Support Technology and Research for Our Nation's Growth and Economic Resilience Patents Act of 2018 or the STRONGER Patents Act of 2018 This bill makes several changes to the patent law, including the procedures that the U.S. Patent and Trademark Office uses to conduct administrative patent validity reviews.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall: initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Financial Product Safety Commission Act of 2018 This bill removes the Consumer Financial Protection Bureau from the Federal Reserve System, converts the bureau into an independent commission, and modifies its leadership structure.

Protecting Children from Identity Theft Act This bill requires the Social Security Administration (SSA) to develop a database to facilitate the verification of consumer information upon request by a certified financial institution. Such verification shall be provided only with the consumer's consent and in connection with a credit transaction. Users of the database shall pay system costs as determined by the SSA.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Child Tax Credit for Pregnant Moms Act of 2018 This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow the credit to be used for an unborn child if the child is born and issued a Social Security number before the due date for the tax return (without regard to extensions) for the taxable year. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. If a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

This bill amends the Internal Revenue Code, with respect to the requirements for tax-exempt bonds, to reinstate the exclusion from gross income for interest on certain bonds issued to advance refund another bond. The exclusion was repealed for bonds issued after 2017. (A refunding bond is a bond used to pay principal, interest, or the redemption price on a prior bond issue. An advance refunding bond is issued more than 90 days before the redemption of the refunded bond.)

Lessening Regulatory Burdens on our Farmers Act of 2018 This bill requires the Department of Agriculture (USDA) to allow producers who enroll in the Agricultural Risk Coverage or Price Loss Coverage programs during the first enrollment period after the next farm bill for a fiscal year after FY2018 to file a one-time program contract to enroll in the program for the duration of the farm bill, instead of enrolling annually. If there is a change in a farming operation for which a producer on a farm has filed a one-time program contract permitted under this bill, the producer must filed an updated contract with USDA within one year of the time that the change occurs.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

SALT Prepayment Deductibility Act This bill specifies that, for the purpose of the federal tax deduction for certain state and local taxes, amounts paid in 2017 for real property taxes assessed for 2018 must be treated as paid or accrued within 2017. (Under current law, individual deductions for certain state and local taxes are limited during 2018-2025 to $10,000 per year for individuals or $5,000 for married individuals filing a separate return.)

American Customer Information Protection Act This bill prohibits the operator of the consolidated audit trail (a database that tracks trading in equities and options markets) from accepting personally identifying information, except for information accepted in connection with large traders.

This bill amends the Bank Holding Company Act of 1956 to exempt from the Volcker Rule banks with assets of $10 billion or less. (The Volcker Rule prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds.) The bill also grants exclusive rulemaking authority under the Volcker Rule to the Federal Reserve Board. (Currently, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Securities and Exchange Commission, and the Commodity Futures Trading Commission also have regulatory authority under the Volcker Rule.)

Transparency for Taxpayers Act This bill requires the Department of the Treasury to make publicly available by April 1, 2018, an online tool that allows taxpayers (other than corporations) to calculate the approximate change in taxpayer income tax liability by reason of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act).

This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses in connection with a homeschool (whether treated as a homeschool or a private school for purposes of state law). The expenses include: curriculum and curricular materials, books or other instructional materials, online educational materials, tuition for tutoring or educational classes outside of the home (if the tutor or instructor is not related to the student), dual enrollment in an institution of higher education, and educational therapies for students with disabilities.

Community Bank Reporting Relief Act This bill amends the Federal Deposit Insurance Act to require federal banking agencies to issue regulations allowing certain small depository institutions to satisfy reporting requirements with a reduced Report of Condition and Income (i.e., call report).

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Increasing and Mobilizing Partnerships to Achieve Commercialization of Technologies for Energy Act or the IMPACT for Energy Act This bill requires the Department of Energy to establish a nonprofit corporation named the IMPACT for Energy Foundation that provides a mechanism to channel private sector investment into commercial innovative technologies in energy.

Open Internet Preservation Act This bill amends the Communications Act of 1934 by prohibiting broadband internet access service providers from: (1) blocking lawful content, applications, services, or non-harmful devices; and (2) impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a non-harmful device. These prohibitions do not prevent providers from offering specialized services that are offered over the same network and may share network capacity with the broadband internet access service. The bill allows broadband internet access services to be eligible for federal universal service support funding.

This bill amends the Federal Deposit Insurance Act, the Bank Holding Company Act of 1956, and the Home Owners' Loan Act to exclude initial client margin funds (i.e., funds lent to a client by a broker to facilitate a derivatives contract) from leverage-exposure calculations for purposes of determining whether an insured depository institution, a bank holding company, or a savings and loan holding company is in compliance with federal leverage-based capital standards.

Prenatal Nondiscrimination Act (PRENDA) of 2017 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex or gender of the child, (2) use force or the threat of force to coerce a sex-selection abortion, (3) solicit or accept funds for the performance of such an abortion, or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. The bill authorizes civil actions by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of a prohibited sex-selection abortion; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to coerce a sex-selection abortion. The bill also authorizes injunctive relief to prevent an abortion provider from performing or attempting further such abortions. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. Medical and mental health professionals must report known or suspected violations to law enforcement authorities. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such consent, any party, other than a public official, who brings an action must use a pseudonym.

Home Mortgage Reporting Relief Act of 2017 This bill delays the effective date of specified regulations issued by the Consumer Financial Protection Bureau regarding the compilation and reporting of home-mortgage data by depository institutions. The bill also suspends certain home-mortgage data-publishing requirements for depository institutions.

