Shellfish Indicator Research Act - Directs the Chief Scientist of the National Oceanographic and Atmospheric Administration to establish a shellfish indicator research program, including: (1) an environmental assessment of U.S. commercial shellfish growing areas, including the relationships between sewage contamination and human enteric pathogens; (2) an evaluation of such relationships to potential risks to public health; (3) a comparison of current microbiological and new technological methods; (4) design of epidemiological methodology regarding actual risks to human health; and (5) recommendations for improving the capabilities of Federal and State sanitation regulatory agencies to effectively manage and regulate shellfish resources. Requires the program to evaluate representative estuaries and make recommendations pertaining to shellfish management for specified shellfish growing regions. Directs the Chief Scientist to make grants to carry out the program according to a specified timetable. Sets forth the factors the Chief Scientist must consider in deciding whether to award assistance. Directs the Chief Scientist to consult with the Environmental Protection Agency, the Department of the Interior, the National Science Foundation, the National Institutes of Health, the Food and Drug Administration, and appropriate State agencies and industry representatives with respect to the identification of research objectives and in preparing reports to the Congress required by this Act. Directs the Chief Scientist to undertake a biennial review of the program. Sets forth reporting requirements. Authorizes appropriations for FY 1989 through 1992.

Uranium Revitalization, Tailings Reclamation and Enrichment Act of 1988 - Title I: Uranium Revitalization - Amends the Atomic Energy Act of 1954 to extend from 1983 to the year 2000 the period during which the Secretary of Energy (the Secretary) is required to monitor the viability of the domestic uranium mining and milling industry. Sets forth a formula for the calculation of user charges to be paid by civilian nuclear power reactor licensees with fuel assemblies containing foreign uranium between January 1, 1988, to January 1, 2001. Prohibits Federal bodies from entering into foreign uranium purchase contracts. Restricts the use of federally-owned natural uranium stockpiles to: (1) military purposes; (2) Federal research; and (3) production activities by the United States Enrichment Corporation. Exempts the Tennessee Valley Authority from the foreign purchase prohibition. Title II: Tailings Reclamation - Provides that remedial action with respect to uranium shall be performed according to statutory guidelines by the site owner or licensee at the active site. Requires that such owners' reclamation expenses be reimbursed from the Uranium Mill Tailings Fund (established by this Act). Identifies the active sites that qualify for such reimbursement. Establishes the Uranium Mill Tailings Fund, which shall consist of contributions from: (1) States in which active sites are located; (2) site owners or licensees; (3) the Federal Government; and (4) user fees. Prescribes guidelines for: (1) Fund administration; (2) contributions; (3) participation; and (4) reimbursement for expenditures for remedial actions (including at thorium sites). States that the sole liability and financial obligation udner Federal law for remedial action at active uranium and thorium sites shall consist of the contributions, fines, and work performed by: (1) active site owner licensees; or (2) persons using source or special nuclear material for a civilian nuclear power reactor to generate electrical energy. Title III: United States Enrichment Corporation - Establishes the United States Enrichment Corporation as a wholly-owned Government corporation to acquire, operate, and market uranium enrichment activities on a commercial, profitable basis. Mandates that its corporate structure be self-financing in order to obviate the need for Federal financing. States that the Corporation Administrator shall be appointed by the President with the advice and consent of the Senate. Establishes an Advisory Board to review Corporation policies and performance. Transfers certain Department of Energy property to the Corporation. Requires the Corporation to establish charges to its customers that will recover costs of decommissioning and decontamination of Corporation property. Requires the Corporation to report annually regarding its activities to the President, the Secretary, and certain congressional committees. Prescribes licensing and taxation guidelines for the Corporation. Sets guidelines for payments in lieu of taxes by the corporation to States and local governments. Requires the Administrator to make recommendations to the President and the Congress by December 31, 1998, regarding the transfer of the Corporation's functions and assets to private ownership. Establishes the Uranium Enrichment Decontamination and Decommissioning Fund to cover the Corporation's decommissioning and decontamination expenses. Directs the Secretary to indemnify Corporation contractors for nuclear hazards incidents as if such contractors were contractors of the Secretary. Eliminates the treatment of uranium enrichment facilities as production facilities under the Atomic Energy Act with respect to the importation of such facilities into the United States (thus subjecting them to less stringent licensing requirements). Prohibits the Corporation's total FY 1989 expenditures from exceeding its total FY 1989 receipts.

