Provides, under the Social Security Act, for the establishment of an Inspector General for health administration. Authorizes the Inspector General to suspend any regulation, practice, or procedure found not to be in compliance with the provisions or purposes of the Medicare or Medicaid programs. Authorizes the Inspector General to make confidential expenditures of up to $50,000 in any fiscal year to make inspections, audit, or reviews in furtherance of the purposes of this Act.

Provides for placing responsibility for medical care provided by skilled nursing facilities under the Medicare and Medicaid programs of the Social Security Act in a medical director who is a physician on call in emergencies and who either (1) spends 10 hours a week in each facility for which he is responsible or (2) spends 2 hours per week in such facility and is assisted by a nurse practitioner (whose functions are defined in the Act) who spends at least 20 hours per week at the facility.

Requires State plans under the Medicaid program of the Social Security Act to be ratified by both the State's legislative and executive branch before being presented to the Secretary of Health, Education, and Welfare for his approval; and requires that such plans be posted and available to the public. Directs the Secretary to annually review a State's compliance with such plan and to publish performance ratings for the States. Creates a cause of action allowing Medicaid recipients individually or as a class to bring suit against a State for specific performance when a State fails to comply with the provisions of its plan.

Requires the Secretary of Agriculture to maintain a program by which the Department of Agriculture collects, prepares, makes available, and distributes information regarding the establishment and operation of farmers' markets and the potential of such markets for increasing the income of small farmers. Directs the Secretary to: (1) make available horticultural and marketing materials to small farmers; (2) obtain existing materials concerning farmers' markets, prepare new materials, and make available such materials to interested parties; and (3) conduct, or contract for, specified research. Defines "farmers' market" as any marketplace where at least 10 farmers congregate for the purpose of selling their agricultural commodities directly to consumers in a manner designed to lower the cost of food for the consumers while providing an increased income to the farmers. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.

Mortgage Disclosure Act - Requires each financial institution which makes federally related mortgage loans to compile and make available to the public for inspection and copying at each office of that institution specified information concerning real estate loans, and savings accounts. Directs the Federal Reserve Board to prescribe such regulations as may be necessary to carry out the purposes of this Act. Requires the Federal Trade Commission to enforce the requirements imposed under this Act unless such enforcement is specifically charged to some other Government agengy.

Nuclear Non-Proliferation Act - Prohibits the transfer of nuclear materials to any country which has not ratified the Treaty on the Non-Proliferation of Nuclear Weapons unless the President determines, and the Congress by concurrent resolution approves, that such sale is essential to national security.

Imposes, under the Small Business Act, a moratorium on the repayment of principal and interest on specified loans made by the Small Business Administration for a period of two years or until such time as the President determines that the United States is no longer in a period of economic recession.

Provides that possible linkages between scandals and nursing home problems be reported to local, State, and Federal law enforcement officials. Part-Time Career Opportunity Act - Phases in, at the rate of 2 percent each year for five years up to a maximum of 10 percent, part-time jobs in the Federal Civil Service. Authorizes the Civil Service Commission to waive or reduce any such percentage minimum for a period not to exceed one year under specified circumstances. States that a decision of the Commission to waive or reduce any such percentage minimum shall include the reasons and justification therefor. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Expresses the sense of the House of Representatives that: (1) the President should assess the situation in the drought-stricken areas where many people are suffering from malnutrition and are in grave danger of dying from malnutrition; (2) the President should report to Congress such recommendations as he determines to be appropriate to alleviate the malnutrition in such areas; and (3) the appropriate committees of Congress should give priority to any such recommendations of the President so as to expedite the response of the United States to the malnutrition problems in such areas.

