Tuscarora Nation Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal in commemoration of the members of the Tuscarora Nation who fought to protect the residents of Lewiston, New York, from the British invasion during the War of 1812.

Family Farm Relief Act of 2012 - Directs the Secretary of Agriculture (USDA) to establish a process for receiving H-2A nonimmigrant visas (temporary agricultural workers) which shall ensure that that petitioners may file such petitions over the Internet or in paper form. (Transfers administration of the H-2A program from the Department of Labor to USDA.) Includes dairy workers in the H-2A category with a maximum 12-month period of admissions which may be renewed three months after the end of each such period. Revises H-2A certification provisions.

Clothe a Homeless Hero Act - Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA] ) to transfer unclaimed clothing recovered at airport security checkpoints to local veterans organizations or other local charitable organizations for distribution to homeless or needy veterans and their families. Authorizes the Assistant Secretary to enter into agreements with airport authorities for disposing of such clothing.

Protect Seniors Against Identity Theft and Fraud Act of 2012 - Amends the federal criminal code to authorize an additional term of imprisonment of not more than 10 years for perpetrators of the following offenses, if they result in harm to a person who is 65 years old or older: (1) fraud and related activity in connection with access devices, computers, electronic mail, or identification documents, authentication features, and information; (2) frauds and swindles; (3) mail fraud-related activity involving the use of a fictitious name or address; (4) fraud by wire, radio, or television; (5) bank fraud; and (6) health care fraud. Amends the Electronic Fund Transfer Act to limit the liability of a consumer who is 65 years old or older for losses that the financial institution establishes would not have occurred but for the consumer's failure to report any loss or theft of a card or other means of access, to: (1) $50 if the consumer notifies the institution within 7 business days, or (2) no more than $250 if the consumer notifies the institution within 8 to 60 days.

Build It in America Act of 2012 - Amends the Internal Revenue Code to: (1) make the tax credit for increasing research activities permanent, (2) increase the rate of such tax credit for manufacturers whose adjusted gross receipts attributable to domestic production exceed 50%, and (3) make such credit refundable for certain small businesses.

Middle Class and Small Business Tax Relief Act of 2012 - Makes provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA) permanent for taxpayers whose adjusted gross incomes do not exceed a specified base amount (i.e., $200,000 for individual taxpayers and $250,000 for married couples filing jointly). Revises income tax rates to increase to 39.6% the maximum income tax rate for taxpayers whose incomes exceed the base amount. Makes provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 that reduce the tax rate on dividend and capital gains income for taxpayers whose incomes do not exceed the base amount permanent. Increases to 20% the tax rate on dividend and capital gains income for taxpayers whose incomes are above the base amount. Amends the Internal Revenue Code to extend for an additional year: (1) the increased Hope Scholarship tax credit (designated as the American Opportunity Tax Credit), (2) the increase in the refundable portion of the child tax credit, (3) the increased percentage of the earned income tax credit for taxpayers with three or more qualifying children, (4) the disregard of tax refunds for purposes of determining eligibility for certain means tested federal programs, (5) the increased exemption from the alternative minimum tax (AMT) for individual taxpayers, and (6) the offset against the AMT for certain nonrefundable personal tax credits. Extends until December 31, 2013, the estate, gift, and generation-skipping transfer provisions of EGTRRA.

Flight School Security Act of 2012 - Revises federal flight training requirements authorizing a flight instructor, pilot school, or aviation training center to provide training in the operation of certain aircraft to an alien or any other individual specified by the Secretary of Homeland Security (DHS). Prescribes the additional requirement that such training may occur only upon receipt of information from the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) that: (1) the individual has been checked against the terrorist watchlist, and (2) the Assistant Secretary has determined that individual is a non-threat to aviation.

National Treasure Promotion and Investment Act of 2012 - Expresses the sense of Congress that: (1) the maintenance of infrastructure in communities hosting national parks and national heritage areas is important to the safety of residents and visitors; and (2) visa issuance fees should be invested in such maintenance in these communities, which draw visitors from across the globe. Requires consular officers, in issuing visas to applicants seeking to visit the United States temporarily for pleasure, to give priority to those intending to visit a national heritage area or national park. Directs the Secretary of Transportation to make grants to support infrastructure projects: (1) in communities hosting such heritage areas or parks, (2) that have been prioritized for completion by an applicable metropolitan planning organization, and (3) that are determined beneficial to the upkeep of roads or bridges used by international visitors to these regions.

