National Commission to Study the Establishment of the National Museum of the American People Act of 2008 - Establishes the National Commission to Study the Establishment of the National Museum of the American People to conduct a study regarding the feasibility of establishing a National Museum of the American People in Washington, D.C. that tells the story of the making of the American people. Specifies a summary of issues of which the Commission shall examine and report on, including the following possible components for the Museum: (1) a Center for Advanced Studies of the American People; (2) a National Genealogical Center; (3) a National Archives and Library of American Migration and Immigration; (4) an Education Resource Center; and (5) a Peopling of America Center.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

Dairy and Sheep H-2A Visa Enhancement Act of 2008 - Amends the Immigration and Nationality Act to include within the H-2A nonimmigrant visa category (temporary agricultural workers) an alien coming temporarily to the United States to work as a sheepherder or dairy worker. Provides for a three-year initial period of admission with additional three-year extensions. Directs the Secretary of Labor to issue housing regulations for workers engaged in the range production of livestock.

Nationwide Mortgage Fraud Task Force Act of 2008 - Establishes in the Federal Bureau of Investigation (FBI) a Nationwide Mortgage Fraud Task Force to: (1) establish regional branches in the 10 states with the highest concentration of mortgage fraud; (2) establish coordinating entities, and solicit the voluntary participation of federal, state, and local law enforcement and prosecutorial agencies, to organize initiatives to address mortgage fraud; (3) train such agencies; (4) collect and disseminate mortgage fraud data; and (5) perform other related functions. Authorizes the Task Force, including its regional branches, to perform other functions as well, including: (1) initiating federal mortgage fraud investigations and coordinating state and local investigations; (2) establishing a toll-free hotline; and (3) creating a database of mortgage industry license suspensions and revocations.

Stop Very Unscrupulous Loan Transfers from Underprivileged Countries to Rich, Exploitive Funds Act or the Stop VULTURE Funds Act - Prohibits: (1) any U.S. person from engaging in sovereign debt profiteering, or any person engaging in sovereign debt profiteering in the United States; and (2) any U.S. court from issuing a summons, subpoena, writ, judgment, attachment, or execution in aid of a claim which would further sovereign debt profiteering. Sets forth: (1) required court disclosures in actions involving collection of sovereign debt; and (2) related responsibilities of the Secretary of the Treasury.

Ex-Offenders Voting Rights Act of 2008 - Declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence in a correctional institution or facility. Requires the chief correctional officer of each state to inform convicted felons within 30 days after their release of their right to vote in elections for federal office and the date of the next election in which they are eligible to vote. Provides for enforcement and remedies for violations of this Act. Specifies that: (1) nothing in this Act shall be construed to prohibit a state from enacting any state law that affords the right to vote in any election for federal office on terms less restrictive than those terms established by this Act; and (2) the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law, and shall not supersede, restrict, or limit the application of the Voting Rights Act of 1965 or the National Voter Registration Act of 1993.

Metro Economies Green Act or MEGA - Authorizes the Secretary of Housing and Urban Development to establish a metro area green zone grant program to make grants to local government units to support and establish green job programs that: (1) target low-income, difficult-to-employ, and formerly incarcerated persons; and (2) involve local business, academia, trade associations, nonprofits, and other stakeholders in energy-efficient economic development and green job training and creation. Authorizes the Secretary also to establish competitive programs to make grants to local government units to support and establish: (1) a similar mini-metro green program that engages smaller communities in green economic and workforce development; and (2) an alternative green academies program that provides green job training, employment opportunities, and other life skills to high school dropouts, formerly incarcerated youth, and individuals unable to attend traditional institutions of higher education. Directs the Secretary to select one unit of general local government or nonprofit organization designated by such a unit to establish and operate a Metro Area Green Institute to serve as a national resource center to support municipally based, green economic and workforce development efforts.

End the Trade Deficit Act - Establishes the Emergency Commission To End the Trade Deficit to develop a trade policy plan to eliminate the U.S. merchandise trade deficit and to develop a competitive trade policy for the 21st century. Requires the Commission to report to the President and to Congress on: (1) its findings and conclusions; (2) a detailed plan for reducing both the overall trade deficit and specific bilateral trade deficits; and (3) any recommendations for administrative and legislative actions necessary for such reductions. Prohibits the President from submitting to Congress any free trade agreement or legislation implementing one until: (1) the report has been delivered to Congress and to the President; and (2) specified congressional committees have completed a hearing on it.

