Requires the monthly publication of a Consumer Price Index for the Elderly and provides for studies and legislative recommendations to be made with regard to utilizing such index in determining cost-of-living adjustments authorized in Federal programs for individuals who are at least sixty-two years of age.

Eastern Wilderness Areas Act - Designates specified lands in Alabama, Arkansas, Florida, Georgia, Kentucky, Michigan, Missouri, New Hampshire, North Carolina, South Carolina, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin for inclusion in the National Wilderness Preservation System. Provides for a study of specified additional lands in 18 States and Puerto Rico for such inclusion. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Railroad Revenue Act - Imposes, under provisions of the Internal Revenue Code relating to transportation by air, a tax equal to one percent of the amount paid for the transportation of property within the United States by rail, motor vehicle, or water. States that in the case of property transported: (1) from a point outside the United States to a point within the United States, or (2) from a point within the United States to a point outside the United States, the tax imposed shall apply to the amount paid for that part of the transportation which takes place within the United States. Provides that, with specified exceptions, the tax imposed by this Act shall be paid by the person making the payment subject to the tax.

Federal Aid Railroad Act - Title I: Fundings, Purposes, and Definitions - Enumerates the purposes of this Act, including that it is necessary to designate an Interstate Railroad System and to organize a nonprofit corporation to modernize the rail lines. Defines the terms used in this Act. Title II: Interstate Railroad System - Requires every rail carrier to submit an inventory of rail lines to the Secretary of Transportation, the Rail Services Planning Office and the Interstate Railroad Corporation. States that the initial Interstate Railroad System shall consist of all rail lines operated by domestic railroad companies which are subject to traffic usage of at least 10 million gross ton-miles per year per mile of rail line. Prescribes the procedures for final designation of the System and for the establishment, maintenance and modification of the System. Provides for the designation of high density passenger corridors in the System and for satisfaction of long-term capital improvement needs. Authorizes to be appropriated, for purposes of this title, $1,000,000 each for the Rail Services Planning Office and for the Corps of Engineers. Title III: Interstate Railroad Corporation - Authorizes to be created an Interstate Railroad Corporation to rehabilitate, maintain, and modernize the rail lines of the System. Prescribes the processes for organization, bylaws, officers and general powers of the Corporation. Requires annual auditing of the accounts of the Corporation and the making of quarterly and annual reports. Title IV: Acquisition, Rehabilitation, and Maintenance of Rail Lines by Corporation and States - Provides, upon consideration of specified criteria, for the conveyance by any railroad to the corporation of its right, title, and interest in all its rail lines included within the System. Authorizes appropriations of sums for Federal payments of property tax equivalents. Sets forth the operational responsibilities of the corporation and the States and the procedures for: (1) the operations of rail freight carriers; and (2) the operations of rail passenger carriers. Authorizes to be appropriated for the next six fiscal years specified sums for financial assistance for rehabilitation. Establishes a State maintenance assistance fund. Title V: Maintenance of and Access to Rail Lines of Railroad Companies - Provides that rail lines included within the System which are owned or processed by a railroad company shall be maintained in accordance with the provisions of this Act. Requires railroad companies to file schedules of maintenance to be performed on a regular basis. Prohibits the deferral of any scheduled maintenance activity. Provides for access to rail lines. Title VI: Protection of Employees - States that rail lines shall not contract out for work required by this Act of a value over $450 per month which is performed by employees in any bargaining unit covered by a labor agreement. Provides for a guarantee of the prevailing wage and requires protective arrangements in specified transactions. Title VII: Oversight and Enforcement - Directs eight organizations, including the National Governors Conference and the Congress of Railway Unions, to appoint a representative to form an advisory committee to monitor activities carried on under this Act and to submit a one-year report. Requires a report to be filed annually by the Secretary. Authorizes the Secretary to perform specific investigative and inspection functions. Imposes penalties for violations of this Act. Authorizes appropriations of $10,000,000 per fiscal year for the Secretary's administration and enforcement of this Act. Title VIII: Miscellaneous Provisions - Provides an antitrust exemption for persons contracting for the joint use of railroad tracts and facilities.