Families Flying Together Act of 2012 - Directs the Secretary of Transportation (DOT) to issue regulations directing each air carrier to: (1) establish a policy to ensure that a family that purchases tickets for a flight is seated together during that flight, and (2) make the policy available to the public on the air carrier's website. Defines "family" to mean a grouping of individuals that, at a minimum, includes: (1) a child age 12 years or younger; and (2) an individual age 18 years or older and responsible for accompanying that child, including a parent or legal guardian of that child.

Victory for Veterans Stamp Act of 2012 - Directs the Postal Service to issue a special stamp, to be called the Victory for Veterans Stamp, at a cost of 25 cents each. Makes such Stamp invalid for postage. Requires Stamp sale proceeds to be used as follows: (1) one-third for funding Department of Veterans Affairs (VA) veterans' vocational rehabilitation programs, (2) one-third to the general fund of the Treasury for deficit reduction, and (3) one-third for the Postal Service for modernization and fiscal administration. Requires such Stamp to be made available to the public within six months after the enactment of this Act.

Morris Soskil Path to the Purple Heart Act - Requires the Secretary of the military department concerned, in the case of an individual who served as a member of the Armed Forces during World War II and whose service records are incomplete because of damage while in the possession of the Department of Defense (DOD), to provide an exception to the standards for awarding the Purple Heart and consider unofficial sources of information, including eyewitness statements, to determine whether the individual is so eligible as a member killed or wounded in action as the result of an enemy act. Directs the Secretary of Defense to make such an award based upon a positive determination by the Secretary concerned. Allows such an award to be made posthumously.

Vocational Employment and Technical Skills Act - Directs the Secretary of Veterans Affairs (VA) to require a state applicant for a grant or contract for certain veterans' employment and training programs to demonstrate that when that state approves or denies any required professional certification or license (including a driver's license), it takes into consideration any training received by the veteran while serving on active duty in the Armed Forces.

Rural Hospital Access Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to extend through FY2013: (1) the current methodology for payment to subsection (d) hospitals for inpatient hospital services furnished to individuals under the Medicare-dependent, small rural hospital (MDH) program, and (2) increased payments under the Medicare program for low-volume hospitals (with under 1,600 annual discharges). (Generally, a subsection [d] hospital is an acute hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the Comptroller General to study such programs.

Recognizes: (1) the critical importance of the Operational Reserve as a component of the Armed Forces, particularly as a means of preserving combat power during a time of budget austerity; and (2) the dual-status, state-federal National Guard as the foundation of the Operational Reserve and of military manpower. Expresses support for making the Operational Reserve permanent. Repudiates proposals to return the Reserve Components to a diminished or purely strategic role in national security. Affirms the growth of the Operational Reserve as circumstances warrant.

