Compassionate Assistance for Rape Emergencies Act of 2007 - Prohibits any federal funds from being provided to a hospital under title XVIII (Medicare) of the Social Security Act or to a state, with respect to hospital services, under title XIX (Medicaid) of such Act, unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Creating Long-Term Energy Alternatives for the Nation Act of 2007, or the CLEAN Energy Act of 2007 - Amends the Internal Revenue Code with respect to the deduction from gross income of any attributable to domestic production activities. Excludes from domestic production gross receipts those derived from the sale, exchange, or other disposition of oil, natural gas, or any related primary product. (Thus denies a deduction for income attributable to domestic production of oil, natural gas, or their related primary products.) Increases from five to seven years the amortization schedule for geological and geophysical expenditures for certain major integrated oil companies. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico (Gulf) tract during 1998 and 1999 to incorporate specified price thresholds applicable to royalty suspension provisions. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Cites conditions for the issuance of new leases authorizing oil or natural gas production in the Gulf. Instructs the Secretary to establish conservation of resources fees for both producing and nonproducing federal oil and gas leases in the Gulf. Sets forth terms restricting the transfer of such leases. Amends the Energy Policy Act of 2005 to repeal: (1) specified incentives for natural gas production from deep wells in shallow waters of the Gulf; (2) royalty relief for deep water production in the Gulf; and (3) the prohibition on cost recovery fees for drilling-related permit application during the Federal Permit Streamlining Pilot Project. Amends the Outer Continental Shelf Lands Act to remove the Planning Areas offshore Alaska from the list of areas for which the Secretary is authorized to reduce or eliminate any royalty or net profit share set forth in the pertinent lease. Amends the Naval Petroleum Reserves Production Act of 1976 to repeal provisions governing oil and gas leasing in the National Petroleum Reserve in Alaska regarding: (1) renewal of competitive oil and gas leases, with or without discoveries; and (2) waiver, suspension, or reduction of rental fees or royalties on leaseholds as exploration incentives. Establishes the Strategic Energy Efficiency and Renewables Reserve to hold federal receipts acquired as a result of the enactment of this Act.

Study of Ways to Improve the Accuracy of the Collection of Federal Oil, Condensate, and Natural Gas Royalties Act of 2007 - Directs the Secretary of the Interior to arrange with the National Academy of Engineering to study and report to the Secretary regarding whether the accuracy of collection of royalties on production of oil, condensate, and natural gas under leases of federal lands (including submerged, deep water, and Indian lands) would be improved by implementing certain prescribed measures. Requires the Secretary to award a contract under which the contractor shall: (1) compare royalty payments made under federal oil and gas lease provisions for covered lands against data supplied to the Federal Energy Regulatory Commission; (2) make such comparison retroactive to June 1, 1974; (3) determine whether the correct production standard volume and heating content analysis was used to calculate such payments; and (4) determine whether such payments were adequate under the terms of the oil and gas leases.

Protect the Troops and Bring Them Home Act of 2007 - Allows funds made available to the Department of Defense (DOD) to be obligated or expended within the Republic of Iraq only for providing: (1) the continued protection of members of the Armed Forces in Iraq pending their withdrawal; and (2) the safe and orderly withdrawal of such troops pursuant to a schedule that provides for withdrawal commencement no later than 30 days after the enactment of this Act and withdrawal completion no later than December 31, 2007. Prohibits any DOD funds from being obligated or expended to increase the number of Armed Forces serving in Iraq at any time. Permits the obligation or expenditure of funds to ensure the security of Iraq and its transition to democratic rule through specified consultations, financial or equipment assistance, or economic or reconstruction assistance.

College Student Relief Act of 2007 - Amends the Higher Education Act of 1965 to phase-in cuts in the interest rate charged undergraduate student borrowers under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs, thereby reducing such rate from 6.8% in July 2006 to 3.4% in July 2011. Limits FFEL lender insurance to 95% of the unpaid balance of such loans. (Currently, 97% of a FFEL issued after June 2006 is federally-insured.) Provides for graduated reductions in the percentage of defaulted FFEL loan collections a guaranty agency is allowed to retain until, beginning in October 2010, it is equal to the average rate paid to collection agencies that have contracts with the Secretary of Education. Eliminates exceptional performer status for lenders, servicers, and guaranty agencies, which rewards such entities for high due diligence in FFEL collection. Reduces special allowance payments made to FFEL lenders to compensate them for the difference between FFEL interest rates and market rates. Exempts small lenders from such reduction. Increases the loan fee charged FFEL lenders from .5% to 1% of the principal amount of loans disbursed after June 2007. Prohibits its collection from borrowers. Increases, after June 2007, the rebate fee charged a holder of FFEL consolidated loans, provided that at least 90% of the total principal and accrued unpaid interest outstanding on loans held by such holder are such loans.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

