No Frills Prison Act of 2001 - Amends Federal criminal code provisions concerning the expenses of prisoners to prohibit the use of money from the Treasury to purchase cable television services or to rent or purchase videocassettes, videocassette recorders, or other audiovisual or electronic equipment used primarily for recreational purposes, with an exception for equipment for inmate training or educational programs.

School and Library Construction Affordability Act - Makes inapplicable to contracts for the construction and repair of schools and libraries the requirements of: (1) the Davis-Bacon Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works); and (2) the Copeland Act (which requires the Secretary of Labor to regulate contractors and subcontractors engaged in the construction or repair of public buildings, public works, or federally-financed or federally-assisted buildings or works).

Amends provisions governing awarding competitive civil service status to national guard technicians who are involuntarily separated from service by eliminating the requirements that such a person: (1) served as a technician for at least three years; and (2) passes a suitable noncompetitive examination.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

Establishes within the Department of Health and Human Services the Office of the Assistant Secretary for Indian Health to facilitate advocacy for the development of appropriate Indian health policy, and to promote consultation on matters related to Indian health, in a manner consistent with the government-to-government relationship between the United States and Indian tribes. Elevates the position of Director of the Indian Health Service to such Assistant Secretary position. Prescribes duties.

Armed Services Absentee Ballot Act of 2001 - Prohibits a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter. Directs the Secretary of Defense to prepare and submit to Congress a plan for establishing a uniform electronic voting system for the use of absent uniformed services voters in elections for Federal office.

Know Your Caller Act of 2001 - Amends the Communications Act of 1934 to make it unlawful for any person making a telephone solicitation to: (1) interfere with or circumvent a caller identification service from accessing or providing the call recipient with identifying information about the call; or (2) fail to provide caller identification information that is accessible by a caller identification service, if such person has the capability to provide such information. Provides a cause of action for a person or entity, or a State attorney general on behalf of its residents, for violations of such prohibition or regulations.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Open Competition and Fairness Act of 2001 - Amends the National Labor Relations Act to prohibit discrimination against any bidder on a prime contract for a federally funded project on the basis of a requirement that such person enter into or adhere to a collective bargaining agreement or any similar agreement as a condition of performing work on such contract.

Arctic Coastal Plain Domestic Energy Security Act of 2001- Declares that it is the policy of the United States to permit exploration, development, production, and transportation of oil and gas resources in a designated area of the Coastal Plain Study Area of the Arctic National Wildlife Refuge. Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge, and any leasing or development leading to such production. States that Congress determines that the Coastal Plain oil and gas leasing program and activities authorized by this Act are compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. States that this Act is the sole authority for Coastal Plain leasing. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas" and close them to leasing if the Secretary determines that they require special management and regulatory protection; and (2) permit leasing in those Special Areas by setting lease terms that restrict surface use and occupancy but permit the use of horizontal drilling technology from lease sites located outside the Special Areas. Declares that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Directs the Secretary to grant rights-of-way and easements across the Coastal Plain for oil and gas transportation.

Law Enforcement Officers Privacy Protection Act - Amends rule 26 of the Federal Rules of Civil Procedure to authorize: (1) a party to obtain discovery of law enforcement personnel records otherwise discoverable only upon a showing that there exists a reasonable basis, supported by facts, for contending that the records sought are necessary and material to an issue involved in the pending action; and (2) the court, in its discretion and after in camera review of such records, to order discovery of such records when the required showing has been made, subject to a protection order. Prohibits a party from obtaining discovery of any matter by reason of its relevance with respect to, or its use in leading to the discovery of admissible evidence as to, the existence of the reasonable basis.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Congressional Responsibility Act of 2001 - Prohibits a regulation from taking effect before the enactment of a bill comprised solely of the text of the regulation. Requires an agency, whenever it promulgates a regulation, to submit to each House of Congress a report containing its text and an explanation. Sets forth expedited congressional procedures for consideration of bills to enact agency regulations.

Citizens' Self-Defense Act of 2001 - Declares that a person not prohibited under the Brady Handgun Violence Prevention Act from receiving a firearm shall have the right to obtain firearms for security and to use firearms in defense of: (1) self or family against a reasonably perceived threat of imminent and unlawful infliction of serious bodily injury; (2) self or family in the course of the commission by another person of a violent felony against the person or a member of the person's family; and (3) the person's home in the course of the commission of a felony by another person. Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any State, or any person for damages, injunctive relief, and such other relief as the court deems appropriate. Sets forth provisions regarding: (1) the award of attorney's fees; and (2) the statute of limitations.

Notch Baby Act of 2001- Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who reached age 65 during the ten year period after 1981 and before 1992. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 60 percent to ten percent keyed to the year an individual became eligible for such benefits between 1979 and 1989.

