Fair Trade in Financial Services Act of 1993 - Amends the International Banking Act of 1978 to direct the Secretary of the Treasury (the Secretary) to: (1) identify the extent to which a foreign country denies national treatment to U.S. banking and securities organizations; and (2) determine whether such denial has a significant adverse effect upon them. Authorizes the Secretary to publish the determinations of adverse effect in the Federal Register. Authorizes Federal banking agencies and the Securities and Exchange Commission (SEC), upon concurrence and/or recommendation of the Secretary, to deny applications filed by entities of such identified countries. Prohibits a financial services organization of such a country from commencing any line of business in the United States in which, as of the Secretary's publication date, it was not engaged, or conduct business from any location at which the organization did not conduct business as of that date. Requires securities organizations from those countries to notify the SEC and gain its approval before acquiring control of any registered domestic securities organization. Prescribes guidelines for the Secretary to initiate negotiations with foreign countries that deny national treatment for U.S. banking and securities organizations. Requires the Secretary to submit a biennial status report to the Congress. Amends the Omnibus Trade and Competitiveness Act of 1988 to direct the Secretary to investigate and report to the President and the Congress on: (1) the extent of the interdependence of U.S. financial services sectors and certain foreign countries; and (2) the economic and strategic consequences of that interdependence for the United States.

Authorizes a State highway department to include a clause in a contract for the construction of a Federal-aid highway which requires the contractor to guarantee or warrant materials and workmanship. Makes such a clause applicable to a specific construction product or feature but not to routine maintenance.

Antimoney Laundering Act of 1993 - Amends Federal law to prescribe guidelines for both mandatory and discretionary exemptions from monetary transaction reporting requirements for depository institutions. Directs the Secretary of the Treasury (the Secretary) to: (1) submit an annual status report to the Congress on the consequent reduction in the overall number of currency transaction reports; (2) streamline currency transaction reports to eliminate information of little value for law enforcement purposes; and (3) assign a single designee to receive reports of suspicious transactions. Directs the Comptroller of the Currency and the Board of Governors of the Federal Reserve System to each establish a pilot program to test the feasibility of using their own examiners to identify money laundering schemes involving depository institutions under their purview. Includes negotiable instruments drawn on foreign banks within the purview of monetary transactions subject to Federal recordkeeping and reporting requirements. Empowers Federal banking agencies to assess civil money penalties. Expresses the sense of the Congress that the States should: (1) establish uniform laws for licensing and regulating businesses which, although not depository institutions, engage in currency transactions; (2) provide sufficient resources for regulatory enforcement; and (3) develop a model statute to implement the regulatory scheme. Directs the Secretary to study and report to the Congress on the States' progress towards developing a model statute. Sets forth Federal registration requirements for money transmitting businesses. Establishes civil and criminal penalties for violation of such requirements. Includes certain casinos and gaming establishments within the purview of monetary transactions subject to Federal recordkeeping and reporting requirements. Denies exemption from Federal recordkeeping and reporting requirements for monetary instruments transactions to: (1) any State or its political subdivisions; and (2) financial institutions already subject to State regulation. Revokes prior recordkeeping exemptions granted prior to the date of enactment of this Act. Requires the Secretary to study and report to the Congress on cashiers' checks in association with: (1) money laundering schemes; and (2) the need for additional recordkeeping requirements.

Emergency Immigrant Education Act of 1993 - Amends the Elementary and Secondary Education Act of 1965 to establish an emergency immigrant education program. Authorizes appropriations. Directs the Secretary of Education to allocate program payments to State educational agencies for services for immigrant children in elementary and secondary schools in local educational agency districts where the number of immigrant children is equal to at least 1,000 or at least five percent of the total number of students enrolled in public and nonpublic schools during that fiscal year. Allows a State to reserve not more than three percent of such funds for such services in local educational agencies which do not meet such criteria. Authorizes the Secretary, also under such program, to make district-wide immigrant grants for other services for immigrant children to local educational agencies whose districts include numbers of such children in public and nonpublic schools equal to at least 5,000 or at least ten percent.

Amends the National Environmental Policy Act of 1969 to require detailed environmental impact statements for extraterritorial major Federal actions significantly affecting the environment. Directs the President to include with each proposal by the President or the Executive Office of the President for legislation to implement any trade agreement significantly affecting the environment that is signed after December 16, 1992, a detailed statement in accordance with requirements applicable to an extraterritorial major Federal action. Permits persons aggrieved by a failure of the President to comply with such requirement to obtain appropriate relief in a civil action.

