This resolution recognizes the 20th anniversary of the International Space Station (ISS). The resolution commends the National Aeronautics and Space Administration (NASA) for its achievements as part of the ISS program and the Americans who have given to it so much of their skill, effort, and passion. Finally, the resolution recognizes the importance of the ISS for scientific discovery, human exploration, and international cooperation.

Chisholm National Historic Trail and Western National Historic Trail Designation Act This bill designates (1) the Chisholm National Historic Trail, and (2) the Western National Historic Trail. The Department of the Interior shall administer any portion of these trails that is located on nonfederal land only (1) with the voluntary consent of the owner of the nonfederal land, and (2) if the portion qualifies for certification as a component of the applicable trail. The approval by an owner of applicable nonfederal land of a certification agreement shall satisfy the voluntary consent requirement. A certification agreement may be terminated at any time. The establishment of these trails does not authorize any person to enter private property without the consent of the private property's owner. Interior may accept a donation of land or an interest in land for these trails, with specified exceptions. Land or an interest in land may not be acquired for these trails by eminent domain or condemnation.

Extending Tribal Broadband Priority Act of 2020 This bill requires the Federal Communications Commission (FCC) to, within 30 days, establish a new tribal priority window for the 2.5 gigahertz band, through which tribes in rural areas may apply for unassigned spectrum. The new window is subject to the same terms and conditions as the tribal priority window that was adopted by the FCC on July 10, 2019, and that closed on September 2, 2020.

HACKED Act This bill expands and coordinates federal agencies' cybersecurity recruitment and education initiatives. Specifically, the bill directs the National Institute of Standards and Technology (NIST) to (1) support efforts to identify cybersecurity workforce skill gaps in public and private sectors; (2) facilitate efforts for federal programs to advance cybersecurity education, training, and workforce development; and (3) consider any specific needs of the cybersecurity workforce of critical infrastructure. NIST is authorized to award grants of up to $200,000 for cooperative agreements between the National Initiative for Cybersecurity Education (NICE) and regional alliances or partnerships for cybersecurity education and workforce. Additionally, NIST must identify and develop standards and guidelines for improving the cybersecurity workforce for agencies as part of the NICE Cybersecurity Workforce Framework. The bill also expands the National Science Foundation (NSF) Federal Cyber Scholarship-for-Service Program by allowing up to 10% of scholarship recipients to fulfill their service obligation as educators in the field of cybersecurity at qualified institutions of higher education. Further, the NSF must give priority to cybersecurity education when awarding grants for (1) computer science education research, (2) scientific and technical education, and (3) low-income scholarship programs. The Department of Energy may carry out a program to support the development of a cybersecurity workforce, and NIST must establish national cybersecurity challenges in order to achieve high-priority breakthroughs in cybersecurity.

This bill allows a medical expense tax deduction for face masks, surface disinfectants, and hand sanitizers during the period of the COVID-19 (i.e., coronavirus disease 2019) public health emergency beginning on the enactment of this bill and ending when the COVID-19 emergency period has terminated.

Truth and Healing Commission on Indian Boarding School Policy Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policy in the United States and sets forth its powers, duties, and membership. Among other activities, the commission must study the impacts and ongoing effects of the Indian Boarding School Policy (a federal policy under which American Indian and Alaska Native children were forcibly removed from their family homes and placed in boarding schools) and make recommendations to discontinue the removal of American Indian and Alaska Native children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Coronavirus College Access and Completion Emergency Relief Act This bill provides additional appropriations to the Department of Education for TRIO programs. (These outreach and student services programs identify and provide services to students from disadvantaged backgrounds.) The bill provides the funding to (1) expand program capacity to serve more low-income, first-generation students, students with disabilities, veterans, unemployed adults, and other qualified individuals; and (2) provide such students with technology support.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

Educators are Heroes Act This bill establishes and provides funding for the Educator Fund, from which the Department of the Treasury shall make grants to local educational agencies to provide premium pay to teachers and other staff for each hour of in-person work at a public elementary or secondary school during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

This resolution recognizes and celebrates the 70th anniversary of the Impact Aid Program. The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Operation Feed Our Kids Act This bill extends authority through December 31, 2021, for the Department of Agriculture (USDA) to issue waivers of requirements under the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the summer food service program for children due to COVID-19 (i.e., coronavirus disease 2019). Under current law, such waiver authority expires on September 30, 2020. Additionally, USDA must extend through at least the end of the 2020-2021 school year all of the child nutrition waivers granted under the Families First Coronavirus Response Act that as of September 11, 2020, were set to expire on December 31, 2020.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

National Women's Hall of Fame Commemorative Coin Act of 2020 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

