Houses of Worship Free Speech Restoration Act - Amends the Internal Revenue Code to state that churches and other houses of worship shall not lose such designation because of the content, preparation, or presentation of any homily, sermon, teaching, dialectic, or other presentation made during religious services or gatherings. States that such provision shall not affect campaign finance laws under the Federal Election Campaign Act of 1971.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Twenty-First Century Water Commission Act of 2003 - Establishes the Twenty-First Century Water Commission to: (1) use existing water assessments and conduct additional assessments necessary to project future water supply and demand; (2) study Federal, State, and local agency and private entity water management programs directed at increasing water supplies; and (3) consult with representatives of such agencies and entities to develop recommendations for a comprehensive water strategy that respects the primary role of States in regulating water rights and uses, identifies incentives for ensuring an adequate and dependable supply of water to meet U.S. needs for the next 50 years, considers all available technologies for increasing water supply efficiently while safeguarding the environment, and suggests financing options, strategies that avoid increasing mandates on State and local governments, and strategies to conserve existing water supplies.

Establishes within the Department of Health and Human Services (HHS) the Office of the Assistant Secretary for Indian Health to facilitate advocacy for the development of appropriate Indian health policy, and to promote consultation on matters related to Indian health, in a manner consistent with the government-to-government relationship between the United States and Indian tribes. Elevates the position of Director of the Indian Health Service to such Assistant Secretary position. Prescribes duties.

Congressional Responsibility Act of 2003 - Prohibits a regulation from taking effect before the enactment of a bill comprised solely of the text of the regulation. Requires an agency, whenever it promulgates a regulation, to submit to each House of Congress a report containing its text and an explanation. Sets forth expedited congressional procedures for consideration of bills to enact agency regulations.

SouthEast Crescent Authority Act of 2003 - Establishes a SouthEast Crescent Authority for all parts of the following southeastern states not eligible for assistance from the Appalachian Regional Commission or the Delta Regional Authority: District of Columbia, Virginia, North Carolina, South Carolina, Georgia, Alabama, Mississippi, and Florida. Directs the Authority to perform various functions, including: (1) formulating plans and programs to spur economic development, and approving grants to States and public and nonprofit entities toward that end; (2) establishing priorities in a development plan for the region; (3) supporting local development districts, and creating them where they do not exist; and (4) encouraging private investment in the region. Permits the Authority to request and receive Federal, State and local government personnel as employees. Stipulates that Authority grants for infrastructure development may be made only to State or local governments. Permits other Authority grants for job training, employment-related education, business development, assisting severely distressed and poor areas, or for other purposes in accordance with the Act. Allows the Authority to annually designate: (1) distressed counties; and (2) isolated areas of distress in nondistressed counties. Directs the Authority to garner public participation in the development, revision, and implementation of its plans and programs.

Project Exile Safe Streets and Neighborhoods Act of 2003- Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to provide firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

Open Competition and Fairness Act of 2003 - Amends the National Labor Relations Act to prohibit discrimination against any bidder on a prime contract for a federally funded project on the basis of a requirement that such person enter into or adhere to a collective bargaining agreement or any similar agreement as a condition of performing work under the contract.

Federally Declared Disaster Exemption Act of 2003 - Allows land management activities by specified Federal agencies undertaken in places the President has declared as major disaster areas under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to proceed without regard to certain provisions of law, including the National Environmental Policy Act of 1969 and the National Forest Management Act. Exempts such activities from the notice, comment, and appeal requirements of the Appeals Reform Act and from judicial review by any U.S. court. Applies this Act to the two-year period beginning on the date of the Presidential declaration regarding a major disaster area.

Notch Baby Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who reached age 65 during the ten year period after 1981 and before 1992. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 60 percent to ten percent keyed to the year an individual became eligible for such benefits between 1979 and 1989.

Residential Solar Energy Tax Credit Act - Amends the Internal Revenue Code to allow a limited tax credit through tax year 2008 for residential solar energy property equal to the sum of: (1) 15 percent of the taxpayer's qualified photovoltaic property expenditures during the taxable year; and (2) 15 percent of the taxpayer's qualified solar water heating property expenditures during the same year.

Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Amends the Public Health Service Act to authorize appropriations for the special diabetes programs for type I diabetes and Indians through FY 2008. Extends until January 1, 2007, the date by which the Secretary of Health and Human Services shall submit a final report to Congress evaluating such programs.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as possible (but no later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Yavapai Ranch Land Exchange Refinement Act of 2002 - Directs the Secretary of Agriculture to convey certain land in the Prescott, Coconino, and Kaibab National Forests, Arizona, to the Yavapai Ranch Limited Partnership or the Northern Yavapai, L.L.C. (both referred to respectively as the "YLRP"), in exchange for land within the boundaries of the Prescott National Forest, Arizona. Grants to the YLRP perpetual, unrestricted, and nonexclusive easements that run with and benefit land transferred to the YLRP. Requires the YLRP to execute, record, and amend two declarations it made with regard to water and the future development of lands in the Prescott National Forest. Reserves for the YLRP unrestricted easements and water rights for not more than three existing wells and related equipment on the land it is transferring to Federal control, with certain water rights from the wells to be reserved for the United States. Prescribes that if any part of either territory being transferred is unacceptable to the entity receiving it due to the presence of hazardous materials or any other reason, such section shall be deleted from the exchange and an adjustment shall be made. Requires the values of the land exchanged to be equal. Revokes any public orders withdrawing any of the Federal land from appropriation or disposal as necessary for the implementation of this Act. Withdraws the Federal land from all forms of entry and appropriation under the public land laws, including the mining and mineral leasing laws and the Geothermal Steam Act of 1970, until the date of the exchange. Prescribes that the land acquired by the United States shall become part of the Prescott National Forest and shall be managed to maintain its present character and natural values.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to provide that the value of certain funeral and burial arrangements involving an irrevocable trust whose named beneficiary is the funeral provider are not to be considered resources available to the individual under the SSI program.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include within the definition of "public safety officer" for purposes of provisions governing public safety officer death benefits any firefighter, rescue squad, or ambulance crew member who is performing official duties for a private company or organization that has a contractual agreement with a public agency to provide fire suppression, rescue, or ambulance services.

Arizona Water Settlements Act - Central Arizona Project Settlement Act of 2002 - Sets forth general permissible uses of the Central Arizona Project (CAP) (a water reclamation project), including for domestic, municipal, fish and wildlife, and industrial purposes. Sets forth requirements for the reallocation of CAP non-Indian agricultural and uncontracted municipal and industrial priority water. Requires the Secretary of the Interior and the State of Arizona to develop a program to ensure the availability of a specified amount of agricultural priority water to Arizona Indian tribes during water shortages. Authorizes, ratifies, and confirms the Arizona Water Settlement Agreement. Allows excess funds from the Lower Colorado River Basin Development Fund to be used against annual payments for CAP owed by the Central Arizona Water Conservation District. Authorizes appropriations for compliance with specified biological opinions relating to impacts of CAP water delivery and storage. Gila River Indian Community Water Rights Settlement Act of 2002 - Approves the Gila River Indian Community Water Rights Settlement Agreement. Describes reallocated Community water rights and revises Community water delivery requirements. Provides for waiver and release of Community water rights claims against Arizona. Establishes the Gila River Indian Community Water OM&R Trust Fund. Directs the Secretary to repair and remediate Community subsidence and related damage. Requires the Secretary to assist in reducing the total water demand for irrigation use in the upper valley of the Gila River. Rewrites the Southern Arizona Water Rights Settlement Act of 1982 as the Southern Arizona Water Rights Settlement Amendments Act of 2002. Sets forth water delivery requirements and construction obligations with respect to the San Xavier Indian Reservation and the Schuk Toak District as well as permissible water uses. Reauthorizes a cooperative fund for operation, maintenance, and repair costs associated with water delivery to the Reservation and District. Provides for waiver and release of water rights claims of the Tohono O'odham Nation (formerly the Papago Tribe). Sets forth requirements regarding after-acquired trust lands on behalf of the Nation. Reauthorizes a trust fund established for such Nation.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Directs the Secretaries of Agriculture and of the Interior to conduct projects consistent with the Implementation Plan for the 10-year Comprehensive Strategy for a Collaborative Approach for Reducing Wildland Fire Risks to Communities and the Environment, May 2002, developed to reduce hazardous fuels within any areas of Federal land under the jurisdiction of either Secretary that: (1) are outside of Congressionally designated Wilderness Areas; and (2) the appropriate Secretary determines qualify as a fire risk condition class three area. Permits the Secretaries to enter into stewardship contracts with private persons or other public or private entities to perform services to achieve land management goals for the national forests and other Federal lands. Allows the Secretaries to collect monies from a contract so long as collection is secondary to the land management goals the contract is supposed to accomplish. Amends the Department of the Interior and Related Agencies Appropriations Act, 1993 to repeal the Appeals Reform Act (regarding Forest Service decisionmaking and appeals reform). Provides that in any action under any law for writs of prohibitory or mandatory injunction against agency action in which the agency has found that such action is necessary to restore fire-adapted forest or rangeland ecosystems, the reviewing court shall: (1) consider the public interest in avoiding long-term harm to such ecosystems; and (2) give deference to any agency finding, based upon information in its administrative record, that the public interest in avoiding the short-term effects of such action is outweighed by the public interest in avoiding long-term harm to such ecosystems.