Interns for Political Leadership Act - Authorizes the Commissioner of Education to make grants, under the Higher Education Act of 1965, to institutions of higher education for an internship program providing students with practical political involvement with elected local, State and congressional officials through internship. Requires that arrangements for such grants provide for coordination between the on-campus educational programs of the persons selected and their activities as interns, with commensurate academic credit given for their work and achievement as interns. Provides that students who are to participate in the internship program shall be selected by the institutions of higher education receiving grants under this Act. Directs the Commissioner, in order to assist him in the selection of institutions of higher education within a State to receive grants, to appoint a National Advisory Council for Political Leadership Interns. Provides that such Council shall be composed of 12 members appointed from among individuals especially qualified to serve on the Council. Directs the Council to advise the Commissioner with respect to the distribution of grants and with respect to other matters of policy. Limits the Federal share of the cost of student stipends under this Act to 50 percent. Authorizes to be appropriated to carry out this Act $5,000,000 for fiscal year 1976, $1,250,000 for the ensuing three-month transition period, and $5,000,000 in each of the two succeeding fiscal years.

Handgun Crime Control Act - States that it shall be unlawful for any person to import, manufacture, sell, buy, transfer, receive, or transport any handgun. Provides that the Secretary of the Treasury may exempt licensed importers, manufacturers, dealers, purchasers, or transporters of handguns from the above provision if their efforts are in behalf of the United States Government. Authorizes also the exemption of licensed pistol clubs from such restrictions. Provides for the voluntary delivery of handguns to any law enforcement agency for disposition, and states that the transferor shall be entitled to a payment of $25 or the fair market value of the handgun, whichever is greater. Authorizes the Secretary to license pistol clubs conforming to specified minimal standards, including the maintenance of possession and control of the handguns used by its members. Imposes criminal penalties on persons who violate any provision or knowingly make any false statement of representation with respect to the information required to be kept in the records of a licensed pistol club or in applying for any license. Authorizes the Secretary to prescribe such rules and regulations as he deems necessary to carry out the provisions of this Act. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.

Establishes an Office of Food Administration within the Executive Office of the President. Provides for the Office to be headed by an Administrator appointed by and with the advice and consent of the Senate. Directs the Administrator to: (1) ascertain annually the food requirements for domestic and foreign assistance programs, ascertain the availability of food to carry out such programs and ascertain the means available for funding such programs; (2) recommend to the President the minimum level of assistance which should be made available to foreign countries and the Agricultural Trade Development and Assistance Act of 1954; (3) formulate and recommend to the President a national nutrition policy for the United States; (4) make periodic reports to the people of the United States and to the Congress on the progress of plans for solving the world hunger problem and on the status of nutrition in the United States; and (5) formulate and recommend to the President programs to improve the agricultural production of the United States and foreign countries and to achieve agricultural self-sufficiency in the developing nations, and recommend minimum funding levels for these programs. Provides that the foreign food assistance policies formulated by the Administrator under this Act shall be directed toward the elimination of world hunger by 1985, as resolved by the World Food Conference. Directs the Secretary of State, the Administrator of the Agency for International Development, the Secretary of Agriculture, and the heads of other departments and agencies of the Federal Government concerned with food assistance programs to cooperate fully with the Administrator in carrying out his functions under this Act. Authorizes the appropriation of such sums as are necessary to carry out this Act.

Provides, under the Foreign Military Sales Act, that no letter of offer to sell any defense articles or services under such Act may be issued until the end of the first period of thirty calendar days of continuous session of Congress after the date on which the statement required by such Act is transmitted, unless the President in his statement certifies that an emergency exists which requires such sale in the national security interests of the United States. States that the President may issue such letter of offer thirty days after the statement has been so transmitted unless, before the end of the first period of thirty calendar days of continuous session of Congress after the date on which the statement is transmitted, Congress adopts a concurrent resolution disapproving the proposed sale, credit sale, or guaranty with respect to which the statement is made. Specifies the procedures by which such a resolution shall be considered by the Congress.

Expresses the sense of the Congress that during the Nation's present economic crisis, and so long as the national unemployment rate remains at 6 percent or more, the emergency unemployment program established by the Emergency Jobs and Unemployment Assistance Act of 1974 should be extended to continue benefits for involuntarily unemployed individuals when 25 percent or more workers entitled to compensation thereunder are unable to find jobs during the period for which they are eligible for benefits.