Water Assessment and Treatment Evaluation Research Study Act of 2008 or the WATER Study Act of 2008 - Requires the Administrator of the Environmental Protection Agency (EPA) to study and report to Congress on the presence, sources, and effects of pharmaceuticals and personal care products in U.S. drinking water supplies and on ways to properly dispose of such products and improve water treatment. Directs the Administrator to examine wastewater effluent and run-off from agricultural operations in identifying such sources.

Medicare Drugs for Seniors (MEDS) Act of 2008 -Amends title XVIII (Medicare) of the Social Security Act to replace the current part D (Voluntary Prescription Drug Benefit Program) program, adopted by the Medicare Prescription Drug, Improvement and Modernization Act of 2003, with a revised prescription drug benefit program under a new part D (Prescription Medicine Benefit for the Aged and Disabled) for all Medicare beneficiaries. Provides for reductions in the price of prescription drugs for Medicare beneficiaries. Amends the Federal Food, Drug, and Cosmetic Act to: (1) revise requirements with respect to the commercial and personal importation of prescription drugs and the disposition of certain drugs denied admission; and (2) prescribe requirements with respect to Internet sales of prescription drugs. Provides that if any federal agency or any non-profit entity undertakes federally funded health care research and development, and is to convey or provide a patent or other exclusive right to use such research and development for a drug or other health care technology, such agency or entity shall not make such conveyance or provide such patent or other right until the recipient first agrees to a reasonable pricing agreement with the Secretary of Health and Human Services, or the Secretary determines that the public interest is served by a waiver of the reasonable pricing agreement. Sets forth Medigap transition requirements.

Economic Credit Opportunity for Businesses Acting Green Act of 2008 or the ECOBAG Act of 2008 - Amends the Internal Revenue Code to allow retailers a tax credit for up to 15% of the amount paid to implement an at-store recycling program for one or more types of plastic carry-out bags, film plastic, and other types of plastic specified by Treasury regulations.

United States Climate Action Now Act - Amends the Energy Conservation and Production Act to revise provisions that require states to update their building energy efficiency codes. Modifies the duties of the Secretary of Energy under such Act relating to: (1) updating the national model building energy codes and standards for residential and commercial buildings; (2) reporting requirements; (3) providing technical assistance to model code-setting and standard development organizations; and (4) providing incentive funding to states for implementing updates of building energy efficiency codes. Requires states to certify to the Secretary that they have reviewed and updated the provisions of their residential and commercial building energy efficiency codes and to certify compliance with such codes. Imposes additional requirements on states that fail to meet compliance deadlines. Amends the Federal Power Act to require the President to: (1) report to Congress on barriers to constructing new transmission lines for increasing renewable electric power generation capacity; (2) designate areas as a National Renewable Energy Zone; and (3) identify, and provide public notice of, new transmission facilities that could substantially increase the generation of electricity from renewable entities. Amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to establish interconnection standards for state electric utilities not subject to the Federal Power Act. Directs the Secretary of Energy to establish a National Bioenergy Partnership to coordinate efforts between governmental entities and the private sector to promote the deployment of sustainable biomass fuels and bioenergy technologies. Directs the Administrator of the Environmental Protection Agency (EPA) to conduct a study of black carbon emissions.

Securing Our Borders and Our Data Act of 2008 - Sets forth rules for the search or seizure at a U.S. border of digital electronic devices or digital storage media. Prohibits a search of the digital contents of such devices or media unless such search is based on: (1) a reasonable suspicion regarding the owner of such devices or media; and (2) an independent constitutional authority to make a seizure (other than the authority for border searches). Requires officers at U.S. borders to receive appropriate training to make searches of digital devices or media to minimize the possibility of irreparable damage to such devices or media. Allows the owners of such devices and media to request that searches be conducted out of public view. Requires the Secretary of Homeland Security to: (1) make rules regarding border searches of digital devices and storage media, including rules to protect the integrity of digital data, for the retrieval of seized devices or media by owners, and for sharing such data with other governmental agencies; and (2) publish such rules on the Department of Homeland Security (DHS) website. Requires the Commissioner of U.S. Customs and Border Protection to conduct an annual study of searches and seizures of digital devices and storage media at U.S. borders and report to Congress on such study.

Civil Rights Quarter Dollar Coin Act of 2008 - Requires quarter dollars to have designs on the reverse emblematic of prominent civil rights leaders and important events that have advanced civil rights in America. Instructs the Secretary of the Treasury to select such leaders and events. Requires five coin designs in each year of the period of issuance. Instructs the Secretary to strike and make available for sale silver bullion coins that are exact duplicates of such quarter dollars.

