine the appropriate premium discount applicable to each healthy behavior and each improvement toward healthy behavior. Describes "healthy behavior" (and improvements toward such behavior) as indicated by factors related to smoking, blood pressure, body mass index, lipoprotein levels, and hemoglobin A1c levels. Requires any healthy behavior or improvement toward healthy behavior to be supported by medical test result information which is certified by a licensed physician, and the individual to whom it relates, as being complete, accurate, and current. Imposes civil penalties for false certifications.

Requires the Surface Transportation Board, in a proceeding with respect to a transaction that involves at least one Class I railroad (under current law, merger or control of at least two Class I railroads), to consider the effect on the public interest, including the safety and environmental effect of the proposed merger on local communities, intercity rail passenger transportation, commuter rail passenger transportation, and the public interest. Prohibits the Board from approving mergers if their adverse impacts on safety and on affected communities outweigh their transportation benefits. Authorizes the Board to impose conditions to mitigate the effect of mergers on local communities.

Sets forth project eligibility requirements and project identification and selection priorities. Requires the Secretary to finalize revision of the Handbook for publication. Amends the Safe, Accountable, Flexible, Efficient Transportation Act: A Legacy for Users (SAFETEA-LU) to repeal its program for roadway safety improvements for older drivers and pedestrians. Requires the Secretary to: (1) appoint a Special Assistant for Older Driver and Pedestrian Safety within the Office of the Secretary; and (2) establish national goals for increasing driver, passenger, and pedestrian safety for persons 65 years old or older. Requires the Secretary to revise the manual on uniform traffic control devices to include a standard for a minimum level of retroreflectivity for pavement markings on all public roads.

Veterans' Insurance and Health Care Improvements Act of 2009 - Makes permanent a current temporary extension of Servicemembers' Group Life Insurance (SGLI) coverage for totally disabled veterans. Allows veterans under age 60 to increase coverage under Veterans' Group Life Insurance (VGLI) in increments of up to $25,000 during each five-year period, to a maximum amount of $400,000. Eliminates a reduction by the Secretary of Veterans Affairs (VA) in the amount of an accelerated death benefit for terminally ill persons insured under SGLI and VGLI. Establishes, with respect to the provision of VA health care, a priority level for veterans awarded the Medal of Honor equal to the level of Purple Heart recipients. Provides permanent VA authority to provide hospital care, medical services, and nursing home care to Vietnam-era herbicide-exposed veterans and Persian Gulf War veterans who have insufficient medical evidence to establish a service-connected disability. Prohibits the Secretary from collecting copayments from catastrophically disabled veterans for the receipt of VA hospital care or medical services. Establishes within the Veterans Health Administration: (1) a Director of Physician Assistant Services; and (2) a Committee on Care of Veterans with Traumatic Brain Injury. Amends the Veterans' Mental Health and Other Care Improvements Act of 2008 to revise participant eligibility requirements under a pilot program of contract care for veterans residing in highly rural areas. Establishes in the Treasury the Qualified World War II Veterans Equity Compensation Fund to provide monthly payments of $1,000 to former active-duty World War II veterans who have not received benefits under the Servicemen's Readjustment Act of 1944.

Caregiver Assistance and Resource Enhancement Act - Directs the Secretary of Veterans Affairs (VA), with respect to individuals providing noninstitutional extended care to disabled veterans, to make support services available to such caregivers, both family and non-family, including: (1) educational sessions teaching caring techniques, strategies, and skills; (2) respite care; (3) nursing care; (4) counseling and mental health services; (5) medical care; and (6) lodging and subsistence. Requires the Secretary to survey and report to specified congressional committees on such caregivers.

International Travelers Bill of Rights Act of 2009 - Defines "site operator" as an individual or entity that operates a website providing access to international travel services, including an overseas vacation destination or a third party that operates a website offering international travel services. Requires a site operator to provide information in a clear and conspicuous way on its website regarding the health and safety risks of overseas vacation destinations marketed on the site, including the onsite health and safety services available and, if those services are not available 24 hours a day, the hours the services are available, if known. Requires a site operator to: (1) establish a process under which an overseas vacation destination will be suspended from its website as a result of consumer complaints regarding poor medical care, unsafe or unsanitary facilities, or other health-related issues; and (2) make all such complaints publicly available on its website. Allows an operator to modify complaints at the request of the complainant and to remove offensive language and personal identification. Treats a violation as an unfair or deceptive act or practice prescribed under the Federal Trade Commission Act.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Statutory Pay-As-You-Go Act of 2009

Statutory Pay-As-You-Go Act of 2009 - Requires the Congressional Budget Office (CBO), as soon as practicable after Congress completes action on any Pay-As-You-Go (PAYGO) legislation, to provide an estimate of its budgetary effects to the Office of Management and Budget (OMB). Requires OMB to maintain and make publicly available a document containing a PAYGO ledger and, within seven days (excluding weekends and legal holidays) after the enactment of any PAYGO legislation, record on such ledger its estimate of the legislation's budgetary effects in each fiscal year, applying the look-back and averaging requirements of this Act. Exempts from the requirements of this Act any PAYGO legislation designated as an emergency requirement by the President and enacted by Congress. (Requires OMB to display the budgetary effects of such legislation as an addendum in the document containing the PAYGO ledger but not record the budgetary effects in it.) Requires OMB: (1) to make publicly available an annual PAYGO report and publish a notice of it in the Federal Register, including information on how it can be obtained; and (2) if such report shows a debit on the PAYGO ledger for the budget year, to prepare and the President to issue a sequestration order for submission to Congress. Prescribes requirements for calculating a sequestration for certain nonexempt and Medicare mandatory programs. Sets forth a special temporary rule to address the scoring of legislation affecting current policy for: (1) payments made under title XVIII (Medicare) of the Social Security Act for physician services; (2) the Estate and Gift Tax and the Alternative Minimum Tax (AMT) under the Internal Revenue Code; and (3) provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 or the Jobs and Growth Tax Relief and Reconciliation Act of 2003 that amended the Code extending middle-class tax cuts for individuals (or provisions in later statutes further amending such amendments). Makes such rule effective through December 31, 2010, or, in specified circumstances, until December 31, 2011. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to modify the assumptions used to calculate the baseline. Requires: (1) temporary mandatory funding and tax provisions related to major natural or man-made disasters to be assumed to expire on schedule, and discretionary funding for them to not be projected; and (2) the baseline to include a disaster allowance that is not designated as mandatory or discretionary and is not allocated to any congressional committee. Amends the Gramm-Rudman-Hollings Act to specify additional Social Security, veterans, Tier I Railroad Retirement benefits and other programs and activities exempt from a sequestration order as well as certain economic recovery programs.

Wounded Warrior Caregiver Assistance Act

Wounded Warrior Caregiver Assistance Act - Directs the Secretary of Veterans Affairs (VA) to make interactive training sessions available for family caregivers and individuals who provide such caregivers support (including respite care providers, nursing care providers, and counselors). Directs the Secretary to provide family caregivers with information concerning public, private, and nonprofit agencies that offer support to such caregivers, including by contracting with a private entity to provide family caregivers with an Internet-based service with: (1) a directory of county level services; (2) message boards and other tools that allow interaction to foster peer support and the creation of support networks; and (3) comprehensive information explaining relevant health-related topics and issues. Directs the Secretary to conduct outreach to inform disabled veterans and their families of these services. Makes family caregivers eligible for counseling, training, and mental health services under existing provisions. Authorizes the Secretary to furnish respite care to a veteran who receives care from a family caregiver under existing provisions.
