Expanding Investment Opportunities Act This bill directs the Securities and Exchange Commission to revise registration rules to allow a closed-end company to use offering and proxy rules currently available to other issuers of securities, thereby reducing filing requirements and restrictions on communications with investors in certain circumstances. (A closed-end company is a publicly traded investment management company that sells a limited number of shares to investors in an initial public offering.)

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Parity in Animal Cruelty Enforcement Act or the PACE Act This bill amends the Animal Welfare Act to prohibit the sponsoring or exhibiting of animal fights involving live birds (such as cockfights). Under current law, the fights are unlawful only if they take place in states or U.S. territories or possessions that have banned it.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

No Abortion Bonds Act This bill amends the Internal Revenue Code to impose taxes on state, local, and tax credit bonds that are used to provide a facility owned or used (for any purpose) by an abortion provider for more than 30 days during a year in which interest is paid on the bond. An entity is not considered an abortion provider solely as a result of performing abortions if: (1) the pregnancy is the result of an act of rape or incest; or (2) a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. The Department of the Treasury may exempt certain hospitals from being considered an abortion provider by making the name of the hospital available on Treasury's public website.

Student Loan Disclosure Modernization Act This bill amends the Higher Education Act of 1965 to require the student loan disclosure forms under the Federal Family Education Loan Program to include the annual percentage rate applicable to the loan. In addition, the bill requires the student loan disclosure forms under the William D. Form Federal Direct Loan Program to be written in plain language to enable borrowers to understand loan terms, total costs of loans, and estimated monthly repayments. Direct loans may not be issued to borrowers unless they acknowledge in writing that they have read the form.

Promoting Apprenticeships through Regional Training Networks for Employers' Required Skills Act of 2017 or the PARTNERS Act This bill establishes a grant program to promote registered apprenticeships and other work-based learning programs for small and medium-sized businesses within in-demand industry sectors, through the establishment and support of industry or sector partnerships.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Career Advancement through New Skills Act This bill amends the Internal Revenue Code to allow a tax credit for employers that is equal to 25% of the qualified education and training expenses paid or incurred for employees. The expenses taken into account for the credit may not exceed $5,000 with respect to any employee for any taxable year. "Qualified education and training expenses" must be for a program specifically designed to maintain or improve skills of the employee which are necessary or useful either: (1) in the employee's current position with the employer, or (2) in another position with the employer to which the employer reasonably anticipates the employee may transfer. The credit does not apply to expenses for education or training programs that are provided by the employer or by certain family members or business partners of the employer.

Financial Stability Oversight Council Improvement Act of 2017 This bill amends the Financial Stability Act of 2010 to require the Financial Stability Oversight Council, in determining whether a nonbank financial company shall be designated as systemically important and consequently be supervised by the Federal Reserve Board and subject to prudential standards, to consider the appropriateness of imposing such standards as opposed to other forms of regulation to mitigate identified risks to U.S. financial stability. Every five years, the council must, upon request by a nonbank financial company, reevaluate such a determination and hold a vote on whether to rescind it. The bill revises procedural requirements related to council determinations.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Universal Charitable Giving Act of 2017 This bill amends the Internal Revenue Code to allow a deduction from gross income (above-the-line deduction) for charitable contributions of individuals who do not elect to itemize deductions for the taxable year. The deduction may not exceed one-third of the standard deduction of the individual.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Protection of Source Code Act This bill amends the Securities Act of 1933, the Securities Exchange Act of 1934, the Investment Company Act of 1940, and the Investment Advisers Act of 1940 to specify that the Securities and Exchange Commission may not compel a person to produce a source code or similar intellectual property that forms the basis for design of or provides insight to the source code without first issuing a subpoena.

Preserving Liu Xiaobo Legacy of Freedom & Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to Liu Xiaobo and collectively to all those who have peacefully advocated for democracy and human rights in China in recognition of their achievements and contributions to freedom, human rights, and peace in China and globally. The bill expresses the sense of Congress that the Smithsonian Institution should make the medal available for display, particularly at locations: (1) associated with the research of the Tiananmen Protests of 1989 and their violent suppression, and (2) dedicated to preserving the history of the Chinese pro-democracy movement.

Housing for Survivors of Sex Trafficking Act This bill amends the Violence Against Women Act of 1994 to include sex trafficking victims as eligible participants in the transitional housing assistance grant program. The bill permits a grant recipient to condition the receipt of benefits or the provision of housing on a program participant's involvement in certain activities, including confidential counseling and evaluations, as necessary to ensure the accurate placement of the victim in the program.

Youth Empowerment Act of 2017 This bill creates, and makes appropriations in FY2018 and FY2019 for, the Youth Empowerment Program. The program shall fund allotments to states or other entities to implement education exclusively about sexual risk avoidance (voluntarily refraining from sexual activity). Up to 20% of an allotment may be used to build evidence for sexual risk avoidance education.