Declares that Congress commits to pass, and urges the President sign, within 18 months, legislation that guarantees health care for all and that: (1) recognizes the role of women as health care consumers, caregivers, and providers; (2) guarantees inclusion of benefits essential to achieving and maintaining good health; (3) promotes primary and preventive care; (4) provides a choice of public and private plans and direct access to a choice of doctors and health care providers to ensure continuity of coverage and a delivery system that meets the need of women; (5) eliminates disparities on the basis of gender, culture, race, ethnicity, socioeconomic status, health status, or sexual orientation; (6) shares financing responsibility among employers, individuals, and the government while taking into account small business needs; (7) ensures affordable access to health care; (8) enhances quality and patient safety; (9) ensures a sufficient supply of qualified providers through expanded medical and public health education and adequate reimbursement; and (10) promotes administration efficiency and is easy to utilize.

Increased Student Achievement Through Increased Student Support Act - Directs the Secretary of Education to award competitive, renewable, five-year grants to partnerships between low-income local educational agencies (LEAs) and schools offering graduate programs in school counseling, social work, or psychology to increase the number of program graduates employed by low-income LEAs. Defines "low-income LEAs" as those that: (1) serve students at least 20% of which are from low-income families; (2) have ratios of school counselors, social workers, and psychologists to students that fall at least 10% below specified target ratios; and (3) have been identified as needing improvement or corrective action or include at least one school identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Allows the use of grant funds to: (1) provide program graduate students with field training at partnership LEA schools; (2) contribute to program graduates' salaries at such schools for up to three years after they graduate; (3) increase the number of school counselors, social workers, and psychologists per student in such schools; (4) enhance the capacity of partnership graduate schools to train such professionals; (5) develop course work designed to facilitate such graduates' service to low-income LEAs and at-risk students; and (6) provide tuition credits to such graduate students and student loan forgiveness to program graduates employed as school counselors, social workers, or psychologists by low-income LEAs for at least five consecutive years. Directs the Secretary to establish a program providing student loan forgiveness to non-participants in this Act's grant program who have been employed for at least five consecutive years as school counselors, social workers, or psychologists by low-income LEAs. Requires the Secretary to identify a formula for future use in designating regions as eligible for benefit programs because of having a shortage of such school personnel.

Food Security Act of 2008 - Amends the Food and Nutrition Act of 2008 (the Food Stamp Act of 1977 as renamed by the Food, Conservation, and Energy Act of 2008) to increase to 12 months the amount of time certain work capable adults can receive supplemental nutrition assistance benefits (formerly, food stamp benefits). Revises the definition of "covered individual."

Fallen Hero Commemoration Act - Directs the Secretary of Defense to grant access to accredited members of the media: (1) at military commemoration ceremonies and military memorial services for members of the Armed Forces who have died on active duty; and (2) when the remains of such members arrive at U.S. military installations. Authorizes the Secretary to establish the policy for media accreditation.

Liberia Stabilization, Economic Empowerment, Development and Security Act of 2008 or the Liberia SEEDS Act of 2008 - Authorizes the President to provide assistance to Liberia for the following: (1) roads and bridges; (2) rehabilitation of Monrovia Freeport; (3) water and sanitation; (4) the electricity sector; (5) vocational education programs for war-affected youth and ex-combatants; (6) establishment of a government employee training institute and enhancement of government accountability and effectiveness; (7) narcotics control and law enforcement; (8) educational exchanges; and (9) the Truth and Reconciliation Commission of Liberia.

Community AIDS and Hepatitis Prevention Act - Provides that nothing shall prohibit the use of federal funds to establish or carry out a program of distributing sterile syringes to reduce the transmission of bloodborne pathogens, including the human immunodeficiency virus (HIV) and viral hepatitis.

Genetically Engineered Food Right to Know Act - Amends the Federal Food, Drug, and Cosmetic Act (FDCA), Federal Meat Inspection Act (FMIA), and the Poultry Products Inspection Act (PPIA) to deem a food misbranded if it contains or was produced with a genetically engineered material unless its labeling contains statements meeting specified requirements. Requires the periodic testing of such foods transferred along a chain of distribution to assure accuracy of labels, subject to specified exceptions. Excludes, in all three Acts, food: (1) served in restaurants; or (2) prepared primarily in a retail establishment, ready for human consumption, but not offered for sale for immediate consumption in the establishment. Excludes, for the FDCA, a medical food as defined in the Orphan Drug Act. Subjects violators to civil monetary penalties, exempting recipients who accept a guarantee of the absence of genetically engineered material in good faith or producers whose food inadvertently becomes contaminated by genetically engineered material. Authorizes citizen suits as specified.