Women's Health Services Act of 1993 - Amends title XVIII (Medicare) of the Social Security Act to: (1) provide for coverage under Medicare part B (Supplementary Medical Insurance) of bone mass measurements and annual screening mammography for women over age 64; and (2) make permanent the coverage of certain osteoporosis drugs under such part.

Defense Competitiveness Act of 1993 - Amends the Export-Import Bank Act of 1945 to permit the Export-Import Bank, for a five-year period, to finance the sale of defense articles or services to a qualified country if a U.S. company and a foreign entity are competing for the sale. (Currently, the Bank is prohibited from financing such sales.) Defines a "qualified country" as Japan, any member of NATO (other than the United States), and any party to the security treaty (ANZUS Pact) between Australia, New Zealand, and the United States (other than the United States). Limits the amount of financing provided in any fiscal year. Repeals provisions of the Foreign Assistance Act of 1961 concerning the international military education and training program.

Home Equity Protection Act of 1993 - Amends the Truth in Lending Act to require the creditor of each high cost mortgage to provide certain clearly written, conspicuous disclosures regarding the risks associated with such mortgages. Prohibits such mortgages from containing: (1) a prepayment penalty for paying all or part of the principal prior to the date on which the balance is due; (2) certain refinancing fees; (3) balloon payments; (4) negative amortization; (5) certain prepared payments; and (6) specified unfair, deceptive, or evasive acts. Declares that State authority to regulate certain high rate mortgage loans is not preempted by specified Federal statutes. Includes within the creditor's liability for damages for noncompliance with this Act all finance charges and fees paid by the consumer. Empowers the appropriate State attorney general to bring an action to enforce this Act. Subjects an assignee of a high cost mortgage to all the claims and defenses that the consumer could assert against the creditor.

Federal Court Settlements Sunshine Act of 1993 - Amends the Federal judicial code to require public disclosure of settlements of civil actions to which the United States is a party, with exceptions. Prohibits such civil actions from being dismissed except by order of court and requires public disclosure of any settlement made after such dismissal.

Rent-To-Own Reform Act of 1993 - Amends the Consumer Credit Protection Act to designate a new title X as the Rent-To-Own Protection Act to prohibit a seller in a rent-to-own transaction from taking, receiving, or assessing any interest, finance charge, or other fee for the transaction in excess of that which may be charged under State law which establishes in connection with a credit or retail installment sale for the same or a similar item: (1) a maximum rate or amount of interest, finance charge, or time-price differential that may be charged; (2) the types and maximum amount of fees that a seller may charge; or (3) the types of credit insurance and the maximum amount of premiums that can be charged for credit insurance. Sets forth requirements regarding: (1) termination, recovery, and other fees; (2) the effect of termination; and (3) guarantees and warranties. Makes the following Federal laws applicable to rent-to-own transactions: (1) the Truth in Lending Act; (2) the Equal Credit Opportunity Act; (3) the Fair Debt Collection Practices Act; and (4) the Fair Credit Reporting Act. Requires a seller to include the following information on each item in the seller's place of business that is available for purchase pursuant to a rent-to-own transaction: (1) the cash price; (2) an itemization of services offered and the price of each service; (3) the annual percentage rate; (4) any applicable periodic payment and the number of payments; (5) the total number of payments required to acquire ownership; and (6) whether the item is new or used. Requires a seller to provide such information to a consumer in writing at the time the parties enter into the contract. Prohibits a seller under a rent-to-own contract with a consumer from taking specified actions, such as using threats or coercion to collect amounts alleged due, or unreasonably disclosing information to third parties regarding amounts owed by the consumer. Makes compliance with the requirements of this Act enforceable by the Federal Trade Commission. Deems a violation of this Act to be an unfair or deceptive act or practice in violation of the Federal Trade Commission Act. Subjects sellers who violate the requirements of this Act to civil liability.