Federal Insurance Office Reform Act of 2017 This bill amends the Federal Insurance Office Act of 2010 to modify the Department of the Treasury's Federal Insurance Office (FIO). FIO is moved to Treasury's Office of International Affairs. FIO's function of advising Treasury on domestic insurance issues is eliminated. The bill removes FIO from the Financial Stability Oversight Council. FIO's subpoena and enforcement powers regarding information gathering are terminated. The number of personnel employed by FIO is limited to five.

Protecting Advice for Small Savers Act of 2017 or the PASS Act of 2017 This bill nullifies the Department of Labor's "fiduciary duty" rule (which requires a retirement advisor to act in the best interest of the investor) and otherwise revises standards of conduct for brokers and dealers.

War Crimes Rewards Expansion Act This bill amends the State Department Basic Authorities Act of 1956 to authorize the Department of State to offer awards under its war crimes rewards program for the arrest or conviction in any country of a foreign national accused of a war crime, a crime against humanity, or genocide as such crime is defined under: (1) U.S. law, or (2) the statutes of such country or an international criminal tribunal. (Currently, the reference to such crime is as defined only by an international criminal tribunal.)

Veterans Opioid Abuse Prevention Act This bill directs the Department of Veterans Affairs (VA) to enter into a memorandum of understanding with a national network of state-based prescription drug monitoring programs under which VA health care providers shall query such network to support the safe and effective prescribing of controlled substances to patients who: (1) receive a prescription for a controlled substance for a period of 90 days or longer, and (2) are not receiving palliative care or enrolled in hospice care. Under such memorandum of understanding, VA health care providers practicing in: (1) a participating state shall query such network in accordance with the agreement between that state's prescription drug monitoring program and such network, and (2) a nonparticipating state shall query the network through the drug monitoring program of the closest participating state.

Save American Workers Act of 2017 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.

Senior Safe Act of 2017 This bill extends immunity from liability to certain individuals who, in good faith and with reasonable care, disclose the suspected exploitation of a senior citizen to a regulatory or law-enforcement agency. Specifically, this immunity shall apply to certain credit-union, depository-institution, investment-adviser, broker-dealer, transfer-agency, insurance-company, and insurance-agency employees who have received specified training related to identifying and reporting the suspected exploitation of a senior citizen. Similarly, the employing financial institution shall not be liable with respect to disclosures made by such employees.

Exchange Regulatory Improvement Act This bill amends the Securities Exchange Act of 1934 to exempt certain property of an exchange from regulation by the Securities and Exchange Commission. Specifically, the exemption applies to property not for the purpose of effecting or reporting a transaction on an exchange.

Expresses support for: efforts to educate the public about such dangers; AT&T's "It Can Wait" campaign to raise awareness of such dangers; industry-led engineering solutions to reduce fatal crash risks as a result of distracted driving; stronger enforcement of distracted driving laws; and the Road to Zero coalition and its efforts to encourage a holistic, safe system approach to improving roadway safety.

Save Local Business Act This bill amends the National Labor Relations Act and the Fair Labor Standards Act of 1938 to provide that a person may be considered a joint employer in relation to an employee only if such person directly, actually, and immediately, and not in a limited and routine manner, exercises significant control over the essential terms and conditions of employment (including hiring employees, discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline).

This bill provides educational assistance to veterans who pursue certain apprenticeship programs registered with the Employment and Training Administration of the Department of Labor. It is the sense of Congress that apprenticeship programs that are not sponsored by program participants' employers should provide the participants with professional development resources and interview training. The Department of Veterans Affairs (VA) shall carry out a pilot program to provide eligible veterans with the opportunity to enroll in certification programs in computer numerically controlled machining. The Government Accountability Office shall report to Congress regarding the career technical training track of the VA's Transition Assistance Program, including its effectiveness in educating participants about apprenticeship opportunities.

This joint resolution nullifies a rule submitted by the Consumer Financial Protection Bureau (CFPB) regarding arbitration agreements. (The rule regulates the use of arbitration agreements in contracts for specific consumer financial products and services. It prohibits the use of a predispute arbitration agreement to prevent a consumer from filing or participating in certain class action suits. The rule also requires consumer financial product and service providers to furnish the CFPB with particular information regarding arbitrations.)

Systemic Risk Designation Improvement Act of 2017 This bill amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to allow the Federal Reserve Board (FRB) to subject a bank holding company to enhanced supervision if: (1) the company has been identified as a global systemically important company; or (2) the risk of the company's financial distress, or the nature of the company's activities, could pose a threat to the financial stability of the United States. Currently, companies are subject to this type of oversight if they possess at least $50 billion in assets or are a nonbank financial company under the FRB's supervision. The Financial Stability Oversight Council must approve of any metrics used by the FRB in determining by regulation that a category of bank holding companies is subject to enhanced supervision. Under this bill, companies subject to enhanced supervision may be required to limit mergers and acquisitions, restrict products offered, or maintain a certain debt ratio. The FRB must publish the list of companies that have been identified as requiring enhanced supervision.

