This bill establishes in the legislative branch the National Commission on the Domestic Terrorist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation of the relevant facts and circumstances relating to the attacks on the Capitol of January 6, 2021; (2) identify, review, and evaluate the causes of and the lessons learned from the attacks, relative to detecting, preventing, and responding to such kinds of attacks; and (3) report to Congress and the President.

Rural STEM Education Research Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires roll call votes of (1) three-fifths of each chamber of Congress to increase the public debt limit, and (2) a majority of each chamber for legislation increasing revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

Federal Reserve Transparency Act of 2021 This bill establishes requirements regarding audits of certain financial agencies performed by the Government Accountability Office (GAO). Specifically, the bill directs the GAO to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying access to an organ transplant solely on the basis of an individual's disability.

Relief for Working Families Act of 2020 This bill directs a state to require a recipient of Pandemic Unemployment Assistance to repay any overpayment of such assistance to the state agency unless the overpayment of such assistance was without fault on the part of any such individual, and such repayment would be contrary to equity and good conscience.

Holding Providers Harmless From Medicare Cuts During COVID-19 Act of 2020 This bill temporarily increases payments to providers under Medicare medical services. Specifically, the bill provides an additional payment for certain services in 2021 and 2022 if the otherwise applicable payment is less than what it would have been in 2020. The bill applies to services that are payable under the physician fee schedule, excluding specified outpatient evaluation and management services.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Informed Consent Act This bill establishes a new criminal offense for knowingly performing an abortion or sterilization procedure without obtaining informed consent, unless the procedure is necessary to save an individual's life or otherwise prevent substantial impairment of a major bodily function. An individual who performs these procedures absent informed consent is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

EIDL Forgiveness Act This bill modifies the loan forgiveness determination for a paycheck protection loan by excluding from such determination any advance amount for an economic injury disaster loan that was made to the recipient in relation to COVID-19 (i.e., coronavirus disease 2019).

No Surprise Bills for New Moms Act This bill amends health care plan provisions of the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to provide for enrollment of newborns in a health care plan for the first 30-day period after the newborn's date of birth and establish a uniform 60-day enrollment period thereafter. It would also require all health plans and insurers to notify parents of newborns if they receive a bill for a newborn who is not enrolled in a health insurance plan.

This bill establishes funding for, expands, and provides additional economic assistance to small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the Small Business Administration is authorized to provide second draw loans of up to $2 million under the Paycheck Protection Program. A recipient shall be eligible for forgiveness of a second draw loan in the same manner as an initial paycheck protection loan. Further the bill modifies the Paycheck Protection Program by, among other things, (1) expanding forgivable expenses, (2) allowing borrowers to select an eight-week period through December 31, 2020, to use their paycheck protection loan, (3) simplifying the forgiveness application for smaller loans, (4) expanding eligibility to certain chambers of commerce and destination marketing organizations, and (5) establishing a specific loan calculation for farmers and ranchers.

Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Under the program, renal dialysis facilities, kidney disease specialists, physician practices, and other health care practitioners may form an organization that partners with certain health care entities to provide integrated care to beneficiaries with ESRD. Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Curbing Realistic Exploitative Electronic Pedophilic Robots Act 2.0 or the CREEPER Act 2.0 This bill expands the federal prohibition on importing or transporting obscene materials to include child sex dolls and makes it a crime to buy, sell, or distribute a child sex doll in interstate or foreign commerce. An individual who imports, transports, buys, sells, distributes, or possesses these dolls is subject to a fine, a prison term, or both.

Fruits and Vegetables for Children During Pandemic Act of 2020 This bill increases emergency Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) benefits that were provided under the Families First Coronavirus Response Act to households with children who would otherwise receive free or reduced-price school meals if their schools were not closed due to the COVID-19 (i.e. coronavirus disease 2019) public health emergency. Specifically, the bill provides such households with a $35 monthly increase in SNAP benefits to purchase fruits and vegetables.

WIC Waiver Extension Act of 2020 This bill extends authority through September 30, 2021, for the Department of Agriculture (USDA) to grant certain waivers to participants under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, USDA may grant waivers allowing participants under WIC to get certified or recertified without being physically present at a WIC clinic; defer anthropometric and bloodwork requirements necessary to determine nutritional risk; and grant waivers from administrative requirements for WIC if it determines that the requirement cannot be met by a state due to COVID-19, and the waiver is necessary to provide assistance under WIC.

Agricultural Fairs Rescue Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to establish a program to award grants to states or state departments of agriculture to provide support to agricultural fairs for losses sustained by such fairs due to COVID-19 (i.e., coronavirus disease 2019). Grant amounts shall be based on the difference between the average attendance at agricultural fairs in the state for a month occurring in 2019 compared to the corresponding month in 2020. As a condition of receiving a grant, recipients shall agree to (1) prioritize supporting agricultural fairs in the state facing the greatest financial hardship, and (2) use not more than 1% of grant funds for administrative costs incurred in providing support to agricultural fairs.