United States Physician Shortage Elimination Act of 2007 - Amends the Public Health Service Act to authorize appropriations for FY2007-FY2011 to: (1) carry out the National Health Service Corps Scholarship Program and Loan Repayment Program to assure an adequate supply of physicians and other health professionals to provide primary health services; (2) assist schools in supporting programs of excellence in health professionals education for underrepresented minority individuals; and (3) assist individuals from disadvantaged backgrounds to undertake education to enter a health profession. Allows the Secretary of Health and Human Services to make grants to community health centers to: (1) establish new or alternative-campus accredited medical residency training programs affiliated with a hospital or other health care facility; or (2) fund new residency positions within existing accredited medical residency training programs at the centers and their affiliated partners. Requires the Secretary to give preference to funding medical residency training programs focusing on primary health care. Allows the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to make grants to community health centers to: (1) increase the number of medical service providers associated with such centers; and (2) increase primary health care capabilities through the construction, expansion, or renovation of facilities.

Pharmaceutical Market Access and Drug Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to revise provisions governing the importation of prescription drugs. Waives the limitation on importation of prescription drugs that have been exported from the United States. Prohibits the importation of a qualifying drug unless such drug is imported by: (1) a registered importer; or (2) an individual for personal use. Establishes registration conditions for importers and exporters. Requires the Secretary to inspect places of business, verify chains of custody, inspect facilities, and determine compliance with registration conditions. Sets forth provisions governing the importation of qualifying drugs that are different from U.S. label drugs, including standards for judging such differences. Prohibits manufacturers from: (1) discriminating against registered exporters or importers; (2) causing there to be a difference in a prescription drug distributed in the United States and one distributed in a permitted country; (3) engaging in actions to restrict, prohibit, or delay the importation of a qualifying drug; or (4) engaging in any action that the Federal Trade Commission (FTC) determines discriminates against a person that engages or attempts to engage in the importation of a qualifying drug. States that the resale in the United States of prescription drugs that were properly sold abroad is not patent infringement. Requires the Secretary to educate consumers regarding prescription drug importation. Sets forth provisions governing the sale of prescription drugs through an Internet site. Includes the dispensing or selling of a prescription drug in violation of this Act as a prohibited act under FFDCA. Prohibits the introduction of restricted transactions with unregistered foreign pharmacies into a payment system or the completion of such transactions using a payment system.

Cesar Estrada Chavez Study Act - Directs the Secretary of the Interior to complete a special resource study to determine: (1) appropriate methods for preserving and interpreting certain sites in Arizona, California, and other states that are significant to the life of Cesar Estrada Chavez and the farm labor movement in the western United States; and (2) whether any of the sites meets the criteria for listing on the National Register of Historic Places or designation as a national historic landmark.

Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary of Veterans Affairs should take into consideration the special needs of such veterans and of elderly veterans who are at high risk for depression and experience high rates of suicide in developing and implementing the comprehensive program outlined in this Act. Directs the Secretary to develop and carry out a comprehensive program designed to reduce the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to claim both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) provide a special reduction rule with respect to the concurrent receipt of retired pay and disability compensation in the case of disability retirees with less than 20 years of creditable service; and (4) extend combat-related special compensation to certain veterans with less than 20 years of service who have a combat-related disability.

Expresses the sense of the House of Representatives that: (1) after more than 3,000 American casualties, over $300 billion in expenditures, and almost four years of fighting, an increase in the number of members of the U.S. Armed Forces deployed in Iraq is the wrong course of action and should not be done without an express authorization for the increase in an Act of Congress; and (2) a drastic shift in U.S. political and diplomatic strategy, as well as the mission of the U.S. Armed Forces in Iraq, is needed to secure and stabilize Iraq so that a phased withdrawal of U.S. troops can begin as soon as possible.

Universal Right to Vote by Mail Act of 2007 - Amends the Help America Vote Act of 2002 to prohibit a state from imposing additional conditions or requirements on the eligibility of an individual to cast a vote in federal elections by mail, except to the extent that it imposes a deadline for requesting the ballot and returning it to the appropriate state or local election official.

