Life Sustaining Treatment Preferences Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Improvements for Patients and Providers Act of 2008, to extend Medicare coverage to consultations regarding an order for life sustaining treatment for qualified individuals. Directs the Secretary of Health and Human Services to make grants to eligible entities to: (1) establish new programs for orders regarding life sustaining treatment in a state or locality; (2) expand or enhance an existing program; or (3) set up a clearinghouse of information on programs for such orders and consultative services for the development or enhancement of such programs.

Meth Free Families and Communities Act - Amends the Public Health Service Act to require the Director of the Center for Substance Abuse Treatment to collaborate with professionals in the addiction field and primary health care providers to raise awareness about how to: (1) recognize the signs of a substance abuse disorder; and (2) apply evidence-based practices for screening and treating individuals with, or at-risk for developing, an addiction. Revises provisions governing a grant program for substance abuse residential treatment for pregnant and parenting women (currently, for postpartum women), to: (1) include treatment for addiction to methamphetamine, outpatient treatment services, and referrals for dental services; and (2) require programs to be accessible to pregnant and parenting women in low-income households and in health disparity populations. Requires the Director to give grant priority to a program serving an area that: (1) is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; and (2) has high rates of addiction to methamphetamine or other drugs. Directs the Secretary of Health and Human Services to expand, intensify, and coordinate efforts to provide pregnant and parenting women treatment for addiction to methamphetamine or other drugs. Requires the Director of the Office for Substance Abuse Prevention to develop a clearinghouse that provides information and educational materials to employers and employers about drug testing policies and programs. Authorizes amounts made available for methamphetamine or inhalant prevention programs in schools and communities to be used to develop a student-driven methamphetamine awareness project.

Taking Responsible Action for Community Safety Act - Revises requirements with respect to the consolidation, merger, or acquisition of control (transaction) involving rail carriers to require public hearings in the affected communities if public hearings on a proposed transaction are held. Requires the Surface Transportation Board, in a proceeding with respect to a transaction that involves at least one Class I railroad (under current law, involving the merger or control of at least two Class I railroads), to consider the safety and environmental effect of the proposed merger on local communities, intercity rail passenger transportation, and commuter rail passenger transportation. Prohibits the Board from approving mergers if their adverse impacts on safety and on affected communities outweigh their transportation benefits. Authorizes the Board to impose conditions to mitigate the effect of mergers on local communities.

Declares that the congressional budget process should reflect the savings associated with investments in the prevention of disease and injury. Encourages the Congressional Budget Office (CBO) to consider the savings associated with a reduced chronic disease burden due to preventive services and programs when formulating its health care cost estimates. Pledges support for increasing the investment in federal public health programs to at least 1% of total federal spending within five years.

Healthy Americans Act - Requires each adult to have the opportunity to purchase a Healthy Americans Private Insurance Plan (HAPI plan), which includes employer-sponsored health coverage. Makes individuals who are not enrolled in another specified health plan and who are not opposed to coverage for religious reasons responsible for enrolling themselves and their dependent children in a HAPI plan. Sets forth penalties for failure to enroll. Establishes standardized coverage and state options for HAPI plans. Requires the Secretary of Health and Human Services to promulgate guidelines concerning the benefits, items, and services to be covered. Sets forth requirements for setting premiums. Requires the Secretary to establish the Healthy America Advisory Committee to provide annual recommendations concerning modifications to the benefits, items, and services required. Provides for premium subsidies based on income. Authorizes states to establish a State Choices for Long-Term Care Program to provide long-term care coverage to individuals. Requires the Secretary to establish Chronic Care Education Centers. Requires states to establish or designate a state Health Help Agency to carry out the administration of HAPI plans and to promote prevention and wellness for residents. Amends the Internal Revenue Code to require employers and individuals to each make shared responsibility payments for HAPI plan premiums. Sets forth requirements for health insurance issuers offering a HAPI plan. Establishes the Healthy Americans Public Health Trust Fund for the payment of premium subsidies. Terminates federal health benefits coverage, including coverage provided under the Federal Employees Health Benefits (FEHB) program, state Medicaid coverage, and the State Children's Health Insurance program (SCHIP). Enhanced Health Care Value for All Act of 2007 ( sic )- Provides for a Comparative Effectiveness Advisory Board and a Health Care Comparative Effectiveness Research Trust Fund.