Back to Work Child Care Grants Act of 2020 This bill establishes a grants program for licensed child care providers that were in continuous operation immediately prior to March 1, 2020, to pay for specified fixed costs and operating expenses for a period of not more than nine months.

Local Journalism Sustainability Act This bill allows individual and business taxpayers certain tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

Wind River Administrative Site Conveyance Act This bill directs the Forest Service to convey to Skamania County inWashington, upon request of the county, all right, title, and interest of the United States in approximately 23.4 acres of National Forest System land, related infrastructure, and all improvements on the map titled Wind River Administrative Site Conveyance Proposal and dated February 7, 2020. The conveyance shall be made by quitclaim deed; subject to a right-of-way and restrictive easement reservation for the protection of the Pacific Crest National Scenic Trail; and completed in accordance with certain Forest Service conveyance requirements, except that certain market value requirements shall not apply. The Forest Service must meet specified disclosure requirements for hazardous substances, pollutants, and contaminants and shall not otherwise be required to remediate or abate the hazardous substances, pollutants, or contaminants disclosed. The lands and related infrastructure conveyed must be maintained by the county pursuant to standards established by the Department of the Interior regarding the preservation of historic property.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Small Business PPE Tax Credit Act This bill allows certain small businesses a tax credit for the cost of qualified personal protective equipment, up to $25,000 in a taxable year. The entities eligible for such credit include farms, nonprofit organizations, veterans organizations, and Tribal business concerns. The bill defines qualified personal protective equipment to include the cost of equipment for reducing the risk of coronavirus (i.e., the virus that causes COVID-19) transmission. including gloves, facial masks and protective gear, and cleaning supplies.

Walter Scott Notification Act of 2020 This bill establishes new requirements for existing grant programs to incentivize reporting on deadly shootings by law enforcement. Specifically, it requires a state that receives funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) program to report certain data on deadly shootings by law enforcement officers. It reduces by 10% the JAG allocation of a state that fails to comply. Additionally, for an initial four-year period, the Department of Justice (DOJ) may give preference to a Community Oriented Policing Services (COPS) program grant applicant from a state that reports data on deadly shootings by law enforcement. Beginning in the fifth year, DOJ must reduce by 20% the COPS allocation of a state that fails to report such data.

Creating Helpful Incentives to Produce Semiconductors for America Act or the CHIPS for America Act This bill establishes investments and incentives to support U.S. semiconductor manufacturing, research and development, and supply chain security. Specifically, the bill provides an income tax credit for semiconductor equipment or manufacturing facility investment through 2026. The bill also establishes a trust fund to be allocated upon reaching an agreement with foreign government partners to promote (1) consistency in policies related to microelectronics, (2) transparency in microelectronic supply chains, and (3) alignment in policies towards nonmarket economies. The Department of Commerce shall, through the National Institute of Standards and Technology (NIST), carry out a program of research and development investment to accelerate the design, development, and manufacturability of next generation microelectronics, including through the creation of a Manufacturing USA institute for semiconductor manufacturing. Commerce shall also establish a program to match state and local government incentives offered to private entities for the purposes of building fabrication facilities relating to semiconductor manufacturing. Further, Commerce shall assess the capabilities of the U.S. industrial base to support the national defense in light of the global nature of supply chains and interdependencies between the industrial bases of the U.S. and foreign countries with respect to the manufacture and design of semiconductors. The Department of Defense shall prioritize the use of specified available amounts for programs, projects, and activities in connection with semiconductor and related technologies. The President shall establish within NIST a subcommittee on matters relating to U.S. leadership in semiconductor technology and innovation, which shall develop a national strategy on semiconductor research.

Paycheck Protection Program Flexibility Act of 2020 This bill modifies provisions related to the forgiveness of loans made to small businesses under the Paycheck Protection Program implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes a minimum maturity of five years for a paycheck protection loan that has a remaining balance after the application of forgiveness. The bill also extends the covered period during which the recipient of a paycheck protection loan may use such funds for certain expenses while remaining eligible for forgiveness of the loan. Further, the bill prohibits the Small Business Administration from limiting the non-payroll portion of a forgivable covered loan amount. Currently, only 25% of a paycheck protection loan may be allocated to non-payroll expenses such as rent and utilities. The bill extends the period of time in which an employer may rehire or eliminate a reduction in employment, salary, or wages that would otherwise reduce the forgivable amount of a paycheck protection loan. However, the forgivable amount must be determined without regard to a reduction in the number of employees if the recipient is (1) unable to rehire an employee, (2) able to demonstrate an inability to hire a similarly qualified employee, or (3) able to demonstrate an inability to return to the same level of business activity. Lastly, the bill eliminates a provision that makes a paycheck protection loan recipient who has such indebtedness forgiven ineligible to defer payroll tax payments.