Medicare Prescription Drug Price Negotiation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to negotiate with pharmaceutical manufacturers the prices that may be charged to prescription drug plan sponsors and Medicare Advantage organizations for covered part D drugs for part D eligible individuals enrolled under a prescription drug plan or under a Medicare Advantage prescription drug (MA-PD) plan.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Implementing the 9/11 Commission Recommendations Act of 2007 - Provides for implementation of recommendations of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission). Amends the Homeland Security Act of 2002 to set forth provisions governing Department of Homeland Security (DHS) grants for first responders to prevent, prepare for, respond to, mitigate against, or recover from terrorist attacks. Directs the DHS Secretary to: (1) evaluate and prioritize applications based on the degree to which applicants would lessen the threat to persons and critical infrastructure; and (2) ensure that each state receives no less than .25% of grant funds available in a fiscal year (.45% for international border states). Requires the Secretary to establish the Improve Communications for Emergency Response Grant Program. Requires state, local, and tribal governments to pre-identify sites where a unified command system can be quickly established. Establishes the Checkpoint Screening Security Fund. Directs the Secretary to establish a system to inspect 100% of cargo transported on passenger aircraft. Permits containers to enter the United States only if scanned with equipment, and secured by seals, that meet prescribed standards. Directs the Secretary to: (1) take specified actions regarding human trafficking and terrorist travel; and (2) report on international collaboration and a plan to accelerate implementation of an automated biometric system. Requires the Secretary to carry out a Fusion and Law Enforcement Education and Teaming Grant Program. Establishes in DHS the Border Intelligence Fusion Center Program. Homeland Security Information Sharing Enhancement Act of 2007 - Renames the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Directs the Under Secretary for Intelligence and Analysis to implement a Homeland Security Advisory System. Establishes, within the Office, an Internal Continuity of Operations Plan. Homeland Security Information Sharing Partnerships Act of 2007 - Directs the Secretary to: (1) establish a State, Local, and Regional Fusion Center Initiative; and (2) establish a Homeland Security Information Sharing Fellows Program. Establishes, within DHS, an Office of Infrastructure Protection. Protection of Civil Liberties Act - Makes the Privacy and Civil Liberties Oversight Board an independent agency within the executive branch. Privacy Officer With Enhanced Rights Act of 2007 or the POWER Act - Sets forth provisions governing the DHS privacy officer's investigative authority. Directs the Secretary to prepare vulnerability assessments of critical infrastructure and to establish a National Asset Database, a National At-Risk Database, a National Asset Database Consortium. Requires the Secretary to establish a Strategic Transportation Security Information Sharing Plan. Directs the Secretary to implement a program to enhance private sector preparedness for acts of terrorism and other emergencies and disasters through the promotion of the use of voluntary consensus standards. Repeals or modifies limitations on assistance for preventing weapons of mass destruction (WMD) proliferation. Expresses the sense of Congress that the President should strive to expand and strengthen the Proliferation Security Initiative, including by working with the United Nations Security Council to authorize the Initiative under international law. Authorizes appropriations for the Department of Defense Cooperative Threat Reduction Program and for the Department of Energy National Nuclear Security Administration programs to prevent WMD proliferation and terrorism. Establishes: (1) within the Executive Office of the President the Office of the United States Coordinator for the Prevention of Weapons of Mass Destruction Proliferation and Terrorism; and (2) the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. Nuclear Black Market Counter-Terrorism Act of 2007 - Directs the President to impose sanctions for transfers of nuclear technology involving foreign persons and terrorists. Requires the President to: (1) identify nuclear proliferation network countries; and (2) suspend arms sales to such countries. 9/11 Commission International Implementation Act of 2007 - Declares U.S. policy regarding increasing the availability of modern basic education in Arab countries. Authorizes: (1) the President to establish an International Arab and Muslim Youth Opportunity Fund; and (2) the Secretary of State to fund a private, nonprofit Middle East Foundation. Sets forth authority for providing a surge capacity for international broadcasting activities to support U.S. foreign policy objectives. Requires reports on: (1) expanding U.S. scholarship, exchange, and library programs in Arab and predominantly Muslim countries; and (2) progress towards implementing 9/11 Commission recommendations for developing a common coalition approach toward the detention and humane treatment of captured terrorists. Sets forth statements of U.S. policy and strategy with respect to Afghanistan, Pakistan, and Saudi Arabia.

Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

General Slocum Memorial Study Act - Directs the Secretary of the Interior, acting through the Director of the National Park Service, to study in Bronx County, New York, the shoreline of the area roughly bounded by 149th Street on the west and Oak Point Rail Yard spurs on the east, including North Brother Island, to evaluate the national significance of the area and the suitability and feasibility of designating the area as a unit of the National Park System.

Depleted Uranium Screening and Testing Act - Directs the Secretary of Defense to: (1) establish procedures for the predeployment notification to members of the Armed Forces of any known or likely use of depleted uranium in the theater of operation and any health risks associated with exposure to depleted uranium; (2) provide for training deploying members on the safe handling of depleted uranium contamination; (3) carry out a program to identify individuals exposed to depleted uranium during active service in the Armed Forces; (4) provide such individuals with bioassay testing and notification of test results; and (5) identify specified depleted uranium exposure events. Requires the Secretary of each military department to establish procedures for collecting, tracking, and maintaining information on the health status of individuals tested under this Act to assess long-term health consequences of exposure to depleted uranium. Requires the Director of the Centers for Disease Control and Prevention to conduct an independent review of bioassay types and contamination thresholds for purposes of required testing. Requires the Secretary of the military department concerned to provide appropriate treatment for any illness of an individual resulting from depleted uranium contamination or exposure. Directs the Comptroller General to conduct a survey of radioisotope identification equipment used by the Department of Defense (DOD) to assess the capability of DOD facilities to identify concentrations of different radioisotopes in naturally occurring levels of uranium and to report survey findings to Congress.

Chesapeake Bay Restoration Enhancement Act of 2007 - Amends the Federal Water Pollution Control Act to revise requirements for implementation and monitoring grants under the Chesapeake Bay Agreement and for reporting on federally-funded projects under such Agreement. Requires federal agencies that carry out activities within the watershed to: (1) participate in planning and restoration programs; and (2) ensure that such activities comply with the Chesapeake Bay Agreement and the Federal Agencies Chesapeake Ecosystem Unified Plan. Requires the President to submit as part of the annual federal budget information regarding each federal agency involved in Chesapeake Bay restoration. Requires the Administrator of the Environmental Protection Agency (EPA) to report on progress in achieving and maintaining nutrient and sediment reduction goals for each tributary basin. Sets forth the baseline for the report and reporting requirements. Requires the states of Delaware, Maryland, New York, Pennsylvania, Virginia, and West Virginia and the District of Columbia to submit to the Administrator information relating to nutrient and sediment reduction for each Chesapeake Bay tributary basin. Prohibits the Administrator from making a grant to any state which fails to provide required information. Requires the Administrator to request the Local Government Advisory Committee to report to EPA on measurable goals for local governments for nutrient and sediment reduction. Requires the Administrator: (1) to establish an implementation assistance program to support tributary strategies and other projects toward achievement of Chesapeake Bay Agreement goals; (2) to assist local governments and nonprofit organizations to implement tributary strategies and other complementary cooperative, locally based protection and restoration programs or projects under the technical assistance and assistance grants program; (3) in cooperation with the Administrator of the National Oceanic and Atmospheric Administration, to provide capacity building assistance to enhance local governments' capabilities to carry out protection and restoration programs or projects within a tributary basin; and (4) to provide grants to implement tributary strategies that accelerate the reduction of nonpoint source nutrient and sediment pollution. Requires specified load allocations to be incorporated into discharge permits until applicable total maximum daily loads are established. Updates reporting deadlines for the study of the Chesapeake Bay Program. Authorizes appropriations through FY2012.

Revolutionary War and War of 1812 Battlefield Protection Act - Amends the American Battlefield Protection Act of 1996 to direct the Secretary of the Interior, acting through the American Battlefield Protection Program, to establish an acquisition grant program for battlefields and associated sites identified in the Revolutionary War and War of 1812 Historic Preservation Study (battlefield report). Authorizes the Secretary to provide grants to States or local governments (eligible entities) to pay the Federal share of the cost of acquiring such sites. Permits eligible entities to acquire an interest in eligible sites using such grants in partnership with nonprofit organizations. Requires the non-federal share of the cost of acquisition of eligible sites to be not less than 50 percent of the total. Subjects acquired property to the Land and Water Conservation Fund Act's prohibition against conversion to other than public outdoor recreation uses without the Secretary's approval. Requires the Secretary to submit to Congress a report on activities carried out under this Act and updates to the battlefield report.

