Amends the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to exempt from specified groundwater monitoring requirements any facility: (1) at which fewer than 20 tons of municipal solid waste is disposed of daily; (2) at which there is no evidence of existing groundwater contamination; and (3) which serves a community that experiences an annual interruption of at least three consecutive months of surface transportation that prevents access to a regional waste management facility or that has no waste management alternative and is in an area that receives 25 inches or fewer of precipitation annually.

No Net Loss of Private Lands Act - Authorizes the United States to acquire an interest in 100 or more acres of land within a State only if, before any such acquisition, the United States disposes of the surface estate to land in that State in accordance with the following requirements. Specifies that the disposition of the surface estate in land by the United States qualifies for the purpose of such provision if: (1) the value of such estate is approximately equal to the value of the interest in the land to be acquired, as determined by the Secretary of the department concerned; and (2) such Secretary certifies that the United States has disposed of land for the purpose of this section. Subjects acquisition of land within a State to this Act if 25 percent or more of the land within the State is federally-owned. Excludes specified lands and properties from this Act. Authorizes the head of any department, agency, or instrumentality of the United States to waive such land acquisition requirements during a declaration of war or national emergency.

Amends the Reclamation Reform Act of 1982 to: (1) require only owners of more than 320 acres (currently all landowners) receiving irrigation water to furnish their irrigation district with a certificate of compliance with requirements for the receipt of such water; and (2) empower the Secretary of the Interior to impose penalties not to exceed $1,500 per year for noncompliance with such certification requirements due to error, good faith questions of interpretation, or unintentional omissions. Requires all determinations of noncompliance to be subject to an adjudicatory hearing. Limits all penalties to one year unless the Secretary determines the noncompliance to be the result of fraud or intentional misrepresentation of fact by a landholder.

Firefighters and Police Retirement Security Act of 1993 - Amends the Age Discrimination in Employment Amendments of 1986 to repeal a provision which would have terminated an exemption for certain bona fide hiring and retirement plans applicable to State and local fire fighters and law enforcement officers. (This Act thereby preserves such exemption beyond 1993.)

Tobacco Advertising Subsidies and Health Enhancement Strategies Act - Amends the Internal Revenue Code to disallow any deduction for tobacco product sale promotion expenses. Requires any additional revenues to the Treasury to be used for deficit reduction purposes. Prohibits such revenues from being considered for any purpose under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Prohibits funds appropriated or otherwise made available for military functions of the Department of Defense from being made available to any other Federal department or agency unless the Secretary certifies to the Congress at least 30 days in advance that such transfer is in the national security interest. Authorizes the Secretary to waive such prohibition during a period of national emergency.

Amends the Watershed Protection and Flood Prevention Act to authorize the Secretary of Agriculture to provide at least 50 percent of the costs for reservoir construction and other water supply projects in rural areas experiencing water quality or quantity problems.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

Amends the Internal Revenue Code to allow the deduction for home office expenses if a portion of a dwelling unit is used as the sole fixed location of business for a taxpayer who has no other fixed location of business, regardless of: (1) the amount of time or type of work performed in such location; or (2) the proportion of the total income from the business attributable to such location.

Comprehensive Recycling Act of 1993 - Requires the Administrator of the Environmental Protection Agency to provide technical assistance and guidance to States on recycling methods and opportunities. Directs States to develop and implement comprehensive multimaterial recycling programs. Requires such programs to be designed to provide at least 20 percent of a State's population with an opportunity to participate in such programs within two years of this Act's enactment. Provides that such programs must be available to an additional 20 percent of a State's population every two years, until the entire population is provided with such opportunity. Requires States to include recycling programs in the solid waste plan required by the Solid Waste Disposal Act. Makes States with approved plans eligible for Federal grants for recycling programs. Amends the Solid Waste Disposal Act to require the Administrator to make grants to States for implementing recycling programs.

Designates July 25 through 31, 1993, as National Week of Recognition and Remembrance for Those Who Served in the Korean War. Authorizes the President to urge U.S. departments and agencies, interested organizations, groups, and individuals to fly the American flag at half-staff on July 27, 1993, in honor of the Americans who died as a result of their service in Korea.

Biennial Budgeting Act of 1993 - Amends the Congressional Budget Act of 1974 to revise the Federal and congressional budget processes by establishing a two-year budgeting and appropriations cycle and timetable. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Devotes the first session of any Congress to the budget resolution and to appropriations decisions, retaining current deadlines in most cases. Changes certain deadlines to conform to the biennial scheme. Devotes each second session to authorization activity, subject to specified deadlines. Requires the Director of the Congressional Budget Office (CBO) to issue four-year projections of congressional budget action. (Current projections are on a five-year basis.) Amends provisions relating to the reconciliation process to: (1) increase from 20 to 100 hours the time of debate permitted in the Senate with respect to reconciliation measures; and (2) make it out of order in both the House and the Senate to consider any reconciliation legislation changing any provision of law other than one relating to new budget or spending authority, revenues, or the public debt limit. Conforms provisions governing the President's budget to the biennial framework. Amends the Rules of the House of Representatives to conform to the biennial framework.