Calls on the President to direct the U.S. Representative to the United Nations (UN) to: (1) urge the UN to begin formal investigations into violations of international law that have been committed in the former Yugoslavia since 1991; (2) encourage the UN Commission of Experts to begin using funds earmarked for such investigations by immediately sending teams of investigators to locations in Germany, Austria, Denmark, France, Croatia, Kosovo, and Serbia, where thousands of victims of war crimes are residing; and (3) urge the UN, by October 6, 1993, to appoint a prosecutor for the International Tribunal to continue and expand such investigations and to prosecute persons responsible for such violations. Encourages the President to provide, on temporary assignment to the Commission or to the prosecutor, Federal personnel who have experience working with victims of rape and other heinous crimes to interview such victims and to gather legal evidence relating to such crimes. Requests the President to work with the UN to establish a time schedule for aggressive prosecution of persons responsible. Calls on the UN Security Council to withhold consideration of lifting the economic sanctions against the Federal Republic of Yugoslavia (Serbia and Montenegro) until all indictments against those persons ultimately responsible for such violations have been issued by the International Tribunal and such persons have surrendered for trial.

General Aviation Revitalization Act of 1993 - Amends the Federal Aviation Act of 1958 to set forth a 15-year statute of limitations within which a person may bring a civil action against an aircraft manufacturer for damages for death or injury or damage to property arising from an aircraft accident.

National Maritime Heritage Act of 1993 - Declares that it shall be the policy of the Federal Government, in partnership with State and local governments and private organizations and individuals, to support and encourage Federal, State, and local governmental and private conservation of historic maritime resources. Creates the National Maritime Trust to receive, preserve, and administer donations of real property and objects significant in American maritime history and culture and accept, hold, and administer gifts to carry out a maritime preservation and education program. Establishes the National Maritime Heritage Grants Program to foster a greater awareness and appreciation of the role of maritime endeavors in history and culture. Authorizes the Secretary of the Interior to make a cooperative agreement with the Trust for assistance in administration of the Program. Provides for a matching grants-in-aid program to carry out this Act. Authorizes the Secretary, through the National Maritime Initiative, to administer a program of direct grants for the preservation of maritime resources, including direct preservation, demonstration projects, training, and educational programs. Authorizes conveyance to the Trust, without consideration, of each vessel in the National Defense Reserve Fleet that has no usefulness to the Government and is scheduled to be scrapped. Requires the Trust to sell: (1) the vessels for scrap and use the proceeds for the purposes of this Act; and (2) sufficient vessels to derive a minimum annual dollar amount. Declares that amounts available to, or used by, the Trust under these provisions shall not be considered in any determination of amounts available to the Department of the Interior. Establishes the Maritime Heritage Grants Committee to perform certain duties, including overseeing the grants program and reviewing grant proposals. Requires the Committee to determine whether any projects exist that meet specified criteria regarding receiving a grant prior to issuance of implementing regulations. Provides for disbursal of scrapped vessel funds to approved projects. Mandates an annual audit of Trust accounts by independent accountants and authorizes annual audits by the General Accounting Office.

