Review the Expansion of Government Act of 2024 or the REG Act of 2024 This bill requires the Securities and Exchange Commission (SEC) to review its final rules every five years to determine if revision is necessary or appropriate to facilitate capital formation, to maintain fair and orderly markets, and for investor protection. The SEC must periodically report to Congress on this effort. When engaged in rulemaking, the SEC must consider whether a new rule will promote efficiency, competition, and capital formation when considered cumulatively with other rules and regulations.

Promoting Responsible Oversight To Eliminate Communist Teachings for Our Kids Act or the PROTECT Our Kids Act This bill prohibits federal education funding for any elementary or secondary school that (1) has a partnership in effect with a cultural or language institute funded by the Chinese government, including a Confucius Institute; (2) operates a learning center supported by the Chinese government (commonly referred to as a Confucius Classroom); or (3) receives support from an individual or entity acting on behalf of the Chinese government, including support in the form of teaching materials, personnel, funds, or other resources. The bill directs the Department of Education to provide notice of the bill's requirements to schools, as well as guidance for achieving compliance with the requirements.

ACCESS Act of 2023

Amendment for Crowdfunding Capital Enhancement and Small-business Support Act of 2023 or the ACCESS Act of 2023 This bill expands the exemption from certain disclosures applicable to crowdfunding issuers with specified target offering amounts. Crowdfunding is used to raise capital through a large number of individuals investing potentially small amounts of money. Under current law, crowdfunding issuers that have target offering amounts of $100,000 or less are not required to make available financial statements reviewed by an independent public accountant. The bill increases that amount to $250,000.

Broadening Online Opportunities through Simple Technologies Act or the BOOST Act This bill allows an individual taxpayer to elect a tax credit for 75% of qualified signal booster expenditures up to $400 in a single taxable year through 2027. The bill defines qualified signal booster expenditures as amounts paid for the purchase of any communications signal booster and other equipment for use by the taxpayer in a principal residence located in an unserved area. The booster is designed to increase the strength or range of a broadband communications signal.

No Funds for Iranian Terrorism Act This bill requires the President to impose property-blocking sanctions on foreign financial institutions and international financial institutions that process, participate in, or facilitate a transaction involving certain Iranian funds (namely, the approximately $6 billion of Iranian funds that the Biden administration permitted to be transferred from restricted accounts in South Korea to restricted accounts in Qatar to facilitate the release of five U.S. citizens detained in Iran).

To provide for the rescission of certain waivers and licenses relating to Iran, and for other purposes.

No U.S. Financing for Iran Act of 2023

No U.S. Financing for Iran Act of 2023 This bill prohibits certain actions related to exports, imports, and financing with respect to Iran. Specifically, the bill prohibits the Department of the Treasury from authorizing U.S. financial institution transactions in connection with the importation from or exportation to Iran of goods, services, or technology. This prohibition does not apply to the sale of agricultural commodities, food, medicine, or medical devices benefitting the civilian population of Iran. The bill requires Treasury to instruct U.S. representatives to the International Monetary Fund (IMF) to (1) oppose IMF financial assistance, and the allocation of Special Drawing Rights (SDR), to Iran; and (2) seek to ensure that IMF member countries prohibit the exchange of SDR held by Iran. (The SDR is an international reserve asset maintained by the IMF based on contributions from IMF member countries. SDRs may be exchanged between member countries and may also be exchanged for currencies.) Further, the bill provides statutory authority for the prohibition on Export-Import Bank financing with respect to Iran. The bill's provisions shall be in effect until the earlier of (1) 30 days after the President certifies to Congress that Iran has ceased providing support for acts of international terrorism and is not a jurisdiction of primary money laundering concern, or (2) 10 years after this bill's enactment.

Health Care Practitioner Disaster Protection Act This bill extends certain liability protections available for health care practitioners who provide voluntary health care services in declared emergencies through a community health center other than the one that initially sponsored them. Current law makes the liability protections available to volunteer practitioners that are sponsored by a particular community health center. This bill maintains the liability protections for a volunteer practitioner who provides services through a different community health center if the center (1) seeks the assistance of the volunteer practitioner to respond to a declared emergency, and (2) promptly notifies the Department of Health and Human Services that the volunteer practitioner will be providing services.

