Medigap Access Improvement Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for guaranteed issue of replacement Medicare supplemental (Medigap) policies for beneficiaries under age 65 upon first enrolling under part B (Supplementary Medical Insurance) of Medicare.

America's Partnership for Nursing Education Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants to qualifying states to increase the number of faculty at collegiate schools of nursing to alleviate the shortage of nurses. Sets forth conditions to be a qualifying state, including that the state: (1) has a population increase of more than 50% between 1995 and 2005; (2) is projected to have fewer than 555 nurses per 100,000 residents by 2020; and (3) has a program in place, as of January 1, 2006, to assist in increasing the number of faculty at such schools of nursing. Allows such a grant to be used for collegiate school of nursing salaries, benefits, training, and related expenses. Prohibits such a grant from being expended for any capital expenses.

Congressional Pension Forfeiture Act of 2006 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain felony offenses in which: (1) every act or omission of such individual that is needed to satisfy the elements of the offense occurs while the individual is a Member; (2) such act or omission relates to the performance of the individual's official duties as a Member; and (3) the offense is committed after the enactment of this Act. Requires refund of annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

National Minority Business Enterprise Incubator Program Act - Authorizes the National Director of the Department of Commerce's Minority Business Development Agency to make grants to certain organizations (e.g., public charities, business leagues, small business development centers, colleges or universities) to establish and operate minority business enterprise incubator programs.

Securing Effective and Necessary Individual Outpatient Rehabilitation Services (SENIORS) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to the temporary process for obtaining an exception from the uniform dollar limitation on Medicare payment for medically necessary physical therapy services (Medicare therapy cap exceptions process). Extends the exceptions process period from the beginning of calendar 2006 through calendar 2007.

Medicare Physician Assistant Continuity of Care Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to permit a physician assistant, when delegated by a physician, to: (1) certify that inpatient psychiatric hospital services or post-hospital extended care services are required; (2) establish and review a plan for home health services; and (3) certify a terminal illness with respect to hospice care. Covers as hospice care any legally authorized services of a physician assistant performed under a physician's supervision.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Amends the Reclamation Safety of Dams Act of 1978 to authorize the Secretary of the Interior to make modifications that are reasonably required to preserve the site security of Bureau of Reclamation dams and related facilities. Provides for specified reimbursement for costs incurred for building and site security activities. Requires dam safety and site security costs allocated to irrigation, municipal, and industrial water service for the Central Valley Project, California, to be collected by the Secretary exclusively through inclusion of such costs in operation and maintenance rates, capital water rates, or both, not segregated from other project costs for separate allocation or repayment. Directs the Secretary, during site security-related construction, to consider cost containment measures. Prohibits the obligation of funds exceeding a specified amount for carrying out actual construction to modify an existing dam, the cause of which results from new hydrologic or seismic data or changes in the state-of-the-art criteria deemed necessary for site security or structural safety purposes, prior to 30 calendar days after the Secretary has transmitted a report on such existing dam to Congress. Requires the Secretary to: (1) report annually to Congress on building and site measures undertaken (including a summary of expenditures and information relating to a five-year plan for security measures detailed to show pre- and post-September 11, 2001 costs); (2) provide written notice to project beneficiaries upon identifying a Bureau facility for a site security measure; and (3) include in required reports the Secretary's response when a modification is the result of new data deemed necessary for structural safety purposes. Authorizes the Secretary to waive reporting requirements that could adversely impact site security.

Directs the Secretary of Defense to pay compensation as prescribed under this Act to those living members of the Armed Forces and U.S. civilian employees who were captured by Japan, who were used as slave labor during World War II, and whose application for compensation is approved. Authorizes the Secretary of Defense to accept any monetary contribution (with exceptions) made by any person upon on the condition that the contribution be used to provide such compensation to a selected veteran or civilian internee. Requires amounts received as contributions to be deposited in the Department of Defense General Gift Fund. States that, any amount paid to a selected veteran or civilian internee as compensation under this Act is in addition to any other amount paid to such veteran or civilian internee under any other provision of law as compensation for the performance of slave labor during World War II. Expresses the sense of Congress regarding contributions by certain Japanese corporations.

Fossil Creek Wild and Scenic River Act of 2006- Amends the Wild and Scenic Rivers Act to designate specified segments of Fossil Creek, a tributary to the Verde River in Arizona, as components of the national wild and scenic rivers system. Requires the Secretary of Agriculture to submit a river management plan for the designated segments.

Expresses the sense of the House of Representatives that programs should be established to: (1) increase public awareness about the prevalence and devastating consequences of vision disorders in children; and (2) educate the public and health care providers about the warning signs and symptoms of ocular and vision disorders, the benefits of early detection, evaluation, and treatment, and the importance of early and regular vision screening and comprehensive eye exams.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after January 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Soldiers Targeted by Offensive Profiteering Act of 2006 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Repeals Rule XXVII (Statutory Limit on Public Debt) of the Rules of the House of Representatives. (Thus abolishes the procedure for automatic adjustment of the public debt level upon passage of a new concurrent resolution on the budget setting forth an amount different from the amount of the statutory limit on the public debt otherwise in effect for the period covered by the budget resolution.) Redesignates Rule XXVIII (General Provisions) as Rule XXVII.