Subtitle C: Women and Alcohol Research Equity Act of 1993 - Women and Alcohol Research Equity Act of 1993 - Amends the Public Health Service Act to direct the Director of the National Institute on Alcohol Abuse and Alcoholism to obligate a specified amount to carry out research projects on alcohol abuse and alcoholism among women. Subtitle D: National Breast Cancer Strategy Act of 1993 - National Breast Cancer Strategy Act of 1993 - Establishes an Office of Breast Cancer within the Office of the Assistant Secretary for Health to coordinate activities of Federal agencies relating to breast cancer. (Sec. 118) Establishes the National Breast Cancer Commission to conduct a study on current efforts on both the public and private sectors relating to the prevention, early detection, treatment, education, and research relating to breast cancer. (Sec. 119) Authorizes appropriations for FY 1994 through 1996 for conducting and supporting research on breast cancer through the National Cancer Institute. Authorizes appropriations. Subpart F: Women's Midlife Health Research Act - Women's Midlife Health Research Act - Requires the Director of the National Institute on Aging to provide for the development or expansion of not less than five centers for research on: (1) the process by which the functioning of the ovaries diminishes or ceases completely; and (2) conditions arising from the diminished or complete cessation of the functioning of the ovaries. Subtitle I: Antiprogestin Testing Act of 1993 - Antiprogestin Testing Act of 1993 - Provides for research on antiprogestin drugs for any potential use, including termination of pregnancy and contraception and when used therapeutically for cancer, endocrine disorders, and endometriosis. Subtitle J: Women's Health Environmental Factors Research Act of 1993 - Women's Health Environmental Factors Research Act of 1993 - Requires the Director of the National Institute of Environmental Health Sciences to carry out research on the effects that environmental factors have on women's health conditions. Title II: Services Regarding Women's Health - Subtitle A: Equity in Health Professions Education Act - Equity in Health Professions Education Act - Directs the Secretary of Health and Human Services to conduct a study to determine the extent to which health professions schools provide adequate education to students on women's health conditions. Subtitle B: Women's Health Office Act of 1993 - Women's Health Office Act of 1993 - Amends the Public Health Service Act to establish within the Office of the Assistant Secretary for Health an Office of Women's Health. Subtitle E: Women's Preventive Health Amendments of 1993 - Women's Preventive Health Amendments of 1993 - Provides for grants for demonstration projects relating to preventive health care for women. Authorizes appropriations. Subtitle F: Postreproductive Health Care Act - Postreproductive Health Care Act - Provides for grants to provide specified health services to women who are of menopause age or older. Authorizes appropriations. Subtitle G: Medicare Bone Mass Measurement Coverage Act of 1993 - Medicare Bone Mass Measurement Coverage Act of 1993 - Provides for Medicare coverage of bone mass measurements for qualified individuals. Subtitle H: Mickey Leland Adolescent Pregnancy Prevention and Parenthood Act of 1993 - Mickey Leland Adolescent Pregency Prevention and Parenthood Act of 1993 - Revises title XX of the Public Health Service Act. Subtitle I: Adolescent Health Demonstrations Projects Act of 1993 - Adolescent Health Demonstrations Projects Act of 1993 - Directs the Secretary to make grants to establish or support adolescent health demonstration projects in secondary schools for the purpose of demonstrating how such projects may be established throughout the United States. Requires that priority be given to projects serving low-income or minority populations. Prohibits the use of any project funds to perform or pay for abortions. Subtitle J: Eating Disorders Information and Education Act of 1993 - Eating Disorders Information and Education Act of 1993 - Provides for a program of information and education to the public on the prevention and treatment of eating disorders. Authorizes appropriations. Subtitle K: Women and HIV Outreach and Prevention Act - Women and HIV Outreach and Prevention Act - Authorizes the Secretary to make grants for a program that provides to women preventive health services that are related to acquired immune deficiency. Authorizes appropriations. (Sec. 253) Authorizes the Director of the Center for Substance Abuse Treatment to make grants for the treatment of women for substance abuse, including counseling to prevent infection with and transmission of AIDS. Authorizes appropriations. (Sec. 254) Authorizes appropriations for the AIDs early intervention program for women under the Public Health Service Act. Subtitle L: Standby Guardianship Act - Standby Guardianship Act - Amends part E of title IV of the Social Security Act to require a State, in order to be eligible for payments under such part, to have in effect standby guardianship laws and procedures. Subtitle M: Federal Prohibition of Female Genital Mutilation Act of 1993 - Federal Prohibition of Female Genital Mutilation Act of 1993 - Amends the Federal criminal code to provide for the imprisonment or fining of any individual who knowingly circumcises, excises, or infibulates the whole or any part of the labia majora or labia minora or clitoris of any person under the age of 18. Directs the Secretary to carry out outreach activities in communities that traditionally practice female circumcision. Subtitle N: Smoking Prevention and Cessation in WIC Clinics Act - Smoking Prevention and Cessation in WIC Clinics Act - Amends the Child Nutrition Act of 1966 to require the State agency responsible for nutrition education and drug abuse education to establish a smoking cessation demonstration program for pregnant participants. Subtitle O: Family and Medical Leave Health Care Reform Resolution of 1993 - Expresses the sense of the Congress that any bill to address the ongoing and unmet health insurance needs of this country that is enacted should require that paid or unpaid leave, as detailed in the Family and Medical Leave