Invasive Fish and Wildlife Prevention Act of 2012 - Authorizes any person, entity, or the United States Fish and Wildlife Service (FWS) to propose the regulation of nonnative wildlife taxa. Requires FWS to determine whether the proposal should be approved within 180 days. Requires FWS to promulgate regulations to: (1) specify the criteria for regulating a nonnative taxon as an Injurious I taxon or Injurious II taxon that is injurious to humans, agriculture, horticulture, forestry, wildlife, or wildlife resources; (2) establish a process for assessing and analyzing the risks of taxa that may have been imported into or found in interstate commerce; and (3) designate a wildlife taxon that was previously designated as injurious by statue or the Secretary of the Interior as an Injurious I or Injurious II taxon. Requires the Secretary, five years after enactment of this Act, to: (1) define the phrase “non-native wildlife taxa novel to the United States”; (2) establish a process to ensure that all such taxa are thereafter reviewed by FWS to determine whether they should be regulated as Injurious I or Injurious II taxa prior to allowing their importation; and (3) seek to avoid, in promulgating such regulation, creating a new incentive for animal importers to import novel taxa prior to the effective date of such regulation. Requires FWS, prior to designating a taxon as an Injurious I or Injurious II taxon, to prepare a risk determination. Authorizes FWS to immediately and temporarily designate a nonnative wildlife taxon as Injurious I if an emergency exists because such unregulated taxon poses an imminent threat of harm to individuals in, or wildlife of, the United States or to the U.S. economy or environment. Requires FWS to: (1) establish an electronic, publicly available database that describes all quantities of imports of all live wildlife and the regulatory status of such wildlife; (2) monitor and report on the identities and quantities of nonnative wildlife taxa being imported; and (3) make more rapid determinations on proposals for regulation of importations or shipments of injurious mammals, birds, fish, amphibia, and reptiles under the Lacey Act by requiring the Secretary to forego time-consuming optional administrative steps that are not essential and byauthorizing the Secretary to forego economic impact analyses. Gives the Secretary the primary authority to prevent the importation of, and interstate commerce in, wildlife pathogens and harmful parasites. Requires the Secretary to promulgate regulations to impose import restrictions to prevent the importation of, and commerce in, such pathogens and parasites. Establishes exemptions to such requirement. Prohibits any person from: (1) importing or knowingly possessing such an Injurious I or Injurious II taxon, or the descendant of such an animal, that was imported in violation of this Act; (2) engaging in interstate commerce for or knowingly possessing such an animal that was transported in interstate commerce in violation of this Act; and (3) releasing any such taxon into the wild. Sets forth exemptions from such prohibitions. Authorizes FWS to issue permits to qualified institutions to authorize actions otherwise prohibited for such taxon. Establishes civil and criminal penalties for violations of this Act. Requires the Secretary to adopt a fee to be charged on imported live wildlife shipments. Establishes the Injurious Wildlife Prevention Fund to carry out this Act.

Bring Jobs Home Act - Amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. Requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Prohibits the Secretary of the Army and the Administrator of the Environmental Protection Agency (EPA) from: (1) finalizing, adopting, implementing, administering, or enforcing the proposed guidance described in the notice of availability and request for comments entitled "EPA and Army Corps of Engineers Guidance Regarding Identification of Waters Protected by the Clean Water Act"; or (2) using such guidance, or any substantially similar guidance, as the basis for any decision regarding the scope of the Federal Water Pollution Control Act (commonly known as the Clean Water Act) or any rulemaking. Provides that the use of such guidance as the basis for any rule shall be grounds for vacating such rule.

Instructs the Commodity Futures Trading Commission (CFTC) to use its authority (including emergency powers) to: (1) to curb immediately the role of excessive speculation in any contract market within its jurisdiction and control that is serving as a platform for the trading of energy futures or swaps; and (2) eliminate excessive speculation, price distortion, sudden or unreasonable fluctuations, unwarranted changes in prices, or other unlawful activity that is causing major market disturbances that prevent the market from accurately reflecting the forces of supply and demand for energy commodities; and (3) prioritize finalizing and enforcing a position limits regime designed to diminish, eliminate, or prevent excessive speculation in energy markets.

Chesapeake Bay State and Local Backstop Limitation Act of 2012 - Prohibits the Administrator of the Environmental Protection Agency (EPA) from: (1) modifying a permit issued under the Federal Water Pollution Control Act (commonly known as the Clean Water Act) before this Act's enactment for a point source in the Chesapeake Bay watershed to require additional reductions in discharges of nitrogen, phosphorus, or sediment; or (2) requiring lower levels of discharges of such pollutants under a national pollutant discharge elimination system (NPDES) permit for a point source in such watershed for purposes of compensating for any lack of progress in a state toward meeting the water quality goals established by the 2010 Chesapeake Bay TMDL (total maximum daily load). Prohibits the Administrator from revising, for purposes of application in such watershed, the definitions of: (1) "storm water discharge associated with industrial activity" in regulations concerning storm water discharges in the EPA administered NPDES program, and (2) "concentrated animal feeding operation" in regulations concerning the EPA administered NPDES program. Prohibits the Administrator from requiring a permit under the NPDES program for a discharge of stormwater in such watershed, either from a municipal separate storm sewer system or associated with an industrial activity, for which a permit has not been issued before this Act's enactment. Prohibits the Administrator, before the date on which all of the nitrogen, phosphorus, and sediment TMDLs established in the 2010 Chesapeake Bay TMDL are met, from: (1) revising the 2010 Chesapeake Bay TMDL to establish more specific or finer scale waste load or load allocations and requiring additional reductions in loadings from point sources; or (2) issuing or enforcing regulations regarding such pollutants for any navigable waters within such watershed in Chesapeake Bay states (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia, or the District of Columbia), other than the 2010 Chesapeake Bay TMDL, unless the chief executive of a Bay state approves of such regulation. Prohibits the Administrator and the Secretary of Agriculture from conditioning, withholding, or redirecting grants related to water quality in Bay states under the Clean Water Act or the Food Security Act of 1985 because Bay states do not meet the water quality goals established for them in the 2010 Chesapeake Bay TMDL, unless the Administrator or the Secretary has offered technical assistance in meeting such goals and the Bay state has failed to show reasonable progress in meeting such goals after a sufficient amount of time.

