Violence Against Women Reauthorization Act of 2021 This bill modifies and reauthorizes through FY2026 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Stop Underrides Act This bill requires the installation of rear, side, and front underride guards on certain trucks and trailers. Specifically, the Department of Transportation (DOT) must require the installation of rear, side, and front underride guards on the following a trailer or semi-trailer with a gross vehicle weight rating of 10,000 pounds or more, and a single unit truck for which the bottom of the carriage is greater than 22 inches above the ground and that is 10,000 pounds or more. For rear and side underride guards, DOT must require adherence to a performance standard that requires the guards to be able to prevent intrusion from the body or frame of a trailer, semi-trailer, or truck into the passenger compartment of the motor vehicle that contacts the guard while traveling at 35 miles per hour. In addition, DOT must require drivers to (1) conduct a pre-trip inspection of the underride protection system on their vehicles; (2) identify rusted metal compromising structural integrity, cracked welds, or missing or loose fasteners; and (3) complete any necessary repairs. DOT must establish a Committee on Underride Protection to oversee the ongoing underride guard rulemaking process. DOT must publish data on victims of truck underride crashes on a publicly accessible website and update such data quarterly.

Donald Payne Sr. Colorectal Cancer Detection Act of 2021 This bill provides for Medicare coverage and payment, subject to specified frequency limits, of certain colorectal cancer screening blood-based tests.

Public Service Loan Forgiveness Inclusion Act of 2021 This bill allows the first 60 monthly payments made by a borrower under a graduated repayment or extended repayment plan to become qualifying payments under the Public Service Loan Forgiveness (PSLF) program. However, the borrower must transfer to an eligible repayment plan, such as an income-based or standard repayment plan, for the remaining 60 monthly payments made under the PSLF program.

Give Our Athletes Level Salaries Act or the GOALS Act This bill prohibits the use of funds for the 2026 World Cup until the U.S. Soccer Federation agrees to provide equitable pay to the members of the U.S. Women's National Team and the U.S. Men's National Team.

LGBTQ Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, or queer-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.

Native Plant Species Pilot Program Act of 2021 This bill establishes a pilot program for native plant species and a study on the cost-effectiveness of using native plant materials to carry out land management activities on federal lands. The National Park Service (NPS) shall establish a pilot program in at least two NPS regions to promote the use of native plant materials. The NPS shall conduct a study to determine the cost-effectiveness of using native plant materials in land management activities on federal lands under the jurisdiction of the NPS or other federal land management agencies.

Critically Endangered Animals Conservation Act of 2021 This bill provides statutory authority for the Critically Endangered Animals Conservation Fund, which finances a grant program to protect critically endangered species. Specifically, the bill requires the Department of the Interior to establish the fund as a separate account in the Multinational Species Conservation Fund. Critically endangered species means any animal species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as either endangered or critically endangered. The term also means any other animals species categorized on such list as data deficient or under a threat category lower than endangered if Interior determines that (1) the most recent IUCN Red List assessment indicates that the population is decreasing, or (2) such species is facing new or emerging threats.

American Dream and Promise Act of 2021 This bill provides certain aliens with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying alien who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the alien being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the alien applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS and DOJ shall cancel the removal of certain aliens who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such an alien shall receive permanent resident status upon meeting certain requirements and applying for such status within three years of this bill's enactment. DHS may not use information from applications filed under this bill or for Deferred Action for Childhood Arrivals status for immigration enforcement purposes. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. nationals without regard to residency in the state.

Resources for Victims of Gun Violence Act of 2021 This bill establishes the Advisory Council to Support Victims of Gun Violence. Among other things, the advisory council must assess the needs of victims of gun violence and disseminate information about helpful resources.

