National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Requires: (1) SBA to provide financial assistance to tribal colleges, certain nonprofit organizations, and small business development or women's business centers to create Native American business centers; (2) each business center to conduct five-year projects for business education aid to such entities; and (3) each assistance applicant to submit a five-year plan on proposed assistance and training activities.

Comprehensive Long-Term Care Support Act of 2010 - Amends the Internal Revenue Code to allow a deduction from gross income (available for taxpayers who do not itemize deductions) for the cost of long-term care premiums for the taxpayer and certain family members, including the taxpayer's spouse, ancestors or lineal descendants, and siblings. Phases in the deduction by allowing the deduction of 50 percent of the cost of premiums in 2011, 75 percent in 2012, and 100 percent in 2013 or thereafter. Allows long-term care insurance as a benefit under tax-qualified cafeteria plans and flexible spending arrangements. Allows a tax credit for caregivers of individuals with long-term health care needs. Phases in a $3,000 credit amount for 2015 or thereafter, beginning with $1,000 in 2011, $1,500 in 2012, $2,000 in 2013, and $2,500 in 2014. Reduces the amount of the credit for taxpayers with adjusted gross incomes over $75,000 ($150,000 for joint returns), adjusted for inflation after 2011.

Rural Flood Mitigation and Recovery Act of 2010 - Authorizes the Secretary of the Army to determine that a flood damage reduction project for a flood prone disaster area is justified and to recommend the project solely on the basis that the non-federal interest has demonstrated that the project is appropriate and needed to protect the area's long-term economic viability. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President: (1) upon declaring that a major disaster exists in an area due to flooding, to determine whether the area qualifies as a flood prone disaster area; (2) to determine an area to be a flood prone disaster area if it has experienced at least two other major disasters due to flooding during the preceding five-year period; (3) in making contributions for hazard mitigation measures to benefit such an area, and for repair, restoration, and replacement of facilities for such area's benefit, to provide for a federal share of 90% (or 100% if the President determines that the measures would not be carried out without additional federal funding and are necessary to protect the area's long-term economic viability); and (4) in each state that includes such an area, to establish a task force to ensure that activities in response to the major disaster in that area are coordinated and carried out appropriately. Requires the President: (1) in making contributions for hazard mitigation measures for a major disaster, to review an application for assistance within three months of receipt and begin providing contributions to the cost of the measures within six months after the disaster is declared; and (2) in determining whether to provide financial assistance or direct services to an individual or household affected by a major disaster, to consider the economic impact on the area and the number of other major disasters that have been declared there during the preceding five-year period. Permits a higher federal share payable for repair or reconstruction for Interstate highway system projects to be accomplished more than 180 days after the actual occurrence of a natural disaster or catastrophic failure if the Secretary determines that inclement weather or flooding prevented accomplishment within that period. Requires the President to select three declared major disasters for the use of modified response procedures, under which the President shall make contributions to a state or local government for a repair, restoration, reconstruction, or replacement project: (1) at the time a bid is selected for awarding the contract for the project; and (2) in an amount based on the bid selected. Directs the President to: (1) establish an Indian tribe disaster response management pilot program; and (2) report to Congress on efforts of the President to utilize for hazard mitigation projects contributions made for the repair, restoration, reconstruction, or replacement of facilities damaged or destroyed by a major disaster. Authorizes the Administrator of the Federal Emergency Management Agency (FEMA) to make a grant to assist a state in conducting a study to determine and prioritize road projects that need to be completed for the state to be prepared for flooding or other potential disasters and to develop an implementation plan for priority projects. Directs the Administrator to report to Congress on efforts to improve communication with state and local officials with respect to FEMA's disaster response, recovery, and hazard mitigation programs. Directs the Comptroller General to study and report to Congress on: (1) the effectiveness of the major disaster declaration process and other response under the Stafford Act in providing assistance to distressed communities; and (2) the application processes and paperwork required for programs under the Stafford Act that provide assistance for hazard mitigation activities.