Amends provisions of the federal criminal code governing interstate transportation of firearms or ammunition to require that whenever transported by any means other than a motor vehicle: (1) a firearm shall be in a locked container or secured by a secure gun storage or safety device, and (2) ammunition shall be in a locked container. Excludes from permitted transport of a firearm or ammunition any transportation: (1) with the intent to commit a crime punishable by imprisonment for more than one year that involves the use or threatened use of force against another; or (2) with knowledge or reasonable cause to believe that such a crime is to be committed in the course of, or arising from, the transportation. Prohibits the arrest or detention of a person for a violation of any state or local law or regulation related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for under federal law. Provides that when a person asserts this as a defense in a criminal proceeding: (1) the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the person's conduct did not satisfy federal conditions; and (2) the court shall award the prevailing defendant a reasonable attorney's fee. Authorizes a private right of action (and attorney fees) for deprivation of any right, privilege or immunity secured by federal firearms provisions under color of any state or local law or regulation.

Postal Executive Accountability Act - Prohibits bonuses or other rewards to the Postmaster General or any other officer of the U.S. Postal Service (USPS) in a senior executive position in any year in which any postal retail facility or mail processing facility is closed. Repeals exceptions to the limit on total compensation for USPS officers and employees.

Workforce-Ready Educate America Act of 2012 - Amends the Internal Revenue Code to allow a $1,000-per-student tax credit to employers who partner with educational institutions to provide skills training. Limits the amount of such credit to $3,000 in a taxable year.

Recognizes the proud history of the 24th Infantry Division (the 24th) and its soldiers who made countless sacrifices to protect the nation's freedom. Remembers with profound gratitude, sorrow, and respect the 14 soldiers of the 24th who received the Medal of Honor. Encourages the provision of an appropriate site in Arlington National Cemetery for a memorial marker to honor the memory of those 14 soldiers, as long as the Secretary of the Army has exclusive authority to approve the design and site of the marker.

Restoring Essential Safeguards for a Transparent, Open, and Reliable Executive under FOIA Act - Amends the Freedom of Information Act to deny an exemption from disclosure requirements to any instrumentality of the federal government engaging in any transaction: (1) that results in the United States owning, subscribing to, or otherwise having any interest in the stock or equity of any company, association, or corporation, except for any investments through pension funds; or (2) in which the instrumentality or its employees or agents execute authority with respect to the federal government's ownership interest in any such company, association, or corporation.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Faster Access to Specialized Treatments Act or FAST Act - Expresses the sense of Congress that the Food and Drug Administration (FDA) should apply specified accelerated approval and the fast track provisions to expedite the development and availability of treatments for serious or life-threatening diseases or conditions while maintaining appropriate safety and effectiveness standards. Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services (HHS), at the request of the sponsor of a new drug, to include as a fast track product a new drug, either alone or in combination with one or more other drugs, that is intended for the treatment of a serious or life-threatening disease or condition. Permits the Secretary to approve an application for approval of a product for a serious or life-threatening disease or condition, including a fast track product, upon a determination that the product has an effect on: (1) a surrogate endpoint that is reasonably likely to predict clinical benefit; or (2) on a clinical endpoint, including an endpoint that can be measured earlier than irreversible morbidity or mortality, that is reasonably likely to predict an effect on irreversible morbidity or mortality or other clinical benefit. Directs the Secretary, in conjunction with other planned reviews of the new drug review process, to contract with an independent entity with expertise in assessing biopharmaceutical development and regulatory review programs to evaluate the FDA's application of the fast track processes on the development and availability of innovative treatments for patients suffering from serious or life-threatening conditions.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Amends the Tariff Act of 1930 regarding the imposition of countervailing duties on imports into the United States from a country subsidizing, directly or indirectly, the manufacture, production, or export of merchandise which materially injures a U.S. industry or threatens to. Declares that merchandise on which countervailing duties must be imposed includes merchandise from a nonmarket country, unless the administering authority cannot identify and measure subsidies provided by the government of the nonmarket economy country (or a public entity within its territory) because the economy of that country is essentially composed of a single entity. Requires the administering authority to reduce the antidumping duty on a class or kind of merchandise from a nonmarket economy country in cases where: (1) such country (or a public entity within its territory) has provided the merchandise with a countervailable subsidy (other than an export subsidy); (2) the subsidy has reduced the average price of imports of that class or kind of merchandise during the relevant period; and (3) the extent to which the subsidy, in combination with the use of normal value, has increased the weighted average dumping margin for such merchandise can be reasonably estimated. Requires the administering authority, in such cases, to reduce the antidumping duty by the amount of the increase in the weighted average dumping margin estimated (but not by more than the portion of the countervailing duty rate attributable to the countervailable subsidy).

