Authorizes the Secretary of the Navy to sell (by competitive bidding) to private parties or to transfer to other government agencies the former Naval Training Center at Bainbridge, Maryland. Requires the Secretary, before any sale, to restore such property to meet all Federal and State environmental protection regulations.

Affirms the intent of the Ninety-ninth Congress to oppose any increase in individual or corporate tax rates, or the reduction or elimination of deductions and credits without corresponding tax rate reductions. Calls upon the One hundredth Congress to adopt such a policy.

Provides for the continuation of the three-year income tax basis recovery rule with respect to annuities of Federal employee contributions to Federal retirement systems. Directs the Office of Personnel Management to report to specified congressional committees on the effects of a retroactive repeal of such rule on the Federal workforce.

Deems all U.S. passports to be restricted for travel to and use in the Soviet Union until the President certifies to the Congress that the Soviet Union has dropped all charges against Nicholas Daniloff and has allowed him to leave the Soviet Union. Exempts from such restriction government personnel, U.S. business people living in the Soviet Union, professional reporters, American Red Cross representatives, and persons whose trips to the Soviet Union are justified by compelling humanitarian consideration or by the U.S. national interest. Invalidates the passport of any individual who violates the restriction contained in this Act.

Philippines Sugar Quota Act of 1986 - Permits a foreign country to be allocated a portion of the U.S. import quota on sugars, syrups, and molasses only if the President determines that such country is a friendly developing country and is a net exporter of sugars, syrups, and molasses. Requires the reallocation of a foreign country's allotment of the U.S. sugar import quota to the Philippines (until the Philippine share of such quota reaches 27 percent of its total) if such country is no longer determined to be a friendly developing country and a net exporter of sugar. Provides for the reallocation of a country's sugar import quota among all foreign countries if the Philippine share of the total import quota is 27 percent. Provides that the terms for sugar imports from the Philippines shall be as favorable as the terms for such imports from any other countries (including countries granted duty-free treatment).

Interstate Compact - Appalachian States Low-Level Radioactive Waste Compact Consent Act- Grants congressional approval to the Appalachian States Low-Level Radioactive Waste Compact which provides for cooperation among the States of Pennsylvania, West Virginia, and any other eligible State (Maryland or Delaware, if either should become a party) in the management of low-level radioactive waste.

Driftnet Impact Monitoring, Assessment, and Control Act of 1986 - Amends the Magnuson Fishery Conservation and Management Act to revise provisions concerning the presence of a U.S. observer aboard foreign fishing vessels fishing in a U.S. fishery conservation zone. Provides that the Secretary of Commerce (the Secretary) shall not approve a foreign vessel's fishing permit application where the facilities aboard such vessels are so inadequate that the health, safety, and welfare of an observer on such vessel cannot be assured. Requires the Secretary, through the Secretary of State, to immediately negotiate with foreign governments conducting driftnet fishing operations off the U.S. coast an arrangement for the reliable monitoring and assessment of the number of fish, seabirds, and other marine creatures killed, discarded, or lost by such government's driftnet fishing vessels in waters beyond the jurisdiction of the United States. Prohibits the Secretary from issuing a permit to any foreign vessel whose government does not enter into such a monitoring arrangement within one year after the enactment of this Act. Directs the Secretary, within one year after the enactment of this Act, to report to the Congress on the implementation of such arrangements. Directs the Secretary, within one year after the enactment of this Act and annually thereafter, to report to the Congress on the impact upon living marine resources of all driftnet fisheries off the coasts of the United States. Requires enforcement costs to be taken into consideration when determining fishing permit fees to be charged. Directs the Secretary to implement a net bounty system to pay persons recovering and turning over to the Secretary lost, abandoned, or discarded driftnet or other plastic fishing net material. Requires such payments to be made from the Fishery Vessel and Gear Damage Compensation Fund. Directs the Secretary to develop recommendations to establish a driftnet marking, registry, and identification system to determine the vessel origin of lost, discarded, or abandoned driftnets or driftnet fragments. Directs the Secretary, no later than six months after the enactment of this Act, to report to the Congress concerning such recommendations and their implementation. Establishes a seabird protection zone surrounding the Aleutian Islands off Alaska within which no driftnet fishing is permitted. Directs the Secretary, in cooperation with the Secretary of the department in which the Coast Guard is operating, to enforce such driftnet fishing prohibition.

Voluntarism Protection Act of 1986 - Applies this Act to State liability laws which are applicable to any civil action brought during FY 1988 and thereafter. Prescribes circumstances under which volunteers working for nonprofit organizations and governmental entities shall be immune from personal civil liability in State court actions. Requires the Secretary of Health and Human Services to reduce by one percent a State's fiscal year award to implement the Social Services Block Grant Program under title XX of the Social Security Act if such State fails to enact such immunity for volunteers as of FY 1988.

Federal Accounting Practices Review Commission Act of 1986 - Title I: Title, Statement of Findings, Purpose and Limitations - Declares the reasons for, and purposes of, this Act. Title II: Establishment, Duties, and Membership - Establishes the Federal Accounting Practices Review Commission to: (1) examine and describe the financial management practices of the Federal Government; (2) formulate a financial accounting and management system for Federal agencies; (3) prepare a plan for implementation of such system; and (4) recommend an ongoing method for determining and updating generally accepted accounting principles for the Government. Title III: Administration - Sets forth the administrative staffing, procedures, and powers of the Commission. Requires the Commission to submit a final report to the President and the Congress not later than 18 months after the date of completion of appointments of members to the Commission. Terminates the Commission 30 days after submission of such report. Authorizes appropriations.

Amends Federal armed forces provisions to authorize the Secretary of Defense, upon request of the head of the Federal law enforcement agency concerned, to assign personnel of the Department of Defense to assist that agency in law enforcement activities relating to: (1) illegal immigration into the United States; (2) smuggling of illegal drugs into the United States; and (3) terrorist activities inside the United States. Authorizes such personnel assistance to be provided by the Secretary only during a period during which the President has made a written certification to the Congress justifying such assistance on the basis of the national interest. Outlines the scope of assistance authorized, including: (1) direct participation in the interdiction of vessels and aircraft; and (2) arrests, searches, seizures, and other similar activities.

Amends the National Housing Act to provide the Secretary of Housing and Urban Development with permanent authority to insure mortgages on single-family dwellings.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Expresses the sense of the Congress that: (1) the United States should not abandon its obligation to promote democracy in Nicaragua; and (2) in order to ensure the implementation of democratic commitments, the United States should provide assistance to the United Nicaraguan Opposition forces until such commitments have been implemented and verified by the Organization of American States.