Act of 1993, be incorporated as a basic or elective option in specified situations. Subtitle P: Veteran Women's Health Improvement Act of 1993 - Veteran Women's Health Improvement Act of 1993 - Includes women's health services within the definition of medical services authorized to be furnished to eligible veterans. Includes as women's health services pap smears, breast examinations, and reproductive health care. Authorizes the Secretary of Veterans Affairs to contract with non-Department of Veterans Affairs facilities for outpatient women's health services when Department facilities are inadequate or inaccessible. Requires information on the provision of women's health services to be included in a report from the Secretary to the Congress concerning women veterans. (Sec. 278) Amends the Veterans Health Care Act of 1992 to: (1) require consultation by the Secretary with various officials, advisory committees, and task forces with regard to appropriate women's health research; (2) expand the research related to women to include specified topics; (3) include certain appropriate personnel of the Department in conducting such research, including women veterans and veteran members of minority groups; and (4) direct that a women veterans population study report required under such Act include an examination of the medical and demographic histories of women veterans comprising the study sample. (Sec. 279) Makes applicable to Department medical facilities provisions of the Public Health Service Act regarding mammography quality standards. Requires all Department facilities to meet such standards within two years. Subtitle Q: Defense Women's Health Improvement Act of 1993 - Requires female members and former members of the armed forces who are entitled to medical care under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to be furnished primary and preventive health care services for women as part of such care. Provides the same coverage for female dependents of members and former members of the armed forces. (Sec. 283) Directs the Secretary of Defense to prepare and submit to the Congress a report evaluating the provision of health care services through military medical treatment facilities and CHAMPUS to female members of the armed forces and female covered beneficiaries. Requires the Secretary to include a study to determine the needs of female members and dependents for health care services, including primary and preventive health care services for women. (Sec. 284) Directs the Secretary to establish a Defense Women's Health Research Center within the Department of the Army to be the coordinating agent for multidisciplinary and multiinstitutional research within the Department of Defense on women's health issues related to service in the armed forces. (Sec. 285) Directs the Secretary of the Army, during FY 1994, to continue the breast cancer research program as established under prior law. (Sec. 286) Directs the Secretary of Defense, in conducting or supporting clinical research, to ensure that women and minority group members of the armed forces are included as research subjects. Provides a waiver of such requirement. (Sec. 287) Directs the Secretary to submit three annual reports on research relating to female members and dependents within the armed forces. (Sec. 288) Directs the Secretary to establish at the F. Edward Hebert School of Medicine of the Uniformed Services University of the Health Sciences a women's health curriculum advisory committee to promote the comprehensive integration of women's health issues into the curriculum. Subtitle R: International Population Stabilization and Reproductive Health Act - International Population Stabilization and Reproductive Health Act - Amends the Foreign Assistance Act of 1961 to set forth population assistance authorities and requirements. (Sec. 292) Makes such assistance available to a country that: (1) accounts for a significant portion of the world's annual population increment; (2) has significant unmet needs for methods of contraception, prevention and treatment of sexually transmitted diseases, and obstetric and gynecological care and requires foreign assistance to sustain quality reproductive health services; or (3) demonstrates a strong commitment to population stabilization and reproductive health strategies. Prohibits nongovernmental and multilateral organizations from being subjected to requirements which are more restrictive than those applicable to foreign governments for such assistance. Makes funds available for: (1) the United Nations Population Fund if it agrees to prohibit the use of funds for coerced abortion or involuntary sterilization; and (2) the Special Programme of Research, Development and Research Training to further international cooperation in the development of contraceptive technology. Authorizes appropriations. (Sec. 294) Makes development assistance available on a priority basis for countries which have agreed to address specific education, literacy, and health issues. Authorizes the President to establish a grant program, to be known as the Safe Motherhood Initiative, to improve the access of girls and women to reproductive health care services. Earmarks amounts of development and economic assistance for programs in support of equalizing male and female levels of primary and secondary school enrollment. Authorizes appropriations for the Child Survival Fund, the Safe Motherhood Initiative, and for research on, and treatment and control of, acquired immune deficiency syndrome (AIDS) in developing countries. (Sec. 296) Requires the U.S. executive directors of specified international financial institutions to report annually to the Congress on allocations to population activities and, if such allocations total less than $1 million, to set forth actions to encourage increased allocations. (Sec. 297) Establishes the Commission on World Population Stabilization and Reproductive Health to coordinate U.S. participation in the 1994 International Conference on Population and Development. Authorizes appropriations. (Sec. 298) Provides for certain actions to support the United Nations Forward Looking Strategies for the Advancement of Women and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women.