George Floyd Law Enforcement Trust and Integrity Act of 2021 This bill requires the Department of Justice (DOJ) to take specified steps to address accreditation standards, management operations, and misconduct of law enforcement. Specifically, it requires DOJ to develop uniform accreditation standards for law enforcement agencies and adopt policies and procedures to encourage law enforcement agencies to pursue accreditation. It authorizes DOJ to make grants to law enforcement agencies to obtain accreditation from certified organizations. The bill authorizes DOJ to make grants for studying law enforcement agency management and operations standards and developing pilot programs to address law enforcement misconduct. DOJ must study the prevalence and effect of any law, rule, or procedure that allows a law enforcement officer to delay the investigation and prosecution of complaints of law enforcement misconduct. The bill also establishes the Task Force on Law Enforcement Oversight to coordinate the detection and referral of complaints of alleged law enforcement misconduct. Law enforcement agencies must report data regarding practices on traffic violation stops, pedestrian stops, frisk and body searches, and use of deadly force. Finally, DOJ must create a medallion for survivors of each law enforcement officer killed in the line of duty and memorialized on the wall of the National Law Enforcement Officers Memorial.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Methane Waste Prevention Act of 2021 This bill establishes requirements to reduce methane emissions from the oil and natural gas sector. Methane is emitted during the production and transport of coal, natural gas, and oil. Specifically, the Environmental Protection Agency (EPA) must issue regulations that require the sector to reduce methane emissions over time. By 2025, methane emissions must be at least 65% below 2012 emissions. By 2030, the emissions must be at least 90% below 2012 emissions. The Department of the Interior must also establish regulations to reduce and prevent the waste of natural gas on federal land and Indian lands, including waste from venting, flaring, and fugitive releases. The regulations must include consistent enforcement mechanisms for any oil or gas operations that are not in compliance.

Transparency in Energy Production Act of 2020 This bill requires certain disclosures by entities seeking a lease or holding a lease to develop renewable energy operations or fossil fuel operations on public lands or any operation using any right-of-way or special use permit that would cross public lands or national forests that would facilitate fossil fuel development. The disclosures are those described in the Sustainability Accounting Standard for the Renewable Resources & Alternative Energy Sector or the Extractives & Mineral Processing Sector. Every two years, the Department of the Interior and the Department of Agriculture must report to Congress on such operations, including greenhouse gas emissions, air quality, water management, biodiversity impacts, production, and the number of sites. For renewable energy operations on public lands, the report must include greenhouse gas emissions that would result from the production of the same amount of energy using fossil fuels.

Bonding Reform and Taxpayer Protection Act of 2021 This bill revises bonding requirements for oil and gas development on public land leased from the federal government. Such bonds are required to ensure oil and gas developers have adequate financial resources for implementing reclamation plans to restore public land after oil and gas development (e.g., drilling operations) ceases. Specifically, the bill increases the amount of bond that oil and gas developers must provide prior to conducting surface-disturbing activities and requires such amounts to adjust every three years for inflation. In addition, the bill sets fees to cover the cost for inspection and enforcement with respect to such leases. The bill also requires the Department of the Interior and the Department of Agriculture (USDA) to establish uniform standards for all interim and final reclamation plans. Interior and USDA may not release any bond amounts until the standards have been met by oil and gas developers and the inspection fees have been paid. Finally, the bill gives the U.S. Fish and Wildlife Service the authority to obtain and retain adequate financial assurances (e.g., bonds) from nonfederal entities to repair potential damages to resources of the National Wildlife Refuge System prior to the commencement of activities related to mineral development, such as oil and gas operations.

Undetectable Firearms Modernization Act This bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, or transfer of undetectable firearms. Current law requires firearms to be detectable by walk-through metal detectors after the removal of grips, stocks, and magazines. Specifically, firearms must be as detectable as a security exemplar (i.e., a piece of stainless steel that is 3.7 ounces and in a shape resembling a handgun). There are exceptions, including for firearms manufactured for or sold to U.S. military or intelligence agencies. This bill requires firearms to contain detectable material after the removal of all parts other than major components. It defines detectable material as material that produces a magnetic field equivalent to that produced by 3.7 ounces of stainless steel. The bill also revises and broadens the exceptions to include firearms (1) received by, in the possession of, or under the control of the United States; or (2) produced pursuant to a contract with the United States.

Helping Emergency Responders Overcome Act or the HERO Act This bill establishes a series of programs relating to the behavioral health of law enforcement officers, first responders, 9-1-1 operators, other public safety officers, and health care providers. The programs include a public safety officer suicide-reporting system at the Centers for Disease Control and Prevention, a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies, and a grant program for behavioral health and wellness programs for health care providers.