Calls upon the government of Burundi to: (1) accept unarmed United Nations (U.N.) police to monitor the security and human rights situation, (2) disarm those engaged in political violence and the illegal possession of weapons, (3) investigate allegations of human rights violations and hold perpetrators accountable, (4) allow the full deployment of African Union human rights observers and military experts throughout the country, and (5) participate in the political dialogue led by the East African Community (EAC) without preconditions. Calls on: (1) the political opposition in Burundi to renounce violence, (2) Burundian stakeholders to participate in the Inter-Burundian Dialogue to peacefully resolve contentious issues, (3) the EAC to guarantee the inclusiveness of the dialogue process, (4) the African Union to impose targeted sanctions on those perpetuating violence, and (5) the U.N. Security Council to impose targeted sanctions against all who threaten the peace and security of Burundi. Calls on the President of the United States to impose specified additional targeted sanctions, including against any individuals responsible for or complicit in actions or policies that threaten the peace, security, or stability of Burundi or that undermine democratic processes. Calls on the Department of State and the United States Agency for International Development (USAID) to use appropriated funds to: (1) continue U.S. humanitarian assistance and food aid for Burundians, (2) support media, civil society, and human rights actors on the ground to create opportunities for inclusive citizen participation in political dialogue, (3) develop a strategy and programming to address the medium-term risk of political violence, and (4) ensure that the USAID and the State Department are adequately staffed to monitor and develop strategies to rapidly respond to contingencies on the ground.

Access to Independent Health Insurance Advisors Act of 2017 This bill amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative costs for purposes of calculating the medical loss ratio of a health insurance plan. The bill defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under state law to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

National Securities Exchange Regulatory Parity Act This bill amends the Securities Act of 1933 to exempt from state registration securities qualified for national trading by the Securities and Exchange Commission (SEC) and authorized to be listed on a national securities exchange. Currently, securities listed on exchanges specified by statute or SEC rule are exempt.

This bill makes all veterans enrolled in the Department of Veterans Affairs (VA) health care system eligible for VA-provided dental services by removing certain dental service restrictions. The bill phases in eligibility over four years based upon existing eligibility, degree of service-connected disability or other disability, prisoner of war status, award of a Purple Heart, financial need, or VA health care eligibility.

Saudi Educational Transparency and Reform Act This bill directs the Department of State to report to Congress annually on educational materials published by Saudi Arabia's Ministry of Education. The report shall detail whether such educational materials include content that could be seen as encouraging violence and intolerance toward religious groups, including Muslims who hold dissenting views. The report shall also discuss related subjects, including the extent to which such materials are exported and efforts by the Saudi government to remove the intolerant content. The State Department shall issue such reports for 10 years, unless the State Department determines that the intolerant content has been completely removed. If such content is still included in Saudi Arabia's educational materials after 10 years, the State Department shall continue reporting to Congress for another 5 years.

Financial Institutions Examination Fairness and Reform Act This bill amends the Federal Financial Institutions Examination Council Act of 1978 to: set deadlines for final examination reports and exit interviews of a financial institution by a federal financial regulatory agency, and establish the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

Constitutional Amendment This joint resolution proposes a constitutional amendment stating that: the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right; the parental right to direct education includes the right to choose, as an alternative to public education, private, religious, or home schools, and the right to make reasonable choices within public schools for one's child; neither the United States nor any state shall infringe upon these rights without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served; the parental rights guaranteed by this amendment shall not be denied or abridged on account of disability; and this amendment shall not be construed to apply to a parental action or decision that would end life.

Nuclear Energy Research Infrastructure Act of 2017 This bill directs the Department of Energy (DOE) to establish a versatile reactor-based fast neutron source, which shall operate as a national user facility. DOE must consult with the private sector, universities, national laboratories, and relevant federal agencies to ensure that the versatile neutron source is capable of meeting federal research needs for neutron irradiation services. DOE must ensure the national user facility will provide fast neutron spectrum irradiation capability and capacity for upgrades to accommodate new or expanded research needs. DOE must also ensure that full operation of the facility occurs before December 31, 2025.

Accelerating American Leadership in Science Act of 2017 This bill directs the Department of Energy (DOE) to: (1) provide for an upgrade to the Advanced Light Source, and (2) ensure that the start of full operations occurs by December 31, 2025. DOE shall: (1) provide for a Long-Baseline Neutrino Facility to facilitate the international Deep Underground Neutrino Experiment, and (2) ensure that the start of full operations occurs by December 31, 2026. DOE shall: (1) provide for a proton power upgrade to the Spallation Neutron Source, and (2) ensure that the start of full operations occurs by December 31, 2025. DOE shall: (1) provide for a second target station for the Spallation Neutron Source, and (2) ensure that the start of full operations occurs by December 31, 2030.

Department of Energy Research Infrastructure Act of 2017 This bill directs the Department of Energy (DOE) to: (1) provide for the upgrade to the Advanced Light Source described in the publication titled "Report on Facility Upgrades" approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, and (2) ensure that the start of full operations for such upgrade occurs by December 31, 2026. DOE shall: (1) provide for the upgrade to the Linac Coherent Light Source II facility described in such publication, and (2) ensure that the start of full operations for such upgrade occurs by December 31, 2025. DOE shall: (1) provide for a Facility for Rare Isotope Beams to advance the understanding of rare nuclear isotopes and the evolution of the cosmos, and (2) ensure that the start of full operations for such facility occurs by June 30, 2022.

Small Business Credit Availability Act This bill amends the Investment Company Act of 1940 to reduce the required asset-coverage ratio applicable to a Business Development Company (BDC) from 200% to 150% if: (1) the BDC makes specified disclosures on its website and to the Securities and Exchange Commission (SEC); and (2) the modified asset-coverage ratio is approved by the required majority of the BDC's directors, general partners, or shareholders (as applicable). The SEC must allow BDCs to use securities offering and proxy rules that are available to other issuers.