Expresses the sense of the Congress that the start-up or continued operation of any plutonium separation plant presents serious environmental hazards and increases the risk of nuclear proliferation and should be suspended until specified proliferation and environmental concerns have been resolved. Urges the President to: (1) convey such opinion to the Governments of the United Kingdom, France, Japan, and Russia; and (2) address the proliferation and environmental implications of the new Thermal Oxide Reprocessing Plant (THORP) in the United Kingdom in high-level discussions with the Government of the United Kingdom before the conclusion of such Government's internal review of whether THORP will be allowed to start up.

Community Arts Partnership Act of 1993 - Amends the Elementary and Secondary Education Act of 1965 to establish a Community Arts Partnership program. Authorizes the Secretary of Education to make grants to eligible entities to provide comprehensive and coordinated educational and cultural services to at-risk children and youth. Authorizes appropriations.

Expresses the sense of the Congress that: (1) President Clinton and Secretary of State Christopher should be commended for their diplomatic efforts to encourage Arab League members to end the secondary and tertiary Arab League boycott of Israel; (2) they should give attention to diplomatic efforts to encourage those countries that were beneficiaries of Operations Desert Shield and Desert Storm to end such boycott; and (3) the United States should oppose Saudi Arabia's joining the General Agreement on Tariffs and Trade (GATT) until such time that it renounces its participation in the boycott and ensures that U.S. companies and other countries have access to the Saudi Arabia market regardless of their business relationship with Israel.

Chlorine Zero Discharge Act of 1993 - Amends the Federal Water Pollution Control Act to require pulp and paper manufacturing facilities to achieve zero discharge into water of organochlorine compounds, byproducts, or metabolites formulated as a result of the use of chlorine or any other chlorinated oxidizing agent in the pulp and paper manufacturing process. Requires permits for paper and pulp mills which use chlorine or chlorinated oxidizing agents to require compliance with the zero discharge requirement. Directs the Administrator of the Environmental Protection Agency to: (1) evaluate alternatives to the use of organochlorines in pulp and paper manufacturing and to publish a report on the transfer to chlorine-free technology in the pulp and paper industry as a model for pollution prevention; and (2) provide technical information and support to assist permit applicants in the use of such alternatives.

Federal Coal Equity Act of 1993 - Requires the Secretary of the Interior to consider: (1) the economic impact that mining under a proposed lease might have on competition in the coal industry; and (2) whether there is sufficient market demand for such additional coal. Precludes the Secretary from issuing such lease if the Secretary determines that production of coal would lead to the displacement of coal produced from existing mining operations serving the existing markets.

Headwaters Forest Act - Extends the boundaries of the Six Rivers National Forest, California, to include certain lands to be referred to as the Six Rivers National Forest Addition. Directs the Secretary of Agriculture to: (1) acquire land within the boundaries of the Addition by donation, by purchase, or by exchange for other lands owned by any department, agency, or instrumentality of the United States; and (2) develop and implement a land acquisition plan giving priority to the acquisition of lands within the boundaries of the Headwaters Forest Wilderness. Authorizes appropriations. Designates the Headwaters Forest Wilderness as a component of the National Wilderness Preservation System. Requires the Secretary to develop a comprehensive management plan detailing measures for the preservation of the existing old growth redwood ecosystems in the Addition, including: (1) a prohibition on timber sales from lands within the old growth redwood groves; and (2) measures to restore lands affected by previous timber harvests to mitigate watershed degradation and impairment of habitat for the marbled murrelet, spotted owl, native salmon stocks, and other old-growth forest dependent species. Sets forth provisions regarding payments to local governments in lieu of taxes for lands acquired under this Act. Directs the Secretary to study specified lands in the Addition, analyzing the area's potential for addition to the Headwaters Forest and identifying the area's natural resources.

Poverty Data Correction Act of 1993 - Requires any data relating to the incidence of poverty produced or published by or for the Secretary of Commerce for subnational areas to be corrected for differences in the cost of living and data produced for State and sub-State areas to be corrected for differences in the cost of living for at least all States of the United States. Requires such corrected data to be published in 1995 and biennially thereafter. Requires the Secretary to: (1) develop or cause to be developed a Sate cost-of-living index which ranks and assigns an index value to each State using data on wage, housing, and other costs relevant to the cost of living; and (2) multiply the Federal Government's statistical poverty thresholds by the index value for each State's cost of living to produce State poverty thresholds for each State. Requires the State cost-of-living index and resulting State poverty thresholds to be published before September 30, 1994, for calendar year 1993 and to be updated annually thereafter.

Sunshine for Lobbyists Act of 1993 - Requires lobbyists to make semi-annual reports to the Attorney General of individual financial benefits provided to a covered legislative branch official, an entity that is established, maintained, or financed by such an official, or any person on behalf of such official that disclose specified information, including: (1) the name and position of the recipient, the nature and value of the benefit, and the date on which the benefit was provided; and (2) with respect to receptions, conferences affiliated with official congressional organizations, events hosted with or in honor of covered officials, or election campaign fund raising activities, the nature and date of, and expenses incurred by the lobbyist in connection with, the event. Requires lobbyists, prior to filing such reports, to provide any covered official listed in the report with a list of the financial benefits provided to such official. Exempts from disclosure any financial benefits having a value of $20 or less to the extent that the aggregate value of benefits provided to a covered official in the calendar year covered by the report has not exceeded $50.