COVID-19 Dependent Care Flexible Spending Arrangement Rollover Act of 2020 This bill directs the Department of the Treasury to issue regulations or other guidance that permit the unused balance as of the end of plan year 2020 of any dependent care flexible spending arrangement to be rolled over to plan year 2021.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Jumpstarting Our Businesses' Success Credit Act of 2020 or the JOBS Credit Act of 2020 This bill increases the employer tax credit for the retention of employees and coordinates such credit with the Payroll Protection Program. Specifically, it increases the rate of the employee retention credit to 80% of up to $15,000 in employee wages per calendar quarter with an increased annual wage cap of $45,000 for all calendar quarters. The bill increases the maximum credit amount to $36,000. The bill expands the definition of large employer, for credit eligibility purposes, to include employers with more than 1,500 employees and more than $41.5 million in gross receipts in 2019, and requires employers to show a significant decline in gross receipts. It also extends eligibility for the credit to state governmental agencies and Indian tribal governments. The bill also coordinates the credit with the Paycheck Protection Program to allow employers to claim both programs subject to certain restrictions.

Prescription for American Drug Independence Act of 2020 This bill requires the Department of Health and Human Services to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to (1) establish a committee of experts on drug-supply issues, (2) convene a symposium to recommend strategies for ending U.S. dependence on foreign manufacturing of critical drugs, and (3) report on the symposium's proceedings.

Specifically, the bill (1) extends the duration of the program; (2) authorizes loan recipients under the program to request additional, forgivable amounts; and (3) extends the deferral period for such loans to at least one year.

This bill rescinds the appropriation to the John F. Kennedy Center for the Performing Arts provided for in the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The CARES Act appropriated $25 million to the center to prepare for and respond to COVID-19 (i.e., coronavirus disease 2019).

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2020 This bill allows a notary public commissioned under state law to remotely notarize electronic records and requires recognition of notarizations performed under the laws of other states. Under the bill, a notary public may remotely notarize electronic records occurring in or affecting interstate commerce if (1) the individual and the notary public are able to electronically communicate by sight and sound simultaneously (i.e., by video chat); (2) the notary verifies the individual's identity and records the notarization; and (3) the notarization complies with other requirements, such as those relating to the attachment of a stamp or seal to the electronic record. Additionally, the bill allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements. The bill also requires U.S. courts and states to recognize notarizations, including remote notarizations of electronic records, that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states.

This resolution calls on the President to (1) use all relevant authorities of the Defense Production Act to direct the domestic production of supplies to address COVID-19 (i.e., the coronavirus disease 2019), and (2) share specified information regarding the use of such authorities with Congress. (The Defense Production Act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The resolution also states that Congress stands ready to make additional appropriations available for this effort.

Coronavirus Worker Relief Act This bill provides for unemployment benefits to workers affected by the coronavirus (i.e., the virus that causes COVID-19). If the President issues an emergency declaration or major disaster declaration due to the coronavirus for a state or Indian tribe, the declaration shall be deemed to be a major disaster for the purpose of carrying out provisions regarding unemployment assistance. An individual in an area for which such a declaration is declared shall be eligible for unemployment assistance if he or she has experienced a week of unemployment in such area as a result of the coronavirus; has good cause to voluntarily reduce regular work hours or refuse a bona fide offer of employment, or, in the case of an unemployed self-employed individual, refuses to resume or commence suitable self-employment, for a reason such as illness or incapacity, family crises, or changed individual or family circumstances in the area, as a result of the coronavirus; or is unable to work due to the immediate federal, state, tribal, or local government response to the coronavirus. The assistance authorized for a week of unemployment shall be not less than the weekly amount authorized under the unemployment compensation law of the state for which the disaster declaration was issued. The state unemployment compensation requirement that an individual be able to work, available to work, and actively seeking work shall not apply. Compensation shall be made to an individual otherwise eligible without any waiting period.

Pandemic Response and Emergency Preparedness Act of 2020 or the PREP Act of 2020 This bill authorizes the President to provide additional federal assistance following a major disaster emergency declaration related to a public health emergency, including a pandemic or virus threat, that occurs between the date of this bill's enactment and September 30, 2021. Such additional assistance includes unemployment assistance and lost wages, food assistance for low-income people from Department of Agriculture surplus commodities, legal services, crisis counseling assistance and training, and case management services.

Cure the Coronavirus Act This bill expands the tropical disease priority review voucher program to include COVID-19 (a respiratory disease caused by a novel coronavirus), thereby providing manufacturers with incentives for development of a vaccine.