Accuracy in Fuel Economy Standards Act - Requires the Secretary of Transportation to calculate maximum feasible fuel economy standards for passenger automobiles and non-passenger automobiles based on the most recent high gasoline price projection issued by the Energy Information Administration (EIA). Defines the "applicable high gasoline price projection" as the greatest of a range of estimated gasoline prices that the EIA issues as part of its annual energy outlook, short-term energy outlook, or similar analyses for: (1) the year (or years) corresponding to the model year (or model years) for which the Secretary is prescribing an average fuel economy standard; and (2) the range of years considered by the Secretary in determining the costs and benefits associated with such standard.

Genetically Engineered Technology Farmer Protection Act - Genetically Engineered Crop and Animal Farmer Protection Act - Requires a biotech company that sells any genetically engineered animal, plant, or seed that will be used in the United States to: (1) provide the purchaser with written notice of possible legal and environmental risks of such article's use (such disclosure shall neither relieve the company from liability, nor be construed to create purchaser liability); and (2) disclose any technology fees to the Secretary of Agriculture, and not charge fees that are higher than those outside the United States. Sets forth related contract prohibitions and limitations. Directs the Secretary to: (1) identify which plants are outcrossed pollinators and make such information available to affected sellers and purchasers; and (2) issue rules to require mitigation strategies for predominately outcrossed crops. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to direct the Administrator of the Environmental Protection Agency (EPA) to: (1) establish the best achievable resistance plan for plant-incorporated pesticides engineered to include toxins derived from the bacterium Bacillus thuringiensis (Bt); (2) revoke Bt registrations not in plan compliance; (3) reduce a pesticide's use if it is determined to be facilitating Bt-toxin resistance in pests; and (4) establish an advisory panel. Prohibits: (1) labeling seeds as non-genetically engineered if the Secretary determines such seeds contains genetically engineered material; (2) manufacture, sale, or planting of genetically engineered or chemically induced non-fertile seeds; and (3) loan discrimination against a producer who refuses to use genetically engineered plants or animals. Authorizes, with respect to violations under this Act,: (1) the Secretary to assess civil penalties; and (2) citizen civil actions against the Secretary, a federal agency, or an individual. Genetically Engineered Organism Liability Act of 2007 [ sic ] - States that: (1) a biotech company shall be liable to any party injured by the release of a genetically engineered organism into the environment if the injury results from such genetic engineering; and (2) liability may not be waived or otherwise avoided by contract.

Genetically Engineered Safety Act - Genetically Engineered Pharmaceutical and Industrial Crop Safety Act of 2007 [ sic ] - Prohibits: (1) a pharmaceutical crop or industrial crop from being grown, raised, or otherwise cultivated until the final regulations and tracking system required by this Act are in effect; and (2) cultivation of a pharmaceutical crop or industrial crop in an open air environment, or in a food commonly used for human food or domestic animal feed. Directs the Department of Agriculture to establish a tracking system to regulate the growing, handling, transportation, and disposal of all pharmaceutical and industrial crops and their byproducts to prevent contamination. Authorizes the Secretary of Agriculture to assess civil penalties for violations of such provisions. Genetically Engineered Food Safety Act - Directs the National Academy of Sciences to report on alternative methods to produce pharmaceuticals or industrial chemicals that may be conducted in controlled production facilities without the risk of contamination. Defines: (1) "genetically engineered plant"; (2) "genetically engineered material"; (3) "genetically engineered seed"; (4) "pharmaceutical crop"; and (5) "industrial crop." Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to include genetically engineered food in the definition of "food additive." Sets forth requirements governing petitions to the Secretary of Health and Human Services for a regulation prescribing the conditions of safe use of a genetically engineered food additive, including information to be included in the petition and factors to be considered by the Secretary in making a decision. Authorizes civil actions against: (1) a person alleged to have violated FFDCA provisions regulating genetic food additives; and (2) the Secretary for failure to perform a mandatory act or duty related to genetic food additives. Requires the Secretary to collect a filing fee for petitions to: (1) defray costs related to such petitions under this Act; and (2) provide for research on the safety of genetic food additives. Authorizes an officer or employee conducting an inspection to order the detention of food if such person has reason to believe that such food violates the FFDCA. Requires all food retailers to register with the Food and Drug Administration (FDA) to expedite recalls, embargoes, and seizures. Prohibits: (1) the growing, raising, or cultivation of a pharmaceutical crop or industrial crop until the final regulations and tracking system required by this Act are in effect; and (2) cultivation of a pharmaceutical crop or industrial crop in an open air environment, or in a food commonly used for human food or domestic animal feed. Directs the Department of Agriculture to establish a tracking system to regulate the growing, handling, transportation, and disposal of all pharmaceutical and industrial crops and their byproducts to prevent contamination. Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Recognizes that it is imperative that this nation strengthen its public health system to provide all persons with the resources they need to make healthier choices and live healthier lives and to protect people from health threats beyond their control. Commits to creating public health strategies to eliminate health disparities and improve the health of all people in the United States. Expresses support for prioritizing public policies focusing on the prevention of disease and injury and calls for community-based programs to support healthy lifestyles. Urges the expansion of the prevention strategies of daily aspirin therapy, smoking cessation, colorectal cancer screening, annual flu immunizations, and breast cancer screening. Declares that the congressional budget process should reflect the savings associated with investments in the prevention of disease and injury. Encourages the Congressional Budget Office (CBO) to consider the savings associated with a reduced chronic disease burden due to preventive services and programs when formulating its health care cost estimates. Pledges support for increasing the investment in federal public health programs to at least 1% of total federal spending within five years.