Veterans Benefits and Economic Welfare Improvement Act of 2010 - Directs the Secretary of Veterans Affairs (VA) and the Assistant Secretary of Labor for Veterans' Employment and Training to carry out a joint training program to provide eligible veterans with skills relevant to the job market. Makes eligible for such program any veteran who: (1) is not otherwise eligible for education or training services through the VA; (2) has not acquired a marketable skill since being separated or released from military service; (3) was discharged under honorable conditions; and (4) has been unemployed for at least 90 days during the 180-day period preceding program application, or, during such 180-day period, received a maximum hourly pay rate of not more than 150% of the federal minimum wage. Allows for payments to employers for the provision of apprenticeship or on-job training under such program. Allows a VA benefits claimant to waive any claim development period upon submission of a fully developed claim, and requires the Secretary to provide expeditious treatment of such a claim. Requires the Secretary to notify a claimant of a non-fully developed claim within 30 days after that determination. Extends the 120-day time limit for the filing of a notice of appeal of a final decision of the Board of Veterans' Appeals for such time as justice may require, upon a showing of good cause. Applies such extension retroactively to final Board decisions issued on or after July 24, 2008. Excludes from annual income, for purposes of eligibility for VA pension benefits for veterans and their surviving spouses and children: (1) reimbursements for expenses resulting from any accident, theft or loss, or casualty loss, or medical expenses or pain and suffering related to such accidents or losses; and (2) payments of up to $5,000 paid by a state or municipality as a veterans' benefit due to injury or disease. Extends through FY2015 VA authority to obtain veterans' income verification information from the Commissioner of Social Security or the Secretary of the Treasury. Directs the Secretary to establish the VetStar Award Program to recognize annually businesses for their contribution to veterans' employment. Increases from $1,000 to $2,000 the monthly pension for Medal of Honor recipients. Provides that, for purposes of VA laws and benefits, a person who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness shall not be considered adjudicated as a mental defective without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such person is a danger to himself or herself or others.

Requires the Commission to: (1) maintain an information website beginning on the date of its first meeting; (2) hold at least three hearings; (3) develop a proposal that comprehensively resolves the Program's impacts on, and provides for full and final compensation to, the affected Indian tribes; and (4) issue a report.

Post-9/11 Veterans Educational Assistance Improvements Act of 2010 - Revises provisions concerning the post-9/11 veterans' educational assistance program to, among other things: (1) revise definitions concerning eligibility, and include certain National Guard service as service qualifying for such assistance; (2) revise assistance amounts (including monthly stipends), and types of approved programs of education; (3) allow the pursuit of educational programs at institutions other than institutions of higher learning, including on-job training and apprenticeships, flight training, and correspondence courses; (4) provide an assistance amount for programs of education pursued while on active duty; (5) repeal the limit on the use of such assistance for the payment of only one licensing or certification test; (6) allow an individual entitled to supplemental educational assistance to transfer such entitlement to the post-9/11 program; (7) bar the duplication of benefits under other educational assistance programs; (8) increase the amount of the reporting fee paid by the Secretary of Veterans Affairs (VA) to an educational institution for providing information concerning an individual's enrollment in a program of education; (9) extend to certain National Guard and reserve personnel members eligibility to receive public-private contributions for additional educational assistance; (10) reauthorize through 2016 the Veterans' Advisory Committee on Education; and (11) revise cost-of-living adjustments under the Montgomery GI Bill educational assistance program. Provides an alternate subsistence allowance amount for veterans entitled to such allowance due to service-connected disabilities.

Main Street Fairness Act - Grants the consent of Congress to the Streamlined Sales and Use Tax Agreement (Agreement), the multistate agreement on sales and use tax collection and administration adopted on November 12, 2002. Authorizes each state that is a party to the Agreement (member state), after 10 states (comprising at least 20% of the total population of all states imposing a sales tax) have petitioned for and have become member states, to require all remote sellers not qualifying for the small seller exception to collect and remit sales and use taxes on remote sales owed to each such member state under the terms of the Agreement. Terminates such authority if the requirements of this Act cease to be satisfied or an amendment adopted to the Agreement is outside the scope of administration of sales and use taxes by the member states or is inconsistent with the provisions of this Act. Permits a federally recognized Indian tribe that imposes a generally applicable sales tax to petition to become a member state. Allows any person affected by the Agreement to petition the Governing Board established by the Agreement for a determination of any issue arising under the Agreement. Provides for judicial review of Governing Board determinations by the United States Court of Federal Claims and grants such Court exclusive jurisdiction over actions for judicial review. Sets forth minimum requirements for simplifying the administration of multistate sales and use taxation under the Agreement. Provides for judicial review of any civil action challenging the constitutionality of this Act by a panel of three judges of a U.S. District Court. Expresses the sense of Congress that each member state under the Agreement should work with other member states to prevent double taxation where a foreign country has imposed a transaction tax on a digital good or service.