Peace Corps Reauthorization Act of 2021 This bill reauthorizes through FY2025 and modifies operations of the Peace Corps. Changes include expanding benefits and services for volunteers by increasing the readjustment allowance paid to volunteers when their service terminates and providing statutory authority for an executive order that grants returned volunteers noncompetitive eligibility for federal civil-service positions. Additionally, the bill entitles returned volunteers to three months of health care benefits (and a three-month extension at the volunteer's expense). The Peace Corps must also provide volunteers with (1) information about enrolling in U.S. health plans no more than 30 days prior to service termination, (2) adequate access to menstrual products, and (3) mental health care during and after service. The bill also includes provisions to address involuntary termination of Peace Corps service in emergencies or otherwise through no fault of the volunteer, including by expediting re-enrollment of involuntarily terminated volunteers. The Peace Corps must also provide adequate support to insure volunteers' safety and must coordinate with the Department of State to periodically update agreements and plans concerning the security of Peace Corps volunteers and staff abroad. The bill also modifies the Peace Corps National Advisory Council's membership and functions, expands whistleblower protections for volunteers, increases the rate of pay that applies to a volunteer's workers compensation claim, and requires a focus on leveraging the internet in Peace Corps programs. Furthermore, the bill requires reporting on (1) Peace Corps operations in the Pacific Islands, and (2) the provision of mental health services to volunteers.

Bipartisan Background Checks Act of 2021 This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.

Enhanced Background Checks Act of 2021 This bill revises background check requirements applicable to proposed firearm transfers from a federal firearms licensee (e.g., a licensed gun dealer) to an unlicensed person. Specifically, it increases the amount of time, from 3 business days to a minimum of 10 business days, that a federal firearms licensee must wait to receive a completed background check prior to transferring a firearm to an unlicensed person. (This type of transaction is often referred to as a default proceed transaction.) If a submitted background check remains incomplete after 10 business days, then the prospective purchaser may submit a petition for a final firearms eligibility determination. If an additional 10 days elapse without a final determination, then the federal firearms licensee may transfer the firearm to the prospective purchaser.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

Pursuing Equity in Mental Health Act This bill establishes and expands programs to address racial and ethnic disparities in mental health. Specifically, the Department of Health and Human Services (HHS) must award grants to establish interprofessional behavioral health care teams in areas with a high proportion of racial and ethnic minority groups; and incorporate best practices and competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. HHS must also promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorder through outreach to racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations to develop a strategy for this outreach. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, and (2) requires studies on mental health disparities and the effects of social media use on adolescents.

Ghost Guns Are Guns Act This bill broadens the definition of firearm for purposes of federal firearms laws. Specifically, it includes as a firearm any combination of parts designed or intended to be used to convert a device into a firearm and from which a firearm may be readily assembled.

Ending Qualified Immunity Act This bill eliminates the defense of qualified immunity in civil actions for deprivation of rights. Qualified immunity is a judicially created doctrine that protects government employees or those acting with state authority from being held personally liable for constitutional violations. The bill provides that under the statute allowing a civil action alleging deprivation of rights under color of law, it shall not be a defense or immunity to any such action that (1) the defendant was acting in good faith or believed that his or her conduct was lawful at the time it was committed; (2) the rights, privileges, or immunities secured by the Constitution or federal laws were not clearly established at the time of their deprivation; or (3) the state of the law was such that the defendant could not reasonably have been expected to know whether his or her conduct was lawful.

Alzheimer's Caregiver Support Act This bill authorizes grants to expand training and support services for families and caregivers of individuals living with Alzheimer's disease or a related dementia. The Department of Health and Human Services may award these grants to community organizations and health care and social service providers.

Unemployment Insurance Technology Modernization Act of 2021 This bill requires the Department of Labor to study and report on the technology needs of federal and state unemployment compensation programs. Based on this study, Labor must develop, operate, and maintain a modular set of technology capabilities to modernize the delivery of unemployment compensation. Before the deployment of the technology capabilities to all states, Labor must select at least four states to participate in a pilot program to test the technology capabilities and demonstrate that they meet requirements. The bill establishes accessibility requirements for filing online unemployment compensation claims. In addition, it prohibits the technology capabilities from relying solely on a high-risk automated decision system to (1) deny a claim for unemployment compensation, (2) reduce the amount of unemployment compensation for which a claimant is eligible, or (3) deny a claimant's right to appeal an unemployment compensation decision.

Menstrual Equity in the Peace Corps Act This bill requires the Peace Corps to ensure access to menstrual products for its volunteers who require them, either by increasing stipends for these products or providing these products to its volunteers.

No Guns for Abusers Act of 2021 This bill authorizes the Department of Justice (DOJ) to make grants for states, local governments, and tribal governments to implement procedures to remove firearms from individuals who are charged with or convicted of domestic violence or subject to a domestic violence protective order. The National Institute of Justice must report on best practices for implementing such procedures, and DOJ must submit federal legislative recommendations in accordance with the best practices.