Common Sense Amendments for All Endangered Species Act - Amends the Endangered Species Act of 1973 with respect to: (1) wildlife management effects evaluation; (2) fish and wildlife conservation and management projects; (3) sport hunting; (4) foreign laws; and (5) subspecies and population criteria. Directs the Secretary of the Interior to conduct a specified funding augmentation study.

Commends radio amateurs for their contributions to technical progress in electronics and for their emergency radio communications in times of disaster. Urges the Federal Communications Commission to continue and enhance the development of the amateur radio service as a public benefit by adopting rules and regulations which encourage the use of new technologies within the amateur radio service. Declares that reasonable accommodation should be made for effective operation of amateur radio from residences, private vehicles, and public areas and that regulation at all levels of government should facilitate and encourage amateur radio operation as a public benefit.

Fairness in Tobacco and Nicotine Regulation Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to require the Secretary of Health and Human Services to promulgate regulations governing the manufacture, distribution, sale, labeling, and advertising and promotion (manufacture) of tobacco products which are consistent with regulations governing other products which are ingested, but bars the Secretary from outlawing the sale and distribution of a tobacco product solely because tobacco causes disease. Sets minimum requirements pursuant to such regulations, including a prohibition on the sale or distribution of tobacco products to minors. Establishes in the Food and Drug Administration (FDA) the Tobacco and Nicotine Products Advisory Committee which shall review: (1) the available scientific evidence on the effects of tobacco products on human health, including the effects of environmental tobacco smoke on nonsmokers; (2) the manufacturing process of tobacco products; (3) the role of nicotine as part of the smoking habit; (4) the marketing and promotional techniques used by tobacco manufacturers; and (5) current Federal, State, and local laws governing the manufacture of tobacco products. Requires each tobacco product manufacturer to: (1) register with the Secretary; and (2) pay an annual fee determined by the Secretary based upon the total market share for each brand of tobacco product. Credits fees collected for a fiscal year to the appropriation account for salaries and expenses of the FDA. Amends: (1) the Federal Cigarette Labeling and Advertising Act (FCLAA) and the Comprehensive Smokeless Tobacco Health Education Act of 1986 (CSTHEA) to modify warning labels to emphasize the addictive nature of smoking; and (2) the FFDCA to include tobacco products within recordkeeping requirements applicable to the interstate shipment and factory inspection of food, drugs, devices, and cosmetics. Authorizes the Secretary to: (1) modify the warning labels required by the FCLAA and CSTHEA if the modification in the content of the label does not weaken the health message and is in the best interests of the public health; and (2) increase the size and placement of such required labels.

Native American Veterans' Memorial Establishment Act of 1993 - Authorizes the National Museum of the American Indian to design, construct, and maintain a National Native American Veterans' Memorial. Locates the Memorial on the same site as the National Museum of the American Indian. Provides for funding of the Memorial through private donations. States that the United States shall not pay any of the Memorial's establishment expenses, other than providing the location. Defines "Native American" as an Indian, a Native Hawaiian, and an Alaska Native.

ESOP Promotion and Improvement Act of 1993 - Amends the Internal Revenue Code to allow S corporations (certain small business corporations) to participate in employee stock ownership plans (ESOPs). Permits ESOP participants whose compensation does not exceed a certain amount to contribute up to 50 percent of it to the plan. Allows ESOP closely-held corporate sponsors to pay estate tax if an estate transferred the stock of the corporation to an ESOP. Allows the deductibility of ESOP dividends in computing alternative minimum tax. Excludes from gross income transfers of qualified securities in connection with the performance of services if such securities are sold to an ESOP within 60 days of the taxable event.

Authorizes the President to present to Red Skelton, on behalf of the Congress, a gold medal in recognition of his performance as an entertainer and humanitarian. Authorizes the Secretary of the Treasury to strike a gold medal with suitable emblems and to strike and sell bronze duplicates of it. Declares such medals national medals. Authorizes appropriations.

Rural Community Water Pollution Control Assistance Act of 1993 - Amends the Federal Water Pollution Control Act with respect to the use of a State water pollution control revolving fund to: (1) allow loans for terms of up to 40 years in the case of loans to economically distressed rural communities (EDRCs); (2) allow annual interest payments on such loans to commence within three years after completion of the water control project in the case of loans to EDRCs; and (3) require no less than 15 percent of the funds deposited into the revolving fund after the date of enactment of this Act to be used to make loans to EDRCs. Authorizes the use of such revolving fund for providing technical assistance to EDRCs in the operation, management, and maintenance of waste water treatment works. Defines an EDRC as a rural community in which the: (1) median household income is less than 75 percent of such income statewide; or (2) rate of poverty is greater than the national poverty rate. Increases the percentage of such revolving fund authorized to be used for administrative expenses to four and one-half percent of the total funds.

Qualified Football Coaches Plan Technical Corrections Act of 1993 - Amends the Employee Retirement Income Security Act of 1974 to make technical revisions which restore treatment of a qualified football coaches plan as a multiemployer plan for pension plan purposes.

