Build the Wall, Enforce the Law Act of 2018 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to modify provisions relating to the enforcement of immigration laws. Specifically, the bill prohibits any individual (e.g., an employer) from restricting or interfering with the enforcement of the immigration laws by federal officials. It also denies states or localities (i.e., sanctuary jurisdictions) that fail to cooperate in the enforcement of the immigration laws eligibility for federal funds and law enforcement grants under the Omnibus Crime Control and Safe Streets Act of 1968. The bill amends detainer provisions to authorize the Department of Homeland Security to issue detainers for the arrest of an illegal alien if there is probable cause to believe that the alien is inadmissible or deportable. It also provides qualified immunity to governmental and certain nongovernmental entities that detain an alien, except in cases of mistreatment, and allows a private right of action to relatives of victims of crime committed by an alien released from custody by a state or local governmental entity that failed to honor a detainer. The bill also revises provisions requiring detention of aliens during the pendency of removal proceedings to require indefinite detention of aliens who have committed certain serious crimes; enhances penalties for the criminal offense of reentry after removal; establishes new and specific grounds of inadmissibility and deportability for aliens who are members of designated criminal gangs (consisting of five or more persons); and provides funding for border barriers, technology and other resources at the southern border to prevent illegal entry.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

This bill modifies the self-certification requirements for federal employees who use disabled veteran leave. Currently, a federal employee who uses disabled veteran leave must certify that the leave was used to undergo medical treatment for a service-connected disability. The Office of Personnel Management is authorized to prescribe the form and manner of such certification. This bill adds a new provision to specify, in the case of a legislative branch employee, which office is authorized to prescribe the form and manner of the certification.

I-14 Expansion and Improvement Act of 2018 This bill amends the Intermodal Surface Transportation Efficiency Act of 1991 to include additional routes within The Central Texas Corridor, a high priority corridor on the National Highway System, and to include The Central Louisiana Corridor and The Central Mississippi Corridor as high priority corridors on such system. The bill extends the Central Texas Corridor eastward following highways LA 8, LA 28, and US 84 in Louisiana through Leesville, Fort Polk, Alexandria, Pineville and Vidalia, where it would cross the Mississippi River.

Common Sense Certification Reform Act This bill prohibits the Occupational Safety and Health Administration from requiring the certification of employees for operating power-operated equipment (e.g., cranes) used in construction activities to deliver or retrieve propane containers.

Comprehensive Addiction Recovery through Effective Employment and Reentry Act or the CAREER Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to establish a pilot program to award grants to states in order to assist individuals with the transition from substance use disorder treatment programs to independent living and the workforce. Eligible grant activities include outpatient treatment programs, care coordination services, and vocational training. HHS may award five-year grants to up to five states (based in part on specified unemployment and overdose data) and one-year grants to states and Indian tribes (based on criteria determined by HHS). Additionally, the bill amends the Housing and Community Development Act of 1974 to include temporary housing services for individuals transitioning from substance use disorder treatment programs as qualifying activities for which states may use federal funds. The bill also amends the Workforce Innovation and Opportunity Act and the Rehabilitation Act of 1973 to allow states to use federal funds for career and training services for such individuals, including career counseling, employee assistance programs, and educational resources for employers.

Protecting the Dignity of Unborn Children Act of 2018 This bill amends the federal criminal code to make it a crime to recklessly dispose of or abandon fetal remains in a landfill or in any navigable waters of the United States. The term "fetal remains" means any part (except a cremated part) of a deceased human fetus following an abortion. A violator is subject to a fine, up to three years in prison, or both.

Ensuring Medicaid Provides Opportunities for Widespread Equity, Resources, and Care Act or the EMPOWER Care Act This bill amends the Deficit Reduction Act of 2005 to extend funding through FY2022 for the Money Follows the Person Rebalancing Demonstration Program and to otherwise revise the program. (Under this program, the Centers for Medicare & Medicaid Services must award grants to state Medicaid programs to assist in rebalancing states' long-term care systems.)

FDLP Modernization Act of 2018 This bill revises provisions regarding the distribution and sale of public documents to provide for no-fee public access to government information and to specify that digital information belongs in the program. The Government Publishing Office (GPO) shall appoint an individual to serve as the Superintendent of Documents, who shall administer the programs of GPO which provide no-fee public access to federal information dissemination products (IDPs). The Superintendent shall establish a comprehensive, national collection of IDPs determined to be appropriate for inclusion in the collection and shall include all IDPs which have been incorporated by reference into the Code of Federal Regulations. The Superintendent shall provide permanent public access to all of the IDPs which are included in the national collection through: the online repository established and operated by the GPO; the Federal Depository Library Program; methods established for access to products in incompatible formats; and cataloging, indexing, identification, location, availability, and format designation services. The Government Accountability Office shall study the implementation of changes to rules governing public access to government publications.