Oceans Conservation, Education, and National Strategy for the 21st Century Act - Establishes a national policy to protect, maintain, and restore the health of marine ecosystems and requires that federal agencies administer U.S. policies and laws accordingly. Allows more stringent federal and state requirements. States that there shall be an agency known as the National Oceanic and Atmospheric Administration (NOAA), declares that Reorganization Plan No. 4 of 1970 (concerning NOAA) shall have no further force or effect, and sets forth NOAA's mission and functions. (Reestablishes NOAA and requires a reorganization plan.) Creates an Under Secretary of Commerce for Oceans and Atmosphere and makes that person the Administrator of NOAA. Requires maintenance within NOAA of: (1) the National Weather Service; (2) programs to protect, maintain, and restore the health and sustainability of coastal, ocean, and Great Lakes resources; (3) the Office of Education; and (4) a Science Advisory Board. Establishes: (1) a National Oceans Advisor; (2) a Committee on Ocean Policy; and (3) the Council of Advisors on Oceans Policy. Designates certain ocean regions for ecosystem-based management and establishes a Regional Ocean Partnership for each region. Requires the Administrator to establish a network of regional ocean ecosystem resource information systems for each ocean region and other specified bodies of water. Authorizes related contracts. Establishes in the Treasury the Ocean and Great Lakes Conservation Trust Fund. Requires payments to coastal states for development and implementation of Regional Ocean Strategic Plans. Requires the U.S. Postal Service to provide for a special postage stamp to afford the public a convenient way to support efforts to protect, maintain, and restore marine ecosystems.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Darfur Accountability and Divestment Act of 2007 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Student Support Act - Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to make matching grants of at least $1 million to states for allocation to local educational agencies (LEAs) so that additional school-based mental health and student service providers may be hired, thereby reducing the student-to-provider ratios in elementary and secondary schools to specified levels recommended by the Institute of Medicine of the National Academy of Sciences. Includes school counselors, school psychologists or other psychologists, child or adolescent psychiatrists, and school social workers among such providers. Requires grants to states and state allocations to LEAs to be made pursuant to specified formulas that take into account a state's and school district's share of disadvantaged children.

Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Urges the League of Arab States to: (1) declare the systematic torture, rape, and displacement of Darfurians a genocide; (2) pass a resolution to support and accept U.N. peacekeepers to enforce the ceasefire, protect civilians, and ensure access to humanitarian assistance in Darfur; and (3) work with the United Nations, the African Union, and the United States Presidential Special Envoy for Sudan, Andrew Natsios, to bring about peace and stability to Darfur, the refugee camps, and along the Chadian border.

Expresses the sense of the House of Representatives that the President should: (1) instruct the U.S. Ambassador to the People's Republic of China and the U.S. Trade Representative to send a letter of support for the workers' rights and protection provisions of China's "Draft Labor Contract Law" to the government of the People's Republic of China (PRC); and (2) publicly repudiate the efforts of some U.S. corporations to weaken or obstruct the workers' rights and protection provisions of such Law.

Study of Ways to Improve the Accuracy of the Collection of Federal Oil, Condensate, and Natural Gas Royalties Act of 2006 - Directs the Secretary of the Interior to arrange with the National Academy of Engineering to study and report to the Secretary regarding whether the accuracy of collection of royalties on production of oil, condensate, and natural gas under leases of federal lands (including submerged, deep water, and Indian lands) would be improved by implementing certain prescribed measures. Requires the Secretary to award a contract under which the contractor shall: (1) compare royalty payments made under federal oil and gas lease provisions for covered lands against data supplied to the Federal Energy Regulatory Commission; (2) make such comparison retroactive to June 1, 1974; (3) determine whether the correct production standard volume and heating content analysis was used to calculate such payments; and (4) determine whether such payments were adequate under the terms of the oil and gas leases.

Expresses condolences to the families of women and girls murdered in Guatemala. Condemns the ongoing abductions and murders of women and girls in Guatemala. Urges the government of Guatemala to recognize domestic violence and sexual harassment as criminal acts and encourages the government of Guatemala to investigate the killings of women, prosecute those responsible, and eliminate the tolerance of violence against women. Supports efforts to identify perpetrators and unknown victims through forensic analysis, including DNA testing. Encourages the Secretary of State to urge the government of Guatemala to: (1) honor the victims of the brutal murders and to continue to include in the Department of State's annual Country Reports on Human Rights Practices all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of women and girls in Guatemala; (2) hold accountable those law enforcement and judicial officials who fail to investigate and prosecute the murders adequately; and (3) take measures to ensure that the special Guatemalan police and prosecutorial units are adequately staffed and have sufficient resources. Recommends that the Secretary develop a comprehensive plan to combat the growing problem of violence against women in Latin America.