Public Disclosure of Lobbying Act - Establishes, as an independent establishment of the executive branch, the Federal lobbying Disclosure Commission, composed of the Comptroller General and seven members appointed by the President with the advice and consent of the Senate. Directs the Commission to avail itself of the assistance, including personnel and facilities, of the General Accounting Office and the Department of Justice. Enumerates the powers of the Commission, including the power: (1) to require any person to submit in writing such reports and answers to questions as the Commission may prescribe; and (2) to initiate, prosecute, defend, or appeal any civil or criminal action in the name of the Commission for the purpose of enforcing the provisions of this Act through its General Counsel. Provides that it shall be the duty of the Commission to perform specified tasks, including: (1) to develop and furnish to lobbyists forms required to be filed under this Act; (2) to prepare a manual setting forth recommended uniform methods of bookkeeping and reporting; (3) to develop a filing, coding, and cross-indexing system consonant with the purpose of this Act; (4) to make specified documents filed with it available for public inspection and copying; (5) to preserve such reports and statements for a period of ten years; (6) to compile and summarize (in specified categories) information contained in notices and reports filed; (7) to make audits and field investigations with respect to statements and reports filed under the provisions of this Act; (8) to prepare a special study or report upon the request of any Member of the House of Representatives or the Senate from information in the records of the Commission; and (9) to presecibe suitable rules and regulations to carry out the provisions of this Act. Provides that each lobbyist shall, within 15 days after becoming a lobbyist, file a notice of representation with the Commission. Provides that the notice of representation shall be in such form and detail as the Commission shall prescribe and sets forth minimum elements to be contained in such notice. Enumerates those persons required to maintain records of lobbying activities and sets forth the required form and content of reports to be made to the Commission containing such records. Sets forth criminal penalties for violation of this Act.

National Huntington's Disease Control Act - States that it is the purpose of this Act to establish a national program for the diagnosis, prevention, and treatment of, and research in, Huntington's disease. Authorizes the Secretary of Health, Education, and Welfare to make grants for projects for the establishment and operation of Huntington's disease screening, treatment, and counseling programs. Authorizes the appropriation of $500,000 for the fiscal year ending June 30, 1975, and for each each of the next two fiscal years for such grants. Authorizes the Secretary to make grants for research in the diagnosis, treatment, and prevention of Huntington's disease. Authorizes the appropriation of $1,500,000 for the fiscal year ending June 30, 1975 and for each of the next two fiscal years for use for such grants. Directs the Secretary to carry out a program to develop information and educational materials relating to Huntington's disease and to disseminate such information and materials to persons providing health care and to the public in general. Authorizes the appropriation of $25,000 for the fiscal year ending June 30, 1975, and for each of the next two fiscal years to carry out this information program. Sets forth the requirements for applications for grants under this Act and the administration of such grants. Directs the Secretary to establish a program within the Public Health Service to provide for voluntary Huntington's disease screening, counseling, and treatment.

Provides, under title XVIII of the Social Security Act, for payment under the hospital insurance program for care and treatment furnished at a central radiation therapy treatment facility. Provides full payment under the supplementary medical insurance program for radiation therapy services furnished by physicians to inpatients or outpatients of any hospital or any such facility. Defines the terms used in this Act.