Trickett Wendler, Frank Mongiello, Jordan McLinn, and Matthew Bellina Right to Try Act of 2018 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt, from specified requirements and restrictions under that Act and other laws, the provision of certain unapproved, investigational drugs to a terminally ill patient who has exhausted approved treatment options and is unable to participate in a clinical trial involving the drugs. The manufacturer or sponsor of an eligible investigational drug must publish annual summaries on any use of the drug in accordance with these provisions. The bill limits the liability of a sponsor, manufacturer, licensed physician, clinical investigator, or hospital that provides, or declines to provide, an eligible investigational drug to an eligible patient in accordance with the bill.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

Reserve Component Benefits Parity Act of 2018 This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay ; and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

Small and Rural Community Clean Water Technical Assistance Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to authorize the Environmental Protection Agency to provide grants or cooperative agreements to qualified technical assistance providers for assisting publicly owned treatment works (POTWs) that are small (serving 10,000 individuals or fewer) or medium (serving no fewer than 10,001 and not more than 75,000 individuals) in size. The technical assistance providers must assist the POTWs in complying with the Act or obtaining financing under the Act for eligible projects. Assistance may be provided to POTWs through onsite technical assistance, circuit rider technical assistance programs, regional technical assistance programs, and onsite and regional training.

Transition to Independence Act of 2018 This bill directs the Centers for Medicare & Medicaid Services to establish a demonstration program under which a state that has a Medicaid Buy-In program and meets other specified requirements may receive bonus payments for expanding employment opportunities for working-age individuals with disabilities who receive Medicaid-funded home- or community-based services.

Congressional Accountability Act of 1995 Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise administrative and judicial dispute resolution procedures for initiating, investigating, and resolving claims by employees alleging that employing offices have violated their CAA rights and protections, including protections against sexual harassment. The bill revises CAA provisions, including to: eliminate CAA counseling and mediation requirements before an employee may file a claim with the Office of Compliance (OOC) alleging the violation; require current and former Members of Congress to reimburse the Treasury if an employee receives an award or settlement for the Member's alleged act of discrimination or retaliation; require referral to congressional ethics committees of final disposition of claims alleging CAA violations by Members of Congress and senior staff of employing offices; require non-congressional legislative offices that violate CAA requirements to reimburse the Treasury for resulting award or settlement payments; and extend CAA nondiscrimination requirements and remedies to Library of Congress employees and uncompensated legislative branch interns, detailees, and fellows. The bill applies CAA rights and protections to the China Review Commission, the Congressional-Executive China Commission, the Helsinki Commission, the John C. Stennis Center for Public Service Training and Development, and their employees. Non-congressional CAA employing offices must develop programs to train and educate employees about their CAA rights and protections and available procedures to consider alleged CAA violations. The bill renames the OOC the Office of Congressional Workplace Rights.

Requires each employing office of the House of Representatives to adopt an anti-harassment and anti-discrimination policy. Establishes the House Office of Employee Advocacy (OEA) to: (1) provide legal assistance to House employees regarding Congressional Accountability Act of 1995 (CAA) procedures, including those applicable to civil actions; and (2) operate an employee hotline. Prohibits the OEA from: (1) accepting awards of litigation expenses or costs under CAA hearings or civil actions, and (2) providing assistance to an employee after the individual files a civil action. Requires House offices to certify that payroll actions are not connected to CAA awards and settlements, and that the Member's Representational Allowance is not being used for CAA awards or settlements. Amends Rule XXIII (Code of Official Conduct) of the Rules of the House to prohibit: (1) a Member, Delegate, Resident Commissioner, officer, or employee of the House from committing sexual harassment against an individual or engaging in unwelcome sexual advances; and (2) sexual relationships between Members and employees (except between married individuals). Bars the House Office of Congressional Ethics from initiating or continuing any investigation of an allegation of violation under CAA rights and protections, or making any recommendations regarding such an allegation, if the employee initiates proceedings with respect to the alleged violation under CAA administrative and judicial dispute-resolution procedures.

CO2 Regulatory Certainty Act This bill amends the Internal Revenue Code to revise requirements for the secure geological storage of carbon dioxide for the purpose of the tax credit for carbon dioxide sequestration. The bill establishes a December 31, 2018, deadline and requirements for regulations that the Internal Revenue Service (IRS) is required, under current law, to establish for determining adequate security measures for the geological storage of the carbon dioxide such that carbon dioxide does not escape into the atmosphere. The IRS regulations must consider the carbon dioxide to be disposed of in secure geological storage if it is stored in compliance with specified rules promulgated by the Environmental Protection Agency under the Clean Air Act and the Safe Drinking Water Act for the geologic sequestration of carbon dioxide, the injection of carbon dioxide, and the criteria and standards for underground injection control programs that are applicable to Class II wells. The bill also revises the definition of "qualified enhanced oil or natural gas recovery project" to exclude a requirement for the first injection of liquids, gases, or other matter to commence after December 31, 1990.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Chronic Wasting Disease Management Act This bill requires the Animal and Plant Health Inspection Service-Wildlife Services to support state and tribal efforts to address chronic wasting disease. The transmissible disease afflicts deer, elk, and moose populations. The agency must make grants to research centers to support efforts to expand and accelerate applied research on the disease. Land management agencies of the Department of Agriculture and the Department of the Interior must work cooperatively with states in researching the disease and implementing state response plans to reduce the spread and prevalence of the disease.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill expands a temporary exception from the Medicare site-neutral inpatient payment rate with respect to certain hospital discharges involving severe wounds.