Commercial Space Launch Act Amendments of 1988 - Amends the Commercial Space Launch Act to direct the Secretary of Transportation, in facilitating and encouraging private sector acquisition of U.S. surplus launch property, to take into account the availability of comparable property under reasonable terms from domestic non-Government sources. Revises insurance requirements for persons licensed to provide launch services. Allows such persons, as an alternative to obtaining liability insurance, to demonstrate financial responsibility sufficient to compensate third-party claims arising from death, bodily injury, or loss of or damage to property resulting from licensed activities. Limits this requirement to the lesser of $500,000,000 or the maximum liability insurance available on the world market at a reasonable cost. Sets out corresponding requirements, but at a maximum of $100,000,000, with respect to claims by the United States for loss of or damage to U.S. property. Requires licensees to enter into reciprocal waivers with contractors, subcontractors, and customers involved in launch services, under which each party agrees to be responsible for its own damage and employee injuries. Requires the Secretary to enter into comparable waiver agreements with the same parties, as well as with licensees. Applies these waivers only to the extent claims exceed required insurance coverage. Directs the Secretary to review insurance liability coverage requirements within three years of this Act's enactment and to submit to the Congress a proposed adjustment to conform with altered liability expectations and the worldwide availability of insurance. Mandates the same procedure on an annual basis thereafter. Requires the Secretary to provide for the payment of successful third-party claims against parties subject to this Act to the extent such claims are not compensated by insurance, including self-insurance. Exempts licensees associated with certain satellites under construction on August 15, 1986, from requirements related to liability insurance coverage for claims by the United States. Directs the Secretary to ensure that launches of satellites having a launch date commitment are not preempted from access to launch sites except in cases of imperative national need, to be determined by the Secretary of the Air Force or the Administrator of the National Aeronautics and Space Administration (NASA). Prohibits delegation of this determination and directs the determining party to submit to the Congress, within seven days of the determination, a full explanation, as well as a schedule for ensuring prompt launching of the preempted satellite. Directs the Secretary to study the process for scheduling launches and to report results to the Congress. Expresses the sense of the Congress that the United States should explore ways and means of developing a dialogue with appropriate foreign governments to produce guidelines for access to launch services by satellite builders and users to assure reasonable and fair international competition in commercial space activities. Directs the Administrator of NASA to report to the Congress on a program to support research into launch systems component technologies to develop higher performance and lower costs for commercial and Government launches.

Truth in Social Security Accounting Act of 1988 - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude, beginning with FY 1990, Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays in the Federal deficit determinations for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Expresses the sense of the Congress that: (1) the United States Trade Representative (USTR) is commended for initiating an unfair trade practice investigation with respect to the petition filed by the American Soybean Association for the enforcement of trade benefits under a trade agreement; (2) the USTR should pursue its investigation of the alleged unfair trade practices contained in such petition; and (3) the President should use his authority to enforce trade agreements under the Trade Act of 1974 to restore the benefits due the U.S. soybean industry as a result of the European Community agreement to provide duty-free treatment for U.S. soybean products.

Emergency Housing Assistance Act of 1988 - Directs the Secretary of Housing and Urban Development to make emergency mortgage relief payments on behalf of certain delinquent mortgagors in a district when, for three consecutive months, the amount of delinquent mortgage loans exceeds a specified percentage of the amount of all loans accounted for in the mortgage delinquency series maintained by the Federal Home Loan Bank Board. Provides for the discontinuation and reinstitution of such program depending on delinquency rates. Directs the Secretary to notify the mortgagees of the institution or reinstitution of such a program in that district. Lists program eligibility conditions, including requirements that: (1) the mortgage is not federally insured under the Housing Act of 1949; (2) the mortgagor has suffered a substantial reduction in income, other than as a result of repeated or felonious misconduct, which renders the mortgagor unable to correct a mortgage delinquency or to resume full mortgage payments; (3) the average aggregate annual income of the mortgagor and family members residing with the mortgagor does not exceed a specified amount; (4) the mortgagor has cooperated with any attempt by the mortgagee to establish a reasonable repayment plan; (5) the Secretary has determined that assistance is necessary to avoid foreclosure and that it is likely that the mortgagor will be able to resume full mortgage payments within 36 months and pay the mortgage in full by its maturity date; and (6) the property serving the mortgage is a one-to-four-family principal residence. Requires each mortgagee, at least 30 days before instituting any foreclosure proceeding, to assist the mortgagor involved in applying for assistance under this Act, unless the mortgagor waives such assistance. Prohibits a mortgagee from instituting foreclosure proceedings until it receives notice of the Secretary's decision on such application. Allows a mortgagor to apply for assistance after foreclosure proceedings have begun, in which event such proceedings shall be stayed pending the Secretary's decision. Declares that failure to comply with these provisions shall be the basis of an action to enjoin a foreclosure. States that assistance payments shall: (1) be made from the Homeowners Emergency Relief Fund; (2) not exceed amounts necessary to supplement mortgagor contributions; and (3) be provided for up to 18 months, with an 18-month extension as necessary. Directs the Secretary to establish procedures for ascertaining the mortgagor's financial circumstances to determine whether such payments should be adjusted or terminated. Secures assistance payments under this Act through property liens. Directs the Secretary to: (1) provide homeownership counseling to persons assisted under this Act; and (2) approve or disapprove an application for assistance within 45 days. Establishes in the Treasury the Homeowners Emergency Relief Fund to carry out the provisions of this Act. Authorizes FY 1989 appropriations and limits expenditures for assistance under this Act. Requires the Secretary and certain Federal agencies which supervise financial institutions to: (1) encourage such institutions to exercise forbearance with respect to residential mortgages; and (2) waive or relax limitations pertaining to operations of such institutions or mortgagees with respect to mortgage delinquencies. Directs the Federal home loan banks, the Federal Reserve banks, and the National Credit Union Administration to give special consideration to advance, discount, or credit applications of the institutions or borrowers that have exercised forbearance in residential mortgage foreclosures. Requires the Secretary to report annually to the Congress regarding: (1) the rate of delinquencies and foreclosures in various housing markets; (2) the prospects of voluntary forbearance by mortgagees in such areas; (3) Government actions to encourage such forbearance and to provide assistance under this title; and (4) the default status of mortgages on multifamily properties with recommendations on curing and avoiding such defaults. Directs the Secretary to study and report to the Congress on whether the use of a mortgage delinquency series different from the one specified in this Act would be more effective. Repeals title I (Emergency Homeowners Relief Act) of the Emergency Housing Act of 1975.