Medicare Prescription Drug Savings for Our Seniors (Medicare Prescription Drug SOS) Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to: (1) offer one or more Medicare operated prescription drug plans (PDPs) with a service area consisting of the entire United States; and (2) negotiate with pharmaceutical manufacturers to reduce the purchase cost of covered part D drugs. Requires the monthly beneficiary premium for qualified prescription drug coverage and access to negotiated prices to be uniform nationally. Provides for auto-enrollment of subsidy eligible individuals in Medicare operated PDPs. Amends SSA title XIX (Medicaid) to provide for the use of 2005 as base in computing the state clawback provision. Amends SSA title XVIII (Medicare) to: (1) eliminate cost-sharing for certain full-benefit dual eligibles, and the indexing on the price sharing for dual-eligibles and qualifying low income beneficiaries; (2) expedite low-income subsidies under the Medicare PDP; (3) increase permitted resources to obtain low-income subsidies; and (4) waive the late enrollment penalty for subsidy eligible individuals for first 24 months of non-enrollment. Sets forth anti-fraud and abuse provisions. Provides for protection of Social Security benefits against a decrease owing to part D Medicare premium increases. Extends the annual enrollment periods of the Medicare PDP. Prohibits a PDP sponsor from removing a covered part D drug from the plan formulary, or otherwise introduce a barrier to access to covered part D drugs, without advance notice. Directs the Secretary to review benzodiazepine prescription policies to assure appropriateness and avoid abuse. Eliminates the MA Regional Stabilization Fund and certain Medicare Advantage overpayments. Requires prompt payment of clean claims by Medicare and Medicare Advantage PDPs. Prohibits co-branding. Provides for the: (1) payment of minimum dispensing fees to encourage use of generic drugs; and (2) provision of medication therapy management services.

Requests the President to provide to the House of Representatives all documents in his possession regarding: (1) intelligence on Iran's nuclear program and Iran's capability to threaten the United States with nuclear weapons; (2) any decision to remove the ruling regime from power in Iran; (3) covert action being conducted by any U.S. Armed Forces in Iran and training by such forces of any group or organization for the conduct of operations hostile to that regime; (4) creation of a new Department of Defense (DOD) office similar to the former Office of Special Plans; (5) "Prepare to Deploy" orders by the U.S. Navy to waters near Iran; and (6) all National Intelligence Estimates or other intelligence community analysis regarding the consequences of attacking Iran.

Urges the U.S. government to: (1) declare that it does not intend to establish a long-term or permanent military occupation of Iraq, including establishing permanent military bases in Iraq; and (2) work with the United Nations to convene an international conference with the participation of the League of Arab States, the European Union, Russia, China, Japan, and Israel. States that at such conference the United States should work with the other nations to: (1) develop a plan for the peaceful accommodation of Iraq's diverse cultural groups, including Shias, Sunnis, and Kurds, within Iraq; (2) establish a system to help settle disputes among such groups; (3) bring terrorists in Iraq to justice; (4) assist in the productive involvement of countries of the region with the rest of the world; and (5) adopt an international program to address and eliminate terrorist organizations in Iraq and elsewhere around the world.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest.

FDA Scientific Fairness for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to establish the Office of Women's Health within the Office of the Commissioner of the Food and Drug Administration (FDA). Prohibits the Secretary of Health and Human Services from finding that a reasonable assurance of safety has been shown for an application for premarket approval for a class III device for a breast implant unless the applicant involved has established the lifetime of the implant and demonstrates that safety has been demonstrated for the life of the implant. Requires the Secretary to determine appropriate clinical care and removal and replacement requirements for the implant, including appropriate coverage by government health care systems. Sets forth provisions governing any FDA advisory committee that considers issues concerning breast implants, including that the Secretary may not grant any exemption for conflicts related to personal financial interests. Requires the Secretary to: (1) provide for a study on the ionization and levels of platinum in silicone breast implants; and (2) establish a panel of independent scientists for the purpose of designing and conducting the study. Requires the Secretary, acting through the Commissioner of Food and Drugs, to convene a scientific workshop to review and evaluate current scientific data on the use of emergency contraception by females of childbearing potential under the age of 18, including scientific questions identified in the recent limited approval of Plan B emergency contraception.
