Newspersons' Privilege Act - Prohibits Congress, or any Congressional committee or subcommittee, or any court, grand jury, or administrative body of the United States or any State, from requiring that any newsperson reveal information or sources of information which such newsperson received while acting in a journalistic capacity.

Presidential Records Act - States that the United States shall reserve and retain complete ownership, possession, and control of all Presidential records. Requires the President to assure that the performance of official Presidential duties is adequately documented and that documentary materials be appropriately maintained. Permits the President to dispose only of such records which have no administrative, historical, informational, or evidentiary value if: (1) the President obtains the views, in writing, of the Archivist of the United States concerning the proposed disposal schedule of such records; (2) copies of such schedule and the Archivist's views are submitted to Congress at least 60 days in advance of the proposed disposal; and (3) the President receives notification that the Archivist does not intend to consult with Congress on the disposal of such records. Directs the Archivist to consult with Congress on the disposal of such records when such a consultation is in the public interest or when the records to be disposed of may be of special interest to Congress. Requires the Archivist to assume custody, control, and preservation of and access to the records of a President upon the conclusion of the President's term of office. Requires the Archivist to place such records in a Presidential archival depository or another archival facility operated by the United States. Authorizes the Archivist to designate, after consultation with the President, a director for each depository or facility. Permits restrictions on access to Presidential records for up to 12 years if such documents have been validly classified as secret, relate to a Federal appointment, certain trade secrets or other commercial information obtained under privileged circumstances, consist of confidential communications requesting or submitting advice between the President and his advisers or between advisers, or contain personal information, disclosure of which would constitute an unwarranted invasion of privacy. Establishes limits on the duration of the restriction of disclosure of Presidential records. Subjects Presidential records to subpena or other judicial process for the purposes of any civil or criminal investigation or proceeding. States that such records shall be available to an incumbent President and to either House of Congress. Makes the records of a former President available to such former President or the designated representative of such former President. Applies all provisions of this Act to Vice-Presidential, as well as Presidential records.

Expresses the sense of Congress that the settlement plan for Namibia adopted by the United Nations Security Council has the greatest potential to be a peaceful, internationally acceptable settlement. Calls upon all Namibian political parties to support the settlement plan to facilitate the formation of an independent state. Calls upon the Government of the Republic of South Africa to: (1) reassess its decision to reject the proposed settlement plan; and (2) seek to resolve the remaining differences with the plan for Namibian independence.

Citizen Protection Act - Amends the Civil Rights Act of 1964 to require a subpena duces tecum for the search for and seizure of evidence when anyone acting under color of law has probable cause to believe evidence of a crime is located on or about premises in which the person in possession of the evidence has a reasonable expectation of privacy. Permits issuance of a search warrant instead of a subpena duces tecum only if there is probable cause to believe: (1) the person in possession of the evidence may be involved in the crime under investigation; or (2) the evidence sought to be seized would be destroyed, hidden, or moved if the subpena duces tecum procedures set out in this Act were followed. Creates a cause of action for any person aggrieved by a violation of this Act, allowing punitive damages of up to $10,000 for each violation.

Court Interpreters Act - Establishes, through the Director of the Administrative Office of the United States Courts, a program to: (1) compile and make available lists of qualified interpreters for non-English speakers and hearing impaired persons (whether or not also speech impaired) and; (2) provide the services of such interpreters free in criminal actions and civil actions initiated by the United States.

Veterans' Geriatrics and Gerontological Health Services Act - Establishes the Office of Assistant Chief Medical Director for Geriatrics, Gerontology, and Extended Care within the Office of the Chief Medical Director in the Veterans' Administration. Directs the Administration of Veterans' Affairs to designate 20 Veterans' Administration hospitals as geriatrics centers. Establishes a Geriatrics, Gerontology, and Extended Care Task Force within the Veterans' Administration.