Social Security Decedent's Family Relief Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to continue an individual's entitlement to benefits through the month of his or her death, without affecting any other person's entitlement to benefits for that month. Provides that such individual's benefit shall be payable for such month only in proportion to the number of days preceding the date of such individual's death. Provides for disregard of such benefits for the individual for the month of death under provisions for determining maximum family benefits.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Firearms Heritage Protection Act of 2001 - Prohibits civil actions from being brought against a manufacturer or seller of a firearm or ammunition, or a component thereof, that has been shipped or transported in interstate or foreign commerce (a firearm), or a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm. Requires dismissal of any such action that is pending on the date of this Act's enactment. Specifies exceptions with respect to actions against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime, or actions brought against a seller for negligent entrustment or negligence per se.

Arizona Water Settlements Act of 2000 - Title I: Central Arizona Project Adjustment Act of 2000 - Central Arizona Project Adjustment Act of 2000 - Sets forth requirements for the reallocation of Central Arizona Project (CAP) non-Indian agricultural and uncontracted municipal and industrial priority water. Provides for the remaining CAP water to be allocated to Arizona Indian tribes or to the Secretary of the Interior for use in future Indian water rights settlements. Ratifies and confirms the Escrow Agreement for the Acquisition and Allocation of Central Arizona Water. Title II: Gila River Indian Community Water Rights Settlement Act of 2000 - Gila River Indian Community Water Rights Settlement Act of 2000 - Approves the Gila River Indian Community Water Rights Settlement Agreement. Describes reallocated water rights. Sets forth requirements regarding after-acquired trust lands. Title III: Southern Arizona Water Rights Settlement Amendments Act of 2000 - Amends the Southern Arizona Water Rights Settlement Act of 1982 to set forth the Southern Arizona Water Rights Settlement Amendments Act of 2000. Sets forth water delivery requirements and construction obligations with respect to the San Xavier Indian Reservation and the Schuk Toak District as well as permissible water uses. Approves the Settlement Agreement with respect to claims under United States v. Tucson, Adams v. United States, and Alvarez v. Tucson. Title IV: San Carlos Apache Tribe Water Rights Settlement Act of 2000 - San Carlos Apache Tribe Water Rights Settlement Act of 2000 (stet) Title V: Enforcement and Effective Date - Makes certain authorizations of appropriations under this Act effective pursuant to a statement of findings by the Secretary regarding actions related to this Act. Voids this Act if such statement is not made by December 31, 2005.

Expresses the solidarity of Congress with the state and people of Israel at this time of crisis. Condemns the Palestinian leadership for encouraging the violence and doing so little for so long to stop it. Calls upon the Palestinian leadership to: (1) refrain from exhortations to public incitement; and (2) vigorously use its security forces to act immediately to stop all violence, to show respect for all holy sites, and to settle all grievances through negotiations. Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Calls on the Russian Federation to immediately release Edmond Pope and to ensure that proper and qualified medical attention is provided to him. Expresses the sense of Congress that if Pope is not released immediately, the President should continue efforts to secure his release, including consideration of: (1) terminating all assistance to the Government of the Russian Federation under the Foreign Assistance Act of 1961 and the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act for purposes of preparing the Russian Federation's entrance or accession to the World Trade Organization; and (2) opposing any further debt relief of obligations owed to the U.S. Government from the Government of the Russian Federation. Urges the President to increase efforts to secure appropriate medical attention for Pope.