Impact Aid Coronavirus Relief Act This bill allows local educational agencies (LEAs) participating in the Impact Aid Program to use the student count and federal property valuation data from their FY2021 program applications for their FY2022 program applications. The program provides funding to LEAs that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Improving Opportunities for New Americans Act of 2020 This bill requires the Department of Labor to study and report on the factors affecting employment opportunities for immigrants and refugees with professional credentials obtained in other counties, including policy recommendations for assisting those individuals in obtaining skill-appropriate employment in the United States.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

Strengthening America's Families Act of 2020 This bill provides statutory authority for the Infant and Toddler Court Program and permits the Health Resources and Services Administration to expand the program, including by awarding grants to states, tribes, and territories. This program supports case management services and other activities to improve the health, well-being, and development of infants, toddlers, and families in the child welfare system.

Helping Open Properties Endeavor Act of 2020 or the HOPE Act of 2020 This bill establishes an equity facility in the Department of the Treasury to assist commercial mortgage borrowers. Specifically, Treasury must guarantee the purchase by financial institutions of certain equity instruments backed by a commercial mortgage. The bill defines commercial mortgage as a mortgage loan secured by an interest in real property owned for rental income. Borrowers with reduced revenues from their commercial property may qualify for an amount not to exceed 10% of the outstanding amount owed on their commercial mortgage. The bill sets forth eligibility requirements for borrowers, as well as requirements for the equity instruments, including rates, fees, repayment, and the rights of purchasers.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Children's Mental Health Care Access Act of 2020 This bill authorizes child care providers to use payments received through the Child Care and Development Fund for mental health supports for children in the provider's care and employees of the provider.

Paycheck Protection Small Business Forgiveness Act This bill modifies loan forgiveness under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides for automatic forgiveness of a paycheck protection loan that is not more than $150,000 if the recipient submits a one-page form. Such form must allow a recipient to submit specified demographc and expenditure information, and certain individuals (e.g., the President, the Vice President, or the head of an executive department) are not eligible for such forgiveness. Further, the bill prohibits any enforcement or other action against a lender relating to loan origination, forgiveness, or guarantee based on the lender's reliance on certifications or documentation submitted by a loan applicant or recipient.

Global Investment in American Jobs Act of 2020 This bill requires the Department of Commerce to conduct an interagency review of the global competitiveness of the United States in attracting foreign direct investment and addressing foreign trade barriers that firms in advanced technology sectors face in the global digital economy. Such review shall include an assessment of (1) the current economic impact of foreign direct investment in the United States, (2) trends in global cross-border investment and data flows, (3) federal government policies that are linked to the ability of the United States to attract and retain foreign direct investment, and (4) the adequacy of federal government efforts to increase the ease for foreign firms considering investment in the United States. Commerce must report the findings of such review and submit recommendations for increasing the global competitiveness of the United States in attracting foreign direct investment and developing new technologies and services.

Saving Rural Hospitals from Closure Act This bill modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill allows the Centers for Medicare & Medicaid Services to forgive repayment, extend the recoupment timeline, and lower applicable interest rates for hospitals experiencing significant financial hardship (e.g., impending bankruptcy).

Food and Nutrition Education in Schools Act of 2020 This bill directs the Department of Agriculture (USDA) to establish a Food and Nutrition Education in Schools Pilot Program to award grants to local educational agencies for (1) projects that hire qualified, full-time food and nutrition educators to carry out programs in schools that have the goal of improving student health and nutrition; and (2) projects that fund school gardens or other evidence-based interventions relating to student health and nutrition to create hands-on learning opportunities for students. In awarding grants under the program, USDA must prioritize projects that serve schools or districts (1) in which not less than 40% of students qualify for free or reduced-price meals, or (2) that include neighborhoods with high rates of childhood obesity or other diet-related diseases.

Edith Shorougian Senior Victims of Fraud Compensation Act This bill adds a new source of revenue for the Crime Victims Fund and expands the allowable use of victim compensation grant funds. Specifically, the bill directs any monetary payment made to the federal government as a fine or penalty under a deferred prosecution agreement, non-prosecution agreement, or other settlement agreement in relation to an alleged criminal act to be deposited into the fund. Additionally, the bill allows victim compensation grant funds to be used to compensate elderly victims for property loss resulting from financial fraud, abuse, or exploitation. Currently, victim compensation grant funds may not be used to compensation for property loss (with limited exceptions). An elderly victim is a victim who is at least 60 years of age.