Amends the Internal Revenue Code with respect to the excise tax on diesel and aviation fuels. Prohibits imposition of the tax on the sale of these fuels by a producer or importer for use by the purchaser in a nontaxable use (defined to include, among other uses, any off-highway business use, use as supplies for vessels or aircraft, State or local governmental use, and use by a nonprofit educational organization). Permits the exemption only if both the seller and purchaser have registered with the Secretary of the Treasury. Requires producers, importers, and purchasers taking part in reduced-tax sales to file with the Secretary information returns containing specified data. Requires producers and importers, in addition, to furnish corresponding statements to their purchasers. Establishes penalties for failure to file required returns.

Postal Reorganization Act of 1988 - Declares that the receipts and disbursements of the Postal Service Fund: (1) shall not be included in the totals of the Federal budget or the congressional budget; (2) shall be exempt from Federal budget limitations on expenditures and net lending; and (3) shall not be counted for purposes of calculating the Federal deficit. Repeals certain limitations on postal borrowing authority. Increases the limitations on postal borrowing authority.

Expresses the sense of the Congress that the Secretary of Transportation (the Secretary) should: (1) investigate the management of Texas Air Corporation and Eastern Air Lines since the acquisition of Eastern by Texas Air to determine (according to prescribed guidelines) the effect of such management upon the public interest; (2) use the investigation findings as a basis for decisions in pending and future cases involving proposed changes in domestic and international operations of Eastern; (3) not authorize the operation of any entity as a subsidiary of Texas Air in performing any air transportation operations until completion of a review to determine whether such performance is consistent with the public interest; (4) not authorize any Texas Air subsidiary to engage in air transportation until the application for such certificate has been reviewed; (5) not authorize Orion Air to provide contract services with Eastern unless Orion establishes conclusively its capability of conducting such operations with the highest degree of safety; (6) not expedite consideration of Orion's request to operate under contract with Eastern by diverting employees of the Department of Transportation or the Federal Aviation Administration from their responsibilities of ensuring the safety of previously authorized operations; and (7) require, as a condition of any approval of Orion's request to operate under contract with Eastern, that purchasers of tickets for such service must be informed at the time of making reservations of the identity of the carrier having operational responsibility for such service.

Amends the Agricultural Act of 1949 to set 1988 through 1990 soybean support prices at $5.02 per bushel. (Currently such levels are a minimum of $4.50 per bushel for 1988 through 1990.) Requires (current law authorizes) soybean loan repayment at the lesser of prevailing world prices or the crop loan level. States that if producers of any crop are permitted to repay loans at less than the crop's loan level, cottonseed and sunflower seed prices shall be supported at traditional soybean-based levels.

Firearms Detection Act of 1988 - Amends the Federal criminal code to prohibit the manufacture or importation of any plastic firearm unless the barrel of such firearm is constructed, in whole or in part, of a metallic substance and is susceptible to being detected by a magnetometer, or: (1) certain identifying information is engraved, cast, or stamped in a metallic substance and is susceptible to being detected by a magnetometer; and (2) the polymer portions of the frame or receiver, barrel, and slide or cylinder have been infused with a compound sufficient to render such firearm capable of being detected by airport security x-ray systems. Defines the term "plastic firearm" to mean a firearm, the frame or receiver, and slide or cylinder of which is constructed entirely of a polymer or ceramic. States that no provision of this Act shall apply to: (1) any firearm manufactured, imported, or possessed prior to the date of enactment of this Act; or (2) conduct by or under the authority of the Federal or State governments. Requires the detection devices at all federally-controlled airport security checkpoints to be set to detect all existing firearms manufactured in, or imported into, the United States. Allows any Federal agency with jurisdiction over security operations to provide security personnel, equipment, and procedures sufficient to ensure the ability to detect all such firearms.