Justice for Black Farmers Act of 2021 This bill directs the Department of Agriculture (USDA) to provide a variety of assistance to address historical discrimination and disparities in the agricultural sector. For example, the bill establishes an equity commission in USDA to examine discrimination by the agency against Black farmers and ranchers and recommend actions to end the systematic disparities in the treatment of Black farmers and ranchers. USDA must also establish a Farm Conservation Corps to provide young adults who are from socially disadvantaged groups with the skills necessary to pursue careers in farming and ranching. The bill provides funding for historically Black colleges and universities to commence and expand courses of study that are focused on careers in agriculture or related disciplines. The bill also increases the authorization of appropriations for a program to resolve issues relating to ownership and succession on farmland. Additionally, it expands credit assistance for socially disadvantaged farmers and ranchers. Further, the bill (1) establishes that a minimum of 50% of a covered packer's (not including a packer that owns only one livestock processing plant) daily volume of livestock slaughter must be purchased through spot market sales from nonaffiliated producers; (2) increases funding for the Local Agriculture Market Program; and (3) gives priority to socially disadvantaged farmers and ranchers for conservation technical assistance, the Conservation Stewardship Program, and the Rural Energy for America Program.

Protection of Saudi Dissidents Act of 2021 This bill imposes limits on arms sales to Saudi Arabia and requires various reports and actions related to the death of Saudi Arabian journalist Jamal Khashoggi. The President may not transfer or authorize for export certain defense articles or services to Saudi Arabia for 120 days after this bill's enactment. After this period, the prohibition shall remain in effect unless the President periodically certifies to Congress that Saudi Arabia has not conducted (1) forced repatriation, silencing, or killing of dissidents in other countries; (2) unjust imprisonment in Saudi Arabia of U.S. citizens or lawful aliens; or (3) torture of detainees in custody of the government of Saudi Arabia. The President shall certify to Congress that individuals with Saudi diplomatic credentials are not using such credentials to track or harass Saudi nationals in the United States. If the President does not make such a certification, the President shall close at least one Saudi diplomatic or consular facility in the United States until the certification is made. The bill requires reports to Congress on (1) whether any Saudi officials have engaged in a consistent pattern of harassment against any individual in the United States, and (2) whether the intelligence community fulfilled its duty to warn Khashoggi of the threats to his life.

Taxpayer Research and Coronavirus Knowledge Act of 2021 This bill requires the Department of Health and Human Services (HHS) to coordinate with specified federal entities to compile a public database of federal contracts, tax benefits, and other support for COVID-19 (i.e., coronavirus disease 2019) biomedical research and development. HHS must develop the database within one month and update it every two weeks.

Providing Responsible Emergency Plans for Animals at Risk of E merging Disasters Act or the PREPARED Act This bill establishes requirements governing the care of animals by entities, such as zoos, in emergencies or disasters. Specifically, the bill requires each research facility, dealer, exhibitor, intermediate handler, and carrier to develop and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster.

Springfield Race Riot National Historic Monument Act This bill establishes the Springfield Race Riot National Historic Monument in Illinois as a unit of the National Park System to preserve, protect, and interpret the resources associated with the Springfield Race Riot of 1908 and its role in the forming of the National Association for the Advancement of Colored People.

Black History is American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Black history in their teaching of American history. It also requires Black history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Black history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Black history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's National Museum of African American History and Culture. The bill also requires the inclusion of Black history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Susan Harwood Training Grant Program Authorization Act This bill provides statutory authority for the Susan Harwood Training Grant Program, which awards grants to employer associations, labor unions, and other organizations to provide education and training to employees and employers on workplace safety and health. This training must include information on employee rights and employer responsibilities under the Occupational Safety and Health Act.

Pandemic Heroes Compensation Act of 2021 This bill allows essential workers and their family members to file claims and receive compensation for harm or death suffered as a result of COVID-19 (i.e., coronavirus disease 2019). A Special Master appointed by the Department of Justice must review claims submitted and determine if a claimant is eligible for compensation, the extent of the harm to the claimant, and the amount of compensation to be awarded.

Mental Health Justice Act of 2021 This bill creates a grant program for states and local governments to train and dispatch mental health professionals to respond, instead of law enforcement officers, to emergencies that involve people with behavioral health needs. The Substance Abuse and Mental Health Services Administration (SAMHSA) must manage the program in consultation with the Department of Justice (DOJ). SAMHSA may cancel grants that increase incarceration or institutionalization. Grantees must use funds for purposes including de-escalation and anti-racism training. The Department of Health and Human Services and the DOJ must evaluate this program.