Congressional Ethics Reform Act of 1993 - Prohibits a Member of Congress or employee of the legislative branch from soliciting or accepting a gift from any source except as provided in this Act. Provides that a gift accepted under the standards set forth in this Act shall not constitute an illegal gratuity otherwise prohibited by Federal law. Prohibits such a Member or employee from: (1) accepting a gift in return for being influenced in the performance of an official act; (2) soliciting or coercing the offering of a gift; (3) accepting gifts on a basis so frequent that a reasonable person would be led to believe the Member or employee is using his or her public office for private gain; (4) accepting a gift in violation of any statute; or (5) accepting vendor promotional training contrary to any applicable regulations, policies, or guidance relating to the procurement of supplies and services for the Congress. Specifies conditions under which such prohibitions shall not apply with respect to: (1) gifts of $20 or less; (2) gifts based on a personal relationship; (3) discounts and similar benefits based on affiliation; (4) honorary degrees; (5) gifts based on outside business or employment relationships; (6) political events; (7) widely attended gatherings in the District of Columbia area and other specified events; and (8) limits the amount of personal hospitality (food and lodging for non-business purposes) a Member or employee may accept without a waiver from the Ethics Committee. Sets forth provisions regarding disposition by a Member or employee of prohibited gifts received, including permitting use of appropriated funds and franked mail to return such gifts. Provides that a Member or employee who promptly complies with disposition requirements shall not be deemed to have improperly accepted a gift. Repeals provisions of: (1) the Ethics in Government Act of 1978 permitting payments of honoraria on behalf of a Member, officer, or employee to a charitable organization or to an organization from which such an individual, his or her spouse, or any relative derives any financial benefit; (2) the Ethics Reform Act of 1989 regulating acceptance of gifts and payment of foreign travel for Members, officials, or employees of the Senate, their spouses or dependents. Directs the House Committee on Standards of Official Conduct and the Senate Select Committee on Ethics to prescribe rules establishing the conditions under which their respective Houses may accept payment, or authorize a Member or employee to accept payment on the House's behalf, from non-Federal sources for travel, subsistence, and related expenses with respect to attendance of the Member or employee (or his or her spouse) at any meeting or similar function relating to official duties. Requires a Member to publish reports in the Congressional Record of payments accepted above $20 by the Member or his or her employee. Prohibits a Member or employee from knowingly soliciting contributions from any registered lobbyist for a tax-exempt organization. Provides that the fact that the name of a Member or employee is on the letterhead of a solicitation is not sufficient to establish that the named Member or employee has solicited a contribution. Authorizes the Attorney General to bring a civil action in any appropriate U.S. district court against any individual who knowingly and willfully accepts or solicits a gift in violation of this Act.

Condemns the Sudanese Government for its human rights abuses and calls upon such government to improve human rights conditions. Calls on the Sudanese People's Liberation Army to cease hostilities and resolve differences through peaceful means. Encourages the military government of Sudan to hand over political power to an elected civilian government as soon as possible. Recognizes the right of the people of southern Sudan to self-determination. Calls upon the President to: (1) appoint a special representative for mediation, reconciliation, peace, and humanitarian affairs in Sudan; (2) increase the levels of humanitarian assistance provided through nongovernmental organizations; (3) place Sudan on the list of states that support international terrorism; (4) oppose specified international financial institution assistance for Sudan; (5) explore other means necessary to force the Sudanese Government to halt its war should humanitarian conditions further deteriorate and such government continues to impede relief efforts; and (6) urge the United Nations to take certain steps to end the conflict in Sudan and to protect war and famine victims.

Self-Sufficiency Standard Act - Amends the Job Training Partnership Act (JTPA) to establish economic self-sufficiency standards for disadvantaged adult training programs, according to a formula to be developed by the Secretary of Labor and local economic self-sufficiency tables to be developed by service delivery areas. Prohibits incentive grants to service delivery areas that do not have in effect, after two years, an approved local economic self-sufficiency standards table. Requires inclusion of such a table and related reports in the job training plan and in the Governor's coordination and special services plan. Directs the Secretary to make up to six grants in each of three fiscal years to States for demonstration and exemplary programs to increase the number of participants in disadvantaged adult training programs who are trained and placed in jobs that yield long-term economic self-sufficiency in accordance with the local economic self-sufficiency tables.