Debt Relief Lock-box Reconciliation Act for Fiscal Year 2001 - Title I: Debt Reduction Lock-Box - Amends Federal public finance provisions to establish the Public Debt Reduction Payment Account in the Treasury. Requires the Secretary of the Treasury to use amounts in the Account to pay at maturity, or redeem or buy before maturity, any Government obligation held by the public and included in the public debt. Provides that any obligation which is paid, redeemed, or bought with amounts from the Account shall be canceled and retired and prohibits its reissuance. Appropriates funds for the Account. Prohibits such appropriation from being considered as direct spending for purposes of pay-as-you-go provisions of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). (Sec. 102) Reduces the public debt limit by the amount appropriated into the Account. (Sec. 103) Bars Account receipts and disbursements from being counted as new budget authority, outlays, receipts, or deficit or surplus for purposes of : (1) the Federal Government budget as submitted by the President; (2) the congressional budget; or (3) the Gramm-Rudman-Hollings Act. (Sec. 105) Requires the Secretary to report to specified congressional committees on the Account. Title II: Social Security and Medicare Lock-Box - Amends H. Con. Res. 290 (106th Congress) to replace a point of order in the House of Representatives or the Senate against consideration of any revision of such resolution or any concurrent budget resolution for FY 2002 that sets forth a deficit for any fiscal year with one that provides a point of order against consideration of any budget resolution that sets forth a surplus for any fiscal year that is less than the surplus of the Federal Hospital Insurance Trust Fund for such year. Makes it out of order in the House or the Senate to consider any bill, joint resolution, amendment, motion, or conference report if the enactment of the reported bill or resolution, the adoption and enactment of an amendment, or the enactment of a bill or resolution in the form recommended in the conference report would cause the on-budget surplus for any fiscal year to be less than the projected surplus of the Federal Hospital Insurance Trust Fund for such year or increase the amount by which the on-budget surplus for any fiscal year would be less than such trust fund surplus for that year. Makes such point of order inapplicable to social security or Medicare reform legislation. Requires any Federal budget submitted by the President that recommends an on-budget surplus for any fiscal year that is less than the surplus of the Federal Hospital Insurance Trust Fund for such year to include proposed legislative language for social security or Medicare reform legislation. Makes the lock-box requirements of H. Con. Res. 290 (106th Congress) and the preceding paragraph inapplicable upon the enactment of social security and Medicare reform legislation. Defines "social security reform legislation" and "Medicare reform legislation" as a bill or joint resolution to save social security or Medicare, respectively, that specifies that it constitutes reform legislation for purposes of such resolution. (Sec. 202) Requires any official Federal Government statement of the Federal or congressional budget surplus or deficit totals to exclude the outlays and receipts of the Old-Age, Survivors, and Disability Insurance Program under the Social Security Act. Requires such outlays and receipts to be submitted in separate social security budget documents.

Department of Veterans Affairs Health Care Personnel Act of 2000 - Title I: Personnel Matters - Revises pay adjustment authority for nurses employed by the Department of Veterans Affairs to require the director of such Department health-care facility to use third-party industry wage surveys in making such adjustments. Prohibits any adjustment from reducing the rate of basic pay applicable to any nurse grade. Prohibits a director, in determining whether to carry out an adjustment, from considering the absence of a current recruitment or retention problem for personnel in that position. Requires a director to make such determination based on whether there is a significant pay-related staffing problem for such position at that facility. Authorizes the Department's Under Secretary for Health to modify any adjustment determination made by a facility director. Requires each director to report annually to the Secretary of Veterans Affairs on staffing for covered positions at that facility. Requires the Secretary to report annually on such staffing to the congressional veterans' committees. Makes annual (currently terminated in 1993) a reporting requirement from the Secretary to the veterans' committees regarding pay adjustments. Requires the Under Secretary to ensure that: (1) the director of a geographic service area, in formulating policy for the provision of patient care, consult regularly with a senior nurse executive(s); and (2) the director of a health-care facility include a registered nurse on any committee providing recommendations or decisions on medical center operations or policies affecting clinical services, clinical outcomes, budget, or resources. (Sec. 102) Increases the special pay for dentists for: (1) full-time status; (2) completing a post-graduate year of accredited hospital-based training; (3) length-of-service pay; (4) scarce specialty pay; (5) service in a geographic location in which there exists extraordinary difficulties in the recruitment and retention of qualified dentists; and (6) service in certain executive positions. Credits toward civil service retirement calculations 25 percent of the special pay for length-of-service pay for each two years that the dentist completes as a dentist in the Veterans Health Administration (VHA). (Sec. 103) Exempts VHA pharmacists from a required ceiling on special salary rates for certain VHA health professionals. (Sec. 104) Requires a physician assistant with appropriate experience to advise the Under Secretary on all matters relating to the utilization and employment of VHA physician assistants. (Sec. 105) Revises generally provisions regarding the temporary appointment of graduates of physician assistant training programs. Provides a three-year term for temporary full-time appointments of certain medical support personnel (with authorized renewals for additional three-year periods). (Sec. 106) Requires VHA social workers to be licensed or certified to independently practice social work in a State (with an authorized waiver on an individual basis for a reasonable period). (Sec. 107) Amends the Department of Veterans Affairs Employment Reduction Assistance Act of 1999 to: (1) revise the number of authorized participants in a plan for voluntary separation incentive payments; (2) revise the percentage of required agency contributions to the Civil Service Retirement and Disability Fund to cover such payments; and (3) extend payment authority through 2002. Title II: Construction Authorization - Authorizes the Secretary to carry out major medical facility projects at Department medical centers in Palo Alto, California, Miami, Florida, and Long Beach, California. Authorizes the Secretary to carry out a renovation project at the Department medical center in Murfreesboro, Tennessee. (Sec. 202) Authorizes appropriations for FY 2001 and 2002 for the Construction, Major Projects, account for such projects. Title III: Military Service Issues - Directs the Secretary to ensure that: (1) a protocol is used during at least one clinical evaluation of a patient to identify pertinent military experiences and exposures that may contribute to the health of the patient; and (2) such information is included in the patient's medical records. Requires a report from the Secretary to the veterans' committees on the feasibility and desirability of using a computer-based system in conducting such evaluations. (Sec. 302) Directs the Secretary to contract with an appropriate entity to conduct a follow-up study on post-traumatic stress disorder in Vietnam veterans. Requires a report to the veterans' committees. Title IV: Medical Administration - Authorizes the Secretary to carry out a pilot program in not more than four geographically dispersed areas to improve access to and coordination of inpatient care of eligible veterans. Terminates the pilot program on September 30, 2005. Authorizes the Secretary, under such program to pay the cost of hospital care and medical services furnished on an inpatient basis in a non-Department hospital to a veteran participant. Directs the Secretary to limit program care and services to general medical and surgical services, and to require that such services be provided only upon preauthorization by the Secretary. Makes eligible for the program a veteran who: (1) is enrolled to receive medical services from a nearby Department outpatient clinic; (2) has received care within 24 months preceding the veteran's application for program enrollment (3) requires such care and services for a non-service-connected condition and could not receive such care and services from a Department clinic; and (4) elects to receive such care and services under an entitled health plan. Directs the Secretary to ensure that at least 15 percent of program participants are veterans without a health care plan. Requires two reports from the Secretary to the veterans' committees on program implementation and operation. Limits to $50 million the total authorized program expenditure for any fiscal year. (Sec. 402) Authorizes the payment of veterans' disability compensation for veterans who are disabled during participation in a compensated work therapy program. (Sec. 403) Extends through December 31, 2005, the authority of the Secretary to establish nonprofit research and education corporations. (Sec. 404) Authorizes the Secretary to furnish temporary lodging in Fisher houses (guest houses) or other appropriate facilities, in connection with the examination, care, and treatment of a veteran, to: (1) a veteran who must travel a significant distance to receive such care and treatment; and (2) a family member and others who accompany such veteran and provide familial support. Authorizes the Secretary to establish charges for such lodging. (Sec. 405) Extends through 2004 an annual reporting requirement describing activities of the Committee on Care of Severely Chronically Mentally Ill Veterans. (Sec. 406) Excludes from the right of the Department to recover certain costs from a State for veterans' care facilities not so used for at least 20 years the establishment and operation of an outpatient clinic at such a facility. (Sec. 407) Prohibits the Secretary from entering into an enhanced-use lease of Department property until 90 days after notifying the veterans' committees of the intention to designate property for such use. (Sec. 409) Authorizes the Secretary to employ veterans claims examiners (also known as veterans service representatives) on a fee basis. Requires two reports on the implementation of such authority. (Sec. 410) Directs the Secretary to release a reversionary interest in certain real property in Johnson City, Tennessee, previously transferred to the State of Tennessee.