Harry S. Truman Memorial Scholarship Act - Expresses the findings of Congress and declares that it is especially appropriate to honor former President Harry S. Truman through the creation of a perpetual educational scholarship program to develop increased opportunities for young Americans to prepare and pursue careers in public service. Establishes as an independent establishment of the executive branch of the United States Government, the Harry S. Truman Scholarship Foundation, to be subject to the supervision and direction of the Board of Trustees. Authorizes the Foundation to award fifty-one scholarships in any fiscal year beginning after June 30, 1973, for undergraduate study for persons who plan to pursue a career in public service. States that each recipient shall be knows as a Truman scholar. Sets forth provisions governing: (1) the scholarship requirements; (2) the procedures for selection of Truman scholars; (3) stipends and institutional allowances; and (4) the scholarship conditions. Establishes in the Treasury of the United States a trust fund to be known as the Harry S. Truman Memorial Scholarship Trust Fund. Prescribes the procedures for expenditures from the fund. Directs that there shall be an Executive Secretary of the Foundation, appointed by the Board, who shall be the chief executive officer and shall carry out the functions of the Foundation subject to the supervision and direction of the Board. Authorizes to be appropriated $30,000,000 to the fund. Authorizes to be appropriated such sums as may be necessary for administrative expenses incident to carrying out the provisions of this Act.

Authorizes and directs the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Transporation to jointly conduct studies to determine the feasibility and desirability of establishing national scenic bicycle trails along United States Highways number 1, 30 and 101. Directs that these studies be submitted to the President and Congress including recommendations as to such actions which should be taken with respect to the establishment of such trails.

Expresses the sense of the House of Representatives that the President should (1) immediately initiate negotiations at the highest level of the Turkish Government to prevent the resumption of opium production; and (2) if such negotiations prove unfruitful, exercise the authority provided by the Congress under the Foreign Assistance Act, to terminate all assistance to the Government of Turkey.

Older Americans' Tax Savings Act - Allows a reimbursement under the Internal Revenue Code for property taxes to persons 65 and over. Limits such reimbursement to the lesser of $480, or the property taxes accrued, and to claimant whose household income is lower than $5,000. Requires such reimbursement to be made in 12 monthly installments. Allows appeals to the Tax Court of denials of claims for such reimbursement. Disallows an income tax deduction for taxes for which a reimbursement is given.

Provides, under the Internal Revenue Code, individuals one additional income tax exemption of $150 for each dependent who is handicapped. Defines handicapped to include permanent mental and physical impairments constituting substantial handicaps to employment or education.

Provides that, under the Internal Revenue Code of 1954, real property which is farmland, woodland, or open land and forms part of an estate may be valued, for estate tax purposes, at its value as farmland, woodland, or open land (rather than at its fair market value). Provides that real property which is listed on the National Register of Historic Places may be valued, for estate tax purposes, at its value for its existing use. Provides for the revocation of such lower valuation and recapture of unpaid tax with interest under specified circumstances.

Directs that the United States seek all means by which the civilized world may cut off from contact with civilized mankind any peoples or any nation giving sanctuary, support, sympathy, aid, or comfort to acts of murder and terrorism such as those just committed by Lebanese terrorists and that the Clerk of the House be directed to communicate these sentiments and expressions to the Secretary of State for appropriate transmittal.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Provides for cost-of-living increases for veterans' compensation, dependency and indemnity compensation and pension payments equal to the rise in the consumer price index when the Administrator of Veteran's Affairs determines that the Consumer Price Index has increased by 3 percent or more.

Grants the consent of Congress for the State of Maryland, the Commonwealth of Virginia, and the District of Columbia to amend the Washington Metropolitan Area Transit Regulation Compact to authorize the Washington Metropolitan Area Transit Authority to establish and maintain a Metro Transit Police force. Authorizes the Washington Metropolitan Area Transit Authority to enter into mutual aid agreements with the various jurisdictions within the Transit Zone.

Provides, under the Internal Revenue Code, that gross income does not include any amount received as a pension, annuity, or other retirement benefit to the extent that such pension, annuity, or benefit is based on service as a full-time law enforcement officer in the employ of a Federal, State, or local government or governmental entity.

Grants the consent of Congress for the State of Maryland, the Commonwealth of Virginia, and the District of Columbia to amend the Washington Metropolitan Area Transit Regulation Compact to permit the Washington Metropolitan Area Transit Authority to provide for the execution and authentication of bonds by the manual, lithographed, or printed facsimile signature of members of the board, and by additional authentication by a trustee or fiscal agent appointed by the board, except that one of such signatures shall be manual.