Permanent Estate Tax Relief Act of 2006 - Amends the Internal Revenue Code to: (1) increase the estate and gift tax exclusion amount to $5 million beginning in 2010; (2) lower to 15% the estate tax rate for estates up to $25 million and 30% for estates of $25 million or more; (3) repeal after 2009 the estate tax deduction for estate, inheritance, legacy, or succession taxes paid to states; (4) allow a surviving spouse to claim any unused portion of a deceased spouse's estate or gift tax exclusion amount; and (5) allow a taxpayer election to deduct from gross income the lesser of 60% of qualified timber gain or net capital gain. Provides that the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001(EGTRRA) (i.e., December 31, 2010) shall not apply to the estate, gift, and generation-skipping transfer tax provisions of EGTRRA not amended by this Act. Repeals provisions of EGTRRA relating to carryover basis of estate property to allow heirs of such property after 2009 to use date-of-death fair market values.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Fairness in Immigration Litigation Act of 2006 - Prohibits any court from certifying an action as a class action under Rule 23 of the Federal Rules of Civil Procedure in any civil immigration action. Sets forth the requirements under which a court may order prospective relief in such an action. Provides that preliminary injunctive relief shall expire 90 days after entry unless otherwise determined by the court. Requires a court to promptly rule on any government motion to vacate, modify, dissolve, or otherwise terminate an order granting prospective relief in a civil immigration action. Provides for an automatic 15-day stay of the prospective relief order. Authorizes a court to enter an order to postpone for up to 15 days the effective date of an automatic stay. Provides that: (1) whenever a higher court remands a decision on a motion to a lower court the order granting prospective relief that is the subject of the motion shall be automatically stayed until the district court grants or denies such motion; and (2) any order staying, suspending, delaying, or otherwise barring the effective date of an automatic stay, other than an order to postpone the effective date, shall be treated as an order refusing to vacate, modify, dissolve, or otherwise terminate an injunction and shall be appealable. States that: (1) no court has jurisdiction to grant or continue an order affecting an expedited removal action against an alien; (2) upon the government's filing of a motion to vacate, modify, dissolve, or otherwise terminate an order granting prospective relief in a civil immigration action, the court involved shall determine whether it continues to have jurisdiction and shall vacate any order or part of a relief order that is not within its jurisdiction; and (3) sections (1) and (2) of this paragraph shall not apply to a relief order that was entered before the date of the enactment of this Act to remedy a violation of constitutional rights. Sets forth consent decree and private settlement agreement provisions.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Comprehensive Cancer Care Improvement Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services. Directs the Secretary of Health and Human Services to conduct a two-year demonstration project for Medicare payment for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities for establishing a new, or expanding an existing, palliative care and symptom management program for cancer patients. Directs the Secretary to make grants to eligible entities to improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers, as well as continuing professional education, in palliative care and symptom management for such patients. Requires the Director of the National Institutes of Health to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Cancer Survivorship Research and Quality of Life Act of 2006 - Amends the Public Health Service Act to require the Director of the National Cancer Institute (NCI)) to establish and support demonstration, education, and other programs for cancer survivorship. Requires the Director of the National Institutes of Health (NIH) to: (1) expand and coordinate NIH cancer survivorship research activities; (2) establish a Division of Cancer Survivorship within NCI; and (3) provide for the expansion of cancer survivorship research activities at NCI-designated cancer centers. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Comprehensive Cancer Control Program; (2) study the unique health challenges associated with cancer survivorship; and (3) carry out projects and interventions to improve the long-term health status of cancer survivors. Requires the Secretary to: (1) establish programs that demonstrate how to prevent and control cancer and improve access to quality cancer care among racial and ethnic minorities and medically underserved populations with disproportionate incidence of, or death from, cancer; (2) promote cancer education, prevention, and early detection of cancer; (3) award grants for cancer control and prevention; and (4) establish the National Commission on Cancer Survivorship. Requires the Secretary, acting through the Directors of CDC and NCI, to make grants to monitor and evaluate the quality of cancer care, develop information concerning the quality of care, and monitor cancer survivorship.

Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY2015. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation.

401Kids Family Savings Act of 2006 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Medicare Secondary Payer and Workers' Compensation Settlement Agreements Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to: (1) create an exception to Medicare secondary payer requirements for certain workers' compensation settlement agreements; and (2) provide for the satisfaction of such requirements through use of qualified Medicare set-asides under workers' compensation settlement agreements.

Early Hearing Detection and Intervention Act of 2006 - Amends the Public Health Service Act to expand the newborns and infants hearing loss program to: (1) provide services for young children (currently, limited to infants and newborns); and (2) include diagnostic services among services provided. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to assist in the recruitment, retention, education, and training of qualified personnel and health care providers. Includes within the purposes of such program: (1) developing efficient models to ensure that newborns, infants, and young children who are identified with a hearing loss through screening are not lost to follow-up by a qualified health care provider; and (2) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute on Deafness and Other Communication Disorders, to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of early intervention services, educational and program placements, and other options for their child from highly qualified providers.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Medicare Teaching Anesthesiology Funding Restoration Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Securing America's Energy Independence Act of 2006 - Amends the Internal Revenue Code to extend through 2015: (1) the investment tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential photovoltaic, solar water heating, and fuel cell property expenditures. Modifies the maximum amounts for such residential credits based upon kilowatt of capacity. Allows such credits to be taken against the alternative minimum tax.