Recognizes September 11 as both a day to remember those taken from their families and a day for Americans to recommit to the Nation, to their freedom, and to each other. Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Investment Incentives Act of 2002 - Amends the Internal Revenue Code to: (1) increase from $1,500 to $10,000 ($3,000 to $20,000 on a joint return) the limitation on capital losses allowed against ordinary income; (2) make the increase to the $5,000 amount allowed as an annual retirement contribution deduction effective immediately, instead of starting in 2008; (3) exclude from gross income $500 ($1,000 on a joint return) of dividends and interest.

Healthy Forests Reform Act of 2002 - Directs the Council on Environmental Quality to: (1) treat the threat of catastrophic wildfire on Federal lands as an emergency circumstance; and (2) establish an expedited environmental analysis under the National Environmental Policy Act of 1969 for fire reduction and forest health measures on certain Federal lands. Directs the Secretaries of Agriculture and the Interior (Secretaries) to jointly establish an independent panel to assess agency actions concerning wildfire reduction, forest health and biodiversity promotion, and watershed protection. Directs the Secretary of Agriculture to establish a predecisional review process for the Forest Service. Repeals, 90 days after enactment of this Act, Forest Service decisionmaking and appeal provisions under the Department of the Interior and Related Agencies Appropriations Act, 1993. Directs that emergency response activities proceed immediately due to extraordinary circumstances affecting Federal lands, including actions to reduce bark beetle infestation and attendant catastrophic wildfire threat in the Routt National Forest, Colorado. Exempts all such activities from judicial review and certain notice, comment, and appeal requirements. Authorizes the Secretaries to enter into stewardship contracts for land management activities on Federal lands. Authorizes appropriations for fuel reduction activities.

National Forest Organizational Camp Fee Improvement Act of 2002 - Directs the Secretary of Agriculture to charge an annual acreage and market value-based fee for the occupancy and use of National Forest System lands and facilities by organizational camps (nonprofit or governmental entity-run camps for youth or persons with disabilities).

Wildfire Prevention and Forest Health Protection Act of 2002 - Authorizes Regional Foresters to exempt certain wildfire prevention tree-thinning projects on National Forest System lands from any laws that give rise to legal causes of action seeking to delay or prevent such actions. Exempts such projects from: (1) judicial review; or (2) notice, comment, and appeals under the Appeals Reform Act. Sets forth the Constitutional authority for this Act.

Establishes that if the land destined for the YLRP is not already segregated pursuant to the Federal Land Policy and Management Act of 1976, this Act shall segregate it from all forms of entry and appropriation under the public land laws until the exchange. Directs the Secretary to perform any necessary land surveys, preexchange inventories, clearances, reviews, and approvals relating to threatened and endangered species, other environmental considerations, and hazardous materials. Prescribes that the land acquired by the United States shall become part of the Prescott National Forest, and shall be managed to maintain its present character and natural values.

National Forest Fire Prevention Act - Authorizes the Secretary to treat additional timber within or outside existing cutting units for National Forest System timber sales and within related analysis areas to reduce insect infestation or fire hazard by: (1) modifying contracts; or (2) offering additional timber sales within such areas. Sets forth treatment priority criteria.

Back to School Tax Relief Act of 2002 - Amends the Internal Revenue Code to permit a taxpayer whose adjusted gross income is $20,000 or less ($40,000 in the case of a joint return) to deduct up to $3,000 in qualified elementary and secondary education expenses. Defines qualified elementary and secondary education expenses and adjusted gross income.