Amends the Fair Labor Standards Act of 1938 to allow a State to preempt the Federal minimum wage if the State: (1) sets a minimum wage rate of at least $5.15 per hour (the current Federal minimum wage); and (2) applies that rate to as many workers in the State as would otherwise be covered by the Federal minimum wage rate. Exempts employers in such a State from Federal minimum wage rate requirements.

Medicare Choice Preservation Act of 2000 - Title I: Improvements in Payments - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) increasing the national per capita Medicare+Choice growth percentage in 2001 and 2002; (2) increasing the minimum payment amount in 2001 for any of the 50 States and the District of Columbia; (3) allowing a Medicare+Choice organization to elect to apply an area-specific percentage of 50 percent and a national percentage of 50 percent for 2002 rather than the rate currently applicable for that year in determining the blended capitation rate used in determining the calculation of annual Medicare+Choice capitation rates; (4) increasing the minimum percentage increase in 2001 under provisions for calculation of annual Medicare+Choice capitation rates; (5) increasing the update for payment areas with only one or no Medicare+Choice contracts; (6) eliminating the budget neutrality adjustment for 2001 and 2002 under blended capitation rate provisions; (7) revising calculation of area-specific and national percentage capitation rates; and (8) phasing-in over a ten year period of risk adjustment methodology based on data from all settings. Title II: Additional Improvements - Delays from July to November 2000 the deadline for withdrawing the offer, rescinding the withdrawal, of Medicare+Choice plans for 2001. Amends SSA title XVIII part C to revise data collection requirements under the Medicare+Choice program with regard to: (1) issuance of encounter data submission; (2) post-stabilization guidelines; (3) effectiveness of elections and changes of elections; (4) uniform premium and benefits; and (5) Medicare+Choice program compatibility with employer or union group health plans.