This bill delays until the first calendar year that is 12 months after the end of the COVID-19 (i.e., coronavirus disease 2019) public health emergency the application of the Centers for Medicare & Medicaid Services (CMS) rule dated May 14, 2020. That rule allows private health insurance plans to decide whether support provided by a prescription drug manufacturer to cover a patient's costs for a drug counts toward the patient's annual out-of-pocket limit. The bill requires enforcement of the previous rule, which allows plans to exclude drug manufacturer support from a patient's annual out-of-pocket limit only if a generic version of the drug is available.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Stopping Malign Activities from Russian Terrorism Act This bill directs the Department of State to report to Congress as to whether Russia qualifies as a state sponsor of terrorism. The State Department shall also report to Congress as to whether the following armed entities qualify as foreign terrorist organizations: (1) entities in the Donbas region of Ukraine controlled or aided by Russia, and (2) entities controlled by or associated with the Donetsk People's Republic or Lugansk People's Republic.

Requiring Assistance to Meat Processors for Upgrading Plants Act or the RAMP-UP Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to provide grants to meat and poultry processing facilities for assistance with costs incurred in making improvements to such facilities and carrying out other planning activities necessary to be subject to inspection and allow for interstate shipment of their products. Each grant shall not exceed $100,000. Grant recipients must provide matching nonfederal funds in an amount equal to the amount of a grant, except for grants awarded in FY2020 or FY2021.

Flexible Financing for Rural America Act of 2020 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA must adjust the interest rate on the loan to match certain interest rates in effect when the bill is enacted for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Preventing China from Exploiting COVID-19 Act This bill directs the Office of the Director of National Intelligence to report to Congress on efforts by China's government to exploit the COVID-19 (i.e., coronavirus disease 2019) pandemic to advance its national security and foreign policy interests. The report shall contain elements including (1) an assessment of Chinese government efforts to retaliate against countries seeking an inquiry into China's role in the spread of COVID-19, (2) a description of Chinese economic aid or medical assistance to countries affected by COVID-19 and how such activities may affect Chinese and U.S. foreign policy interests, and (3) an identification of different ways the Chinese government may be using the global disruption caused by COVID-19 to more aggressively pursue long-standing domestic and foreign policy objectives.

This resolution recognizes the forthcoming centennial of the Tulsa Race Massacre of 1921. The resolution, among other things acknowledges the historical significance of this event as one of the largest single instances of state-sanctioned violence against black people in American history; honors the lives and legacies of the estimated 300 black individuals who were killed during the massacre and the nearly 9,000 who were left homeless and penniless; condemns efforts to cover up the truth and shield the white community, especially government officials, from accountability; condemns the continued legacy of racism and white supremacy against black people in the United States, particularly in the form of police brutality; encourages education about the massacre, the history of white supremacy that fueled the massacre, and subsequent attempts to deny or cover up the massacre, in all elementary and secondary education settings and in institutions of higher education; and recognizes the commitment of Congress to acknowledge and learn from the history of racism and racial violence to reverse the legacy of white supremacy and fight for racial justice.

Research Investment to Spark the Economy Act or the RISE Act This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, and Health and Human Services and the National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support under this bill shall be provided through federal science agencies with at least $50 million in basic and applied research obligations in FY2020. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution or national laboratory that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; provide supplemental funding through existing competitively awarded cooperative agreements and contracts to cover the increased costs of construction of scientific facilities and equipment that have been delayed because of COVID-19; and award grants and cooperative agreements to institutions of higher education to conduct research on the behavioral, social, or economic effects of COVID-19 and the responses to the disease or on the effectiveness of such responses. Agencies must provide the support as rapidly as possible. Provided funds shall remain available for expenditure for up to two years.

Accessible, Affordable Internet for All Act This bill establishes measures related to expanding broadband infrastructure and access in unserved and underserved communities. The bill creates the Office of Internet Connectivity and Growth, and it provides funding for programs that (1) promote digital equity and broadband capacity building, (2) provide discounts on broadband service for low-income consumers, and (3) subsidize internet services for schools and libraries. The bill establishes specified transparency requirements, such as making federal broadband data available to local governments. It also requires the Federal Communications Commission to expand broadband access for unserved and underserved communities and make the provision of Wi-Fi access on school buses eligible for support under the E-Rate program.

This bill modifies requirements for health savings accounts (HSAs) to allow payments from such accounts for gym memberships, home gym equipment, and dietary nutritional supplements. It also eliminates the prohibition against Medicare recipients participating in an HSA and the requirement that HSA participants be covered under a high deductible health plan.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2020 or the RESTAURANTS Act of 2020 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs. The amount of such a grant shall be reduced by the amount of (1) any emergency grant received for an economic injury disaster loan, or (2) any paycheck protection loan amount forgiven under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million.