Voting Rights Amendment Act of 2017 This bill amends various provisions of the Voting Rights Act of 1965, including by: (1) expanding the types of actions that would justify a court retaining jurisdiction to prevent a state or political subdivision from using new devices to limit the right to vote; and (2) imposing notice requirements on a state or political subdivision that makes changes to voting procedures, polling-place resources, or district boundaries. The bill also changes the calculation for determining whether a state or political subdivision is subject to preclearance requirements (i.e., requirements for certain jurisdictions to receive preapproval from the Department of Justice or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights).

Condemns violence against religious minorities in the People's Republic of China and any actions that limit their free expression and practice of faith. Reaffirms the U.S. commitment to promoting religious freedom and tolerance around the world and helping to provide protection and relief to religious minorities facing persecution and violence. Calls on the Chinese government to uphold the Chinese Constitution in addition to the internationally recognized human right to freedom from religious persecution and to end all forms of violence and discrimination against religious minorities. Urges the President to take appropriate actions to promote religious freedom of religious minorities in China, using the powers provided under the International Religious Freedom Act of 1998 and the Frank R. Wolf International Religious Freedom Act.

Financial Stability Oversight Council Insurance Member Continuity Act This bill amends the Financial Stability Act of 2010 to modify the term of the independent member with insurance expertise of the Financial Stability Oversight Council to allow the current member to continue to serve in the event of a delay in the naming of a successor by the end of the member's six-year term. In such a case, the independent member may continue to serve until 18 months after the end of the term or until a successor is confirmed, whichever is earlier.

Investing in Student Achievement Act of 2017 or the ISA Act of 2017 This bill provides for income-share agreements whereby a student agrees to pay a percentage of future income, for a specified period of time, in exchange for funds to pay for educational expenses.

Investor Clarity and Bank Parity Act This bill amends the Bank Holding Company Act of 1956 to permit a hedge fund or private-equity fund to share the same name, or a variation of the same name, with a banking entity that is an investment adviser to the hedge fund or private-equity fund, if: the investment adviser is not, and does not share the same name with, an insured depository institution, a company that controls an insured depository institution, or a company treated as a bank holding company for purposes of specified provisions of law relating to nonbanking activities of foreign banks; and the name does not contain the word "bank."

Permanency for Children Act of 2017 This bill requires the Department of Health and Human Services to modify the Federal Parent Locator Service to allow state agencies that administer responsible-father registries to electronically exchange identifying information of mothers and putative fathers with other states.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

Elie Wiesel Genocide and Atrocities Prevention Act of 2017 This bill states that it is U.S. policy to regard the prevention of genocide and other atrocity crimes as a core national security interest and a core moral responsibility. The President shall instruct the Department of State to establish a Mass Atrocities Task Force to strengthen State Department efforts and assist other agency efforts at atrocity prevention and response. The Foreign Service Act of 1980 is amended to provide for the training of Foreign Service Officers in conflict and atrocity crimes prevention. The Director of National Intelligence is encouraged to include in his or her annual testimony to Congress on threats to U.S. national security: (1) a review of countries and regions at risk of atrocity crimes; and (2) specific countries and regions at immediate risk of atrocity crimes, including most likely pathways to violence, specific risk factors, potential perpetrators, and at-risk target groups. The bill establishes the Complex Crises Fund to enable the State Department and the U.S. Agency for International Development to support programs and activities to prevent or respond to emerging or unforeseen foreign challenges and complex crises overseas, including potential atrocity crimes. Fund amounts may not be expended for lethal assistance or to respond to natural disasters.

Recognizes those who have risked their lives to provide life-saving assistance and to help protect people displaced by conflict. Calls upon the U.S. government to: uphold its international leadership role in responding to displacement crises with humanitarian assistance for, and protection of, the most vulnerable populations; work in partnership with the international community to find solutions to existing conflicts and to prevent new conflicts; continue to support the efforts of the United Nations High Commissioner for Refugees and to advance the work of nongovernmental organizations to protect refugees regardless of their country of origin or religious beliefs; and continue to mitigate, through humanitarian and development support, the burden placed on frontline refugee host countries that absorb the majority of the world's refugees.

Housing Opportunity Mortgage Expansion Act This bill amends the Federal Home Loan Bank Act to continue Federal Home Loan Bank (FHLB) membership for captive insurance companies that became members prior to publication of the proposed (now final) Federal Housing Finance Agency rule ending their FHLB membership. (A captive insurance company underwrites insurance for its parent company and does not provide insurance to the public.) The parent company must support residential mortgage activities.