This resolution recognizes the goal of the education system shall be that virtually every American student be able to read at grade level or better. Additionally, the resolution encourages literacy programs to be set up to include one-on-one tutoring for each student diagnosed with a literacy gap of one year or more. The resolution encourages this one-on-one tutoring to be five days per week until the student is reading at grade level.  The resolution also encourages state and local government agencies working with private organizations with proven literacy programs to (1) work together to identify and establish solutions to illiteracy, and (2) establish adult literacy programs to help adults who have reading gaps below 8th grade.

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2024 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2024 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2025.

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if it complies with the Paperwork Reduction Act.

Safeguarding American Farms from Foreign Influence Act

Safeguarding American Farms from Foreign Influence Act This bill requires the Committee on Foreign Investment in the United States (CFIUS) to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain noncontrolling investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions. The President may, at the recommendation of CFIUS, suspend or prohibit transactions that threaten to impair U.S. national security.) Specifically, the bill directs CFIUS to, within 30 days of receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction.  Under this bill, reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person, other than by a foreign person of an excepted foreign state or an excepted real estate foreign state, as such terms are defined in CFIUS regulations; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions.

CBDC Anti-Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar) directly or indirectly to an individual. Finish It Act This bill requires the Department of Defense (DOD) to submit a plan (within 15 days after the bill is enacted) to utilize, transfer, or donate to states all existing excess border wall construction materials to construct a permanent physical barrier along the U.S.-Mexico border. If DOD delays in submitting or executing the plan, the travel budget of the Under Secretary of Defense for Policy must be decreased by 1% for every two days of delay. DOD must work with the Defense Logistics Agency to execute the plan until DOD is no longer incurring any costs to maintain, store, or protect the excess materials. Any state requesting border wall construction materials must certify, in writing, that the materials will be used exclusively for the construction of a permanent physical barrier to stop illicit human and vehicle trafficking along the border. If a state does not use all such materials for the specified purpose within two years of receiving the materials, the state must pay the federal government an amount equal to the original purchase price of the materials.

Guiding Uniform and Responsible Disclosure Requirements and Information Limits Act of 2023 or the GUARDRAIL Act of 2023 This bill limits the disclosures required by issuers of securities as a result of a rulemaking and establishes the Public Company Advisory Committee. First, the bill requires the Securities and Exchange Commission (SEC) to limit issuer disclosure requirements made in a rulemaking. Specifically, the SEC must provide that an issuer of securities is only required to disclose information in response to a rulemaking if the issuer determines that this information is material with respect to a voting or investment decision regarding the issuer’s securities. The bill also requires the SEC to report on its website each required disclosure of nonmaterial information under current federal securities laws and regulations and a justification for the disclosure. The SEC must report this information to Congress every five years. The bill also establishes that a person's failure to disclose such nonmaterial information is not a liability in a private action. Further, the bill establishes the Public Company Advisory Committee within the SEC. The committee must advise the SEC on regulatory priorities, public reporting and corporate governance of public companies, shareholder meetings and the proxy process, and other topics. The committee must be comprised of individuals who are officials of public companies, have senior managerial responsibility in associations that represent the interests of public companies, or provide professional advice and services to public companies.   Finally, the bill requires the SEC to report on the effects of the European Union's directives on corporate sustainability, particularly on U.S. companies, consumers, and investors.  

Protecting America’s Orchardists and Nursery Tree Growers Act

Protecting America’s Orchardists and Nursery Tree Growers Act This bill expands eligibility and flexibility under the Tree Assistance Program (TAP) of the Farm Service Agency (FSA). (TAP provides financial assistance to qualifying orchardists and nursery tree growers to replant or rehabilitate eligible trees, bushes, and vines damaged by natural disasters.) The bill expands eligibility to include growers who produce biennial crops. The current program is limited to producers of annual crops.  The bill also expands eligibility to include growers who experience tree mortality that exceeds normal mortality. Currently, mortality must exceed 15%. Further, the bill exempts growers who derive at least 75% of their average adjusted gross income from farming, ranching, or silviculture activities from a limit on adjusted gross income. (Under current law, the limit prohibits a grower with an average adjusted gross income that exceeds $900,000 from being eligible for TAP.) A grower may carry out any replacement and rehabilitation activities within 12 months of approval of the application for assistance or at such time as is necessary to ensure tree survival. Further, a grower may replant using an alternative (1) variety, (2) stand density, and (3) location than was used prior to the loss.  Finally, the FSA must approve or deny an application (and notify the applicant) within 120 days of receiving the application.
