Securing Agriculture's Workforce Act of 2026

Securing Agriculture's Workforce Act of 2026 This bill expands the H-2A agricultural visa program; creates online platforms for H-2A employers, workers, and agencies; and codifies certain wage calculations. Under current law, workers on H-2A visas are only allowed to perform agricultural work of a seasonal or temporary nature. Under the bill, the seasonal work requirement is removed, thus allowing H-2A workers to qualify for agricultural work that occurs year-round. The bill also expands the type of agricultural work that qualifies, including reforestation, aquaculture, and livestock work. The Department of Agriculture must issue rules to define agricultural labor or services for purposes of the H-2A program. The bill also establishes an H-2A visa pathway for current unauthorized agricultural workers who otherwise meet requirements. The Department of Labor must maintain a national, publicly accessible online job registry and database of all job offers submitted by employers seeking a labor certification required to employ H-2A workers. The Department of Homeland Security must establish an online platform for employers to submit information and documentation for review by federal agencies in the course of admitting H-2A workers. The H-2A program requires employers to provide workers with wage rates at or above those set in regulations and such wages must not adversely affect the wages and working conditions of workers similarly employed in the United States. The bill codifies the current calculation method for the adverse effect wage rate as set in regulation.

Take Care of America’s Veterans Act

Take Care of America's Veterans Act This bill addresses veterans’ benefits, health care, counseling, Department of Veterans Affairs (VA) personnel, VA infrastructure, and the Veterans Community Care Program (VCCP). The bill modifies various compensation programs for veterans, including by (1) allowing concurrent receipt of disability compensation and military retired pay for certain retirees with a combat-related disability, (2) extending entitlement for various benefits and services to remarried surviving spouses, (3) increasing the rate of dependency and indemnity compensation, and (4) establishing a supplemental monthly allowance for certain disabled veterans. The bill also addresses VA education and training benefits, including by (1) modifying which independent study programs are covered under veterans’ educational assistance benefits, (2) requiring Transition Assistance Program counseling to include a presentation about VA benefits, and (3) increasing the housing allowance rate for individuals pursuing apprenticeships. The bill revises health care provisions, including by (1) expanding support and assistance provided to family caregivers, (2) extending the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and (3) expanding the scope of VA mental health research. Among other elements, the bill revises VA disability ratings for sleep apnea and tinnitus; expands eligibility for a memorial headstone or marker for the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces; addresses the administration of the VCCP and codifies the eligibility standards; establishes a standardized screening process for priority or routine admission to certain mental health care programs; and addresses VA personnel, hiring, and infrastructure matters.

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.

Next Generation 9–1–1 Act

Next Generation 9–1–1 Act This bill establishes a grant program to support implementation of next generation 9-1-1 (NG9-1-1) systems by state, territorial, and tribal governments and requires other related activities. NG9-1-1 means a secure, interoperable, Internet Protocol-based (IP-based) system for receiving 9-1-1 requests for emergency assistance. (IP-based 9-1-1 systems have capabilities that legacy telephone systems do not, including enhanced location-finding and the ability to receive text and multimedia messages.) Under the bill, the National Telecommunications and Information Administration (NTIA) must provide grants to state, territorial, and tribal governments (and entities established by those governments) to support the implementation and maintenance of NG9-1-1 systems. Grant funds may also be used for public outreach on NG9-1-1, implementation of cybersecurity measures, and, subject to certain limits, training and administrative costs. Entities applying for grants must submit a plan for NG9-1-1 coordination and implementation that ensures interoperability and reliability, incorporates cybersecurity tools, and meets other requirements related to technology and procurement. Applicants must also certify that they have established, or will establish within a specified time frame, a sustainable funding mechanism to support NG9-1-1 and effective cybersecurity resources. The NTIA must advise applicants on the preparation of implementation plans and provide technical assistance to grant recipients. Further, the NTIA must establish (1) an advisory board to provide recommendations with respect to the grant program and other topics related to NG9-1-1; and (2) a cybersecurity center to coordinate with state, local, and regional governments on the sharing of cybersecurity information related to NG9-1-1.

Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2026 This bill expands specified benefits programs for veterans and their survivors and establishes a supplemental monthly allowance for certain disabled veterans. The bill establishes a supplemental monthly allowance of $833.33 for veterans who are already eligible for a monthly aid and attendance allowance due to service-connected disabilities or traumatic brain injury. The bill increases the rate of dependency and indemnity compensation (DIC) by an additional 1% the next time DIC is adjusted for cost of living and an additional 0.5% the following adjustment. DIC is a monthly payment made to eligible survivors of (1) certain veterans who died due to a service-connected condition; (2) service members killed in the line of duty; or (3) veterans who were totally disabled by a service-connected disability for a certain period. The bill expands eligibility for loans under the Department of Veterans Affairs (VA) home loan program to certain members of the reserve components and National Guard by expanding what qualifies as active duty. The bill includes annual training duty as qualifying active duty and grants eligibility for VA loan guarantees after 14 days of active-duty service (with an additional fee). Under the VA home loan program, the bill extends certain loan fee rates through September 30, 2036, and increases the fees for certain refinancing loans and loan assumptions. The bill extends the limitation on pension amounts for certain hospitalized or institutionalized veterans through September 30, 2036.

Firearm Access During Shutdowns Act This bill requires various federal agencies to continue certain operations, functions, and services related to firearms during a government shutdown. The bill applies to  the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); the ATF's Directorate of Enforcement Programs and Services; the activities of the Department of Commerce's Bureau of Industry and Security relating to firearms and firearm-related products, including activities related to processing of applications for export licenses; and the activities of the Department of State's Directorate of Defense Trade Controls relating to firearms and firearm-related products, including activities related to processing of applications for export licenses. Under the bill, (1) these operations, functions, and services are deemed to relate to an emergency involving the safety of human life or the protection of property; and (2) employees carrying out the operations, functions, and services are deemed to be excepted employees. (Under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown. Employees who are required to work during a government shutdown because they fall under this or other exceptions are known as excepted employees.)

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Reforming and Enhancing Sustainable Updates to Laboratory Testing Services Act of 2025 or the RESULTS Act This bill requires the use of particular data from the private sector to inform Medicare payment rates for certain widely available laboratory tests.  Specifically, the Centers for Medicare & Medicaid Services (CMS) must contract with an entity that maintains a database of claims data for clinical diagnostic laboratory tests that (1) are not advanced diagnostic tests, and (2) were furnished by more than 100 providers and suppliers of such services over a specified six-month period (i.e., widely available tests). The database must meet specified requirements, such as having data that is representative of the entire country and from more than 50 private payors and claims administrators. The contracted entity must be a nonprofit entity that is not affiliated with any government agency, any insurance issuer or provider, or any other organization in the health care sector.  Beginning January 1, 2028, the CMS must use the information obtained from the database to inform Medicare payment rates for these widely available laboratory tests.  The bill additionally specifies processes for determining payment rates for laboratory tests that are not advanced diagnostic tests, are not widely available, and lack adequate claims data. The CMS must use certain existing processes to set appropriate rates. The bill also delays scheduled payment reductions for laboratory tests until 2028 and allows for judicial and administrative review of payment rates.

Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying the requirements of a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, the bill makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first notifying the minor's parent.

Reliable Federal Infrastructure Act This bill repeals certain energy efficiency performance standards for new federal buildings and federal buildings undergoing major renovations. Specifically, the bill repeals the performance standards that phase out fossil fuel use in such buildings by FY2030. The bill directs the Department of Energy to implement the standards as though such phase-out requirements had never taken effect until it issues regulations with revised performance standards. Treat and Reduce Obesity Act of 2025 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.