Tuition Advance Fund Act - Amends the Higher Education Act of 1965 to authorize the Commissioner of Education to establish a system of undergraduate tuition advances to be repaid as an income tax imposed by the Internal Revenue Code of 1954. Declares that the Federal Government should adopt an explicit national population policy and encourage and assist other countries to achieve their population goals. Directs all agencies of the Federal Government: (1) to give appropriate consideration to population dynamics in decisionmaking; and (2) to review their present statutory authority, regulations, and policies to achieve compliance with the purposes of this Act. Requires the President to annually transmit to Congress a Population Growth and Distribution Report. Requires the Secretary of State and the Director of the Agency for International Development to submit for inclusion in such report specified data concerning each nation of the world. Establishes in the Executive Office of the President an Office of Population Policy: (1) to develop and recommend policies to meet the environmental, social, economic, health, and other needs of the Nation; (2) to study population growth; (3) to report annually to the President; and (4) to coordinate with the Secretary of State and the Director of the Agency for International Development with respect to international policies affecting population growth.

Amends the Agricultural Trade Development and Assistance Act of 1954 to direct the President to establish a reserve stock of agricultural commodities which will be available to carry out agreements under such Act whenever the commodities otherwise available for disposition are insufficient because of statutory limitations. Limits the aggregate quantity of commodities in the reserve at any time to 6,000,000 metric tons.

Primary Health Care Act - States that it is the purpose of this Act: (1) to develop and promote a long-term strategy for addressing primary health care needs; and (2) to alleviate the shortage of health resources in both urban and rural medically underserved areas of the country. Establishes the Commission on National Primary Health Care Needs. Requires the Commission to issue a report to Congress on the national primary health care needs with special attention on the varying needs of both urban and rural areas. Defines the term "primary care" as first contact medical care services, including health promotion and disease prevention, and continuous patient management throughout secondary and tertiary treatment. Defines, for purposes of the Public Health Service Act, the following terms: (1) community hospital; (2) hospital-affiliated primary care center (primary care center); (3) primary care group practice; and (4) primary care resident. Authorizes the Secretary of Health, Education, and Welfare to make grants to community hospitals for planning, developing, and operating primary care centers in medically underserved populations. Sets forth specified assurances which a community hospital must include in an application for such a grant. Authorizes appropriations for such grants through fiscal year 1981. Amends the Public Health Service Act to require the Secretary to establish a plan to allow community health centers to retain earned income if the income is used to expand or improve the services of the center. Authorizes the Secretary to make grants and contracts to demonstrate new, improved, or expanded primary health and dental care delivery mechanisms in the community setting for: (1) medically underserved populations; or (2) other populations if the Secretary determines that such grants or contracts are necessary to demonstrate particular delivery mechanisms. Defines, for purposes of the Public Health Service Act, the following terms: (1) "medically underserved population"; (2) "rural"; and (3) "urban."

Franchising Termination Practices Reform Act - Requires a franchisor to notify a franchisee at least 90 days in advance of the franchisor's intention to terminate the franchise and to state the reasons for termination. Prohibits a franchisor from cancelling a franchise or failing to renew a franchise unless the franchisor is effecting a market area withdrawal or the franchisor has good cause for failure to renew and has given proper notice. Makes any franchisor who has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Military Health Care System Reform Act - Directs the Secretary of Defense to appoint regional civilian military health care administrators to coordinate budgeting, planning, and the allocation of health care resources. Provides for the enrollment of active duty personnel, former members of the military, and military dependents in the military health care system for the provision of medical and dental care. States that enrolled persons shall not be denied or limited in the care provided by reason of the capability of the medical or dental staffs of major military helath care facilities. Provides for the supply of identification cards to enrolled persons. Requires major military health care facilities to establish programs to provide services to enrolled persons. Establishes budgeting requirements for such programs. Directs the Secretary of Defense to take steps to maximize training and use of physician assistance, nurse practitioners, and similar practioners at military health care facilities. Authorizes private physicians to provide medical and dental care at such facilities. Prescribes procedures for processing contract claims for services by private physicians. Entitles military medical personnel to a special performance incentive payment if fiscal year facility expenses are below budgeted expenditures. Prescribes performance standards to be used in determining the amount of such special pay. Requires the Secretary to provide for recovery of payments from health care insurers, employers, or other entities contractually or legally obligated to make payment for the provision of such care to enrolled individuals.