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

States that the property interest of Iran in: (1) a blocked asset shall include an interest in property of any nature whatsoever, including any direct or indirect interest in securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States, or in any funds transfers held in a U.S. financial institution; (2) securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States shall be deemed to exist at every tier of securities intermediary necessary to hold an interest in any such securities or other financial assets; and (3) a funds transfer shall exist at any intermediary bank necessary to complete such funds transfer. States that property of Iran shall be deemed to be property in the United States of Iran if that property is: (1) an interest, held for Iran's benefit or for the benefit of any securities intermediary that directly or indirectly holds the interest for Iran's benefit, in securities or other financial assets that are represented by certificates or are in other physical form and are immobilized, custodized, or held for safekeeping or any other reason in the United States; or (2) an interest in securities or other financial assets held in book entry form or otherwise, and credited to a securities account in the United States by any securities intermediary directly or indirectly for Iran's benefit or for the benefit of any other securities intermediary that directly or indirectly holds the interest for Iran's benefit. States that: (1) an interest in securities or other financial assets is held and credited to a securities account in the United States by a securities intermediary if the securities intermediary is located in the United States; and (2) ownership by Iran, or its central bank or monetary authority, of any property shall be deemed to be commercial activity in the United States and that property, including any interest in that property, shall be deemed not to be held for the central bank's or monetary authority's own account. Revises provisions regarding exceptions to the immunity from attachment or execution of a foreign state's property in the United States.

Health Information Technology Reform Act - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to exclude pathologists from Medicare and Medicaid incentive payments and, in particular, penalties relating to the meaningful use of electronic health records.

Structured Settlement Claimants Rights Act of 2012 - Amends the federal judicial code to declare that a claimant in any civil action before a federal court shall have the right to retain a structured settlement broker to act on behalf of that claimant for purposes of negotiating a schedule of payments or other terms of payment previously agreed to paid by or on behalf of the defendant in satisfaction of a judgment against that defendant or in accordance with the terms of a settlement. Requires that a party to an administrative proceeding have the same right to retain such a structured settlement broker for negotiations with other parties. Directs: (1) the court or the agency in an administrative proceeding to inform the claimant of this right at the appropriate time, and (2) the defendant to provide timely notice of any current or previous professional relationship between the defendant and the broker.

Veterans' Telehealth and Telemedicine Improvement Act - Directs the Secretary of Veterans Affairs to carry out a program to increase the use of: (1) teleconsultation, telemedicine, telehealth, and home telehealth by the Department of Veterans Affairs (VA); and (2) teleretinal imaging in each Veterans Integrated Services Network. Directs the Secretary to: (1) require each VA facility involved in the training of medical residents to work with each university concerned to develop an elective rotation in telemedicine for such residents, and (2) provide VA health care professionals with education and training in the use of telemedicine to provide care for veterans in rural areas. Requires the Secretary to modify the Veterans Equitable Resource Allocation system to: (1) provide incentives for the use of teleconsultation, teleretinal imaging, telemedicine, and telehealth coordination services; and (2) require the inclusion of all telemedicine visits in the calculation of facility workload. Authorizes the Secretary to waive the imposition or collection of copayments for teleconsultation, telemedicine, teleretinal imaging, telehealth, and home telehealth visits of veterans.