Amends the Legislative Branch Appropriations Act, 1993 to make State workers' compensation laws the exclusive remedy for agricultural worker injuries under the Migrant and Seasonal Agricultural Worker Protection Act for all cases in which a final judgment has not been entered before October 6, 1992.

Endangered Species Improvement Act of 1993 - Amends the Endangered Species Act of 1973 to require the Secretary of the Interior (or of Commerce or Agriculture, under specified circumstances) to determine that a species is endangered or threatened if the Secretary determines that: (1) the species warrants listing as an endangered or threatened species because of natural or manmade factors affecting its continued existence; and (2) such listing is in the public interest (after considering specified factors, including any beneficial or adverse effects which may result from the application of or the protections of the Act to such species). Directs the Secretary, prior to making any such determination, to submit for peer review all information on and analyses of the species or habitat upon which such determination will be made to a panel of experts who are not employed by, under contract to, or recipients of grants from the department of the Secretary. Bars any person who participates formally in such determination from receiving any funding pursuant to the Act or any other authority of the Secretary to study, conduct research on, undertake conservation activities for, or otherwise address the species involved. Sets forth provisions regarding: (1) estimating the number of a species subject to a proposed rule; (2) applying the emergency listing process to situations involving "an immediate threat of extinction" (currently, "a significant risk to the well-being" of a species); (3) limiting application of the taking prohibition prior to completion of a recovery plan; and (4) eliminating citizen suits against private parties. Directs the head of any Federal agency who takes an action under the Act to compensate the owner of private property for any diminution in value caused by the action.

Calls for the U.S. Trade Representative to insist that any trade agreement negotiated pursuant to the Uruguay Round must provide U.S. copyright-based industries with: (1) fair and equal access to the markets of the nations that are party to the General Agreement on Tariffs and Trade; (2) equal opportunities to obtain government funding; (3) adequate and effective copyright protection, including full national treatment and recognition of contractual rights; and (4) a mechanism to resolve expeditiously disputes concerning market access, national treatment, and copyright protection.

Fairness in Product Liability Act of 1993 - Declares that this Act governs any product liability action brought in any State or Federal court against a manufacturer or product seller for harm caused by a product, but supersedes State law only to the extent that State law applies to an issue covered by this Act. Lists specific laws not superseded, including provisions regarding vaccine injury. Makes a product seller liable to a claimant for harm only if the claimant establishes that: (1) the product which allegedly caused the harm complained of was sold by the product seller who failed to exercise reasonable care with respect to the product and such failure was a proximate cause of the claimant's harm; (2) the product seller made an express warranty applicable to the product which allegedly caused the harm complained of, the product failed to conform to the warranty, and such failure caused the claimant's harm; or (3) the seller engaged in international wrongdoing which was a proximate cause of the harm complained of by the claimant. Makes it a complete defense to a product liability action that the claimant was intoxicated or was under the influence of intoxicating alcohol or any drug and, as a result of such intoxication or influence, was more than 50 percent responsible for causing the accident or event which resulted in such claimant's harm. Directs that the damages for which a manufacturer or product seller is otherwise liable under State law be reduced by the percentage of responsibility for the claimant's harm attributable to misuse or alteration of a product if such percentage was proximately caused by a use or alteration of a product: (1) in violation of, or contrary to, the manufacturer's or product seller's express warnings or instructions if the warnings or instructions are adequate under State law; or (2) involving a risk of harm which was, or should have been, known by the ordinary person who uses the product, with an exception for workplace injuries. Sets forth provisions regarding: (1) limitations on punitive damages; (2) several liability for noneconomic damages; (3) statutes of limitation; (4) workers' compensation offsets; and (5) lack of Federal jurisdiction over civil actions arising under this Act.

Amends the National Trails System Act to designate the Great Western Scenic Trail, a system of trails to accommodate a variety of travel users in a corridor extending from the Arizona-Mexico border to the Idaho-Montana-Canada border, for study for addition to the national scenic trails system. Permits motorized vehicles on components of the Great Western Scenic Trail system.

Federal Land Management Professionalization Act - Amends the National Park Service Organic Act to require the Director of the National Park Service to be appointed by the President, (currently, by the Secretary of the Interior) by and with the advice and consent of the Senate, for a five-year term. Requires the Director to have substantial experience in park management and natural or cultural resource conservation. Amends the Federal Land Policy and Management Act of 1976 and the Fish and Wildlife Act of 1956 to require the Director of the Bureau of Land Management and the Director of the Fish and Wildlife Service, respectively, to serve five-year terms. Requires the Forest Service to have as its head a Chief to be appointed by the President, by and with the advice and consent of the Senate, for a five-year term. Requires the Chief to have substantial experience in forestry managment and Federal land conservation.

Recreational Hunting Safety and Preservation Act of 1993 - Makes it unlawful to intentionally obstruct a lawful hunt (as defined by this Act) on Federal lands. Establishes: (1) civil penalties for such violations; (2) procedures for individual and government agent complaints; and (3) permitted uses of collected penalty money. Authorizes injunctive relief. Permits an affected individual or sportsman's organization to bring a civil action to recover actual and punitive damages and attorney's fees.