Industrial Energy Conservation Act - Directs the Administrator of Energy Research and Development under the Energy Reorganization Act to establish and maintain a comprehensive program for the conduct, sponsorship, and promotion of research, development, and demonstration of industrial energy-conserving technologies. Specifies criteria that the Administrator is required to apply in reaching decisions regarding the directions, priorities activities, and operations of the industrial energy conservation program. Requires the Administrator, in furthering the goals of this Act, to: (1) allocate 60 percent of the funds available for contracts, grants, and loans to depressed areas; and (2) promulgate rules and regulations. Requires the Administrator to compile a list of depressed industrial areas. Authorizes to be appropriated for the fiscal year 1976, and for each fiscal year thereafter, such funds as necessary to carry out the purposes of this Act.

Authorizes cost-of-living increases in supplemental security income benefits under Title XVI (Grants to States for Aid to the Aged, Blind, and Disabled) of the Social Security Act whenever an equivalent cost-of-living adjustment is made under Title II (Old Age, Survivors', and Disability Insurance) of such Act. Authorizes the Secretary of Health, Education, and Welfare to grant financial assistance to individuals eligible for Social Security whose expenses exceed one-third of his or her annual income. Limits such assistance to the lesser of: (1) the amount by which such individual's housing expenses exceed one-third of his or her income or; (2) $600. Permits individuals receiving supplemental security benefits to elect to retain food stamp eligibility in lieu of receiving the bonus value of food stamps in the form of a supplementary payment increase. Directs the Secretary to provide financial assistance to Social Security recipients whose benefit checks or the cash proceeds thereof are lost or stolen, where the loss or theft has been promptly reported to and verified by appropriate local law enforcement officials. Requires the Secretary to supplement to the correct amount any check which is determined to be in an amount less than that to which the individual was entitled. Permits financial grant assistance to individuals receiving benefits who are faced with extreme financial need due to specified circumstances, including the destruction or loss by theft or natural disaster of furniture and clothing and to prevent eviction due to non-payment of rent when such nonpayment is due to poor financial management or extraordinary expenses. Limits such assistance grants to no more than $500 per occurrence.

Provides, under title XVIII (Medicare) and title II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act, that qualified drugs requiring a physicians prescription or certification shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Executive Agreements Review Act - Provides that each executive agreement, entered into after the date of enactment of this Act, shall be transmitted by the President to the Senate, or, in cases requiring non-disclosure for the immediate time, to the Senate Committee on Foreign Relations under an appropriate written injunction of secrecy to be removed only upon due notice from the President. Provides that the Senate must agree to a simple resolution of disapproval of such agreement within 60 calendar days of continuous session to negate the agreement. Provides that resolutions with respect to executive agreements must be referred to a Senate committee, and specifies procedures for the discharge of the committee from consideration of the bill if it fails to report on such bill within 30 days.

Prisoner Rights Act - Prohibits the inhumane treatment, as defined by the Act, of Federal prisoners. Requires the immediate discharge of any Federal employee engaging in such prohibited conduct. Sets forth minimum standards to be followed before a Federal prisoner may be placed in solitary confinement and regulates the treatment of such prisoner while so confined. Directs the Attorney General to establish grievance procedures for Federal prisoners. Declares that any such prisoner shall be entitled to report any grievance. Provides for the investigation by independent investigators appointed by the Attorney General of alleged grievances. Sets forth visitation rights for the friends, relatives, and attorneys of Federal prisoners.

Constitutional Amendment - Provides that the people of the District constituting the seat of government of the United States shall elect two Senators and the number of Representatives in Congress to which the District would be entitled if it were a State. States that each Senator or Representative so elected shall be an inhabitant of the District and shall possess the same qualifications as to age and citizenship and have the same rights, privileges, and obligations as a Senator or Representative from a State.
