Expresses the sense of the House of Representatives that the President should direct appropriate members of the administration to: (1) pursue discussions with Canada directed toward resolving problems relating to U.S. imports of Canadian pork; and (2) use all available authorities to protect the economic viability of the U.S. pork industry and to promote free and fair trade.

Expresses the sense of the Congress that the Federal Home Loan Bank Board should delay until June 30, 1985, the effective date of its proposed regulations regarding limitations on direct investment in real estate, service corporations, and equity securities by federally insured savings and loan associations. Directs the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Banking, Finance, and Urban Affairs of the House of Representatives to examine alternatives to the proposed regulations which will ensure safety and sound investment activities.

Public Lands Pest Management Fund Act - Amends the Land and Water Conservation Fund Act of 1965 to authorize the appropriate Secretary to take specified measures to protect public lands from insect and plant pests. States that for purposes of this Act the appropriate Secretary means the Secretary (either of Agriculture or of the Interior) under whom the affected public lands are being administered. Authorizes appropriations.

Law Enforcement Officers Protection Act of 1984 - Amends the Federal criminal code to define "armor piercing ammunition." Excludes from the definition: (1) shot gun shot required by Federal or State regulations for hunting; (2) frangible projectiles for target shooting; and (3) projectiles that the Secretary of Treasury determines are primarily intended for sporting purposes. Makes it unlawful for any person to manufacture or import armor piercing ammunition. Allows for: (1) the manufacture or importation of armor piercing ammunition for the use of the United States or any State or local government; and (2) manufacture for the sole purpose of exportation. Establishes a licensing fee of $1,000 per year for manufacturers and importers of armor piercing ammunition. Imposes an additional mandatory sentence of not less than five years for any person who uses or carries a firearm and is in possession of armor piercing ammunition during the commission of a violent felony. Provides that such sentence shall not be suspended nor probation nor parole granted.

Idaho Forest Management Act of 1984 - Title I: Findings, Purposes, and Wilderness Designation - Sets forth congressional findings and purposes. Designates the following lands in Idaho as components of the National Wilderness Preservation System: (1) the Selkirks-Canyon Wilderness in the Panhandle National Forest; (2) the Salmo Priest Wilderness in the Panhandle National Forest; (3) the Scotchman Peaks Wilderness in the Panhandle National Forest; (4) the Mallard Larkins Wilderness in the Panhandle and Clearwater National Forests; (5) the Kelly Creek-Hoodoo Wilderness in the Clearwater National Forest; (6) the North Lick Creek Wilderness in the Payette National Forest; (7) the White Clouds Wilderness in the Sawtooth National Forest; (8) the Worm Creek Wilderness in the Caribou National Forest; and (9) the Borah Peak Wilderness in the Challis National Forest. Title II: Release of Lands for Multiple Use Management - Provides that the RARE II (second roadless area review and evaluation) final environmental impact statement (dated January 1979) with respect to national forest system lands in Idaho shall not be subject to judicial review. Provides that national forest system lands in Idaho which have not been designated as additions to the National Wilderness Preservation System by this Act or which have not been previously designated as wilderness by an Act of Congress shall be managed for multiple uses other than wilderness. Prohibits the Secretary of Agriculture from conducting any further statewide roadless area review and evaluation of national forest system lands in Idaho without express congressional authorization. Title III: Miscellaneous Provisions - Sets forth requirements with respect to livestock grazing policies, State water allocation authority, buffer zones, mineral resources assessment, and aircraft landing. Specifies procedures for the disposition of existing mining claims in the White Clouds Wilderness designated by this Act. Requires the Secretary of Agriculture to conduct an inventory of, and report to Congress on, the structures which exist within the wilderness areas designated by this Act. Sets forth procedural requirements for judicial review of any decision by the Secretary with respect to any of the plans and environmental statements referred to in this Act.

Directs the President to: (1) secure from the Indochina nations a full accounting of Americans captured or missing as a result of the Vietnam conflict; and (2) work for the release of captive Americans and the return of the remains of those American servicemen and civilians who died in Southeast Asia. Requires the President to submit two reports to Congress on American POW/MIAs in Southeast Asia.