Gila River Indian Community Judgment Fund Distribution Act of 2002 - Requires the per capita distribution of funds paid in settlement of claims made in Docket Nos. 236-C and 236-D, Gila River Pima-Maricopa Indian Community V. Unite States, to enrolled members of the Gila River Indian Community. Requires the Community to prepare a payment role according to specified criteria. Directs the Secretary of the Interior to disburse funds within 30 days after Community approval of the payment roll. Makes special provision for deceased or legally incompetent individuals and minors. Permits payments of eligible individuals not on the roll out of residual funds and Community-owned funds, as specified. Revises the treatment of minors' per capita shares and final disbursement of judgment funds awarded in Dockets 228 and 236-N. Waives repayment of expert assistance loans to the Gila River Indian Community, the Oglala Sioux Tribe, and the Seminole Nation of Oklahoma, as specified.

Zuni Indian Tribe Water Rights Settlement Act of 2002 - Ratifies the Settlement Agreement concerning Zuni Indian Tribe water rights claims in the Little Colorado River basin, Arizona. Includes the provision of assistance for acquiring surface water rights, the use of groundwater, and wetland restoration. Names the Tribe, the State of Arizona and specified state agencies, specified neighboring non-Indian communities, and specified water and power companies as parties to the agreement. Directs the Secretary of the Interior to execute the Settlement Agreement and subsequent, mutually agreed upon amendments. Establishes and authorizes appropriations to the Zuni Indian Tribe Water Rights Development Fund to be allocated among specified activities, including the acquisition of water rights and restoration at the Zuni Heaven Reservation. Includes funds paid to the Tribe as required by the Settlement Agreement. Conditions Zuni expenditures from such Fund upon the approval of a tribal management plan and an expenditure plan. Directs the Secretary to take title to specified lands in trust for the benefit of the Tribe, including lands to become part of the Reservation. Sets forth the status of such lands with regard to Federal and State water rights and ad valorem taxes. Extinguishes all claims for water rights in Zuni lands.

Expresses the sense of Congress that the Federal Mediation and Conciliation Service should immediately: (1) offer its services to the Major League Baseball Players Association and the team owners who are members of the National Association of Professional Baseball Leagues to resolve labor contract disputes over entering into a collective bargaining agreement; and (2) use its best efforts to bring the parties to agree to such contract without engaging in a strike, a lockout, or any other coercion that interferes with the playing of scheduled professional baseball games.

Aviation Security Enhancement Act of 2002 - Amends Federal aviation law to direct the Under Secretary of Transportation for Security of the Transportation Security Administration to notify the owner or operator of each U.S. airport of the number and type of explosive detection systems that will be required to be deployed at the airport in order to screen all checked baggage without imposing unreasonable delays on the passengers. Requires each owner or operator to: (1) notify the Under Secretary by a specified date if they are not able to make modifications to the airport's terminal buildings that are necessary to accommodate the explosive detection systems; and (2) develop a plan, if notice is given, by a specified date for making necessary modifications to the terminal buildings so as to deploy and fully utilize explosive detection systems to screen all checked baggage. Requires the Under Secretary to carry out demonstration projects for the installation and testing of alternative explosive detection systems at not less than five U.S. airports. Sets forth certain plan and demonstration requirements.

Wildfire Response Act of 2002 - Authorizes the Secretary of the Interior and the Secretary of Agriculture to procure the services of military aircraft (and of Armed Forces personnel to operate and maintain it) to fight a wildfire without (as required by specified Federal procurement law) first comparing the cost and convenience of procuring such services from the Armed Forces to the cost of procuring the same services from a commercial enterprise. Requires the appropriate Secretary to notify Congress, with reasons why, whenever using this Act to expedite such a procurement.

Wildfire Prevention Act of 2002 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to: (1) establish three Institutes (one each in Arizona, New Mexico, and Colorado) to promote the use of adaptive ecosystem management to reduce the risk of wildfires, and improve the health of forest and woodland ecosystems; and (2) provide assistance to the Institutes to promote the use of such management. Defines adaptive ecosystem management as a natural resource management process under which planning, implementation, monitoring, research, evaluation, and incorporation of new knowledge are combined into a management approach that is: (1) based on scientific findings and the needs of society; and (2) used to modify future management methods and policy. Prescribes requirements for cooperation among the Institutes and Federal programs relating to ecological restoration, wildfire risk reduction, and wildfire management technologies.