Employment Discrimination Evidentiary Amendment of 1993 - Amends the Civil Rights Act of 1964 to provide that an unlawful employment practice based on disparate treatment is established if: (1) the complaining party proves by a preponderance of the evidence a prima facie case that the respondent engaged in such practice; and (2) either the respondent cannot rebut such case, or the respondent produces evidence of one or more nondiscriminatory reasons for the conduct alleged to be unlawful and the complaining party demonstrates that each of such reasons is not true, but a pretext for discrimination that is the unlawful employment practice.

Amends the Elementary and Secondary Education Act of 1965 to revise provisions for programs for migrant children. Includes under program requirements a comprehensive plan which describes: (1) advocacy and outreach activities for migrant children and their families, including education, health, nutrition, and other supportive social services; (2) coordination efforts; (3) professional development; (4) parent involvement; (5) integration of information technology; and (6) transition programs. Directs the Secretary of Education to reserve funds for up to 15 competitive grants to State educational agencies with approved consortium agreements. Revises the period of eligibility so that a migrant child is one aged three through 21 whose family meets migrant requirements and has moved within the past 24 months. Allows continuation of migrant child status for an additional school year only if comparable services are not available through other programs. Directs the Secretary to begin by October 1, 1994, to work with States to provide model information forms or other assistance to help ensure the timely transfer of students' educational and health records. Prohibits: (1) continuation of the contract for the Migrant Student Record System beyond June 30, 1995; or (2) award of a new contract for that or any comparable system.

Equity Expansion Act of 1993 - Amends the Internal Revenue Code to allow corporations to issue performance stock options to employees. Requires employees to hold such stock for at least one year. Provides an exclusion from gross income of 50 percent of the gain from such stock if it is held for at least two years. Excludes gain from the exercise of such stock options from wage withholding and employment taxes. Amends the Securities Exchange Act of 1934 to prohibit the charge against earnings on the exercise of certain performance stock options.

Authorizes appropriations to the Secretary of the Interior to be transferred to the Palisades Interstate Park Commission to be used to acquire an undeveloped, open space tract of land presently owned by the Sterling Forest Corporation to protect the watershed, outdoor recreational, wildlife habitat, and Appalachian Trail values in the Sterling Forest area of the New York/New Jersey Highlands Region. States that nothing in this Act shall be construed to authorize the Government, or relieve the Commission and New York of any obligation otherwise imposed under New York State law, to pay property taxes or provide for the costs of stewardship and management of any lands located in New York that may be acquired through this authorization. Requires the Commission to hold and manage all property acquired with funds made available in this Act for the purposes specified in it.

Colonia Waste Water Treatment Act of 1993 - Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to make grants to Texas, New Mexico, Arizona, and California for waste water treatment for a political subdivision acting on behalf of a colonia that meets this Act's requirements or a colonia that: (1) is determined to be a colonia on the basis of objective criteria; (2) is located in the United States within 100 kilometers of the international boundary between Mexico and the United States; and (3) was in existence as a colonia before November 27, 1990. Authorizes appropriations.

Amends the Small Business Act to reduce to one percent per year (currently, varying rates of up to eight percent) the interest rate on the Federal share of disaster loans provided by the Small Business Administration to homeowners and businesses (including agricultural cooperatives) unable to obtain credit elsewhere for losses resulting from flooding in Midwest communities between June 1, 1993, and May 31, 1994, as long as such communities are participants in the national flood insurance program.

Landmine Moratorium Extension Act of 1993 - Declares that it is U.S. policy to seek international agreements prohibiting the sale, transfer, or export, and terminating the manufacture, possession, and use, of antipersonnel landmines. Expresses the sense of the Congress that: (1) the President should submit the 1980 Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed To Be Excessively Injurious or To Have Indiscriminate Effects to the Senate for ratification; and (2) the United States should negotiate a modification of the Landmine Protocol under United Nations auspices or another international agreement to limit the sale, transfer, manufacture, and use of landmines. Prohibits for three years after this Act's enactment: (1) sales, financing, transfers, and the issuance of licenses under the Arms Export Control Act with respect to antipersonnel landmines; and (2) assistance under the Foreign Assistance Act of 1961 with respect to the provision of such landmines.