Sets forth elements to be included in such strategy, including: (1) requiring commanders to be held accountable for sexual assaults and rapes in their units and for disposition of such cases; (2) developing prevention and response programs to create a culture that prevents sexual assault and rape in the military and encourages more reporting by victims; (3) reviewing the capacity of the legal infrastructure in the military to investigate and prosecute effectively sexual assault cases; (4) examining any barriers on military facilities to conducting effective investigations of sexual assault and rape cases; and (5) ensuring that the command affords an alleged sexual assault victim an opportunity for a base transfer should a military protection order be issued.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

James Zadroga 9/11 Health and Compensation Act of 2008 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the World Trade Center terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Provides for cost-sharing with workers' compensation and health insurance plans, but not with eligible individuals. Requires the WTC program administrator to: (1) implement a quality assurance program; (2) review the program's health care expenditures to detect fraudulent or duplicate billing and payment for inappropriate services; (3) establish the WTC Health Program Scientific/Technical Advisory Committee; (4) establish the WTC Responders Steering Committee and the WTC Community Program Steering Committee; (5) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (6) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on physical and mental health conditions that may be related to the September 11 terrorist attacks. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the Department to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Strengthening Communities Through Education and Integration Act of 2008 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to: (1) provide technical assistance to faith and community-based organizations desiring grants under the Act; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Directs the National Institute for Literacy to disseminate information regarding integrated English literacy and civics education programs. Makes such programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize appropriations for the Even Start Family Literacy program. Requires the Director of the National Institute for Literacy to conduct a longitudinal evaluation of the Even Start program and research into the components of successful family literacy services. Directs the Secretary to award matching grants to states and, through them, matching, competitive subgrants to local educational agencies for high quality expanded learning time programs that provide additional language and civics education to middle and secondary school students who are English language learners. Amends the Act and ESEA to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Renames the Office of Citizenship within U.S. Immigration and Customs Enforcement of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into their communities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant integration plans; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans.

Animal Cruelty Statistics Act of 2008 - Directs the Attorney General to change existing Department of Justice (DOJ) crime data bases so that data on all crimes of animal cruelty will be collected and made publicly available in a manner that facilitates analysis.

Grants congressional consent to and approval of the Great Lakes-St. Lawrence River Basin Water Resources Compact entered into between the states of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, and Wisconsin, and the Commonwealth of Pennsylvania. Reserves the right to alter, amend, or repeal this Act.

Open Fuel Standard Act of 2008 or the OFS Act - Amends federal transportation law to require each light-duty automobile manufacturer's annual inventory to comprise at least: (1) 50% fuel choice-enabling automobiles in years 2012-2014; and (2) 80% fuel choice-enabling automobiles in 2015, and in each subsequent year. Defines "fuel choice-enabling automobile" as: (1) a flexible fuel automobile capable of operating on gasoline, E85, and M85; or (2) an automobile capable of operating on biodiesel fuel. Authorizes a manufacturer to request an exemption from such requirement from the Secretary of Transportation. Requires: (1) each manufacturer that receives an exemption to place a label on each exempted automobile; and (2) each exempted light-duty automobile delivered to a dealer and first purchaser to be accompanied with a written notification of such exemption.
